DATA BASE PARAMETERS ANALYSIS

1. ccch _ conf :

this has been set to 0 for all cells except for cell 19259 for which it is set to 1. we may
see the reason for this.
This cell has one bcch and one tch carrier, channel – reconf _ switch has been set to 0.
number _ of _ sdcch _ preffered is set as 12.

2. bs _ ag _ blks _ res :

this parameter has been set to 1 and depends on paging load and AGCH overload
(especially for cell 19529 which has combined configuration) . the call setup time
also depends on this parameter.

3. bs _ pa _ mfrms :

this parameter depends on paging load. Also it determines the down link signaling
failure counter which will be set to 22 as bs _ pa _mfrms is set to 4. hence six
consecutive bad paging messages are required for a down link failure leading to cell
reselection.

4. interfere _ band, 4 :

this parameter has been set to 63 for some cells and 25 for most of the cells. We have
to see the reason for such setting.

5. dtx _ required :

this has been set to 1. we recommend a setting of 2 (MS must use DTX) at a later
stage especially in cells with lot of interference.

6. attach _ detach :

this parameter has been set to 1.

7. ncc _ of _ plmn _ permitted :

this parameter has been set to 255.

8. ms _txpwr _ max _ cch :

this parameter has been set to 5 (=33dBm). The settings for GSM 1800 cells has to be
set to 0(=3dBm) please mention the GSM 1800 cells and check the settings that is 0.
9. tx _ integer :

this parameter has been set to 12 which means a value of S as 217 and 115 for cells
with ccch = 0 and ccch = 1 respectively. This further means a gap between RACHs
from the set (217, 218, ….217+12-1) for non combined case. All the cells except one
have ccch=0. this parameter will depend on RACH and overload and AGCH overload
also.

10. max _ retran :

this parameter has been set as 2 (4 retransmissions) for some cells and 3 (7
retransmissions) for the remaining cells. The setting will depend on RACH
OVERLOAD and is recommended to be set as 2 for all cells as a value of 3 might
create overload situation during congestion periods.

11. ba _ alloc _proc :

this parameter has been set to 1 i.e. measurement reports are processed only when the
MS begins to use the new ba _ ind _ sacch. This may be set to 0 at a later stage so that
the previous ba list is continued till the new list is received. This also explains that
after handovers, the measurement reports in layer 3 messages of drive test files show
no values till the time sysinfo5 is received by the MS.

12. ho _ ack :

this parameter has been set as 10 seconds and is used during intra cell handovers. The
timer setting needs analysis after call statistics parameters are received.

13. rf _ chan _ rel _ack :

this parameter has been set to 5 seconds. The timer setting needs analysis after call
statistics parameters are received.

14. immediate _ assign _ mode :

this parameter has been set to 0 i.e. if SDCCH is not available the channel request is
dropped. We may enable this feature in cells with SDCCH congestion as in this
feature the channels are utilized more effectively. The time slots available for tch may
increase as the channels dedicated for SDCCH can then be reduced.
max _ q _length _ immediate _ assign has been set to 0.
max _ q _ length _ sdcch has been set to 0.

15. sdcch _ho :

sdcch _ ho has been set to 0. sdcch handovers are disabled.


16. radio _ link _timeout :

this parameter is used to set the timer T100 in the MS. Timer T100 must be less than
rr_ t3109. we have to check this as the radio _ link _ timeout has been set to 4 (=20
SACCH blocks each of 480 ms), rr _ t3109 has been set to 8 seconds. From this T100
comes out to be more than 8 seconds which has to be checked out. If rr _t3109
expires before T100 we may have two MS on the same TCH. Hence value of rr –
t3109 should be set at min 10 seconds to satisfy above condition.

17. reestablishment _ allowed :

value of this parameter is not given.

18. cell _reselect _ hysterisis :

this parameter has been set to 4 (8dB) perhaps to avoid ping pong reselection in idle
mode at LA boundaries. We have to check SDCCH load in LA boundary cells to
optimize this parameter. A value of up to 5 should be tried out.

