2.0 Document Control


The purpose of this Project Environmental Health Safety Management Plan (OSHE-CMP) is to ensure
that all SEA SHORE CONSTRUCTION LLC and sub-contractual employees are safeguarded, as far as is
reasonably practicable, from potential hazards in the performance of their duties and all practicable
measures are taken to safeguard the environment.

Literatures included in this Plan are in line with Dubai Municipality code of construction & Dubai
Municipality Traffic Management Guidelines, DDA and Trakhees specifications, Company Policy and
procedures, and international best practices prevailing in manufacturing industry.

This OSHE Plan is the Rev.0 which is prepared for submittal; this plan is prepared in line with
DM/DDA/Trakhees requirements.

Revision Procedure

Modification and/or corrections: if any are found whilst implementing the OSHE Plan shall be notified to
the OSHE department, hand written into the original and signed by GM. These will be notified to all
copyholders and updated on the next revision.

This plan will be revised yearly and/or any changes in management or project scope/activities.

3.0 Project Description

3.1 Location

The site is located in Dubai Industrial City plot/parcel No 7210361 designated for industrial activities. The
total plot area allotted for the facility is 3399.10 Sq.m. Below figure of map shows the adjacent land usage
within the radius of 2 km. Since the site is located in a residential area, there is no any major sensitive area
nearby the project location.

The scope of the work for Sea Shore Construction LLC is Construction of Mosque and Service Block

4.1 OSHE Policy


Sea Shore Construction LLC a medium scale construction company situated in Dubai, proactively implements
Occupational Safety, Health and Environmental practices as it is seen on equal parity with all other Business Units and
Departments throughout all its operations. We believe that safety and health of our employees is paramount and that
all incidents, injuries, occupational illnesses are preventable and environment are protected that excellence is
everyone's responsibility.
We are also committed to continually improve our Occupational Safety, Health and Environmental (OSHE)
performance of the company by setting standards to eliminate fatalities, limit accidents and ensure occupational safety
of all employees & stakeholders.
This shall be accomplished by:
 Ensuring compliance with all statutory legal and regulatory requirements, contractual obligations and
corporate directives;
 Integrating Occupational Safety & Health considerations into our decision making and in our operational
practices;
 Ensure protection & enhancement of the Health & Safety of employees and stakeholders;
 Identifying Occupational Safety, Health and environmental hazards, assess risks through risk assessments,
formulate mitigation measures and implement them
 Establish OSHE Objectives, assign targets & management programs to ensure the objectives are realized and
their progress monitored;
 Ensuring continual improvement in the OSHE performance by regular OSHE trainings and promoting
awareness among staff and visitors;
 Making every employee responsible towards implementing the OSHE policy, realize objectives & targets and
follow OSHE procedures

The management commits to provide all necessary resources towards fulfilling this policy statement and its established
OSHE objectives. Additionally, this policy shall be

 Subject to an annual review to facilitate continual improvement.

To ensure consistent and effective implementation of this policy, Sea Shore Construction LLC shall establish &
maintain an Occupational Safety, Health and Environment Management Systems that is compliant to the Dubai
Municipality, Tarkhees rules and regulations & conforms to international standards.

Smoking, Drug & Alcohol Policy Statement


The overall aim of this Policy is to have safe and healthy working communities in any workplace, which
protect and promote health and safety and thereby sustain health, enhance productivity and strengthen
business performance.
This aim has the following three objectives:
 To prevent drug and alcohol problems affecting the workplace through awareness rising.
 To identify problems at the earliest stage;
 To protect the health, safety and welfare of employees by offering support to those who have a
problem.
 To prevent workplace accidents resulting from abuse of vehicles, machinery and equipment or
working under the influence of drugs & alcohol.
 Eliminate risk of fire and explosion induced by smoking.
Drugs and Alcohol under this Policy
Class A includes: ecstasy, cocaine, heroin, LSD, mescaline, methadone, morphine, opium and injectable
forms of Class B drugs.
Class B includes: oral preparations of amphetamines, barbiturates, cannabis, cannabis resin1, codeine and
methaqualone (Mandrax).
Class C includes: most benzodiazepines e.g. Temazepam, Valium, other less harmful drugs of the
amphetamine group, anabolic steroids and tranquillizers.
Alcohol includes: All drinks contains alcohol which can cause drowsiness and lack of sense/ attention. This
includes illicit drinks and liquors also.
Safety Critical Jobs:
The Management realizes that not only an individual exposed to an accident if working under the influence
of drugs or alcohol but creates a potential for risk to others also.
Smoking will not be permitted in any workplace other than designated areas.
Enforcement
Possession, consumption and entry under the influence of drugs and alcohol inside office or Project
premises are strictly forbidden under this Policy.
Any employee found to have tested positive after any drug or alcohol test will be immediately suspended
from the work in which they are engaged and consequently terminated from the Company as per the UAE
Labour law.
The Management would ensure implementation of this Policy in all facilities and Project sites by active
management involvement, monitoring and preventive measures.

4.2 Roles and Responsibilities

Project Managers
Project Managers are accountable for;
 Set a personal example in day-to-day duties by following OSHE rules and at the same time consider
OSHE matters as equal to cost, quality and productivity.

 Consider employees' suggestions and encourage them to accept and support OSHE rules and
regulations.
 Liaise and co-operate with Construction Managers, OSHE Manager and subcontractor project
managers to ensure that company OSHE policy, procedures method statement and control measures
given in the risk assessments are fully implemented at site.
 Coordinate with authorities such as Police, Civil Defence, DM/DDA/Trakhees OSHE
Inspector/Investigator, OSHE Centre Inspector/Investigator in case of any “Reportable Incident”
 Coordinate with Site OSHE Manager on written report on “Reportable Incidents” to Consultant
Project management, Client and authorities concerned.
 Visit work locations and show interest relating to good performance in all OSHE rules and
regulations.
 Ensure lessons learned from incident/near miss report are communicated to all his staff and
corrective actions taken.
 Ensure all activities are covered under the scope of risk assessment and risk-mitigating measures are
carried out before commencing works.
 Ensure safety in equipment and tools design and specification is fit for the intended application and
carries out periodic check/inspection.
 Communicate and co-ordinate with Clients on different matters related to his operation.
 Attend OSHE meetings, reviews and planning sessions

OSHE Manager

OSHE Manager is accountable for;


 The OSHE Manager is responsible for reviewing and revising plans and Procedures of the company
and subcontractors in line with legislative and local changes to maintain an effective OSHE
Management System.
 Investigate potential hazardous and dangerous occurrences and examine case of incidents as part of
the team carrying out that function.
 Investigate complaints relating to the Health and Safety of any member of the workforce and bring
these matters to the attention of Managers.
 Ensure management is informed on all general matters affecting the Occupational Health and Safety
of the workforce.
 Review the Environmental health and safety Policies once per year to ensure each continues to be
suitable and effective.
 Liaise with Department Managers in implementation of OSHE Management System and issues
safety directives accordingly.
 Monitors, reviews and advises the Project Managers on OSHE policies implementation and results
of the OSHE audits.
 Makes sure OSHE roles, responsibilities, policies, plans and objectives are communicated to all
relevant personnel.
 Monitors OSHE training requirements of personnel and coordinates in arranging internal and
external training.
 Give support for OSHE department for carrying out all Company OSHE requirements as per the
Safety Management System.
 Chair Project OSHE meetings and workers welfare meetings.
 Ensure only authorized persons are allowed into the construction area.

Planning Manager

Planning manager is accountable for;


 Responsible to include OSHE requirements during planning of each site activity schedules.
 Ensure engineering controls are envisaged with respect to financial, resource allocation, time
allocation for various tasks during the planning stage.
 Ensure critical OSHE requirement as per the corporate objectives, project objectives and standards
are considered for deployment of plant/ equipment, human resource allocation or commencement of
site activities.
 Understand and include OSHE training requirements, certification needs whilst formulating
planning schedule of each site task.
OSHE Engineers /Coordinator /Officer
 The project OSHE Engineers/Officers is responsible for promoting a positive OSHE attitude to
achieve the goals of the OSHE Policy and Procedures.
 Reviewing and updating this Project OSHE Plan as necessary to account for significant progression
and changes in the project in coordination with OSHE Manager.
 He is also responsible for overseeing and checking the implementation of the plan.
 Maintain the OSHE records to enable auditing to be carried out. In addition, he must offer advice
and assistance to the project management team for the implementation of the plan.
 Consult with and advise the supervisors and work force on good OSHE practices.
 Advise the project team and assist them to achieve safe operations to approved plan and procedures.
 In addition, to ensure that SEA SHORE CONSTRUCTION LLC fulfil the requirements of
DM,DDA and Trakhees, Client/consultant Safety Management System (SMS).
 Conduct induction/training to site staff/workers
 Conduct site inspection and report deficiencies to project manager/OSHE Manager

OSHE Inspector:

 Conduct daily site inspection and report all non compliances to PM/ OSHE engineer
 Stop any work/activity openly violating the safety procedures, provided that the interruption of
work does not lead to any other hazard or considerable damage to the building/structure or life.
 Ensure that safe working procedure for any hazardous work have been established to site
management on all safety matters and for enforcement of safety rules on day to day activities.
 Conduct safety audits and report findings to the management.
 Seize, render harmless or destroy any substances or articles after consulting with Project Manger/
OSHE engineer if it is a source of imminent danger or serious personal injury.
 Ensure corrective and preventive actions are taken if any unsafe acts/situation is observed.
 Provide training to employees on various topics related with site safety.
 Inspect and update first aid boxes.
 Inspect fire extinguishers, fire alarms for its conditions and record it, if maintained by the company.
 Conduct Mock drills, Noise level monitoring on sites and offices regularly and update the records.
 Ensure all lifting gears, Fire extinguishers, Mobile plants and other vehicles posses’ valid legal
documents and test certificates as per the requirement.
 Prepare MSDS register for all hazardous materials and train personnel for its safer handling,
transportation and storage.
 Prepare and maintain the records for hazardous wastes storage and disposal.
 Ensure proper PPEs are purchased, delivered to all concerned and its usage on site.
 Identify the requirement for barricade and signage requirement and report to the project manager.

 Ensure compliance with SEA SHORE CONSTRUCTION LLC OSHE policies and procedures.
 Conduct Tool Box Talks.

Engineers

 They shall be familiar with all safety procedures relating to the work being carried out under their
supervision.
 Make sure that their subordinates receive clear safety instructions relating to the work that they are
carrying out.
 Make sure the workplace is maintained in a safe and tidy condition.
 They shall assist in giving toolbox talks.
 They shall take prompt action to rectify unsafe conditions.
 They shall give full co-operation to the Safety Officer and comply with his recommendations.
 They shall ensure that all necessary safety devices are provided and used
 Make sure that all site personnel under his control are provided with and wear the necessary
Personnel Protective Equipment (PPE)
 Make sure that all method statement, risk assessments and safety procedures for the activities are
received, communicated to workforce and complied at site.
 They shall carry out regular inspections of the workplace.
 They shall be familiar with all Emergencies and Accident Reporting Procedures ensure that they are
known to their subordinates, and implement those procedures as required.
 They shall promote safety awareness through leading by example.
 They shall ensure that all new operatives under their control have received induction training before
commencing work.
 Make sure that all plant/machinery have valid certificates and operators are competent to do their
job,

Time Keeper

 Ensure that all new employees are possessing legal documentation


 Ensure that all new employees are inducted from OSHE department before stat working at site.
 In case of any emergency, to perform head count for all site personnel

Store Keeper

 Receives and inspects all incoming materials and reconciles with purchase orders; processes and
distributes documentation with purchase orders; reports, documents and tracks damages and
discrepancies on orders received.
 Makes intra- and inter-site deliveries of requested surplus office furniture and merchandise;
maintains records of all deliveries.
 Fills supply requisitions; assists buyer to order adequate merchandise and supplies; delivers orders
to faculty and staff.
 Receives, stores, tags and tracks company property; prepares property lists for items to be issued at
site.
 Receives and stores documents and confidential files; maintains record of approved document and
confidential file destruction.
 Ships canceled and damaged items back to vendors as appropriate.
 Delivers and sets up furniture for various campus events as requested.

 Handles and documents storage and transportation of hazardous materials.


 Maintains the warehouse, records area and stores area in a neat and orderly manner.
 Answers questions regarding procedures and resolves discrepancies regarding receipts, deliveries,
warranties, repairs and surplus property.
 Trains and directs the work of store assistants.
 Monitor and issuance of gate pass / permit for each and every material leaving the site premises.
 In-charge for the issuance of construction materials such as hand tools, power tools, etc. and keeps
record with him, monitors the record at every shift and ensure all the materials are in safe and good
condition, and in addition ensure that all materials are arranged and stacked appropriately at his area
of responsibility.

Supervisors

 Assign jobs/tasks to crew and ensure all personnel on site comply with Company policy, procedures
and perform their tasks in accordance with approved method statements and procedures.
 Interact with Consultant Representative at site on all day-to-day operational matters.
 Act as focal point at the site and ensure all operations are carried out safely.
 Bring to the attention of line Management (Managers) potential hazards to Safety, Health and
Environment, which cannot be resolved by him.
 Ensure all the crewmembers on work location are aware of their responsibility to report
immediately any unsafe condition/act and in turn inform the engineers accordingly.
 Make sure all accidents, Near Miss incidents are reported immediately as per the procedures.
 Ensure equipment and associated tools are in good working condition.
 Promote safety awareness in his subordinates.
All Personnel

Every person working in the project has a statutory duty to take reasonable care for health and safety of
themselves and others are not affected by their actions or omissions’ at work.
 With regard to the statutory duties, they must co-operate with their employer to enable him to
comply with the relevant statutory provisions.
 No person shall intentionally or recklessly interfere with or misuse anything provided for safety,
health or welfare under the relevant statutory provisions.
 All personnel shall wear or use the appropriate safety equipment or clothing and use the appropriate
safety devices.
 All personnel shall report any accidents and damage to property or equipment to their immediate
supervisor, irrespective of whether persons are injured.
 All personnel are encouraged to make suggestions to improve health and safety to their supervisor
and the Safety Officer.

Sub Contractors

All Sub-Contractors apart from the Contractual obligations vide DM/DDA/ Trakhees…etc for construction
projects and UAE Federal Law; the following specific responsibilities are to be complied on this Project.
 Ensure that suitable, site specific OSHE Plan is prepared and approved by SEA SHORE
CONSTRUCTION LLC or comply with SEA SHORE CONSTRUCTION LLC OSHE plan.
 The plan and procedures shall be communicated to all relevant parties prior to start of
construction. Make sure the OSHE Plan is implemented and kept update as the project
progresses.

 Sign the OSHE agreement with SEA SHORE CONSTRUCTION LLC


 Make sure competent supervisor, safety staffs, first aider/male nurse, fire warden/fire watch are
present at site during operation at site.
 Make sure that all activity will have an approved method statement and risk assessment before
starting the activity and it is communicated to all those involved in the activity and risk
mitigating measures are adopted on the job.
 Safety officer will coordinate with SEA SHORE CONSTRUCTION LLC OSHE Department
on day today activities at site, he will attend the site weekly OSHE meeting with SEA SHORE
CONSTRUCTION LLC.
 Make sure all staff/operatives attend the general induction given by SEA SHORE
CONSTRUCTION LLC and site specific induction by the concerned contractor’s safety
department. In addition, they will receive information, instruction and training on OSHE
matters required for the task.
 Provide adequate welfare facility to operatives such as rest areas, toilet/washing facilities,
sufficient cool drinking water, first aid facility…etc.
 Permit shall be obtained from SEA SHORE CONSTRUCTION LLC before closing/diverting
any haul roads as a part of construction and provide appropriate traffic signs/flag men as
advised by SEA SHORE CONSTRUCTION LLC.
 Follow approved waste management plan for waste segregation, disposal of waste…etc.
 Make sure all plant and machinery, before brought to the site, will have valid registration
certificate, third party inspection certificate and the operator is competent with valid UAE
License and third party competency certificate in hand from Dubai Municipality approved
agency.
 Ensure the site rules are displayed at conspicuous locations in the work area and effectively
communicated to all personnel in the Project.
 Ensure site operatives are given daily task briefing by supervisors prior to commencement of
shift.
 Provide relevant information to subcontractors and suppliers, particularly on hazards and risks
through the plan, inductions, and toolbox talks etc.
 Ensure that accidents, incidents near misses are immediately reported to SEA SHORE
CONSTRUCTION LLC through telephone/text message and submit a written reported to SEA
SHORE CONSTRUCTION LLC OSHE Department within 24 hours as per the procedure.
 Ensure workers welfare committee for the project is formulated and meeting conducted monthly
to attend/resolve operative’s issues.
 Ensure hazardous substances are stored as per the MSDS.
 Ensure appointments are made for lifting operation, temporary works and housekeeping… etc.
 Obtain permit to work from SEA SHORE CONSTRUCTION LLC for all high risk activities
such as hot work, confined space entry, excavation…etc before starting the activity.

