Chief Executive Officer’s Message
I am delighted to see the enthusiastic participation from laboratories in celebrating the world quality month.
I thank all medical testing labs, assessors and ACM members for sharing their comments on draft standard
(DIS 15189).
As informed in various forums recently, a clarification on ULR number has been announced. Henceforth only ‘F’
in the 18th digit position of the ULR number is to be used.
NABL is conducting unannounced assessments and checking for the compliance of laboratories to the
standard requirements. Adverse actions are being initiated on laboratories not meeting the requirements /
engaged in fraudulent activities, etc.
I am happy to inform regarding the completion of NABL TechSympo 2021 for calibration laboratories.
TechSympo of testing laboratories is being planned and will be organized in coming months.
Based on the feedback being received from laboratories, we have been improving our portal and accounts
related aspects. We are meeting our stakeholders quarterly to discuss the issues pertinent to accreditation
and providing better services.
NABL has also received applications from laboratories for Government approved testing centre (GATC)
program and are being processed.
I would like to invite you to join us in the 3rd edition of Diagnostic leadership summit being conducted in
December.
I thank all the laboratories, PTPs and RMPs for their active participation & continued support in
improving quality.

NABL TechSympo 2021
NABL has conducted a series of Technical Symposiums (NABL TechSympo-
2021) during November 2021. This interactive programme is aimed at technical
discussions between NABL accredited calibration laboratories and NABL.

Current Events
The World Quality Day 2021 with the theme ‘Sustainability: Improving our Products, People and Planet’
was celebrated with an NABL awareness program organized jointly by NABL, The North East Christian
University (NECU) & Healthy you Foundation, Delhi.
The awareness program was conducted at Dimapur, Nagaland both virtually and with physical
participation.

NABL Awareness program on NABL M(EL)T Labs Program on 15th Nov 2021
NABL conducted an awareness program on NABL M(EL)T Labs Program with National Aids Control
Organization (NACO) – Maharashtra State AIDS Prevention and Control Societies (SACS) and SHARE
INDIA on 15th Nov 2021.
Around 50 participants, belonging to Integrated Counselling and Testing Centres (ICTC) under NACO -
Maharashtra SACS and SHARE INDIA were sensitized about the process of the M(EL)T application and
benefits of the program. The program is based on successful PT participation from accredited PT
Providers.

Key points of discussion during the meetings were w.r.t Clarification regarding dealing with the Non-
Conformities (NCs) detected during the assessment (acceptance / non-acceptance of NCs), need of
specific criteria for MU calculations.
Testing laboratories appreciated the visibility of changes being made by NABL to ensure continuous
improvements in accreditation services and expressed thanks and encouraging remarks for the regular
stakeholder meetings.

Key points of discussion during the meetings were w.r.t Block chain portal & QR code implementation in
calibration certificate, Implementation of NABL 133, release of revised NABL documents.
Calibration laboratories appreciated the visibility of changes being made by NABL to ensure continuous
improvements in accreditation services and expressed thanks and provided encouraging remarks for the
regular stakeholder meetings.

NABL Orientation program on ISO/IEC 17025: 2017 (16th to 19th November 2021)
NABL conducted an Orientation program in accordance with ISO/IEC 17025:2017 including auditing
techniques during 16th to 19th November 2021 for Telecommunication Engineering Centre (TEC)
officials. About 26 officials from TEC attended the program.
Ms. Deepa Tyagi, Sr. DDG and Head TEC graced the occasion and emphasized that this orientation
program will help TEC to strengthen their CAB Designation Scheme.

NABL Awareness program with NSSHO, Chennai on 18th November 2021
An Awareness program was conducted by NABL in association with NSSHO-Chennai to sensitize the
MSME units of Chennai region about NABL accreditation on 18th November
The program was inaugurated by Shri. N. Venkateswaran, CEO NABL. During this interactive program,
information was shared with the participants about the availability of NABL accredited laboratories for
various products and also about the benefits of availing the testing services of laboratories that are
accredited by NABL. Around 35 participants benefitted from the program by gaining information and
detailed overview about NABL Website, various NABL Documents, NABL Newsletters and latest
advances informed through News and Business Opportunities.
The program was greatly appreciated by the NSSHO as well as the MSME units. Participants requested to
conduct more such awareness programs about NABL accreditation for the benefit of the industry.

Medical Testing laboratories provided feedback w.r.t possibility to avail parallel processing of
information’s / declarations to be submitted to NABL on portal which is not possible if any existing
activity is under process, clarification on NABL 133, changes to NABL 112.

