COMMUNIQUE FROM THE OLUYOLE 2023 HYBRID TECHNICAL WORKSHOP

AND INVESTITURE OF THE 2022-2024 CHAIRMAN OF THE NIGERIAN INSTITUTE


OF BUILDING, OYO STATE CHAPTER HELD AT THE CIBN BANKERS HALL
POLYTECHNIC, IBADAN, OYO STATE FROM 6TH-7TH DECEMBER, 2023

The 2023 technical workshop of the Nigerian Institute of Building, Oyo State Chapter, tagged
OLUYOLE 2023, was held at the Polytechnic, Ibadan, Oyo State from 6th to 7th December, 2023.
The theme was “Building Production Management: A Recipe for Effective Project Delivery in
an Emerging Economy”.
The opening ceremony featured a welcome remarks by the Chairperson of the Planning
Committee, Bldr. (Mrs.) B. F. Akinbile MNIOB, QAA, followed by the investiture and
administration of oath of office on the 2022-2024 Chairman, Bldr. H. F. Olaniran and the
inauguration of other executive members.
The Special Guest of Honour was the Chairman, Council of Registered Builders of Nigeria
(CORBON), Bldr. Dr. S.A. Opaluwa FNIOB, QAA who was ably represented by the Council’s
Registrar and Secretary, Bldr. Adetunji Adeniran mni. The Chief Host was the National President
of The Nigerian Institute of Building (NIOB), Bldr. (Sir.) Alderton Ewa Ewa FNIOB, QAA. They
were both virtually present at the opening ceremony on workshop Day 1 and they gave goodwill
messages that reflected the significant strides made towards the development of the Building
Profession and her members by the NIOB, Oyo State Chapter.
The Royal Father of the Day, The Olubadan of Ibadanland, Oba Sen. (Dr.) Mohood Olalekan
Balogun Alli Okunmade II, was ably represented by Mogaji Adanla, Chief (Bldr.) Abduljelyl
Karheem Adanla who expressed the goodwill of the Ibadan paramount ruler to the NIOB, both at
the Chapter level and the National body. Also in attendance were representatives of several
professional bodies including the Nigerian Institute of Architects, Nigerian Society of Engineers
and other Built Environment Professional Associations who also delivered goodwill messages.

In his address, the Chairman, NIOB Oyo State Chapter, Bldr. Hezekiah Farayola Olaniran
MNIOB, QAA whilst thanking all participants, invited guests and partners, he expressed readiness
of the NIOB, Oyo State Chapter to continue taking the lead in the training and retraining of
members towards ensuring that all members are abreast of global best practices and total quality
management particularly in Building Production processes now that that the Oyo State
Government is at the verge of birthing the Oyo State Building Control Agency whereas Builders
are expected to play predominant roles. He called on the Oyo State Governor, His Excellency,
Engr. Seyi Makinde FNSE and by extension the Oyo State Government to expedite actions in
signing into law, the Oyo State Building Control Agency Act, reiterating the far-reaching effects
such passage would have on the growing real estate and building development sector of the State
economy.
Delivering the Keynote Address at the workshop, Bldr. Prof. G. E. Oseghale MNIOB of the
Department of Building, Obafemi Awolowo University, Ile-Ife harped on the importance of
quality project delivery on the National and States economies and the significant roles expected of
Builders and other built environment professionals. The keynote address recommended
emphatically that Building Production Management Documents for building projects should be
made mandatory in Nigeria and it should start from the planning and design stages.
On Workshop Day-1, an appreciable number of Builders, allied professionals, policy makers,
merchants and manufacturers were in attendance – physically and virtually. It is also noteworthy
to recognize the participation of staffs and students of The Polytechnic, Ibadan, Lead City
University, Ibadan, First Technical University, Ibadan, Obafemi Awolowo University, Ile-Ife,
Ladoke Akintola University, The Oke-Ogun Polytechnic, Saki and SAF Polytechnic, Iseyin.
Participants enjoyed presentations on Builder’s Roles According to the National Building Code
and Essential Skills and Qualifications for Builder’s Documents Writers which were delivered
by Bldr. Dr. Lekan Amusan MNIOB of Covenant University, Ota and Bldr. B. A. Yusuf MNIOB
of The Polytechnic, Ibadan respectively. There were also presentations from partners and sponsors
who came for product exhibition at the workshop including EMR Mining, Lafarge Africa, Joint
Heirs Ceiling Sheets, Glizt Paints, Bovas Oil and gas and Septem Paints.
Meanwhile, the workshop day-2 experienced a hands-on technical session on Preparation and
Applications of Builder’s Documents for Effective Project Delivery. This training on practical
production of Builder’s Documents was taken by Bldr. Dr. O. J. Faremi MNIOB of the Department
of Building, University of Lagos. It was an experience felt satisfying for the participants as they
learnt specifically the following; Preparation of Construction Program of Work, Construction
Methodology, Project Health and Safety Plan, Quality Management Plan and
Buildability/Maintainability Analysis and Reports. These were achieved using relevant
ICT/computer application software packages.
While all resource persons were decorated with Awards of Excellence and Appreciation, the
Chapter celebrated her Immediate Past Chairman, Bldr. Dr. A.B. Wahab MNIOB for his
tremendous and outstanding service to the Institute at both State and National levels.

The Chapter immensely appreciate the supports of CORBON, National Secretariat of the NIOB,
other State Chapters of the NIOB, members, speakers, allied professional bodies in Oyo State,
Building students in attendance and sponsors for the success of the Oluyole 2023 Hybrid Technical
Workshop.