4.3.0 Legal Requirements


SEA SHORE CONSTRUCTION LLC understands its obligations to meet national and local legal
requirements and keep up to date with changes in the law. Sea Shore Construction LLC shall develop a
Legal Compliance procedure and legal register and to be updated as and when required.

4.3.1. General
The Management of Health and Safety at Work Regulations require employers to assess the risks to health
and safety of employees and others who might be affected by their operation. Environmental legislations
also dictate that environmental risks shall be appropriately identified and controlled during the course of

4.4. Management of Contractors

4.4.1. Selection and Appointment


SEA SHORE CONSTRUCTION LLC will manage the environment, health and safety risks arising from
engaging contractors, through implementing relevant steps of selection and appointment of contractors:

 The contractor will be asked to complete the prequalification checklist (OSHE) and it will be
reviewed by the OSHE Manager
 Evaluation through their company yearly OSHE statistics for the past 3years,
 Finding the history of previous projects carried out to assess their capabilities according to their
scope of works
 Checking of the recourses being possessed.

4.4.2. Contractual Requirements


OSHE Contractual requirements for sub-contractors are agreed and signed by both parties during the award
of contract and signing the contract agreement. Which includes the subcontractor agreement, drawings,
specification, technical consideration and exclusions, BOQ, program of work, OSHE Agreement, safety
violation system, second party’s offer and form of bank guarantees…etc.

In addition, the subcontractors will submit their OSHE documents to main contractor for approval, such as
OSHE Plan, method statement, risk assessment, etc prior to starting the work at site. The plan and
procedures will be reviewed by main contractor and make sure it is in line with the DM Requirements. The
approved documents will be forwarded to Consultant, Developer for their approval. Upon approval from
consultant it will be forwarded to concerned contractor for implementation at site.

4.5 OSHE Risk Management

4.5.1. Assessing Risk during Design Stage

Designers play an important role to reduce the OSHE risks that arise during construction work, and helping
to protect workers.

The design team shall identify hazards during construction, considering the type of construction, location,
material used, activity required, environmental condition, equipments to be used for construction,
access/egress, working platform requirements…etc. and prepare the risk assessment in design stage itself
following the Environmental and OSH Hierarchy of risk control. These risk assessments will be a generic
one and it will have reviewed during actual course of construction.

4.5.2. The Risk Assessment Process

Hazard Identification
Hazard identification process has been recognized as a vital part of assessing risks involved in the business
operation. Each employee in this organization is expected to have required skill to identify hazards involved
in the activities they are to perform. This will be achieved by:

 Awareness training on hazard identification and risk assessment to all category personnel.
 Disseminate knowledge and information through posters, OSHE alerts write-ups, pocket
booklets etc.
 Know identified hazards from MSDS, operating manuals, catalogues, manufacturer instruction
booklets.
 Learn from the history and previous work experiences
 Preparation of method statements for each activity to be executed
 Group discussions/ meetings
 Expertise or 3rd party opinions
 Hazard identification work shops
 Know from OSHE department
 Know from best industry practices and regulatory requirements
 Habit of “ask when in doubt”

All potential hazards involved with project activities shall be identified comprehensively with an aim to
mitigate risk as low as reasonably practicable.

Risk assessment will be carried with each method of statements, and separate assessment will be carried for
those tasks require no method of statements and will be submitted for approvals.

Identify who can be harmed or what can be damaged and how- determines who can be harmed to what
extend or what are the potential damage to assets, environment or reputation.
Evaluate the existing and potential risk and select control measures that can either eliminate
the risk or minimize the risk as low as reasonably practicable- using recognized method,
knowledge and experience decide measures to eliminate or minimize the risk; this process shall
have detailed study and exercise and the control decided shall be realistic and achievable during
the course of execution of a task. Hazards and risks will be controlled in a systematic manner with
the requirement to eliminate the hazard/ risk ALARP. That will be in below sequence:
Implement the selected/ proposed control measures- this step is vital as the control measures that are
adopted at the workplace is the practical thing that will eliminate or minimize a risk. Very often selection of
control such as “training on manual handling techniques to the crew” will be overlooked and the workmen
will be deployed without adequate training.
Monitor and Review the control measures- to ensure that the control measures are adequate and working
correctly.

All subcontractors will submit their method statements with site/task specific risk assessments to SEA
SHORE CONSTRUCTION LLC for approval well prior to start the activities. These will be reviewed by
SEA SHORE CONSTRUCTION LLC and send to Consultant for approval.

4.6 Training and Awareness

SEA SHORE CONSTRUCTION LLC will ensure that all employees are trained to a level of competency to
carry out the task at site and the record of such training will be kept available with OSHE Department.

OSHE Induction

All new personnel coming to site, including Subcontractor employees must take part in the General
induction given by SEA SHORE CONSTRUCTION LLC OSHE Officer at SEA SHORE
CONSTRUCTION LLC Induction Hall. Once completed they will sign the roster to show attendance and an
induction sticker will be issued for the attendee’s hardhat. The general induction training will also be
updated and given to the entire workforce at periodic intervals not exceeding a year.

Visitor Induction

All visitors entering site will read and sign the induction form available with security at all gate and return
the signed form to security. If the visitor has to go to site will be accompanied by the host or a person
arranged by the host.

Project Specific Training and Awareness

The Project management and supervisory Team will attend specialised training, where and when necessary,
to ensure they are all kept up to date with current legislation and local trends. Any additional training
considered necessary would be scheduled and carried out by competent and authorised training companies.

Competency Training
Training shall be given as and when required to maintain high levels of competency. No person shall
perform any job function for which he has not been fully trained and accepted, by testing, with his
supervisor. To be competent they must have the training (certified where required by law) and experience to
understand when a situation is controlled and what to do if it is not.

The following categories have specialised training/evaluation and will carry a proof that they are
‘competent’.

Are carried out in the work place for a group of workers not more that 25 people. Usually this is to be
carried out by site supervisors or foremen and monitored by safety department. Relevant work related
topics or other OSHE topics could be included in this session. Toolbox talks shall be delivered on weekly
basis and shall be recorded.

Training Records
Copies of any OSHE related certificates and other proof of attendance (competency) will be kept in the
control of OSHE Department and can be seen upon request by anyone with a genuine interest.
Subcontractors will submit copies of certificates to SEA SHORE CONSTRUCTION LLC OSHE
Department for record. Copies will be transmitted to client/consultant in the project weekly report.

4.7 OSHE Incident


The project Manager and OSHE Manager will make sure that all Environmental, Health and Safety
incidents, Damage, near-misses are reported in time as required in the Mechanism and the reporting
protocol is followed.

investigated. Learning the value of the incident, through investigation and production of a report shall be a

1. In case of any “Reportable Incident” SEA SHORE CONSTRUCTION LLC Site OSHE Coordinator
will immediately report to Project Manager and Consultant OSHE Manager telephonically and/or
through a text message.
2. Project Manager will inform Company Management, Project Management, Client, and authorities
such as Police, Civil Defence, DM/DDA/Trakhees OSHE Inspector/Investigator, OSHE Centre
Inspector/Investigator...etc.

3. Sub contractors will report all incidents, near misses to SEA SHORE CONSTRUCTION LLC
OSHE coordinator telephonically and/or through a text message as soon as possible and followed by
a written report within 24 Hrs. SEA SHORE CONSTRUCTION LLC OSHE coordinator will make
sure that it is forward to Project Manager for onward transmission to consultant and Project
Management and government authorities.

4. In case of serious incident, it will be notified using relevant form to the authority, and if it is fatality
shall be reported within 24hrs otherwise within 3 working days.

As the Investigation completed the findings shall be reported though relevant Form with the
concerned authority.

Investigation Procedure

1. All reportable incidents, near misses...etc will be investigated by site OSHE Manager and a
competent team appointed by project manager.

and concerned parties.

4. The company investigation team will assist the authority team when a “Reportable Incident” needs
to be investigated by Authorities such as Police, Civil Defence, DM/DDA/Trakhees OSHE
Inspector/Investigator, OSHE Centre Inspector/Investigator...etc.

5. Also as per DM/DDA/Trakhees, if the incident has been identified as serious incident, the
concerned will be notified using relevant form and if it is fatality shall be reported within 24hrs
otherwise within 3 working days.

4.8 Consultation and Communication

Consultation

Consultation involves the sharing of information and the exchange of views between employers, employees
and/or employee representatives. Although the responsibility for health and safety decisions rests with the
management, consultation provides the opportunity for the experience of employees also will be utilized.
Consultation also allows for employees to make suggestions about how to access amenities and
accommodation. These will be genuinely considered in the Management meetings.

SEA SHORE CONSTRUCTION LLC Managers will follow processes to communicate pertinent health,
safety and environmental information to and from employees and other interested parties. This will
include employee involvement and consultation arrangements to ensure that employees are;

 Involved in the review of procedures and actions to manage health, safety and environmental
risks and
 Involvement of employees in identifying the hazards and assessing the risk
 Involving employees in investigating the incidents
 Are consulted about changes affecting work place health and safety
 Have access to safety representation.
 Are aware of the documentation of these systems and follow up.

OSHE Committee
An OSHE committee will be will be established for the project to consult and communicate OSHE and
welfare matters with employees. The Committee Chair Person will be the Project Manager and all
Construction Manager and site General Foremen will be the committee members. The committee meetings
will be held on a monthly basis at project office meeting hall.

Site workers shall be encouraged to raise their concerns/feedback, if any without fear of repercussion,
through any of the following modes maintained in the project:

 Report to respective Supervisors


 Voice their opinion in OSHE meetings.

Concerns / feedback / suggestions obtained as above shall be recorded and discussed in weekly supervisor’s
meetings.

OSHE Manager shall ensure that the concerns are addressed appropriately, and feedback provided to
employees through OSHE Committee Meetings.

Supervisor’s Meetings

Employee Meetings will be conducted on a weekly basis at site induction hall and will be attended by all
supervisory staff and OSHE team. Health and safety issues and worker’s welfare issues will be discussed in
the meeting. Areas of concern which requires management involvement will be highlighted in OSHE
Committee meetings.

Monthly Safest Gang Scheme

A gang will be selected by site OSHE team based on gang’s OSHE performance at site and shall comprise
the award of cash or as decided by the project manager. The OSHE manager with the assistance of site
OSHE Team arranges the prize award ceremony. The project director or project manager will issue the
certificate of achievement to all gang members.

OSHE Meetings with Subcontractors

OSHE meetings will be held on a weekly basis and will be attended by SEA SHORE CONSTRUCTION
LLC, Subcontractor OSHE Staff and key personnel from construction team as dictated by the Project
Director/Managers. Areas of concern and non-adherence to the OSHE Plan will be highlighted in the

the meeting and will be sent to all attendees. All other meetings, that have a bearing on OSHE matters, will
be attended as required and records will be kept in the site OSHE office

Internal Communication

OSHE Policy/procedures/information will be communicated to all employees through circular, Emails,


pocket hand books, briefing and displays at prominent locations at site offices/site.

Suggestion boxes, near miss reporting boxes and open- door policy etc. shall include as method for
individual communication. Workers need to be encouraged periodically to participate and communicate on
OSHE matters through this.

External Communication
Communication with external sources may include DM, Trakhe, local authorities, relevant OSHE
protection bodies, members of the public, community groups and forums, customers and suppliers.
Receipt of documentation and, where appropriate, the response to communication with interested parties
is documented to ensure that sufficient information is given without compromising security issues.

Method Statement Briefing


These briefings are a useful means of consultation enabling those who carry out a work to give their views
on the proposed method of working. This briefing will build confidence among the work force and
confusions could be avoided during execution. Engineers and supervisors can deliver this briefing. The task
foreman will make sure the attendees sign the toolbox talks form and submit the form to OSHE department.
Subcontractors will submit the copies to SEA SHORE CONSTRUCTION LLC OSHE department.

Site OSHE Notice Board


SEA SHORE CONSTRUCTION LLC set up and maintains OSHE Notice Boards at all site offices and
prominent locations at site. Site rules, instruction and emergency contact numbers are provided at all
entrance gates so that anyone who enter the site can read and understand the site minimum requirements. In
addition, project statistics boards are also provided at site gates and these are maintained/up dated by OSHE
Department.

OSHE Bulletin boards are available at project offices, site offices, store and workers rest areas…etc these
are up dated and maintained by OSHE Department. These boards are provided with information such as
Company license, Project details, OSHE Policy, Emergency evacuation plan, procedure and emergency
contact numbers, Site rules and project monthly statistic report, Safety Alert…etc

4.9. OSHE Monitoring, Inspection and Auditing

4.9.1. OSHE Monitoring

4.9.2. OSHE Inspections

In order to check and make sure the implementation of this Plan, identify the deficiencies and unsafe
act/conditions at site, OSHE inspections will be conducted on a regular basis by SEA SHORE
CONSTRUCTION LLC OSHE Staff, site management and by project managers.

The Project OSHE Officer will prepare the inspection report and send to the concerned parties in
coordination with OSHE Manager and project Manager. The receiver must take the corrective and
preventive action to close out the issue and submit a written report to OSHE Department, SEA SHORE
CONSTRUCTION LLC.

The normal sequence of reporting non-conformances from OSHE Representative is as are:

 Verbal notification to concerned supervisor


 Verbal warning with timescale for completion and will be notified in OSHE Inspection report
 OSHE Improvement Notice signed for by relevant supervisor
 OSHE Violation Notice for non-compliance shall be issued

Subcontractor’s OSHE Staff will carry out inspection at their activity areas and prepare written report and
submit to their project managers. A copy of the same shall be submitted to SEA SHORE
CONSTRUCTION LLC OSHE Office for record.

4.9.3 Internal Audit

SEA SHORE CONSTRUCTION LLC periodically conducts internal audit. The purpose of the audit is to
verify whether the OSHE conforms with stated requirements, including ISO 14001 and OHSAS 18001, and
whether it is properly implemented and maintained. Internal audits are conducted in accordance with an
established audit program.

All elements and activities of the OSHE management system are audited at least once in 3-months. The
actual frequency depends on the status, importance and past non conformance history of the element of
activity.

Personnel assigned to carry out internal audits are appropriately trained and have sufficient information
about the audited activities.

Audits shall be carried out internally according to the pre-established audit schedule basis. A report shall be
issued on completion of each audit giving summary of the findings and recommendations for corrective
action if necessary. When corrective actions are recommended, the time limit for their implementation shall
be stated. The activity concerned shall be audited again at the expiration of the time limit to verify
correction of the identified non-conformance (if any).

Internal audits to subcontractor are carried out on a monthly basis by a competent OSHE staff of SEA
SHORE CONSTRUCTION LLC. An audit notification will be sent to auditee well in advance, date and
time of audit will be agreed with both auditee and auditor. The audit will be carried out in two parts; First
part will be the verification of documentation at auditee’s office followed by second part, site visit on same
day or following day.

The auditor will prepare the report and send to the auditee within two working days. The auditee shall close
out all areas of concern and send a written close out report to SEA SHORE CONSTRUCTION LLC within
a week on receipt of the audit report.

4.9.4. Non Conformance and Corrective Action

Non-conformances observed during the audit, shall be reported for corrective & preventive action.
Responses to audit reports / findings shall be forwarded within the number of days stipulated in the audit
report for initiating close out. Follow up audits may also be conducted, when required to verify the
effectiveness of corrective action taken.

4.9.5. External Audit

OSHE Documents will be made available for any External audit by authorities, for example DM,DDA,
Trakhees, Client, and Consultant...etc

Corrective action suggested in the audit report and NCR (if any) will be closed out within the timeframe and
a report will be submitted to concerned parties.

4.9.6 OHS Performance Reporting

KPI’s will be prepared and reported to Client, DM/DDA/Trakhees on quarterly basis

4.10. OSHE-CMP Review and Updates

Project management shall review health and safety performance. Programs to deliver continuous
improvement of performance towards defined goals shall be established and monitored. Reviews shall take
into account the outcome from audits and risk assessments, and learning from incidents.

