1 Getting started: general information on AgreenSkills &
AgreenSkills+

AgreenSkills (2012-2016) and AgreenSkills+ (2014-2019) are international postdoc mobility

programmes coordinated by INRA, in collaboration with Agreenium, the French national higher
education and research consortium. They are designed to increase the research potential and career
prospective of researchers to better respond to the current and future challenges in the fields of
agriculture, food, nutrition and environment.

AgreenSkills and its successor AgreenSkills+ are open to inventive, promising and experienced young
and independent researchers from all disciplines who wish to undertake basic or applied research
activities, and boost their career through international mobility.

The selection of AgreenSkills & AgreenSkills+ fellows is conducted through a continuous call for
applications with two selection rounds per year in May and November, in which the applications are
evaluated and selected.

The two programmes will overlap between 2014 and 2016, with a joint call and a shared selection
process in 2015. Therefore and to simplify this guide, both programmes will be referred to as
AgreenSkills+ throughout the guide.

Two types of fellowships are offered:

Incoming fellowships for researchers coming from all countries which apply to undertake a
research project within one of Agreenium’s members’ receiving laboratories in France during a
mobility period of 12 to 36 months.

Outgoing fellowships for researchers employed by one of the Agreenium’s members

organisations, who apply to work in a university research unit or research centres outside
France. The minimum mobility period is of 6 months and a maximum of 24 months (followed
by a compulsory 6 month return period in Europe).

Agreenium is a leading research consortium in agriculture, food, nutrition, environment, animal and
public health in Europe with a particular focus on issues of social importance. It provides access to
more than 300 research campuses and units and high-performing experimental and technological
infrastructures. The areas of interest cover a broad scope and span in the microbial, plant and animal
kingdoms from molecules and cells to whole organisms, populations, communities and ecosystems,
from the understanding of individual economic decisions to the modelling of bio-economic markets.
Agreenium members currently comprise the following organisations:

INRA, the French National Agricultural Research Institute,

CIRAD, the French International Centre of Agricultural Research for Development,
AgroParisTech, the Paris Institute of Technology for Life, Food, and Environmental Sciences,
Agrocampus Ouest, the Institute for Higher Ed. in Agricultural, Food, Horticulture and
Landscape,
Montpellier SupAgro, the International Centre for Higher Education in Agricultural Sciences
INP Toulouse-National Polytechnic Institute of Toulouse,
AgroSup Dijon, Higher National Institute of Agricultural Sciences, Food and the Environment,

2 Why apply for an AgreenSkills+ fellowship?

An AgreenSkills+ fellowship is an exceptional opportunity to acquire international experience in your

research project while boosting your career development skills.

If your application is selected, the programme will support you during the full term of your mobility
period with attractive conditions that include excellent resources and a salary that is significantly
higher than the average French state salaries for young and independent researchers1.

Fellows’ salary will be composed of two parts: (a) Basic salary that is ensured by the home institution
or the hosting laboratory and (b) Mobility allowance which is provided by the AgreenSkills
programme (see figure 1).

AgreenSkills+ employment conditions

A. If you are an incoming fellow:

In the table below you will find some indications about the basic salary and mobility allowance
for incoming Fellows.

Table 1.

AgreenSkills Basic gross Mobility Total gross

Programmes salary/month Allowance/month salary/month
(a) (b) (a+b)
Young 2200 € 1300 € 3500 €
Middle 2700€ 1500 € 4200 €
Independent 3100€ 1700 € 4800 €
Please note that these figures are only rough estimates and will depend on confirmation on available resources by the
host institution to secure your basic salary.

Fellows' basic salary must be ensured by different means:

You come with your home institution salary and you can maintain it during the fellowship
period;
You cannot maintain your home institution salary and the hosting laboratory provides you with
a basic salary.

This financial support provided by the programme includes all benefits from the French health care
and pension contributions, insurance and other social benefits.

Please note that, in order to respect the principle of co-funding, the basic salary cannot be sourced
from European Commission funds.

Young Researcher= 1-7 years of experience after PhD; Independent Researcher = 7-10 years after PhD

4/27
AGK-AGK+ Guide for Applicants-March 2015
B. If you are an outgoing fellow:

The programme offers you a mobility allowance in the form of a tax-free daily allowance (per diem)
in addition to your basic salary that you will continue to obtain from your home institution. The
amount of the per diem goes approximately from 1700€ to 3000€/monthly. Please note that the per
diem does not cover the compulsory six-month return phase.

For both incoming and outgoing fellows:

The programme does not provide additional financial aid to cover travel expenses. However, this
could be negotiated with your hosting/home institution.

The hosting laboratories participating in AgreenSkills+ commit to give you access to:

Financial resources needed to undertake your research project;

Material and human resources, including laboratory equipment and high-performing
experimental and technological infrastructures;
Networking and training through seminars, workshops, conferences; other informal learning
opportunities, etc.

dates of mobility. Both programmes also pays particular attention to the needs of lecturer -
researchers and the semester system (under the so-called Bologna Process), allowing the split of the
mobility period into several phases. Each candidate is encouraged to explicitly outline the
specificities of her/his situation in the application to make sure she/he conforms to all eligibility
conditions.