19. cell _ reselect _param _ind :

this parameter has been set to 0 i.e. C2 parameters are not enabled Enabling the C2
parameters can be considered subsequently.

20. pwrc :

this parameter is important only when hopping is active using the BCCH carrier
frequency. Value of this parameter is not given.
21. max _ ts _ bts and bcch _ power _ level :

both these parameters must be equal to each other. bcch _ power _ level has been set
to 0 while max _ ts _ bts varies from 0 to 2. we recommend to set them as equal.

22. ssm _ timer _ value,4 :

this parameter is used for external handovers and is related to handover _ recognized
_ period.

23. handover _ required _ reject _ switch :

this has been set to 0 which means only external neighbours will be sent to MSC.

24. handover _ power _ level :


this has been set to 5. this means peak power shall be used for GSM 900. settings for
GSM 1800 cells has to be kept at 0.
This parameter is used for intercell handovers- internal and external.
Ho _ onlymax _ pwr has been set to 0.

25. ms _ power _ control _ interval and ms _ p _ con _ ack :

these have been set as 2 for most cells. For cell 1901 they are set to 1 and 0
respectively. This means that for most cells minimum time between power control
change commands will be 4 SACCH multiframes.
decision _ alg _ number has been set to 1 as required.

26. max _ ts _ ms :

this has been set to 33 for all cells. settings for GSM 1800 cells has to be different.

27. rapid _ pwr _ down :

this parameter has been disabled for many cells. we may discuss the reason for that.
The value of rpd _ offset and rpd _ trigger has not been given. The values already
recommend by CL may be implemented.

28. pow _ inc _ step _ size _ xx, pow _ red _ step _ size _ xx :

all these parameters are set to 0. these may be required to increased. The values
already recommend by CL (increase step size of 4 dB and decrease step of 2 dB)
should be implemented.

29. bts _ power _ control _ allowed , bts _ p _ con _ interval, bts _ p _ con _ ack :

bts _ power _ control _ allowed has been set to 0 for many cells which may need
review.
bts _ p _ con _ interval has been set to 1 for all cells.
bts _ p _ con _ ack has been set to 0 and 1. this means that for most bts minimum time
between power control change commands will be 2 SACCH multiframes. The
downlink power changes interval are lower than uplink changes.
Bts power control must be enabled for all cells with settings already recommended by
CL.

30. decision _ 1 _ n1, decision _ 1 _ p1, decision _ 5 _ p5 and decision _ 5 _n5 :

these have been set to 1 which means power control will be effective for one bad
sample or for one good sample. The averaging period has to be increased. We may
get bad samples due to hopping interferences also and these will result in power
decrement and then subsequent increment. The values already recommend by us may
be implemented.

31. u _ rxqual _ ul _ p :

this parameter has been set to 0 which means power will be decreased only when
rxqual is 0. we may set this parameter as equivalent to rxqual + 2 and correspondingly
set l _ rxqual _ ul _ p.

32. u _ rxlev _ dl _ ih and u _ rxlev _ ul _ ih :

these have been set to 40 while l _rxqual _ xx _h has been set as 450. (xx = dl and ul).
This means that the intra cell handover due to interference will take place when xx _
rxlev exceeds 40 and xx _ rxqual exceeds 450 (rxqual =5).

33. xx _ rxlev _ ho _ allowed :

this parameter has been set to 0 for both uplink and downlink. We recommend to
enable rxlev base handovers.

34. ho _ margin _ cell , rxlev _ min _cell

these have to be specified for external handovers. The value of these parameters has
not been given.

ho _ margin _def has been set to 4 or 6 dB which will be used for internal handovers.
rxlev _ access _ min has been set to 0. this is recommended to be increased to 8
rxlev _ min _ def has been set to 5 which will be used for internal handovers. This is
recommended to be increased.