Modification and/or corrections: if any are found whilst implementing the Plan shall be notified to the
OSHE department, hand written into the original and signed by the Project Manager. These will be notified
to all copyholders and updated on the next revision. This plan will be revised annually and/or any changes
in management or project scope/activities.

4.11. OSHE Files

OSHE records will be kept by the Site OSHE Representative in the OSHE File on site and will be presented
for audit upon request. OSHE files will be handed over to the client upon practical completion of the
project.

This OSHE-CMP serve as major OSHE file as guide for OSHE implementation at site. Through OSHE-
CMP the required OSHE files/ information are intact such as project description, scope of work being
carried out, Companies/parties involved, general work risk assessment, etc.

As part of compliance and implementation of specific OSHE-CMP, the OSHE team are keeping and
monitoring records/files such as:

 Plants/equipment register where all plants/equipment are being inspected initially upon commencing at
site and to monitored through monthly inspection until dismantling/removal from site. Also it’s being
established at site the plants/equipment maintenance area to utilize during minor or routine maintenance
of the plants/equipment;

 MSDS of materials/chemicals are keeping in records and communicated to all workers and through TBT
to identify and minimize the use of hazardous material/chemical;

 Work Method Statement and Specific Risk Assessment for all the activities will be prepared and get
approved from consultant and project management. Record of method statement, risk assessments and
training/TBT are kept with OSHE Department.

 On completion of construction O&M Manual, as built drawing, drawing/layout of installed fire fighting
systems...etc. will be prepared and handed over to client/consultant.

In addition, the following documents/files will be maintained by OSHE Department which will also be
handed over to consultant/client on completion of project:

5.0 Facility/Project Specific Information

5.1 Site Security Plan and Access Control

The project shall be fenced adequately to provide demarcation of the project. Security gates shall be
provided and adequate security staff shall be deployed at security gates. Depending upon the availability of
space the number of project gates shall be decided and the entry of construction equipments, staff vehicles,
VIP entrance shall be identified.

SEA SHORE CONSTRUCTION LLC shall deploy 24 hours security at gates and required points as
decided by management.

SEA SHORE CONSTRUCTION LLC will issue a permanent vehicle passes for all staff cars and other
vehicle operating at site. All those issued with the pass have to show the pass to security guard on duty
while entering to the site.

Temporary pass will be given to all visitors/suppliers/delivery vehicles entering the site. Visitors Log book
will be maintained by the security guards. The Guard on Duty will issue a Visitor’s pass after necessary
verification of identity of the visitor/s and performing visitor induction. The visitor has to return the pass
while leaving the site.

Entry and exit of vehicles to site premises will be monitored by the Guard on Duty. Vehicles Log Book will
be maintained by the Guard on Duty which will include information such as Date, Time in, Time Out,
Vehicle Plate Number, Visitor/Staff name and purpose.

Material exit from site will be controlled by a material exit pass issued by SEA SHORE CONSTRUCTION
LLC store keeper signed and stamped by project manager or a person authorised by him. All incoming and
outgoing deliveries will be checked by the Guard on duty.
Visitors

SEA SHORE CONSTRUCTION LLC owes a duty of care to all visitors to its premises. With this in mind,
all visitors must report to the main security were they will be signed in.

OSHE Department/site security shall be ensuring that visitors are not allowed to enter the site premises
unaccompanied and shall be provided with appropriate safety information. If necessary, arrangements shall
be made for the issue of personal protective equipment and clothing to ensure compliance with local rules.
Responsibility for compliance lies with the host to each visitor or group of visitors.

Asset Management

Respective Sub Contractor will be responsible for monitoring and controlling their assets/equipments and
tools at site.

5.1.1 Working at Night


Purpose
Working during the hours of darkness could increase the risk of accidents on construction projects
unless the work is safely planned and in particular concentrating on lighting levels, reflective clothing
for personnel, warning lights and protective barriers for excavations, fire prevention and the availability
of emergency first aid treatment.

The general philosophy on the project is to eliminate where possible, any work that continues into the hours
of darkness. With this in mind the purpose of this procedure is to outline the requirements and
responsibilities for any work or activity that falls outside this general philosophy, whether programmed or
otherwise.

Note: Prior to commencing activity, SEA SHORE CONSTRUCTION LLC will submit an official
document with regards to working at night notifying the Engineer for approval.

Scope

This procedure will typically apply to all night activities carried out by Sea Shore construction LLC or any
of their subcontractors such as concrete pours, pipe installation, test runs and other safety related activities
at Sea Shore Construction LLC Products L.L.C, Dubai branch site.
Procedure
General

The illumination shall be sited in a manner prior to the work being carried out by light meter, calibrated in
Lux.

All points of exit, pathways and muster points shall be kept free of material and clearly illuminated.

Appropriate welfare, messing and rest facilities must be available for the workforce.
Supervisors must ensure that shift working is employed so that the work force are not working excessive
hours and suffering from fatigue or tiredness. This could lead to mistakes and accidents and high levels of
supervision must be maintained at all times during night working.
Ladder accesses and egress shall be kept free of material and clearly illuminated.

Access routes around the site must be clearly identified and demarcated.

Lighting
Lighting equipment (including emergency lighting) provided shall be checked in accordance with the
Project OSHE Procedure.

Where bayonet type light bulbs are used as stringers for illuminating passageways and stairways shall be
protected by wire cages against knocks, and/or waterproof.

Lights provided for this purpose shall be sited to avoid glare and spaced to provide adequate light for the
areas covered.

Tower lighting shall be sited in a manner that illuminates all parts of the area where the work is taking
place.

Lighting provided in confined spaces, or other areas where flammable or explosive atmospheres or other
such gases could be present, shall be intrinsically safe or flame/explosion proof and be in accordance with
the Project OSHE Procedure.

Lighting poles and other metal parts shall be earthed and the circuit fitted with residual current devices.

Generators provided shall be checked prior to use.

Cables employed for the purpose of temporary lighting shall be routed off the ground or provide
appropriate cable hangers to ensure that they do not present a trip hazard or other obstruction.

Lifting Operations
Lifting operations are generally not permitted after sunset. In certain cases night working is being carried
out, with comprehensive lifting work permits and rigging/lifting plan in place small lifting operations such
as lifting weight less than 1 ton can be performed in strategic locations with good levels of artificial
lighting. These activities will only be permitted however under the strict supervision of Sea Shore
Construction LLC site OSHE personnel, with lifting supervisors and signalmen wearing reflecting vests
and gloves, using reflective signs or flags in a fully sterile and barricaded lifting area.

Note: Previous activities during day shift will be most likely the same with night shift. Lifting activity is
highlighted with this plan as we classify the activity as a high risk. Method statements and Risk
Assessments are submitted to the engineer for approval prior to commencing work activity.

Prevention Program
Hazard Identification and Control

 Carefully review the worksite for potential hazards during day light hours and night time hours to
determine the equipment required, safety procedures and protocol and specialized training needed.
 Inspect equipment and ensure it is working properly and that safety mechanisms are in place.
 Correct identifiable hazards, discuss those changes with your crew and document the correction.
Effective Communication

 Establish communication procedures between all employees, in particular between supervisors and all
workers.
 If employees are working independently, provide communication devices such as cell phones or radios
and check-in with the employee regularly.
 Develop a buddy system to ensure all employees are being observed to prevent injuries and illnesses.
 Closely supervise new employees and provide all employees sufficient time to acclimatize to night
work conditions.
 Periodically test systems of communication to determine effectiveness during night work.
 Worker Health

 All workers are required to be equipped with portable lights when sufficient lighting is not available to
not only prevent worksite incidents but also ensure a system in place to prevent predatory night
behavior.
 Employees shall not walk to and from worksite alone.
 Employee break areas must be in a well-lit, accessible area.
 Employees shall wear proper personal protective equipment for night activities including high visibility
vests.
 Employers must provide clean, cool, potable water to combat fatigue and dehydration.
 Deploy a trained First Aid/CPR in the case of an emergency. Those trained must be present at the
worksite during night work.
 Pests unique to the worksite such as snakes, scorpions, insects, rodents and other potential harmful
animals shall be identified for all employees, as well as techniques for minimizing potential contact and
how to administer first aid in the case of a bite or sting.

Emergency Action Plan

 Create a night specific plan for responding to an emergency situation. The plan shall take into
consideration the availability of medical services (i.e. hours of operation for clinics as well as
hospitals).
 Also consider landmark visibility when directing emergency responders (i.e. can the landmarks be seen
at night).
 Employers shall consider conducting an emergency response drill at night ensuring employees
understand the night specific plan components.
 Emergency Contact Numbers are displayed at strategic locations (site offices, notice boards, work site).

 Safety trainings must reflect working conditions including those unique to night work.
 Employers must conduct regular safety training at night and document training content, date and time
provided and worker participation.
 It is essential that all employees be educated about the night hazards specific to their jobs and the
operation.

Record Keeping and Documentation

 All aspects of the night work IIPP (Injury & Illness Prevention Program) must be documented and
made readily accessible to workers and available at every worksite.
 Consistently and accurately document the following:
 Safety Trainings
 Hazard Assessment
 Hazard Correction
 Injuries and Illnesses
 Communication Plan
 Emergency Action Plan
 All other pertinent information specific to worker safety and health
 All serious injuries and illnesses must be reported as soon as practically possible after the employer
knows or with diligent inquiry would have known of the death or serious injury or illness. An incident
occurring at night is not a valid reason for failing to immediately report the incident to concerned
authorities.
5.2 Permit to Work

As a part of safe system of work all activities with high risk will be controlled by safe working procedures

 The permit requestor requesting the permit shall complete PTW Form.
 An Engineer or Supervisor must sign the permit request as permit requestor confirming that he is aware
of the job to be performed.
 The Permit requestor identifies potential hazards associated with the job, any additional certificates
required, if any, and ticks the required site/ equipment precautions and PPE requirements.
 The Permit authorizer shall identify any special precautions to be taken and includes these on the PTW
or on attached documentation.
 After verification of implementation of safety precautions in the PTW the permit shall be issued and a
copy of permit shall be kept at site on work location.
 Permit Cancellation shall be signed by permit requestor and authorized personnel declaring that the
work has been properly performed and the worksite has been left in tidy and safe condition.

5.3. Traffic Management Plan


Site access roads shall be defined and marked in the traffic plan. Appropriate traffic signage will be posted
throughout the site. Haul roads will be demarked on either side to separate from the construction area.
Pedestrian route will have segregated from vehicle movement area and road crossing will be controlled by
adequate signs and flagmen, if required. Speed limit for the site will be restricted to 20/15 Km/hr
respectively, speed humps will be provided in all cross roads with signage to control the speeding. Over
speeding of vehicles will be strictly prohibited.

Prior permission must be taken from SEA SHORE CONSTRUCTION LLC/Consultant by the contractors
who need to divert the road for construction purpose. Excavation/trenching close to roads must be provided
with hard barriers, hazard warning signs and mini flashing lights, if any contractor works during night.
Parking of vehicles will be allowed only in designated parking area.

Site engineer/supervisors must make sure that banks man/flag man is present during reversing of heavy
vehicle/plant.

Traffic Control

 Project roads will be posted with legible traffic signs which conform to standards set by the authorities
concerned.
 A flagman or other appropriate traffic control shall be provided for traffic controls in the worksite.
 Flagmen shall use red flags or hand signalling and in periods of darkness, traffic battens shall be used.
 Flagmen shall be provided with and shall wear a red or orange warning garment while flagging.
Warning garments worn at night shall be of a suitable reflecting material or straps.
 Horns and noise related impacts will be controlled through audible and noise monitoring to avoid any
disturbance for the sensitive receptors or site workforce.
 Only main roads among NH’s will be permitted for driving light vehicles, and inside NH’s will be
permitted for plants and equipments.
 Reversing will be controlled ALARP and in case of it, banks man will be existing.
 All suppliers will be notified through Logistic team regarding drop off areas.
 Traffic management plan will be reviewed for cluster wise as per project activities and progress, and
will be circulated prior to approval from consultant and client for all site personnel.
 Parking area will be designated at different locations prior to activities. (logistic plan will be submitted
separately for approval)
 Different facilities will be implemented as per site requirement and identified through signage and at
logistic plan (parking area, vehicle maintenance area, wash down area,)
 Segregation between pedestrian and traffic will be 1st priority of OSHE team to avoid any traffic
incident.

5.4 Material Storage Plan

Materials shall be stored in designated areas where they can be located in a well organized manner &
handled without harm to people, protected from damage by weather conditions and from damage from
vehicles used for transportation and heavy plant.

Temporary and permanent storage of materials shall be secure, neat and orderly to eliminate hazards and for
better space utilization. Materials piled unsafely or strewn about increase the possibility of accidents to
employees and of damage to materials.

There shall be a good plan for storing materials to reduce the amount of handling required both to bring in
and to remove the excess material. Adequate clearance space shall be ensured on the sides and from the
ceiling when planning storage of materials.

Exits and aisles shall be kept clear at all times and unobstructed access to fire extinguishers shall be
maintained. The corners of the working aisles shall be kept clean without any storage to have better
visibility.

Bins and racks shall be used, wherever feasible to facilitate proper storage and reduce hazards.

Different types of loads shall not be intermixed and shall be stored separately.

Material stored shall be on suitable platforms to protect them against moisture, wherever applicable.

Interlocking storage of packed materials increases the stability of the stack and prevents them from
collapsing. Due care shall be given to assure even stacking of materials and if any damage is found in the
lower rows the material must be restacked to ensure its stability.

Before starting any storage, the firmness of the ground shall be ascertained and proper drainage shall be
provided to remove surface water and prevent softening of the ground.

Personnel shall not be allowed to climb on racks or shelves but provided with suitable access ladders /
platforms.

Overhanging shall be avoided to prevent ripping, which will result in spilling of the contents of any packed
materials.

5.5 Identification and Management of Hazardous Material


Handling and storage of Hazardous Substances which are covered by COSHH include:

 Chemicals which are classified under the Chemicals Hazard Information and Packaging for Supply
Regulations (CHIP) as one or more of the following: Very toxic, Toxic, Harmful, Corrosive, Irritant,
Sensitizing, Carcinogenic, Mutagenic, Toxic to reproduction
 Substances which have been assigned a Workplace Exposure Limit (WEL) because of the potential risk
from their inhalation.
 Dusts of any kind whose average concentration in air exceeds the levels specified in the COSHH
regulations.
 Asphyxiate gases, which act by reducing the oxygen content of the atmosphere. These include inert
gases, such as nitrogen and argon, but also certain flammable gases.
 Biological agents which can cause harm to human health. This harm may be through infection, allergy,
toxicity, or some other mechanism. Biological agents include micro organisms, such as bacteria and
viruses, fungi and prions; parasites and their infectious forms.

Prior to any hazardous materials being delivered to site the stores section must obtain a Material Safety Data
Sheet (MSDS) and a copy must be filed with the site OSHE Representative and site first aid provider.

When the materials are issued the stores section must provide a copy of the MSDS to the task supervisor
that will be using it. The MSDS must also be known and understood by anyone completing a risk

assessment for a task that utilises a hazardous coded material. This will be made obvious, in most cases, by
the hazard labelling on the product.