4 The Application and evaluation process

Your research mobility proposal will be evaluated by an internal and external selection panel
according to strict selection criteria focusing on your professional skills and research proposal. The
application process can be divided into five steps:

Step 1: The eligibility check

Step 2: The “Matching process”: eligible applicants’ search for receiving labs
Step 3: The submission of completed application
Step 4: The evaluation and selection stage
Step 5: The final decision and communication to candidates

7/27
AGK-AGK+ Guide for Applicants-March 2015
Fig.2 – The AgreenSkills’ application process in 5 Steps

Step 1: The eligibility check

In order to apply for an AgreenSkills+ fellowship, you must first create a secure user account on the
AgreenSkills website and second, fill in your candidate profile and all relevant information to
determine your fulfilment to the eligibility conditions (e.g. CV, abstract of your research project
proposal, etc.) and to ensure that the selected research topics are relevant to the Agreenium fields.
The eligibility check will be carried out by the AgreenSkills Programme manager and you will be
informed by e-mail, within 2 weeks of your submission whether or not your application has been
successful at this stage. You will also receive a letter with a brief explanation as regards the eligibility
criteria and about the further steps.
Step 2: The matching process: connecting applicants’ projects to receiving labs
Once you are deemed eligible, you will be able to contact any potential hosting lab directly,
specifying that you have been declared eligible and explaining your interest in carrying out an
AgreenSkills mobility research project at their research unit.
You could find a potential match with the appropriate institutions and research units through:

8/27
AGK-AGK+ Guide for Applicants-March 2015
 The Agreenium’s Research and Laboratories Data Base (AgreenLabs) available on the
AgreenSkills website (only relevant for incoming fellowships);
 Consulting the Labs Proposals section published on the AgreenSkills secure portal (only
relevant for incoming fellowships);
 Being contacted by Agreenium’s receiving laboratories directly (who have access to the list of
eligible applicants)

Step 3: Preparation and submission of complete application

Once you have identified your potential hosting unit, you will need to complete your research
project proposal and hold an interview – face-to-face, or by telephone/video conference– with the
selected laboratory. It is arranged directly between you and the potential mentor at the host
laboratory and where possible, the head of the laboratory. The interview is a key element for
ensuring a good match between your competences and interest, the laboratory needs and your
research project of your application. The mutual desire to work together is a key element for the
success of your application.
All interviews will follow the same format according to the Interview Report template, enclosed in
Annex III, and available on AgreenSkills’ website in the section entitled “Documentation for
applicants”.
The co-signed report of the interview by the applicant and the hosting lab is a commitment in which
is described the mobility conditions and states that all the required conditions are fulfilled. This
report is a crucial element of a candidate’s application.
For outgoing fellows, a validation by the home institution is also required.
Within the framework of the AgreenSkills programmes, the applicant has the choice of applying to
several laboratories and creates more than one application through the AgreenSkills’ secure account.
Each application will be composed by a CV, mobility research project, information on the chosen
hosting lab, the Ethical issues table form filled in and the co-signed report of the interview.

Step 4: The Evaluation

During the preparation of your application, you could indicate your preference for the choice of
evaluation panel(s). Nevertheless, the attribution of candidates to each expert panel is proposed by
the AgreenSkills Coordinators, taking into consideration your choice and the relevance of your
project. The final attribution is validated by the Scientific Committee.
Your application will be evaluated by up to three reviewers. The experts (see Box 1) will evaluate and
mark your application according to the merit criteria (see Annex V).
Particular attention is paid to those skills that enhance the candidate’s research career (i.e. industry
experience, management skills and people skills). The varied experience and skills gained during
career breaks are reviewed positively in the application process, and should be explicitly mentioned
in your application. Career breaks for family reasons such as maternity or paternity leave are
considered as neutral.

9/27
AGK-AGK+ Guide for Applicants-March 2015
Box 1- The Scientific Committee
The Scientific Committee is structured on the basis of the 7 Panels defined according to topics and infra-tissue
level:
1. Virology, microbiology, structural, molecular, cellular biology, biology systems, etc.
2. Biological individual and tissue level, simple entity level: plant or animal biology, soil sciences, pathology,
immunology, parasitology and symbiosis, genetics, etc.
3. Population level: evolutive ecology, environmental science, agronomy, animal sciences, epidemiology;
4. Food and human nutrition, eating habits, food safety, toxicology, metabolic and nutritional diseases,
veterinary public health;
5. Bioprocess, green technology, food technology, material science, etc.
6. Modelling, biomathematics, bioinformatics;
7. Economics (micro and macroeconomics, trade and market, management science...) and social science.

14 experts compose the Scientific Committee chaired by a Scientific Committee President. Each Expert Panel
aims to comprise at least 30 members. You can consult the list of the committees’ members on the
AgreenSkills website under ‘Science and Governance’.