35. ms _ distance _ allowed and ms _ max _ range :

the parameter ms _ max _ range has been as 63 for all cells but as 3 for cell 1917. we
may check this.
Value of parameter ms _ distance _ allowed has not been given.
The parameter timing _ advance _ period has been set to 6 SACCH multiframes
which is the interval between timing advance changes.

36. full _ power _ rfloss :

this has been set to 1 enabling the MS/BSS to go on full power before a link failure.
link _ fail has been set to 4 i.e. 20 SACCH frames. This means for a link failure 20
consecutive bad SACCH blocks will be required.

37. Qual _ PWR _ FLAG, QUAL- MARGIN _ FLAG , ADJ _ QUAL _


MARGIN :
These may be enabled subsequently.
QUAL _ PWR _ FLAG will allow handover only if MS or BS is fully powered up
QUAL _ MARGIN _ FLAG will ensue neighbour protection and all neighbours will
be subjected to criteria 2 results.
ADJ _ QUAL _ MARGIN is used to increase the power budget of each neighbour.

38. bounce _ protect _ margin and bounce _ protect _ qual _ timer /


bounce _ protect _ cong _ timer :

these may be enabled to avoid pig pong handovers due to bad rxqual in the earlier cell
and bad rxlev in the new cell. This feature must be tried among cells where the
problem of ping pong handover is severe.

39. ho _ margin _ usage _ Flag

this may be enabled to modify the criteria for power budget handover criteria 2.

40. hop _ count and hop _ count _ tmr :

hop _ count has been set to 255 whereas hop _ count _ tmr is set to 0. the value of hop
_ count _ tmr has to be increased for it to be effective. When intra-cell handovers
exceed hop count in the duration given by hop count timer an intercell handover will
be attempted.

41. missing _ rpt :

value of this parameter is not given and may be set to 0, but first get the data
regarding this setting.

42. chg _ act _ alg _ data :

the field alg _ num has to be checked as to weighing parameters have been used.

43. ho _ exist _ congest :

this parameter has been set to 0 or 1 or 2, the reason for each setting is not known ,
get a feedback from Motorola expert for the same.

44. hop _ qual _ enabled and hopping _ support :

hop _ qual enabled has been set to 0. hopping _ support has been set to 0 (no
hopping) or 1 (synthesizer hopping.)

45. rach _ load _ period :


this parameter has been set to 5 i.e. the rach load is monitored over five 51 multiframe
periods. This parameter can be optimized as per the RACH overload statistics.

46. report _ resource _ tch _ f _ hwm :

this parameter has been set to 1000. this may be on the higher side as the value
reported is the number of tch.

47. wait _ indication _ period :

this parameter has been set to 5 seconds i.e. after receipt of an immediate _
assignment _ reject messages the MS will wait for 5 seconds before attempting gain.
timer T3122 will be set to 5 seconds.

48. rr _ t3101 :

this has been set as 15 seconds. We have to check vague RACH in the cells with
SDCCH congestion as each RACH holds up SDCCH for the timer value. This value
is high and should be reduced to free up SDCCH resources captivated by vague
RACHs fast. A timer value of less than 10 second should b used .

49. rr _ t3212 :

this has been set as 2 for cell 1901. the reason for this has to be discussed and the
SDCCH load has to be checked due to frequent location updates. This setting of 2
creates lot of location updating load and needs to be changed after discussion to the
normal value.

50. mspwr _ alg :

this parameter is used for enhanced power control algoritm which is used when the
rxlev drops below rxlev threshold when the last power control instruction was for
decease in rxlev due to quality.
the value of this parameter has not been given.
CALL STATISTICS TO BE MONITORED on a per cell Basis :
The parameters may be monitored in two steps :
Step l : parameter to be monitored initially on per cell basis.
Step ll : parameters to be monitored for selected cells on the basis of the report of
step l parameters.