Site OSHE team shall ensure that the MSDS and COSHH Assessments for chemicals being used are
available at site and those involved in activities associated with chemicals (including the Storekeeper) are
made aware of the hazards involved in using those chemicals through awareness sessions on MSDS and
COSHH

General Requirements:

 Identify all hazardous substances used, stored, handled or generated in their area of work and compile
an inventory.
 Arrange for any necessary training of staff in assessment or the use of hazardous substances.
 Ensure that all hazardous substances are securely and appropriately stored.
 Ensure that appropriate Personal Protective Equipment (PPE) is available and that procedures for care,
maintenance and inspection of PPE are in place.
 Ensure that Material Safety data sheets (MSDS) and risk assessments are obtained for new substances
prior to purchasing.
 Ensure that appropriate emergency procedures are in place for managing any uncontrolled release of a
hazardous substance e.g. spillages.
 Make sure that any hazardous substances which require disposal are disposed of safely by a licensed
waste disposal contractor in compliance with environmental protection legislation and that appropriate
waste transfer documentation is completed and filed.
 Read the label, and hazard data sheet, where it exists for any hazardous substance to which they or
members of the public/clients are exposed.
 Design and operate processes and activities to minimize emission, release and spread of substances
hazardous to health.
 Take into account all relevant routes of exposure - inhalation, skin absorption and ingestion - when
developing control measures.
 Control exposure by measures that are proportionate to the health risk from MSDS.
 The physical form of the substance can affect the hazard it poses, e.g. it may not be hazardous as a
solid, but may become so as a fine, breathable powder or vapor MSDS of item must be referred.
 Some substances have a fibrous form which, due to its shape or size, makes it more hazardous to health
refer MSDS.
 Care must be taken when exposure to two or more substances at the same time or in sequence can
produce an added, or synergistic, effect
 An unexpected event or emergency, such as a dangerous chemical reaction or fire may produce a
substance hazardous to health; if such an event is foreseeable it shall be considered.
 Designated areas to be set up to store hazardous materials.
 Access to hazardous materials to be controlled by the store man.
 MSDS of all items must be available with store keeper/First Aiders/OSHE Department etc
 All users must be made aware of the MSDS and safe handling of items.
 Fire fighting arrangements as per MSDS to be readily available.
 Spill Kit to be readily available (if required by the MSDS)

5.6 Site Safety Rules

Site OSHE Rules and Instruction

1. All employees must attend site induction for the OSHE orientation given by SEA SHORE
CONSTRUCTION LLC OSHE Department.
2. Smoking is prohibited in all areas of the site except those areas which have been specifically
designated as smoking area.
3. Use of matches, lighters, candles or incense sticks…etc are prohibited in all areas of the site
especially in port a cabins.
4. The use of alcoholic drink and drugs by employee is not allowed at work places.
5. Driving whilst under the influence of alcohol is a criminal offence, with penalties that spread from a
fine with or without disqualification to a term of imprisonment.
6. Driving any vehicle/operating plants without valid appropriate UAE License is prohibited at site.
7. All drivers shall follow traffic sign provided at site and flagmen/banks men controlling the traffic.
8. Removing traffic devices such as traffic cones, barriers or any demarcation to take short cut is
prohibited and liable to fines.
9. All employees shall be aware of, respect and adhere to the rules and procedure contained in OSHE
Policy.
10. All employees shall immediately report any unsafe practice or conditions to relevant authority.
11. Horseplay, practical joking or any other acts, which might jeopardize the health and safety of any
person or adversely affect the environment, are forbidden.
12. Any person whose levels of alertness and/or ability are reduced due to illness or fatigue will not be
allowed on the site if this might jeopardize the health and safety of that person or any other people
or adversely affect the environment.
13. Employees shall not adjust, move or otherwise tamper with any electrical equipment, machinery or
air or water lines in a manner not within the scope of their duties, unless instructed to do so by an
Engineer or manager.
14. All waste material must be disposed only at designated bins/skips.
15. No worker shall undertake a job that appears to be unsafe without first implementing the necessary
OSHE control measures.
16. No worker shall undertake a job until hr/she receive adequate instruction, training and authorization
to carry out the task.
17. All injury and environmental incidents must be reported to member of OSHE Department through
immediate supervisor.
18. Employees shall take care to ensure that all protective guards and other safety devices are properly
fitted and in good working order and shall immediately report any deficiencies to their supervisor or
a member of OSHE Department.
19. No employees shall use chemicals without the knowledge of MSDS.
20. Suitable clothing, safety shoe, hard hat and reflective jacket must be worn at all times at site. Other
task specific PPE shall be worn wherever appropriate and the care of which is the responsibility of
the worker/user.

5.6.1 Progressive Disciplinary Action Plan for Violation of OSHE Site Safety Rules

First Offense - Verbal Warning

A verbal warning is given to the employee in the presence of his supervisor. This warning must include an
explanation of the corrective action expected to avoid a re-occurrence and the consequence for a second
violation.
Second Offense - Written Warning
A written warning is given to the employee and a copy is kept in safety file. This warning must include an
explanation of the corrective action expected to avoid a re-occurrence and the consequence for a third
violation. A safety violation card will be issued to the offender(s) and a copy retained by the Sea Shore
Construction LLC OSHE department.
Third Offense – Disciplinary Action

Disciplinary action is taken. The action may include suspension, termination or any other measures
warranted by the circumstances of the incident. The information about this safety violation must be entered
in the safety violation log book.
The OSHE committee composed of the Project Manager, Site OSHE Manager, Construction Managers,
Representative of Workers and Subcontractors shall convene on special cases where stringent disciplinary
measures are required.

Unintentional Violations

Persons unintentionally violating safety rules, thereby being responsible by their actions for accidents
causing serious near misses, personal injury, death, or damage to property or environment, will be
suspended from employment pending the outcome of a full investigation of the incident.

The results of the investigation will be a factor in determining whether the individuals involved will be
terminated for cause, disciplined otherwise, or returned to regular work status.

Intentional Violation

Persons intentionally violating safety rules, thereby being responsible by their actions for accidents causing
serious near misses, personal injury, death, or damage of property or environment shall be terminated
immediately and removed from site (Immediate Removal).

Procedure

All employees will be fully inducted before entering site, and are fully aware of evacuation plan and nearest
escape route. In case of an emergency the following actions will be carried out by fire warden:

 Assess the situation, raise alarm system and inform chief fire warden of the area.
 Assess the situation and evacuate all staff/operatives from the affected area/building
 Stop all activities, as per the Emergency and Evacuation Plan.
 Turn off all equipment, if safe to do so, direct all people through the safest route to the assembly
point.
 Ensure that you are safe and no harm may come to you before trying to help others.
 It is the duty of the foreman and charge hands to provide daily attendance records to the designated
Fire warden, or site time keeper at the assembly points so a roll call can be conducted.
 Fire warden will co-ordinate with chief fire warden to deploy search teams if required.
 Chief fire warden will assess the situation and inform project manager.
 Project Manager will inform consultant, client and company management…etc
 Emergency services such as ambulance, police and civil defence will be contacted by the Project
Manager or by site OSHE Engineer as per the situation
 Site OSHE Engineer will alert all gate security to receive the emergency team and guide them to the
location.
 Safety Driver will guide the emergency team from gate to emergency area
Responsibility

OSHE Manager
 Make sure all members of the team are trained in basic fire fighting and capable to handle mock
drills and/or live situations.
 Investigate all accident, incident, near-miss reports and assess all possible emergencies, and review
the risk assessments and this plan to remains it legally complaints and relevant to the sites.

 Maintain all the required documentation in the safety office and ensure that the plan is
communicated, to all personnel and subcontractors, during induction/other training.

Chief Fire Warden


 The chief fire warden must take control of a situation
 Act as a focal point for the combined effort to overcome the crisis.
 Contact to other Team members, local services, and company resources.
 Attend relevant training courses.
 Communicate procedures to all staff.
 Supervise and action emergency evacuation procedures (including contacting emergency
services, accounting for staff).
 Conduct regular drills.
 Update procedures regularly.
Fire Warden
 Fire wardens will be allocated with specific areas. It is the responsibility of each fire warden to
escort all people in his area of control to designated assembly point in an emergency situation.
 The fire warden will conduct a final sweep of his designated area (only if deemed safe) to
ensure all people have been evacuated (applicable to the site offices and store area).
 In the case where people are not accounted for the chief fire warden will inform the project
manager and the relevant external emergency personnel.
 A fire warden may only combat a fire in its initial stages.
 Any individual is allowed to raise the alarm in the event of an emergency. The fire warden will
make sure it is done.
 Attend relevant training courses.
 Assist in evacuating staff/workers according to evacuation procedures.
 Assist with regular drills.
 Assume Chief Fire Warden Duties as and when required.
Time Keeper

 The Time keeper will conduct a head count at the assembly point for site personnel to ensure
all personal are accounted for.
 Has the key responsibility of maintaining the current list of staff/workers on site and ensuring
roll–call at the assembly point during an emergency.

Security Guard

 As and when receive the call from site OSHE Engineer stop all incoming traffic and make the
way clear for External Emergency team and wait for the team.
 When the team reaches at gate inform them about the location and inform site OSHE Engineer
about the arrival of the team.

Guide

 Safety Driver will act as a guide for external emergency team such as Ambulance, Police, Civil
defence Team…etc
 Up on receive the information from OSHE Engineer will proceed to Gate and wait for External
Emergency Team.

Fire

In the event of a fire, personnel will be asked to go to the assembly point and a check on anyone missing
will be carried out with the senior person present taking charge. Only trained fire wardens will fight a fire if
safe to do so

General Fire Instructions

Alert – Rescue – Extinguish – Evacuate

Act quickly, correctly and calmly. The sequence of the four actions above must be assessed in each case.
Doing them in any order will always mean doing something right.

Alert: Alert the civil defense directly by dialing 997. Explain clearly where the fire is located and say who
is calling

Rescue: Get out everyone at risk from smoke and flames.

Extinguish: Try to put out the fire with local fire hoses, hand extinguishers or a blanket. Close all doors and
windows

Evacuate: Go right out of the building. Assemble at the specified assembly point.
A guide to be sent to the entrance to guide the emergency services to the correct location with as small
amount of delay as possible

Fire risk assessments for the project will be undertaken and reviewed on a regular basis. The assessment
will determine the suitable number and type of firefighting equipment and the number of trained fire
fighting personnel.

The OSHE Managers will ensure that there is sufficient coverage throughout the sites. Fire extinguishers are
to be placed and maintained around the offices, store, near to distribution boards, at mobile plant and any
other place that is deemed appropriate from the risk assessment.

OSHE Officer for the area shall provide for every staff member’s training on escape and fire extinguishing
and for fire drill on the location. Regulations, instructions and plans are subject to periodic maintenance and
revision.

Emergency Evacuation Drills

A drill, for site locations, to test the system will be carried out after the start of a project. Drills thereafter
will be carried out to a minimum of every six months. The site OSHE Engineer will record the drills report
and ensure any follow-up actions are completed.

Spilled chemicals shall be effectively and quickly contained and cleaned up. Employees shall clean up spills
themselves only if properly trained and protected. Employees who are not trained in spill cleanup
procedures shall report the spill to the Responsible Person, warn other employees, and leave the area.
The following general guidelines shall be followed for evacuation, spill control, notification of proper
authorities, and general emergency procedures in the event of a chemical incident in which there is potential
for a significant release of chemicals materials.
1. Evacuation
Persons in the immediate vicinity of a spill shall immediately evacuate the premises (except for
employees with training in spill response in circumstances described below). If the spill is of “medium”
or “large” size, or if the spill seems hazardous, immediately notify emergency response personnel.
2. Spill Control Techniques
Once a spill has occurred, the employee needs to decide whether the spill is small enough to handle
without outside assistance. Only employees with training in spill response shall attempt to contain or
clean up a spill.
NOTE: If you are cleaning up a spill yourself, make sure you are aware of the hazards associated with
the materials spilled, have adequate ventilation, and proper personal protective equipment. Treat all
residual chemical and cleanup materials as hazardous waste.
Spill control equipment shall be located wherever significant quantities of chemical materials are
received or stored.
3. Spill Response and Cleanup
Chemical spills are divided into three categories: Small, Medium and Large. Response and cleanup
procedures vary depending on the size of the spill.
Small Spills:
 Any spill where the major dimension is less than 18 inches in diameter. Small spills are
generally handled by internal personnel and usually do not require an emergency response by
Dubai Environmental department.
 Quickly control the spill by stopping or securing the spill source. This could be as simple as up
righting a container and using floor-dry or absorbent pads to soak up spilled material. Wear
gloves and protective clothing, if necessary.
 Put spill material and absorbents in secure containers if any are available.
 Consult with the Facility Responsible Person and the MSDS for spill and waste disposal
procedures.
 Both the spilled material and the absorbent may be considered hazardous waste and must be
disposed of in compliance with state and federal environmental regulations.
Medium Spills:
 Spills where the major dimension exceeds 18 inches, but is less than 6 feet. Outside emergency
response personnel (Dubai Environmental department.) shall usually be called for medium
spills. Common sense, however, will dictate when it is necessary to call them.
 Immediately try to help contain the spill at its source by simple measures only. This means
quickly up righting a container, or putting a lid on a container, if possible. Do not use
absorbents unless they are immediately available. Once you have made a quick attempt to
contain the spill, or once you have quickly determined you cannot take any brief containment
measures, leave the area and alert Emergency Responders.
 Evaluate the area outside the spill. Engines and electrical equipment near the spill area must be
turned off. This eliminates various sources of ignition in the area. Advise Emergency
Responders on how to turn off engines or electrical sources. Do not go back into the spill area

once you have left. Help emergency responders by trying to determine how to shut off heating,
air conditioning equipment, or air circulating equipment, if necessary.
 If emergency responders evacuate the spill area, follow their instructions in leaving the area.

Large Spills:
 Any spill involving flammable liquid where the major dimension exceeds 6 feet in diameter;
and any “running” spill, where the source of the spill has not been contained or flow has not
been stopped.
 Leave the area and notify Emergency Responders. Give the operator the spill location, chemical
spilled and approximate amount.
 From a safe area, attempt to get MSDS information for the spilled chemical for the emergency
responders to use. Also, be prepared to advise responders as to any ignition sources, engines,
electrical power, or air conditioning/ventilation systems that may need to be shut off.

5.8. Manual Handling Operation

SEA SHORE CONSTRUCTION LLC will take reasonable steps to eliminate all manual handling activities
on the Project through the selection of construction techniques and materials. In cases where mechanical
assistance cannot be provided and there is a medium or high residual manual handling risk, then a manual
handling assessment will be completed. Manual Handling Risk Assessment assessments information
gathered will then be communicated to all personnel involved in the activity and a copy kept in the site
Safety file. Personnel involved in medium or high-risk manual handling activities will be trained in Kinetic
lifting techniques.

General Requirements
 Design the task to reduce the human involvement in lifting.
 Ensure operatives are physically fit for the task.
 Weight of object to be lifted must be known before start lifting. If over 25kg assistance is required
for men and 16 kg for women.
 If weight is between 25kg and 50kg a lifting belt is required and correct training must be given to all
personnel on the lifting task.
 Small items shall be put into cages or pelletized for ease of movements.
 Consideration shall be given to reducing the weight although this may mean increasing the
frequency of handling.

 Where the size, surface texture or nature of a load makes it difficult to grasp, consideration shall be
given to the provision of handles, handgrips to improve the grasp.
 Any loads to be handled shall not have sharp corner, jagged edges.
 The individual’s state of health, fitness, height and age must be considered before assigning the
task.
 Manual handling technique must be taught to all handlers.
 Floor, which is uneven, slippery and unstable, shall be well maintained.
 Travel with the load must be restricted; trolleys or other vehicle/plant must be used for long
distance.

5.9. Work at Height


The Work at Height Regulations 2005 amended in 2007 define “A place is at height if (unless the regulation
are followed) a person could be injured falling from it, even if it is at or below ground level”.

Work includes moving around a place of work (except by a staircase in a permanent workplace) but not
travel to or from a place of work. For instance, a sales assistant on a step ladder would be working at height.

Precautions will be taken where there is a risk of injury from a fall irrespective of fall height. Risk
assessment will have prepared to decide whether precautions are needed and in what form.

5.10. Fixed and Temporary Electrical Installation
Electrical installations (temporary & permanent) shall be put to use only after inspection by competent
electricians. Electrical installations shall at all times be well maintained in a safe manner.

Electrical injuries and the severity of electric shock are mainly due to the following:

 The amount of current that flows through the body.


 The length of time that the body receives the current.
 Part of the body which receives the shock.
 Body resistance through its dryness.

Death or injury from electric shock may result from the following effects of current on the body:

 Contraction of chest muscles, which leads to asphyxiation and in turn to death.


 Temporary paralysis of the nerve centre, which may result in failure to breathe, even after the
victim is freed from the circuit.
 Interference with the normal rhythm of the heart, causing ventricular fibrillation, i.e., loss of heart’s
pumping action.
 Hemorrhage and destruction of tissues, nerves, and muscles from heat due to heavy current along

the electrical circuit’s path through the body.


 Severe burns may result from contact with current carrying conductors.
 Burns due to electrical flashes, which may involve large areas of the body. Even persons at a
reasonable distance from the arc may receive eye burns.

Range & Effects of Electrical Contact (Milli-Amperes):

 0 – 06 mA No shock.
 06 – 10 mA Painful shock.
 10 – 16 mA Loss of muscular control.
 20 – 60 mA Breathing defect and severe muscular contract.
 60 – 200 mA Ventricular fibrillation.