Ethical principles
The wide range of topics covered by Agreenium may lead to the submission of research proposals
raising ethical issues. Therefore, AgreenSkills considers mandatory that the research project complies
with ethical procedures and regulations of the European Commission including compliance with the
recommendations of the European Group of Ethics in Science and New Technologies Opinion 242,
related to agricultural research and development, and the Guidance Note Related to Ethics and Food-
Related Research3. The project should also comply with standards in research integrity, as specified
in the European Science Foundation’s European Code of Conduct for Research Integrity4.

The AgreenSkills Ethics Commission, composed of ethics experts, will make sure that ethical issues
are properly addressed in your research project proposal. The Ethics Commission has drawn up a list
of ethical points to consider, as well as a questionnaire (see Annex IV) to assist candidates in their
reflection on ethical issues associated with their research. This guide includes an agreement from
candidates regarding the inherent responsibilities to scientific research and a set of more specific
questions about the Ethical guidelines and regulations. Finally, the Ethics Commission will contribute
to all programme aspects related to ethics including training and documents.

Step 5: The selection phase and final decision

The selection of fellows is carried out every six months. The Scientific Committee meets to analyse
the reviewing reports of each application and draw up the list of proposed/not proposed candidates,
ranking those candidates with the highest merit criteria (minimum required 60/100).

evaluation and comments made by the Scientific Committee, as well as recommendations should the
applicant wish to resubmit at a later date.

Please, note that:

 The chair of the Scientific Committee and the AgreenSkills Programme Coordinators are
the only ones entitled to communicate with the fellows during the selection process.
 After an unsuccessful evaluation, eligible candidates can resubmit their application to the
same receiving lab after having improved the application, or submit a new project
proposal to another receiving lab. The eligibility of their proposal will have to be checked
again before submitting a new application.
 The candidate has the possibility to appeal the final decision regarding any formal errors
concerning the application, during the eligibility and selection phases and within two
weeks after receiving the results.
 During the mobility period, under exceptional circumstances, the fellow could prolong
his/her stay within the AgreenSkills’ framework programmes. The fellow will have to
justify the need for prolonging his/her stay. For more details please read the Fellowship
prolongation request.

mobility project could offer to your research career and skills and the host institution. Therefore
is recommended that you bear in mind the following while drafting the whole proposal:

 Even if the information reported in your proposal has been discussed and agreed with the
potential hosting unit, you must write your own research proposal using your own words
and not “to borrow” from any lab proposal that your potential hosting unit has published
on the AgreenSkills secure portal or elsewhere.
 If you are an Independent researcher, your proposal will be evaluated at the high level
expected. More attention should be paid to refer to your collaborations & networking
experience, research management experience and the added value of the mobility project.
 You must complete all templates and requested forms (see Step 2 and 3). These can be
found under the Documents section of the AgreenSkills website. Once all required fields
are filled in your account on the AgreenSkills portal and relevant documents uploaded,
you’ll be able to submit your application for evaluation.

6 Schedule of selection rounds and deadlines

Applications for the eligibility check will be carried out all year long through a continuous submission
process. Two fellowship selection rounds are scheduled each year with strict deadlines for

Ethical issues have to be taken into account in your project and will be considered when evaluating your proposal.
The European Commission has set up an Ethical issues Grid (Part 1) that it is compulsory to complete.

Moreover, AgreenSkills’ Ethics Commission has drawn up a list of ethical points to consider as well as an
additional questionnaire (Part 2) to assist in your reflection on ethical issues associated with research. This guide
includes an agreement the responsibilities inherent to scientific research and a set of more specific questions
about the Ethical guidelines and regulations, as well as the aims and methods applied in your project. Please bear
in mind that it is compulsory to complete both parts.

The AgreenSkills Ethics Commission points out the following criteria for ethical conduct:
[Please read these points carefully and check the box below]

Responsibility
- That the action of scientific research is founded on the ethical principle of beneficence;
- That there are professional responsibilities inherent in the activities of research, including meticulousness,
caution, intellectual honesty and integrity in carrying out the research as well as in the presentation and
utilization of the findings, because of the ethical and social implications;
- That any conflict of interest must be disclosed in publications and to the funding agencies.

Honesty & integrity

- That research should be conducted according to the standards of research integrity, as defined in The
European Code of Conduct for Research Integrity, available on the European Science Foundation’s website
http://www.esf.org/coordinating-research/mo-fora/completed-mo-fora/research-integrity.html and other
appropriate national codes of conduct and disciplinary or national ethical guidelines documents;
- That any suspected deviation from these standards, especially alleged research misconduct, should be brought
to the immediate attention of your designated contact point(s) (e.g. your scientific mentor or supervisor);
- That these might be investigated according to the policies and procedures of the body with primary
responsibility, while respecting the laws and sovereignty of the states of all participating parties;
- To cooperate in and support any such investigations; -
- To accept, subject to any appeal process, the conclusions of any such investigation and to take appropriate
actions.

Legal requirements & regulations

The research proposal should be conducted according to the appropriate guidelines and relevant laws of the countries
where the research will take place. Therefore, attention has to be paid to identify and respect the relevant
international and national regulations that apply to your research proposal.

I confirm being aware and sharing these ethical conduct principles and criteria [Check the box] ☐
