A delegate raises a motion “to put topic area A/B first on the agenda”

Delegates may raise their placards to add their countries’ name on the list, either
speaking for or against the motion

2 Delegates generally speaks in for and 2 in against

Finally, delegates will vote on the motion (to put a certain topic). It only requires a
simple majority to pass.

If the motion fails, another topic will automatically be put first on the agenda.