Electrical installations shall be installed & maintained in accordance with the manufacturer’s instructions.
Wherever feasible, electrical equipment shall be installed in less congested areas or in dedicated rooms to
which only designated electricians have access.

Adequate barrier shall be provided to electrical installations to prevent personnel / vehicle / equipment from
coming in contact with it.

Extension cords shall not be used for any permanently installed equipment, however for temporary purpose
industrial type extension cords may be used with an independent earth conductor.
Routing of extension cords shall be kept away from places / routes where the cord could be at risk or could
cause a hazard to personnel. Cables shall not be allowed to lie on ground, but shall either be buried
underground or laid overhead.

Where required to pass on ground it shall be laid in such a way as to avoid pathways to prevent tripping
hazards or damage to cables by moving machinery.

Fuses used shall only be of the right type suitable for which it is designed. Wrong type or size of fuse may
cause injury to personnel and damage to equipment.

Plug adopters shall not be used in any industrial installations. All equipment shall be fitted with the correct
plugs to fit in its corresponding socket.

Switches, regardless of their function, must have approved voltage and ampere ratings that are compatible
with their intended use. Permanently installed electrical equipment shall also be fitted with isolation
switches, disconnecting both line and neutral conductors. Such isolation switches, if remote from the
equipment, shall be fitted with effective lockout devices such that they may be pad locked and made safe
while undergoing maintenance or repair.

In underground electrical distribution systems armored cables shall be used and route of the underground
cable shall be marked on cable route marker.

In the areas where there is a fire hazard, flame proof electrical equipment shall be used and waterproof
electrical fixtures / fittings shall be used in outdoor areas.

The leads from the bus bars to the switches shall be properly clamped and shall not touch each other.

Suitable fire extinguishers shall be provided near all installations and warning signboards and caution notice
shall be placed against unauthorized operations.

Electrical appliances shall be of approved make, inspected, tested, serviced and used in accordance with the
manufacturer’s instruction.

Only designated electricians shall be allowed to work with electrical appliances.

Portable electrical powered tools shall be fitted with adequate fuse protection either in the tool body or its
electric plug. Similar type and current rating male plug and female socket shall be used always.

Portable electrical tools getting power supply from the generator integrated with ELCB system shall be
grounded.

Power extension leads shall not be exposed to physical damage i.e. routed through doorways and hatches,
across walkways or corridors, over or in contact with hot surfaces or piping, sharp or abrasive surfaces.

Personnel in the site shall be trained on how to deal with electrical shocks and also the use of correct fire
extinguisher for electrical fire.

Switches of electrical rotary tools shall be of self-releasing type that releases automatically when hand is
removed from the machine. Electrically operating tools shall not be kept on the ground so that it’s moving /
rotating part touches soil.

Due care shall be taken to ensure that no electrical equipment is being overloaded as continuous overloading
may introduce operational hazards by causing fires, short circuits, circuit failures or mechanical failures.

Whenever required, the facilities shall be de-energized before any inspection. As an additional safeguard,
the switches and breakers shall be locked open, grounded and tagged so that they cannot be energized until
the tests are completed

An electrical circuit shall always be assumed as live until it is proved dead. When the electrician leaves a
circuit being tested before the test is complete, he shall leave it in locked state and on return shall check all
markings, breakers and switches to be sure that they are not altered by any means.

Before the inspections the rotor or armature shall be blocked in the machinery connected to blowers, water
wheels or pumps without check valves, as it may start turning even when the current to the motor is
disconnected.

Faults such as cracked plugs, frayed or damaged leads or faulty sockets shall be reported and the equipment
shall not be used until repaired.

In emergency situations, when the areas around fuse boxes are wet, maintenance workers shall use wood
platforms, insulated stools or rubber boots.

5.11. Personal Protective Equipments (PPE)


All people working for SEA SHORE CONSTRUCTION LLC, visitors and sub-contractors on the Project
will be appropriately dressed. Minimum PPE, Hard hat, Safety shoe, Reflective jacket and Safety goggles

Those PPE will be controlled at security gates as for visitors whom coming without PPE will be issued PPE
and daily check for site personnel at gate itself about complying with PPE.

Each supervisor of the workers will be requiring it and must be provided additional job specific PPE. In turn
the employee must maintain and use the correct PPE that is provided to him. It is the responsibility of the
site store man to ensure adequate supply of PPE for the number of workers on site.

5.12. Plant and Equipments

All machinery, tools, and equipment will be kept in good condition, provided with proper guards, and
serviced as per manufacturer’s recommendations. All electrical, pneumatic, and hydraulic tools must have a
monthly check carried out by a competent person. Daily checks will be carried out by user/operator. The
OSHE Representatives will carry out a monthly visual check of all major plant and record the same.

It is the responsibility of supervisors to ensure the personnel being utilised for a task are trained to use the
machinery, tools and equipment necessary for that task to be achieved. In addition, they must also ensure
that all steps, to reduce the risk to an acceptable level, have been carried out and that any additional controls
or PPE requirements are in place prior to commencing operations.

For all site equipment there will be a procedure to ensure that:

For all site equipment, a site equipment logbook (with inspection reports and service records)
will be maintained by the OSHE team. The equipment logbook shall be available for
inspection from OSHE Manager, at any time.
5.13. Housekeeping and Arrangement
Housekeeping means to have “A place for everything and everything in its place”. Slipping, falling,
tripping, hitting against, fire accidents and accidents due to poor lighting are some common types of
accidents which occur due to bad housekeeping. Good housekeeping also results in better space utilization,
inventory control, waste minimization and good appearance.

Good housekeeping shall be considered as one of the fundamental defenses against injuries in the workplace
and as such the responsibility of all employees.

Basic awareness on maintaining good housekeeping in the surrounding shall be imparted among the
employees through trainings and other related forums.

Material shall be properly stacked in its designated locations; only those material needed for the work will
be brought to site.

Upon completion of any work the area will be cleaned off the construction debris / unwanted material.

Work areas shall be maintained clear of debris, waste and other rubbish, which shall be disposed as soon as
the work is completed.

Stockpiles of materials shall not be allowed to accumulate in the workplace without adequate storage
facilities.

Spillage of liquids, especially of oily or greasy liquids, shall be immediately cleaned up by absorption in
inert sand or other suitable materials.

Emergency exits, walkways, passages, alarm points, firefighting equipment, first aid sets etc. shall be kept
clean, unobstructed and in good working order.

5.14. Lifting Equipment and Lifting Operation

Lifting Equipment

Lifting equipment such as mobile cranes, Haib crane, jacks…etc used in the project shall be inspected

annually for its safe working condition and Load Test every four years and certified by an external
inspection agency approved by DM Municipality/DDA/Trakhees. Copies of inspection certificates shall be
made available in the equipment and with OSHE Department for verification.

Mechanical handling of materials includes chain hoist, pulleys & ropes, slings, etc. and due consideration
shall be given to its proper care and maintenance. Defective accessories shall not be used and be scrapped
off.

The safe working load of the equipment shall not be exceeded. Due care shall be paid to the braking
devices and the limit switches at all times.

Lifting Gears

Lifting Gears such as Chain sling, webbing slings, shackles, clutches, wire rope slings…etc shall be
inspected by third party and certified every six months. Lifting gear in use shall be colour coded. Lifting
gear shall also be inspected prior to every use and those with signs of wear & tear shall be removed from
use. This also applies to chains & straps used for restraining load.

Truck Mounted Crane

Truck fitted with lifting equipment is hazardous equipment mainly because of its carrying lifting equipment
on it, which has got several limitations to its stability while being used for shifting of load. Almost all the
safety devices as well as safe handling precautions of a crane are applicable to a truck fitted with lifting
equipment.

The equipment must be inspected and certified by a 3rd party approved by authority and the operator must
hold competency proof in addition to his driving license.

Safety devices shall not at any time be made inoperative or tampered with. Lifting shall be carried out only
after positioning the fully extended out riggers properly and raising the cab till the front tyres are well off
the ground.

While lifting the load, the driver shall be positioned at the controls in such a way as not to be harmed by the
load or the boom.

Mobile Crane Operations

Crane operations will be carried out with Local Legislation and client consultant requirements, for the
correct type of crane, in mind. Any crane brought to site must have the crane checklist completed (by the
Safety Officer, Supervisor and Crane Operator) prior to commencement of work. Operators are responsible
for carrying out daily operational checks, and keeping records, as per manufacturer’s instructions.

 All lifting operations and areas will comply with the risk assessment and method statement for the
work.
 The site engineer/appointed person will ensure that crane and lifting gears are tested and certified as
per manufacturer’s recommendations and UAE regulations. All lifting gear (slings, chains, etc.) to
be tested every 6 months. Copies of the test certificates of crane and lifting gears will be maintained
at site.
 Only competent operators will be authorised to operate the mobile cranes.

 Only competent rigger will be authorised to sling loads and bank the crane.
 It is the responsibility of operator to ensure that his crane and equipments are safe to operate.
 Crane operator will carry out pre-operation checks before every operation.
 Clear communication is to be maintained between the crane operator and the rigger.

Before and during crane operation, the crane operator must:

 Check no unauthorized persons are present on the crane;


 Inspect the area, including the ground condition.
 Monitor the ground condition during repetitive crane lifts in one location;
 Complete the daily inspection checklist
 Avoid carrying loads over people
 Do not operate with kinked, twisted or damaged chain
 Never lift the load over the rated capacity
 Never leave the suspended load unattended
 Initially lift the load only a few inches to test the rigging and balance
 Do not carry personnel on the load while load is being lifted
 Out trigger is fully extended and pads (750mm x 750mm) are used
 Check clear view between operator and Rigger with the mode of communication familiar to both.
 Shall not leave the seat when the load is in the lifted position. Controlling from outside the cab is
not permitted.
 Unknown load shall not be lifted e.g. uprooting of tree, concrete / steel pipe supports, objects
trapped in mud etc. Load shall be free from all restraining forces on it

Before and during crane operation, the Rigger must:

 Ensure that the load does not come in contact with any obstructions.
 Make sure the sling is well balanced. Avoid tip loading, and loading on hook latch.
 Hooks shall meet the manufacturer's recommendations and shall not be overloaded.
 Determine the weight of the load. Do not guess.
 Determine the proper size/capacity for slings and components
 Do not use slings, eye bolts, shackles, or hooks that have been cut, welded, or brazed
 Determine the center of gravity and balance the load before moving it
 Loads shall be well secured.
 Slings shall be adequate to the task.
 No loose items on load or crane before lift.
 While any employee is touching the load or hook, there shall be no hoisting, lowering, or traveling
 Tag lines are used to control the load

The following unsafe practices (misuse / abuse) shall not be permitted:

 Overloading and improper loading.


 Pulling / pushing / dragging the load (Crane is meant only for vertical lifting).
 Persons riding on the load or hook.

 Driving the crane with lifted load.

In lift situations involving the coordination of two or more cranes, an agreed system of communication
among them shall be established for the safe control of multi-crane operations. The instruction of Rigger
shall be strictly adhered to. A specific method statement shall also be in place for such operations.
 Lifting plan will be submitted /reviewed separately in line with DM/DDA/ Trakhees Regulations.

5.15. Welfare and Site Accommodation

Welfare Facility

Site management shall control toilets, eating areas, and communal areas. All communal areas are to be
cleaned daily and kept in a hygienic condition. The quantities of facilities available are enough for the levels
of personnel using them. Local law is to be followed as the minimum.

Rest / Eating Areas

Shaded rest and eating areas will be provided in sufficient numbers for the personnel in the location. A bin
for waste and general rubbish will be provided at these areas. The site supervision and/or OSHE
Representative will move personnel into the shaded areas and not allow them to rest under or near
machinery. Disciplinary action will be taken against offenders.

Potable Water

An adequate supply of cool drinking water will be made available on sites areas by installing water coolers
and/or thermos flasks (IGLOO). The IGLOOS must be thoroughly checked and cleaned, by the gang
Supervisors, to ensure cleanliness and avoid contamination.

Toilets

Sufficient toilets, hand-wash basins and facilities will be maintained at site. All toilets shall be cleaned daily
and maintained in a sanitary condition.

The remote area toilets will be fitted with holding tanks wherever feasible. If not, self-contained units will
be provided.

Maintaining Good Hygiene in the Rest/Eating Area and Toilet

 Keep benches and tables clean & dry. Wipe down and dry every time after eating
 Keep the floor clean & dry. Clean after each use by the users and on dialysis by housekeeping team
 Only use clean plates, cups, utensils, water thermos…etc wash after each use
 Housekeeping in-charge will make sure the toilet and washing facilities area regularly cleaned,
using appropriate cleaning agents, drains system is working properly, sewage tanks are emptied on
a regular basis, water tanks and cooler filters are cleaned/replaced on regular interval…etc

A first aid room is established and maintained at site offices and manned by a competent male nurse. All
first aid facilities shall be provided in line with DM/DDA/ Trakhees requirements.

First aid room and site first aid boxes supplies will be replenished on a regular basis, as reported by a First
Aider to ensure the supplies are maintained to meet the legal requirements. First aid boxes will be checked
and recorded monthly by the male nurse to ensure compliance.

All first aid cases shall be recorded in the first aid log sheet by the male nurse/first aiders. Male nurse and
Personnel trained in first aid shall be identified with green stickers for their hardhat and work areas as well
as a list of names, complete with contact numbers, being posted next to the first aid box and on the site
notice boards

5.16. Scaffolds and Ladders

Scaffolding

Competent scaffolding personnel must build, inspect and tag the scaffolding, to BS EN12811-1: 2003.

A scaffold plan shall be prepared and provided by the scaffold designer to Scaffold supervisor as per
required capacity and the capability of the structure to support any additional loadings.
The scaffold plan shall include a site layout plan and detail the elevations and sections of the scaffold. The
scaffold plan shall address the following issues:

 Basis of design
 Foundations (including ground conditions and loadings)
 Supporting structure
 Access and egress
 Tying
 Bracing
 Type of scaffold
 Edge protection
 Scaffolds must be provided for employees engaged in work that cannot be done safely from the
ground.
 All scaffolds must be erected, moved, dismantled or altered, only under the supervision of
competent persons and by skilled and experienced workers.
 Each scaffold and scaffold component shall be capable of supporting, without failure, its own
weight and at least 4 times the maximum intended load applied or transmitted to it.
 Scaffolds cannot be erected, used, closer than 6 m near energized power lines to avoid any contact
between the scaffold components and these power lines.
 Supported scaffolds with a height to base width ratio of more than four to one (4:1) shall be tied to
the building structure vertically and horizontally.
 The first bottom tie must be placed no higher than four (3) times the minimum base width and
vertical ties shall be repeated at intervals not greater than 8 m (26 feet).
 Horizontal ties shall be placed at each end and at intervals not greater than 9 m (30 feet).
 Scaffolds must have base plates, even when setting on a concrete floor.
 When setting the scaffold on soft soil, the soil shall be compacted to avoid the presence of any holes
and to enhance its ability to support the intended loads. Scaffold legs must be set on base plates and

adequate mudsills with not less than 5 cm thick and not less than 25 cm wide to distribute the load
on bigger area.
 The front edge of all platforms shall not be more than 35 cm (14 inches) from the face of the work,
unless guardrail systems are erected along the front edge and/or personnel fall arrest systems are
used.
 The width of the platform of a scaffold shall be determined according to the purpose of use and
height from the ground to provide adequate area to work safely, but the width of each platform shall
not be less than, 2-1 be not less than 60 cm wide (3 boards) when used for persons only and not for
materials, 2-2 Be not less than 80 cm wide (4 boards) when used for persons and materials.
 The open side edges of platforms higher than 2 m shall be provided with standard guard rail not less
than 95 cm and not more than 115 cm high and consists of top rail and mid rail and toe-board not
less than 15 cm high above the platform, taking into consideration that the distance between the top
rail and the mid rail or between the mid rail and the toe-board shall not be more than 47 cm.

Mobile Tower Scaffolds

 The height of the mobile tower shall not exceed 3 times the smallest base width of the scaffold, in
case the height is exceeding 3 times the width of the scaffold, special out riggers shall be used to
increase the width of the scaffold, and consequently increasing the permissible height.

 Rolling scaffolds shall be used only on firm, level, and clean surfaces.

 Rolling scaffolds shall be moved on levelled surfaces only by pushing or pulling or both. Manual
force used to move the scaffold shall be applied as close to the base as practicable, but no more than
1.5 m (5 feet) above the supporting surface.

