BARANGAY SAN JOAQUIN
WHEREAS, under the Local Government Code, the LGUs are mandated to address the needs
of its constituents, empower the poor people through direct participation in the
affairs of the government, by allowing them the wildest possible space to decide on,
initiate, implement, and innovate on development activities that address their
identified needs and problems;
WHEREAS, the R.A. No. 11148, “An Act Scaling up the national and local health and
nutrition programs through a strengthened integrated strategy for maternal,
neonatal, child health and nutrition in the first one thousand (1,000) days of life”
provides, among others, to provide a comprehensive, sustainable, Multisectoral
strategies and approaches to address health and nutrition problems of newborns,
infants and young children, pregnant and lactating women and adolescents
females, as well as multifactorial issues that negatively affect their developments;
and evidenced-based nutrition interventions as well as nutrition-specific and
nutrition-sensitive mechanisms, strategies, programs and approaches in
implementing programs and projects to improve nutritional status, and to
eradicate malnutrition and hunger;
WHEREAS, the Department of Social Welfare and Development (DSWD) is the lead agency
for social protection, and is mandated to provide nutrition sensitive intervention for
the management of malnutrition and stunting to attain a better quality of life.
WHEREAS, Barangay San Joaquin, Palo, Leyte being upholds the principles of transparent
and participatory governance in order to source out commitments from groups
involved in the implementation of KALAHI-CIDSS Philippine Multi-Sectoral Nutrition
Projects (PMNP).
WHEREAS, Barangay San Joaquin has identified nutrition sensitive intervention as a result of
the recently concluded Barangay Participatory Situational Analysis (PSA) entitled
Improvement of Day Care Center.
WHEREAS, the Barangay Nutrition Council (BNC) together with the Community Nutrition Sub-
Project Management Committee (CNSPMC) review the final sub-project proposal,
specifications and standard of the Improvement of Day Care Center cost
estimates and other request for fund release documents for endorsement to MIAC
for technical review to be endorsed to Regional Program Management Office
(RPMO) for fund release.
WHEREAS, the Barangay Nutrition Council (BNC) confirmed the final proposal for nutrition
sensitive intervention and identifies the sub-project of the community of Palo, Leyte
for endorsement to DSWD KALAHI-CIDSS NCDDP under the PMNP modality for
grant funding with the following details listed below;
WHEREAS, after deliberation and being screened by the BNC together with the CNSPMC and
presented in the meeting the prioritized final sub-project to be endorsed under the
Philippine Multi-Sectoral Nutrition Project (PMNP) is entitled: IMPROVEMENT OF
DAY CARE CENTER”.
WHEREAS, the allocated grant in Barangay San Joaquin, Palo, Leyte is amounting to PHP
553,273.00 based on the given grant for the Philippine Multi-Sectoral Nutrition
Project (PMNP).
Majority approves this 15th day of September, 2023 at the Barangay Hall of Barangay
San Joaquin, Palo, Leyte