 No persons, equipment or materials will be allowed on the platform during moving it. Scaffold
casters and wheels shall be locked with positive wheel locks after the ending of moving the tower
and before any one is allowed to work on the platform.

 It is recommended to use a ladder to access to and from the platform in case of using a vertical
ladder higher than 6 m, it shall be protected by a cage or provide workers with adequate fall
protection equipment.

Ladders

The means of access to and means of egress from all works at height shall be via ladder (s) or staircase. No
ascending and descending shall be allowed on any scaffold / tower by using the horizontal members.

The Ladder shall be made of timber or aluminum. Timber ladders shall not be painted as it may conceal the
defects.

Where a height greater than 9 meters has to be climbed, a series of ladders with intermediate platforms
properly protected with guard rails and toe boards shall be provided.

The base to height ratio of ladder shall be maintained as 1: 4 such that the angle is 75° from horizontal and
15° from vertical. The ladder shall be adequately secured with a minimum vertical protrusion of 1 M above
Platform/landing area.

Personnel shall not be allowed to climb whilst carrying tools or heavy loads, other than being carried in a
waist belt designed specifically for the purpose and they shall make three points of contact while.

Visual Inspections: Site safety officer or safety representative will inspect the ladders on a monthly basis
and remove damaged ladders from site. The check will be recorded in inspection form and filed in site
safety file.

Training for users: The site safety officer must conduct an in house training to all operatives using ladders
on safe use of ladders and recorded in OSHE Training form. These are common issues about setting up and
using ladders under the direct control of the user.

5.17. Cantilevers and Platforms

No cantilever platforms are used at site

5.18. Form Work and Structures

Form work is any temporary structure used to support a permanent structure while it is not self-supporting,
either in new construction or refurbishment. Any failure of form work may lead to the collapse of the
permanent structure. This could cause injury or death to those working on or near to it, as well as loss of
time and money.

Planning and Design


The project manager or project engineer must make sure the design, calculations and drawings in planning
stage for all form work. It shall cover what needs to be supported, how it shall be done and how long the
form work will be in use.
Temporary Works Coordinator

The project manager must appoint a person at site as a Temporary works co-coordinator. The appointed co-
coordinator must be a competent site engineer or supervisor with following responsibilities:
 Make sure all form work are constructed in accordance with approved drawings, Method statement
and risk assessments.
 Coordinate the various items and stages of false work
 Make sure all form work are erected and dismantled by competent people under competent
supervision

5.19. Excavation and Trenches

Excavation is defined as any man-made cut, cavity, trench, or depression in an earth surface formed by
earth removal. This definition includes core drilling, boring, jack hammering and asphalt- or concrete-
cutting and indoor drilling/digging operations that may contact soil. In general, excavations are operations
where contact with soil is expected.

Trench a narrow excavation made below the surface of the ground. In general, the depth is greater than the
width, but the width of a trench (measured at the bottom) is not greater than 15 feet. If forms or other
structures are installed or constructed in an excavation so as to reduce the dimension measured from the

forms or structure to the side of the excavation to 15 feet or less (measured at the bottom of the trench), the
excavation is considered to be a trench.

All excavation work will be under taken according to the approved method statement and risk assessment
and Excavation Permit System.

The Project/Construction Manager will ensure that all as built drawings are obtained for the operation areas
from the Client/Engineer/local authorities…etc where works involving breaking the ground. Additionally
all excavation work will require trial trench to locate existing services to avoiding Danger from
Underground Services.

General Requirement

 Obtain Excavations permit from SEA SHORE CONSTRUCTION LLC OSHE department /
Consultant before starting any excavation and implement the control measures mentioned in the
permit.
 Obtain latest underground utilities drawing from concerned department.
 Mark all underground services (If present in the area).
 Instruct operators and workers about the procedure, risk assessments and keep records of attendees.
 Carry out trial trench if services detected in the area and protect them in a safe manner.
 Provided side protection system in accordance with approved drawing/method statement.
 Provided safe means of access to and from excavations by providing access ramps.
 Only competent operators will be authorised to use the plant equipment. Supervisor must check the
operator’s license and competency proof.
 Provide Banks man to guide the manoeuvring machine/vehicles.
 The banks man must ensure that adequate separation between working plant and people. No one is
allowed to stand on blind spot of plant and vehicle.
 All operatives must wear reflective jacket, safety shoe, helmet, hand gloves…etc.
 Passing traffic must be kept well away from the edge of the excavation when excavating near or on
haul roads.
 Excavated material must be stored a meter away from the edge of excavation.
 Barrier will be placed around the entire accessible area near the top of the excavation and “Deep
Excavation” signs are to be erected.
 Reversing alarms to be fitted to all Plant and Trucks (not tracked excavator).
 Plant and equipment to be checked by the operator at the start of each shift. Defects shall be
reported to the Plant Mechanics.
 Steps will be taken to ensure that noise from plant is reduced at source as far as possible, that noise
levels are assessed and ear protection worn where necessary.
 Plan traffic routes to keep heavy plant and vehicle away from excavations.
 Check the plants and equipments are in good repair and inspected regularly.

5.20. Confined Space


Confined space activities shall only be undertaken under a permit to work system. Before entering confined
spaces, due care shall be taken considering the following:

 Oxygen deficiency or enrichment.


 Presence of inflammable liquids / gases.
 Presence of toxic liquids / gases.
 Limited access (making entry, exit and movement of materials difficult).
 Enclosure (often what is going on inside confined space is not known to outsiders).
 Limited working area inside confined space.
 Poor Visibility, etc.

The space (tanks, pressure vessels, closed pits, etc.) shall be thoroughly washed, drained, ventilated and gas
freed as required on the permit. All process and service lines to vessels shall be spaded, blanked off or
disconnected, to ensure complete isolation.

Where there is any possibility of the existence of flammable liquids or vapours, the area shall be tested
periodically and the records maintained.

Areas where toxic liquids / vapours / other dangerous substances may be present shall be well ventilated
using an air diffuser / blower, exhaust system or pressure respiratory protection shall be used.

The OSHE Department shall inspect the location and confirm the necessity for gas test where required prior
to confined space entry; safe oxygen content shall not be not less than 20%. Continuous gas monitoring
shall be carried out when found necessary.

A stand-by worker, trained in emergency response and the use of & equipped with self-contained breathing
apparatus must be stationed outside the confined space and must maintain permanent contact by
predetermined means. Wherever required a safety harness with lifeline must be worn by each man entering
the confined space.

Care shall be taken to ensure that no flammable or toxic vapours are drawn into the confined space i.e.
vapours from adjacent facilities, vehicle or compressor exhausts, etc. while working inside.

Adequate illumination shall be ensured in the confined spaces. Temporary lighting shall be provided by
hand held battery units, which are intrinsically safe.

Powered equipment / tools shall only be used after authorization by a Hot Work Permit and under close
supervision.

Air shall be supplied and exhausted through separate inlet and outlet valves maintaining adequate level of
oxygen and air movement where required. Compressed cylinders shall not be kept inside any confined
space.
5.21. Demolition and Decommissioning

There is no major demolition activity required in the project, however if needed will be carried out as per
approved method statement and risk assessments. The Project Director/Project Manager shall make sure that
the activity is carried by an approved contractor from DM Municipality/DDA/ Trakhees. The debris and
other waste will be segregated and disposed as per SEA SHORE CONSTRUCTION LLC Waste
Management Plan.

If demolition activity will occur subcontractor/Third party will be hired and make sure of:

As managing and evaluating for demolition/decommissioning subcontractors will be proceeded as


mentioned on item 4.4 Managing of Subcontractors

5.22. Piling

Piling activity shall be carried out at site by a specialized subcontractor; the activity shall be carried out as
per approved method statement and risk assessments.

General Requirement

The Project Manager of piling contractor shall make sure that:

 All activities are carried out at site as per approved method statement and risk assessments
 Excavation permit is obtained from SEA SHORE CONSTRUCTION LLC for each area prior to the
commencement of piling
 The area of piling is leveled, demarked and adequate hazard warning sign is posted
 Pile point Survey marking steel pins shall be demarked and provided with rebar caps
 All Plant/machinery such as piling rigs, Mobile Crane, Back hoe, concrete pumps, compressors...etc
are inspect by third party and provided with valid documents.
 All Crane, lifting equipment and gears are inspected and certified by third party inspection bodies
approved by DM Municipality/DDA/ Trakhees
 All operator has got valid UAE License and a competency proof issued by third part on particular
machine he operates.
 Availability of Competent supervision and banks men with each piling rig/team to control the team
and rig movement
 All piling team are inducted, trained in their task and receiving weekly toolbox talks
 All operatives working around the piling rig are trained on control measures given in risk
assessments working with moving plants and they must use high visibility jackets.
 Open holes (if any) shall be barricaded or back filled immediately to avoid falling/tripping hazard
 Lifting of rebar cage, vibrator hammer...etc are controlled by competent rigger/banks man using tag
lines and certified lifting gears...etc
 No one is allowed to climb on auger for any maintenance work all work at height shall be controlled
as per risk assessments
 Shifting or rebar cage from fabrication area to the piling villa shall be carried out by trailer or
suitable means of transportation. Shifting by back hoe will not be allowed on haul roads.
 Concrete spillage from static pumps shall be controlled; polythene sheet shall be used underneath
the pump hooper to avoid ground contamination.
 Reversing concrete transit trucks shall be controlled by a competent banks man.
5.23. Electrical and Gas Welding

All type of welding work will be controlled by hot work permit system. The supervisor shall make sure that
the permit is obtained from OSHE Department and the control measure in the permit is implemented at
site.

General Requirement

 A competent fire watch with suitable fire extinguishers must be present at hot work area
 Where possible all flammable material shall be removed from the welding operations area.
 Only competent and authorised personnel to use equipment (i.e. welders, cutter/burners).
 Appropriate PPE to be used when carrying out hot works operations
 Equipment to be well maintained and inspected as per manufacturer’s recommendations.
 All oxy/Acetylene cutting sets must be provided with flash back arresters.
 Cylinders must be stored, handled and transported in a safe manner.
 Valve protection caps on, tide/chained firmly and not left free standing.
 Effective fume control equipment shall be provided when working in confined area.
 Extra ventilation shall be introduced to reduce the likelihood of heat stress occurrence.
 The placing of a second person on stand-by in case of emergency shall be considered.
 Prolonged welding operations to be shielded from the sightline of adjacent operatives to reduce the risk
of ‘arc-eye’.

5.24. Gas Cutting


All cutting work will be controlled by hot work permit system. The supervisor shall make sure that the
permit is obtained from OSHE Department and the control measure in the permit is implemented at site.

 Containers and piping can explode by heat of welding or cutting unless properly cleaned and vented.
Toxic fumes can be formed when welding, cutting or heating metal which has been in contact with an
unknown material. Do not weld or cut any material or container unless it has been cleaned by qualified
personnel.
 Keep regulators, hoses, torches and other oxy-fuel gas equipment free of grease, oil, and other
combustibles. Oil grease, coal dust, and similar combustible materials once ignited bum violently in the
presence of oxygen and may cause serious bums or explosions. Never handle oxygen cylinders or
equipment in the same areas with grease or oil.
 It is the supervisor’s responsibility to ensure any measures deemed necessary are in place and tested
prior to cutting work being carried out. and supervision
 All persons involved in hot work operations shall receive adequate instruction, training and
supervision, and understand: hazards associated with the work and the precautions to be taken
 All oxy/Acetylene cutting sets must be provided with flash back arresters.
 Valve protection caps on, tide/chained firmly and not left free standing.
 Effective fume control equipment shall be provided when working in confined area.
 Oxygen and fuel gas cylinders shall be stored as per MSDS and standard procedures

5.25. Mobile Equipments


All mobile equipment used at site will be visually inspected and the documents verified by the safety staff
before assigned for work at site. The machine will have valid Registration certificate, third party inspection
certificate and the operator will hold a valid UAE License and competency proof.

Competent banks men will be assigned to control the manoeuvring vehicle/plants and control pedestrian and
construction vehicle traffic. Banks men shall be suitably clothed to stand out from others on site e.g.
wearing high visibility/reflective vest, specific coloured safety helmets etc.

The banks men will check and make sure the following:

 Give clear and precise messages and signals


 Ensure that construction vehicle drivers/operators can be seen during all manoeuvres, and vice-
versa
 Warn and stop any pedestrians from entering the area of the manoeuvre
 Always wear the required high visibility clothing... etc for the site
 Ensure safe access and egress for the vehicle and themselves
 Report any known or potential hazards to their supervisors
 Stop the movement of any construction vehicle that is being driven with disregard to the safe
systems of work for the site
 Stop directing the movements of pedestrians

The following equipments will be used at site:


 360° Excavators  Dozers

 Loading Shovels (Wheel Loaders)  Truck mounted crane

The supervisor using excavators shall make sure that:

 When the machine is being operated in near site personnel, there is safe clearance; the danger area
must be barricaded if necessary.
 If it is necessary for anyone to go into the machine’s working radius whilst it is working then the
machine operator must be made aware by signals by banks man.
 No person shall be permitted at any time to be within the machine’s working radius without
obtaining permission from the operator and banks man.
 No excavator bucket or load shall be slewed directly over personnel or vehicle cabins
 Vehicles shall be loaded over the side or rear, and the material shall not be dropped from an
unnecessary height.
 The manufacturer’s recommended bucket size must not be exceeded.
 It may be possible to lift the load with the bucket in close to the machine at ground level but, as the
load radius and elevation increases, the lifting capacity of the machine decreases.
 A workface below the level of a machine must never be undercut so as to affect the stability of the
machine.
 Excavator must never be permitted to travel in a confined area, or around people, without a banks
man to guide the driver
 On wheeled excavators, it is essential that the tyres are in good condition and correctly inflated
 If stabilising devices are fitted, they shall be employed when the machine is excavating.
 When the front shovel is being employed, the backhoe attachment shall be in its “travel” position,
with the safety locking device in place.

 When operating the backhoe in poor ground conditions, the stabilisers tend to sink into the surface
of the ground, reducing stability. Frequent checks shall therefore be made of the stability of the
machine.
 The loading shovel shall always be lowered to the ground to stabilise the machine when the
backhoe is employed.
 A grader is essentially a high speed machine, and its speed of operation must be adjusted to suit site
and job conditions. It is important that the operator is alert to other road users, particularly while on
reverse.
 Flag men/banks men will be assigned when the grader is working on haul road. These men will
control other traffic in the area.

5.26. Portable Tools

Pneumatic and Hydraulic Tools and Equipment

It is the responsibility of supervisors to ensure the personnel being utilised for a task are trained to use the
pneumatic and hydraulic tools and equipment necessary for that task to be achieved. In addition they must
also ensure that all steps, to reduce the risk to an acceptable level, have been carried out and that any
additional controls or PPE requirements are in place prior to commencing operations.

Small Electrical and Hand Tools

Temporary wires, extension leads, electrical cables and hoses will be kept off the walking surfaces and
routed in an orderly manner so as not to present a slip, trip or falling hazard. Where such leads cross a road,
walkway or access the person in charge of its use must ensure that it is protected sufficiently so as not to
allow any unnecessary wear and tear and to reduce the risk of it causing an incident.

Qualified personnel will carry out all repairs. Breaks in wires will be replaced with new flex/cable.
All small electrical tools and equipment must be rated for 110V. Where supply is taken from 240V supply,
step down transformers must be used.

It is the responsibility of supervisors to ensure the personnel being utilised for a task are trained to use the
small electrical and hand tools necessary for that task to be achieved. In addition, they must also ensure that
all steps, to reduce the risk to an acceptable level, have been carried out and that any additional controls or
PPE requirements are in place prior to commencing operations.

5.27. Falling Objects

To falling object from height, adequate protection such as toe board will be provided for all working
platform or on the floor where there is possibility of material can be knocked down. Area underneath the
working platform will be barricaded with adequate hazard warning signs.

 Operatives working at height for example scaffolders or edge protection teams will be provided with
tool bags or suitable lanyard to secure the tools to avoid dropping them.
 All operatives will be provided with hard hats and awareness will be given through Toolbox Talks
about the hazard of falling objects.

 Make sure there is no gap between scaffold boards on platforms


 Good housekeeping on working platforms, Keep the platform clear of loose materials
 When materials are stacked above the height of the toe boards provide brick guards or barrier netting to
avoid them falling.
 Tool-retainers (boxes and buckets) to be used to reduce the risk of tools falling form scaffold
 Materials or loads shall be moved or deposited without imposing any violent shock
 Do not throwing items to the ground.

5.28. Slip Trip and Fall


To avoid slip trip and falls at site good housekeeping must be maintained at all time. The supervisor of the
work shall make sure that all materials are stacked and production waste is regularly removed from site.

 Floors are kept free from obstructions such as material, trailing cable, spillage, tools...etc. People
must be able to move around safely.
 Obstructions and objects left lying around can easily go unnoticed and cause a trip. Try to keep
work areas tidy and if obstructions can’t be removed, warn people using signs or barriers.
Cardboard shall not be used to absorb spillages as this it presents a tripping hazard.
 Footwear can play an important part in preventing slips and trips. This is especially important where
floors can’t be kept dry. Use safety shoe and make sure it is clear of grease, oil...etc.
 Clean spills up immediately, if a liquid is greasy, make sure a suitable cleaning agent is used. After
cleaning the floor can be wet for some time; dry it where possible. Use appropriate barriers to tell
people the floor is still wet and arrange alternative bypass routes. If cleaning is done once a day, it
may be possible to do it last thing at night, so it is dry for the start of the next shift.
 Trailing cables - Position equipment to avoid cables crossing pedestrian routes, use cable covers to
securely fix to surfaces, restrict access to prevent contact. Consider use of cordless tools.
 Improve lighting levels and placement of light fittings to ensure more even lighting of all floor
areas.
 Changes of level - Try to avoid. If you can’t, improve lighting, add high visible tread no sings (ie
white/reflective edge to step).

5.29. Animals and Reptiles


SEA SHORE CONSTRUCTION LLC shall ensure all safety measures to avoid the animal and reptile bites
and the project area are not exposed to such attacks.

5.30. Workplace Bullying and Violence


Work related Bullying and violence is considered to be any incident where staff are verbally abused,
threatened or assaulted in circumstances relating to their work, involving an explicit or implicit challenge to
their safety, well-being or health.

Workplace bullying occurs when an employee experiences a persistent pattern of mistreatment from others
in the workplace that causes harm. Workplace bullying can include such tactics
as verbal, nonverbal, psychological, physical abuse and humiliation.

This type of aggression is particularly difficult because, unlike the typical forms of school bullying,
workplace bullies often operate within the established rules and policies of their organization and their
society. However, bullies can also be peers, and on occasion can be subordinates. Bullying can be covert or
overt. It may be missed by superiors or known by many throughout the organization. Negative effects are

not limited to the targeted individuals, and may lead to a decline in employee morale and a change in
company culture.

Instruction, Training and Supervision


Training/TBT will be provided for employees, including skills in managing aggressive behavior from
colleagues or supervisors they also will be made aware of negative effects of bullying and requirement of
reporting to immediate supervisors. This will be discussed in staff and supervisor meetings.

Employee Support
It is important to create a supportive environment for staff where the culture is one in which employees’
safety, health and welfare is highly valued. Supportive measures may include enquiring about employee
well-being and validating the experience or providing access to counselling services.

5.31. Impacts/Hazards from Adjacent Activities


No impact/hazard has been identified from adjacent activities or land/ however any such actives if identified
during the execution of any further construction shall be taken care and safety precautions measures shall be
implemented.

5.32. Temporary Works


All temporary works will be carried out in accordance with approved method statement and risk
assessments. The facility manager will appoint a temporary work coordinator and/or a logistics coordinator
to check and monitor all temporary works.

The site OSHE Officer will inspect all site offices, stores...etc on a weekly basis and recorded, copies of
these records are sent to consultant for their record and verification.
All the works will be designed and the design will be checked through structural engineer, and if any further
construction will be as per the approved design, and all the activities will be inspected and supervised
through ITP (inspection and test plan).

5.33. Existing Services


All Excavation works will be carried out by Excavation Permit system in accordance with OSHE Procedure.
 In case of any excavation activities btain latest underground utilities drawing from the government
authorities, etisalat and due etc. and mark all underground utilities if excavation required near
existing service.
 Carry out trial trench if services detected in the area and protect them in a safe manner.
 Underground cables, piping and obstacles, must be physically identified on site and updated on
drawings.
 The above must be marked on the ground of the excavation area before commencement of work.
 Excavation near any underground facilities must be carried out manually using hand tools.
 Trial holes shall be hand dug to a depth exposing the underground obstacle or to the depth of the
planned excavation.
 No excavation shall be done within 2 meters of an existing live electric cable unless close
supervision by Electrical Supervisor.
 Cables, piping, etc., that are exposed during excavation work, must be sufficiently supported to
avoid breaking under their own weight (maximum 2-meter distance).

The Project Director/Project MEP Manager will appoint a competent person as service coordinator and
prepare a procedure to ensure safety when working on or adjacent live services as and when the
infrastructure work is completed and prior to commissioning.

5.35. Occupational Health Arrangements

Noise Management
Potential noise sources during the Project construction phase will include the use of mobile equipment for
the construction, installation and commissioning of Project infrastructure. The actual type and number of
construction plant and equipment items will vary throughout the construction period depending on the
timing and nature of construction activities being undertaken.

A comprehensive range of management control measures will be implemented at the site including:

 All plant and equipment will be regularly maintained to ensure that no item will produce excessive
noise.
 Noise monitoring will be carried out on a regular basis at work area near plants/equipments and if
found above 85 dB (A) necessary engineering controls will be taken to reduce the noise.
 Training will be given to operatives on health hazards working with noise above 85 dB (A)

Vibration
Through the planning and design of the works all reasonable steps will be taken to eliminate the need for the
use of hand held vibrating tools and equipment, where this cannot be achieved equipment suppliers will be
required to provide adequate information on vibration levels. This information will then be included in the
activity risk assessment and the maximum trigger time detailed. The individual operative’s supervisor will
record their daily exposure. Personnel likely to be exposed will be trained on vibration reduction techniques
and included in a health surveillance scheme.

Hand Arm Vibration

SEA SHORE CONSTRUCTION LLC will assess and identify measures to eliminate or reduce risks from
exposure to hand-arm vibration to protect employees from risks to their health. Through the planning and
design of the works all reasonable steps will be taken to eliminate the need for the use of hand held
vibrating tools and equipment, where this cannot be achieved equipment suppliers will be approached to
provide adequate information on vibration levels. This information will then be included in the activity risk
assessment and the maximum trigger time detailed. The individual operative’s supervisor will record their
daily exposure.

Personnel likely to be exposed shall be trained on vibration reduction techniques and included in a health
surveillance scheme.

There are hundreds of different types of hand-held power tools and equipment, which can cause ill health
from vibration. Some of the more common ones used at site are:

 Jack hammers
 Concrete breakers/road breakers
 Hammer drills
 Hand-held grinders
 Impact wrenches;

Temperature/Heat Stress
Workers’ health and safety shall not be affected by being exposed to extreme weather conditions. Sea Shore
Construction LLC will comply with approved safe work method for working during hot and humid
condition.
Sea Shore Construction LLC will comply with Ministerial Resolution No. 443 of 2010, which is for current
year starting from 15 June to 15 September, from 12:30 to 1500. Moreover, any time the Humidex will
exceed 54 ˚C or TWL is less than 115 all open area activities will be hold.
Although human beings possess considerable ability to compensate for naturally occurring heat stress, many
occupational environments and/or physical activities expose workers to heat loads which are so excessive as
to threaten their health and productivity.
Interventions fall into five categories:
 Maximizing heat tolerance among exposed individuals
 Assuring timely replacement of lost fluid and electrolytes
 Altering work practices to reduce exertion heat load
 Engineering control of climatic conditions, and
 Use of protective clothing.
The following details are an important part of any program for hydration maintenance:
 Water containers must be shaded or cooled to 15 to 20°C.
 Workers will be informed of the heat stress and its negative effects as well as the protective measures
provided in the workplace.
 They shall be taught that heat tolerance depends to a large extent upon drinking enough water and eating a
balanced diet.
 In addition, workers will be taught the signs and symptoms of heat disorders, which include dizziness,
faintness, breathlessness, palpitations and extreme thirst.
 They also will be taught about the basics of first aid and where to call for help when they recognize these
signs in themselves or others.
 Sea Shore Construction LLC and all subcontractors will provide sufficient rest sheds, cool drinking water
at site and other appropriate drinks, which encourage re-hydration.

As per Humidex (to describe how hot the weather feels to the average person, by combining the effect of
heat and humidity) work will not be allowed when the temperature index is more than 54

Lighting and Ventilation

Lighting at work is very important to the health and safety of everyone using the workplace. The quicker
and easier it is to see a hazard, the more easily it is avoided. The types of hazard present at work therefore
determine the lighting requirements for safe operation.

Poor lighting can not only affect the health of people at work causing symptoms like eyestrain, migraine and
headaches, but it is also linked to Sick Building Syndrome in new and refurbished buildings. Symptoms of
this include headaches, lethargy, irritability and poor concentration.

SEA SHORE CONSTRUCTION LLC and subcontractors working with SEA SHORE CONSTRUCTION
LLC shall provide adequate lighting (if working at night) to ensure tasks and work activities is safe. SEA
SHORE CONSTRUCTION LLC will monitor the workplace to ensure standards of lighting, in particular
task lighting are maintained at site. The lighting (LUX) requirement for each work is given below:

Dust Control

Nuisance dust emissions from construction and other civil engineering activities are a common and well-
recognized problem. Fine particles (less than 10 mm in diameter, known as PM10) from these sources are
now recognized as significant causes of pollution. Owing to their small size, they can be carried from sites
even in light winds and may therefore have an adverse effect on the local environment and on those working
on the site. To control Dust, the following will be carried out at site:

 Restrict general site traffic to watered or treated haul roads.


 Vehicle speeds limit will be 20/15 Km/h respectively to also lower the dust generation.
 The supervisor must ensure that vehicle movement area spread with water to avoid dust generation.

5.36. Concreting Activities

Sea Shore Construction LLC will ensure all employees involved in the concrete placing equipment and
activities are trained to recognise and respond to hazards associated with this type of work.

Sea Shore Construction LLC will ensure that all personnel are trained to recognize the hazards of working
with wet concrete and the propensity or dermatitis.

Sea Shore Construction LLC must ensure an overall training programme is planned for both employees and
supervisors, and shall include, but not limited to;

 Work method to be used in setting-up and safe operation of concrete placing booms and pumps;
 Method for inspection and maintenance and a knowledge of the manufacturer's operation and
service manuals;
 Correct use, care and storage of personal protective equipment; and
 Correct use, care and storage of tools and equipment to be used, including electrical safety
practices.

5.36.1. Setting-Up on Site

When setting-up on site Sea Shore Construction LLC must ensure;

 The area around the concrete pump shall be level, solid and free from obstructions;
 The pump is not being positioned over or adjacent to: previously disturbed ground that has been
back-filled; excavations, trenches or holes in the ground; cellars, basements or pits; inadequately
compacted or soft ground.
 If outriggers are used, base plates shall be provided to ensure outriggers do not subside;
 Regular checks are conducted on the out riggers to ensure stability; and

 The outrigger pads are clear of excavations, soft or filled ground, or other obstacles liable to
interfere with the safe operation of the machine. If the ground is not firm or is near the excavation
Sea Shore Construction LLC that the bearing pressure of the ground is not exceeded by the pressure
of the foot of any outrigger.
 Sea Shore Construction LLC must ensure unauthorised persons are kept away from the immediate
area of the concrete pump with the use of appropriate barriers or guardrails.
 Sea Shore Construction LLC must ensure concrete delivery trucks shall have clear and safe access
to approach and leave the receiving hopper at any one time, a competent banks man shall be on
hand to safely direct the movement of trucks.
 Sea Shore Construction LLC to provided proper working platform for activities which are elevated
or work at height is required.

5.36.2. Cleaning and Disposal

As soon as the concrete activity is done Sea Shore Construction LLC will ensure proper housekeeping is
done, removal of any excess concrete at site and the concrete accumulated in the wash out area is collected
and disposed on a regular basis. Concrete washing for pumps, mixers, and equipments will only be done at
designated area.

5.37. Environmental Arrangements & Waste Management Plan

Waste Management Plan

Purpose

The purpose of this Waste Management Plan (WMP) is to describe the procedures by which waste will be
managed by Sea Shore construction LLC during the construction activities associated with Infrastructure
works for Sea Shore Construction LLC Dubai Branch office.
This plan will also act as a guide to Sea Shore Construction LLC personnel, on how to manage the waste at
site, and act in accordance with statutory and environmental requirements.

Compliance Requirements

Compliance requirements and mitigation measures based on:

 Federal Law No. (24) 1999 "Protection and Development of the Environment" and associated
regulations;
 Executive Order for the Federal Law No. (24) 1999;
 Dubai Centre for Waste Management requirements.
Scope

The WMP will be implemented during all aspects of the activities associated with the Project.
The WMP establishes a series of mitigation measures that must be implemented to prevent and mitigate the
inappropriate disposal of waste material, together with pollution of the environment.

Objectives, Target and Performance Indicators

Performance objectives, indicators and targets in relation to Waste Management are shown below Table 1.1.

 Achievable;
 Realistic; and.
 Time-bound.

Waste Classification

For the purpose of this management plan, waste can be classified as either;
General Waste

This includes waste paper, board, cardboard and domestic waste, plastic and glass.

Construction Waste

This typically compromises uncontaminated construction debris such as scrap metal, used bricks, wood,
waste concrete, unused subsoil and rubble from excavations.

Special Waste

This generally compromises material, which does not fall into the other categories. Special waste will often
require some form of treatment or special disposal, such as non-industrial wastewater, wash down water and
tyres.

Hazardous Waste

This typically includes materials that are potentially dangerous to and may have a detrimental effect on
human and/or environmental health. Hazardous waste has an inherent chemical and/or physical
composition, which could be toxic, poisonous, flammable, explosive, carcinogenic or radioactive.
Hazardous waste may include items such as spent batteries, waste oil/chemicals, bitumen, empty chemical
containers, old oil filters, and sharp objects etc. which require special collection, handling and disposal.

All wastes will be transported via DM/ Trakhees registered carrier and be disposed of at an approved
disposal site.
Waste shall be managed with the aim of reducing, reusing, and recycling where practicable. The types of
waste that are likely to arise from the development will be reduced, reused, recycled or will be disposed
appropriately.

Site Controls

Controls specified in this section are designed to:

 Meet the contract requirement;


 Limit the significant impacts and risks within the project;
 Deal with unexpected (abnormal) environmental issues.
Waste Management Control Measures

 Project waste storage to be placed on strategic locations to enable ready access for waste collection,
 Suitable and sufficient number of skips shall be provided as per the volume of waste generated in
the project,
 All waste skips and bins will be suitably covered at all times to reduce odour migration and
attraction of pests/vermin and prevent wind blow,
 All skips containing light materials, such as plastic and cardboard will be covered to prevent waste
being blown around the site by wind,
 Waste management shall be included in the within the site induction and reiterated in subsequent
toolbox talks,
 No waste shall be disposed of or buried on site,
 Illegal dumping, including roadside dumping and illegal land filling is prohibited,
 Burning of waste on site is strictly prohibited,
 All waste shall be sent to Sea Shore Construction LLC's central waste management facility within
the site boundary prior to disposal to an approved Dubai facility,
 Ensure site boundary hoarding have barriers at the base (e.g. mesh netting or similar) to prevent
wind blow litter going beneath hoardings to water or roads,
 No waste shall be dumped into the sea.

In addition to the above, at the end of each day a clean-up crew will patrol the working areas and remove for
disposal any waste that has been overlooked. This waste shall be disposed of in the appropriate skip.

Air Pollution Protection

Air in the atmosphere has to be monitored on regular basis to nullify or reduce the air pollution. SEA
SHORE CONSTRUCTION LLC will try to eliminate pollution as much as possible by using equipments
friendly to environment, like battery operated, etc.
Dust generated at site would be suppressed by spraying water on regular intervals.

Vehicles, equipments and machineries working at site would be maintained periodically by the SEA
SHORE CONSTRUCTION LLC plant department.
Employees shall be sufficiently clear from working plant and equipment to avoid inhalation of smoke
generated from them.

5.38. Labour Camp Facilities

Labour Camp – General Requirements

The company shall be licensed for operating such facilities, shall post sign boards on sites with the
following information:

1. Company Name
2. Camp Owner
3. Address
4. Telephone Number
5. License Number

 All camp sites must be adequately drained. They must not be subject to periodic flooding, nor
located within 200 feet of swamps, pools, sink holes or other surface collections of water unless
such quiescent water surfaces can be subjected to mosquito control measures. The camp must be
located so the drainage from and through the camp will not endanger any domestic or public water
supply.
 All road access in the camp must be graded, ditched and rendered free from depressions in which
water may become a nuisance.
 All camp accommodation must be adequate in size to prevent overcrowding of necessary structures.
 The grounds and open areas surrounding the shelters must be maintained in a clean and sanitary
condition free from rubbish, debris, waste paper, garbage, or other refuse.

OSHE Requirements for Labor Camp Facilities

The new accommodation/porta-cabins provided in the area of labor camp shall have adequate welfare &
sanitary facilities such as toilets, bathrooms, ablution blocks etc and suitable and sufficient cool drinking
water facilities. Minimum requirements of sanitary facilities shall include: -

a) Suitable and sufficient number of WC, bath rooms depending upon the number of workers housed.

b) Adequate water coolers shall be provided & placed on concrete floor where spill collection provisions
provided.

c) Adequate canteen facilities shall be provided to all workers depending upon the number of workers
housed within the camp and hygiene standards shall be maintained at all times.

d) Floors & Walls of Mess hall shall be of easily washable type.

e) Floors of kitchen shall be made of impervious, water resistant, non-skid & easily washable type.

f) Water storage tank capacity shall be large enough to hold “48 hrs reserve supply”

g) No soak away is permitted in the camp area. The employer shall provide suitable & adequate size of
waste water holding tank for collection of domestic liquid waste. Design of such tank shall be based on the
anticipated total occupant load with calculation & shall hold minimum seven days holding capacity.

h) Waste water holding tank shall have provisions of early warning system with level indicator and
breaching pipe. Access area to such holding tank shall be hard paved from the entry point of the labor camp.

2. Adequate illumination level shall be provided & maintained in the entire area of labor camp to avoid
glare, irregularity & invisibility.

3. Installation of LPG portable cylinders or bulk storage tank for cooking activity in the separate kitchen
area shall require obtaining necessary approval from authorities. No cooking is permitted within the rooms.

4. Diesel Generator installation with Diesel oil storage tank shall follow the Sea Shore Construction LLC
OSHE requirements. No such unit shall be allowed to install without prior approval from concerned
authorities.

 Generators shall be placed with a minimum clearance of 1.2 mtrs. All around and fixed on stable
ground ensuring the same does not move /tilt during the operation.

 Ensure that the area is accessed only by authorized personnel and place relevant safety signs.

 Do not attempt to install/repair the generator without the services of a qualified engineer.

 Proper vents shall be provided to prevent accumulation of gases/CO at ground levels. Noise levels
and personal protection shall be in compliance with Health & Safety Rules & Regulations.

 Fuel drums (if any) and diesel tank shall be placed in a secured/impervious area at a minimum
distance of 1.2 mtrs. from the generators.

 Prior to generator operations, check all safety/manufacturer precautions and for spills on/around the
generator which could lead to ignition. Before refueling the generators, turn it off and let it cool
down. Gasoline spilled on hot engine parts could ignite.

 Do not store the generators/fuel tanks/drums near any fuel-burning appliance or carry out any hot-
work in the immediate surroundings.

 Be sure that the total electric load on your generator won't exceed the manufacturer's rating.

 Keep cords out of the way so they don't present a tripping/safety hazard. Provide necessary warning
signs.

 The Diesel Tank shall be suitably bunded/ protected in case of spills, to avoid spills during
storage/filling operations.

 On completion of safe installation and prior to full operations, invite OSHE for inspection of the
same and suitable operational recommendations.

6. Access to and egress from the camp shall conform to OSHE standards.

7. The camp shall be fenced and a setback area of 5.5 mtrs shall be maintained from the periphery of the
fence.

8. The entire camp area shall be hard paved, road based and shall be kept unobstructed at all times.

9. No cooking shall be allowed in the accommodation areas. Heating Coils, Electric & gas stove shall not be
used.

10. Garbage skips facility shall be provided in a designated area with adequate hard surface access for
clearance of garbage by designated and proper housekeeping shall be maintained in all areas of the camp at
all times.

11. A medical facility shall be provided at the camp with a trained nurse to take-care of sick personnel and
records shall be maintained.

12. A camp boss shall be appointed to monitor all activities within the camp and maintain the hygiene,
safety and fire safety standards.

13. The camp shall have adequate fire protection facilities such as fire extinguishers, fire ring main with
hydrants, hose reels, fire pumps & dedicated fire water tanks of adequate capacity. Personnel shall be
trained in the use of the first aid fire fighting appliances. An adequate fire prevention plan shall be in place
with the emergency numbers displayed conspicuously at strategic locations on the camp site.

14. Porta-cabins shall be made of fire resistant material (metal or fire retardant treated wood form).

15. There shall be an emergency evacuation plan in place and all workers residing within the camp shall be
made aware of the same.

16. Any change/modification, addition of new facility/building/porta-cabins, if the camp management


intends to carry out within the Approved camp facility, shall necessitate prior approval from relevant
authority & OSHE.

Fire and Rescue Requirements for Labor Camp Facilities

1. General Requirement:

a) The camp must be organized/ prepared for the easy access of Emergency Vehicle.

b) The recommended camp set up must be submitted to the Fire Dept. for approval.

c) Telephone line for emergency use must be provided.

d) These types of buildings / structures shall not be used for storage / warehousing.

a) To prevent the external spread of fire between the buildings/ structures. The buildings/ structures may be
separated from each other or by providing fire resistant material (metal or fire retardant treated wood forms)

b) The buildings/ structures must be away and separated from kitchens, workshops & stores.

c) Combustible materials & vegetation must be removed away from any building/ structure.

d) Kitchens must be away from any building / structure and must be protected internally by fire resistant
material & LPG cylinder must be stored outside.

e) Electrical equipment and installation must be fixed as per the requirement of Electrical Dept.

3. Fire Alarm & Fire Fighting:

a) Fire point (s ) for Fire Extinguishers (DCP) and manual call points must be provided at location where it
can be reached easily.

b) Hose Reel system/network must be provided according to the Fire Dept. requirement.

c) Fire alarm bell to be provided wherever required.

4. Fire Notices / Instructions:

Fire sign must be provided at each fire point and written in Arabic, English & the languages that can be read
& understood by the employees / occupants/users.

3. Fire / Emergency Actions i.e.

(i) Raise the alarm.

(ii) Call Fire Brigade 997, Ambulance 998 / 999 & Police 999

(iii) Attack the fire if possible using fire extinguishers/ appliances provided.

OSHE - Food Control Section Requirements for Labor Camp Facilities

Shelter

Every shelter in the camp must be constructed in a manner which will provide protection to its tenants from
the elements of nature. The floors of each shelter must be constructed of wood, asphalt, or concrete. All
wooden floors must be of smooth and tight construction. The floors must be kept in good repair. All wooden
floors must be elevated not less than one foot above the ground level at all points to prevent dampness and
to permit free circulation of air beneath.

All living quarters must be provided with windows the total of which must be not less than one-tenth of the
floor area. At least one-half of each window must be so constructed that it can be opened for purposes of
ventilation. All exterior openings must be effectively screened with mesh material.

Each room used for sleeping purposes must contain with beds, cots or bunks, and suitable storage facilities
such as wall lockers for clothing and personal articles must be provided in every room used for sleeping
purposes. Such beds or similar facilities must be spaced properly and must be elevated at least 12 inches
from the floor. If double-deck bunks are used, they must be spaced appropriately both laterally and end to
end. Triple-deck bunks are prohibited.

Sanitary facilities must be provided for storing and preparing food. In camps where cooking facilities are
used, the same may only be carried out in approved kitchens. Sanitary facilities must be provided for storing
and preparing food.

All heating, cooking and water heating equipment must be installed in accordance to local regulations
governing such installations.

Evacuation Plan

Creating an effective evacuation plan is crucial for ensuring the safety of individuals in the event of
emergencies such as fires, natural disasters, or other hazardous situations. Here's a basic outline
for developing an evacuation plan:

1. Identify Potential Risks: Assess the specific hazards and risks that could occur in your location,
such as fires, floods, earthquakes, or severe weather.

2. Map Out Escape Routes: Identify primary and secondary evacuation routes from every area of
the building or location. Make sure these routes are easily accessible and well-lit.

3. Designate Assembly Points: Determine safe assembly points outside the building where
everyone should gather after evacuating. These areas should be at a safe distance from the
building and easily identifiable.

4. Establish Communication Protocols: Define how emergency alerts will be communicated to


occupants, whether through alarms, intercom systems, or designated personnel.

5. Create an Evacuation Team: Assign roles and responsibilities to trained individuals who will
assist with guiding others to safety during an evacuation. This team should include floor wardens,
evacuation coordinators, and first aid responders.

6. Account for Special Needs: Consider the needs of individuals who may require special
assistance during evacuation, such as those with disabilities, medical conditions, or language
barriers. Develop procedures to address these needs.

7. Provide Training and Education: Conduct regular training sessions and drills to familiarize
occupants with evacuation procedures and routes. Ensure everyone knows what to do in case of
an emergency.

8. Regular Maintenance and Review: Regularly inspect and maintain evacuation routes, signage,
alarms, and other safety equipment. Review and update the evacuation plan as needed,
considering any changes in building layout, occupancy, or regulations.

9. Coordinate with Authorities: Work with local emergency services and authorities to ensure your
evacuation plan aligns with community response procedures. This may involve participating in
emergency drills or sharing your evacuation plan with relevant agencies.

10. Emergency Supplies and Equipment: Maintain emergency supplies such as first aid kits,
flashlights, and emergency blankets in designated locations. Ensure that necessary equipment
such as fire extinguishers and exit signs are in good working condition.

11. Post Evacuation Plan and Procedures: Display evacuation maps and procedures in prominent
locations throughout the building, including near exits and in common areas, to provide clear
guidance to occupants.

12. Review and Improve: Periodically review and evaluate the effectiveness of your evacuation
plan through drills, feedback from occupants, and post-incident assessments. Use this feedback
to identify areas for improvement and make necessary adjustments to enhance safety.

Water Supply

An adequate and convenient water supply, approved by the authority, must be provided in each camp for
drinking, cooking, bathing and laundry purposes.

Where water under pressure is available, one or more drinking fountains must be provided for the occupants
or fraction thereof. The construction, installation and maintenance of drinking fountains must comply with
local requirements. Common drinking cups are prohibited.

Toilet Facilities

Toilet facilities adequate for the capacity of the camp must be provided. Each toilet room must be located so
as to be accessible without any individual passing through any sleeping room. Toilet rooms must have a
window opening directly to the outside area or otherwise be satisfactorily ventilated. No fixture, water
closet, chemical toilet, or urinal may be located in a room used for other than toilet purposes.

Every water closet must be located in a toilet room. Each toilet room must be lighted naturally or artificially
by a safe type of lighting at all hours of the day and night.

An adequate supply of toilet paper and foot operated garbage bin must be provided in each water closet or
chemical toilet compartment. Toilet rooms must be kept in a sanitary condition. They must be cleaned at
least daily.

Sewage Disposal Facilities

All sewage disposal must be carried out by an approved waste collector and ensure waste are collected and
disposed regularly.

Laundry, Hand Washing and Bathing Facilities

Laundry, hand washing and bathing facilities must be provided.

Floors must be of smooth finish but not slippery materials; they must be impervious to moisture. Floor
drains must be provided in all shower baths, shower rooms or laundry rooms to remove waste water and
facilitate cleaning. All junctions of the curbing and the floor must be coved. The walls and partitions of
shower rooms must be smooth and impervious to the height of splash.

An adequate supply of hot and cold running water must be provided for bathing and laundry purposes.
Facilities for heating water must be provided. Every service building must be provided with equipment
capable of maintaining a temperature of at least 70 degrees F during cold weather.

Facilities for drying clothes must be provided. All service buildings must be kept clean.

Lighting

Where electric service is available, each habitable room in a camp must be provided with at least one
ceiling-type light fixture and at least one separate floor- or wall-type convenience outlet. Laundry and toilet
rooms and rooms where people congregate must contain at least one ceiling- or wall-type fixture.

Construction and Operation of Kitchens, Dining Halls Facilities

A properly constructed kitchen and dining hall adequate in size, separate from the sleeping quarters of any
of the workers, must be provided in connection with all food handling facilities. There must be no direct
opening from living or sleeping quarters into a kitchen or dining hall.

Hand washing facilities equipped with detergent, hand driers/disposable towels and foot operated garbage
bins shall be available in the food preparation area.

No person with any communicable disease may be employed or permitted to work in the preparation,
cooking, serving or other handling of food, foodstuffs or materials used in any kitchen or dining room
operated in connection with a camp or regularly used by persons living in a camp.

Liquefied Petroleum Gas (LPG) Cylinders when used shall be kept outside the cooking area in a covered,
well ventilated and locked area.
First Aid

Adequate first aid facilities approved by the authority must be maintained and made available in camp for
the emergency treatment of injured persons. Such facilities must be in the charge of a person trained to
administer first aid and must be readily accessible for use at all times.

5.39. Colour Coding System


5.39.1. Scope
This procedure applies to all equipment brought on site by Sea Shore Construction LLC or its Sub-
contractors personnel.
 Lifting gears (Slings, Chains, and Shackles etc.)

 Electrical hand tools

5.39.2. Responsibility
2.1. Sea Shore Construction LLC facility Manager
 Ensure sufficient resources to implement the color coding system.
 Shall monitor the effectiveness of color coding system.
2.2. Sea Shore Construction LLC OSHE Engineer
 Ensure that the workings of this procedure are known and followed by all personnel
belonging to Sea Shore Construction LLC or its Subcontractors.
 Shall regularly monitor and audit the application of this procedure, by all subcontractors.

 A person who is experienced and certified in the inspection and safe use of lifting equipment and/or
condition of electrical tools. Normally a rigger or/and an electrician will be nominated and approved
by the facility Manager / OSHE Engineer.
 All Subcontractor nominations for competent person status must be submitted to the Sea Shore
Construction LLC project OSHE Department for review, together with all relevant qualifications
and certificates.

5.39.4. Procedure
4.1. A competent person shall formally inspect all lifting accessories and electric tools before initial use on
site and formal quarterly inspections shall also take place for the continued fitness for use of such
equipment
4.2. The Color-coding system shall be applied to manage all lifting accessories and electric tools. The
system adopts four Colors to denote quarterly term: Blue for January to March, Yellow for April to
June, Green for July to September, and White for October to December. Moreover, red Color denotes
“Do not use - Defective” for all term.
4.5. To indicate that slings, shackles and electric tools have been inspected, color code shall be displayed on
them. The background Color of the approval tag denotes each quarterly term based on the Color-
coding system.
4.6. The signboard of the Color-coding system shall be clearly displayed on site to enable all persons
working on site to be aware of the current coding.
4.7. Before all lifting accessories and electric tools are used on site, the Area Supervisor shall notify the Sea
Shore Construction LLC Competent Person/ OSHE Department to carry out an inspection.
4.8. All lifting accessories and electric tools shall not be used until they have been thoroughly inspected by
the nominated competent person and the current color code has been formally issued and attached on
them.
4.9. Upon completion of the inspection and providing the slings, shackles and electric tools are suitable to
use, the competent inspector shall have attached the color code. All color coded items shall be
recorded on a register with minimum entry of,

4.10. All slings, shackles and electric tools shall then be inspected quarterly by the competent person and
new approval tags with relevant color of the color-coding system shall be issued and attached to the
approved lifting accessories and portable power tools.
4.11. The slings, shackles and electric tools without attached color code shall not be used. They will be
confiscated and kept in a secure quarantine area to prevent unauthorized use.
Note: The quarterly color coding inspection does not relieve the obligation to inspect the items on a
more regular basis. All slings, shackles & electric tools must be thoroughly inspected before use, i.e.
daily inspection. The daily visual inspection is to be carried out by the user. If during the daily or
before use inspection a fault or faults are noticed the user must ‘take out of service’ the item and
immediately contact their supervisor.

5.39.5. Record of Inspections


In addition to the issue of a ‘color coding’, a plant and equipment register shall be kept featuring a
reference number, a supervisor and inspection inspector’s name complete with dates.
This record shall be kept for a defined period which will not be less than the duration of the
construction phase of the Sea Shore Construction.