An Awareness program was conducted by NABL to sensitize the MSME units of Agra region on 23rd
November 2021 about NABL accreditation. This program was conducted in association with NSSHO-
Agra.
The program was graced by Shri. N. Venkateswaran, CEO NABL. During this interactive program, more
than 50 participants were made aware about NABL accreditation and the benefits of availing
product/material testing from NABL accredited laboratories, accreditation procedure and different areas
of accreditation being covered by NABL. A detailed overview of NABL website along with various
NABL Documents including NABL Newsletters and latest advances with News and Business
Opportunities were also given to participants.
The program was greatly appreciated by the NSSHO as well as the MSME units. Participants requested to
conduct more such awareness programs about NABL accreditation for the benefit of the industry.

Program on ISO/IEC 17043: 2010 General requirements for the competence of Providers
of Proficiency Testing
NABL conducted training program in Mumbai on ISO/IEC 17043: 2010 general requirements for the
competence of providers of proficiency testing from 24th - 27th November 2021.
20 participants benefitted from the program. Participants were from accredited PT providers, Potential PT
providers, Testing laboratories, and Calibration laboratories.

QUALITY ASSURANCE AT POINT OF CARE | THE WESTGARD LESSONS

NABL participated in the AcuCare Series Session 2, Quality Assurance At Point Of Care, The Westgard
Lessons, Ensuring quality in blood gas testing on 12th Nov 2021.
Mr. N Venkateswaran, CEO, NABL was the Chairperson for the program which had the participation from
Dr. James Westgard and Mr. Sten Westgard who spoke on the topics of Evolutionary landscape of QC
testing: Focus on patient safety (Dr. James Westgard) and Ensuring quality in Blood Gas Testing: Paradigm
shift in QC (Mr. Sten Westgard).

Information to CABs
➢ All CABs are required to apply six months before expiry of accreditation for renewal of
accreditation to ensure the continuation in validity of accreditation.
➢ Molecular testing laboratories accredited for other RNA Viruses are to apply for SARS-Cov-2
Virus. In case this is being done during on-site surveillance, laboratories are required to apply at
least two months before completion of 12 months (i.e. 10th month after grant of accreditation) for
on-site surveillance and scope addition of SARS-CoV-2 virus.

Information from Portal Team, NABL
NABL Portal was launched in August, 2018 by NABL to meet the exponential change in the technology,
prevalence of numerous digital platforms and with an aim to provide a secure web access, with a one-stop
window to its stakeholders for the entire accreditation process ranging from on-line submission of
application to issue of Accreditation Certificate.
From inception till November 2021, nos. of CABs applied to NABL for Accreditation through online portal
are as below.
NABL Portal was designed for ease of use and adheres to the NABL accreditation process. The Portal has
been designed for ease of use and majority of users i.e, the Conformity Assessment Bodies (CABs), Dealing
Officers in NABL, Assessor fraternity have become conversant with the usage of Portal. However, to avoid
any inordinate delays due to any queries / issues related to NABL Portal, a separate cell / team namely
Portal Team was constituted to provide quick support and assistance to all stakeholders. The Portal Team,
NABL has been instrumental in resolving all issues arising in NABL Portal through telephone calls, Emails
etc.
For any issues related to NABL Portal, CAB can drop an email at supportwp@nabl.qcin.org preferably
with a screenshot. However, for queries related to Accreditation process, the CABs may coordinate with
their Dealing Officer, the details of whom are available on CAB dashboard in top right corner.
Note: While making any communication with NABL Portal team, please help us to identify the CAB by
sharing CAB ID/Username (e.g. T-1234 / nabl001234 etc.) in the email.

Information from Portal Team, NABL
• NABL Portal informs CABs about their next due accreditation activity (i.e., Surveillance /
Renewal of Accreditation) by way of sending automated reminders through NABL portal.
Also, the reminders are sent to the registered email ID of the Contact Person appointed/deputed by
CAB as available in NABL Portal.
CABs shall preferably submit the application for Surveillance by 10th month from the date of
accreditation and the renewal of accreditation application shall preferably be submitted six months
before the expiry of accreditation to allow NABL to organize the re-assessment. This is to ensure
that the continuity of accreditation of the CAB is maintained.
• NABL Portal allows processing of only one application at a time, thus the CABs shall apply using
only one application at a time.
However, wherever or whenever, parallel/simultaneous applications for change in CAB operations
[like
(i) Change of Premises,
(ii) Change/Addition of Personnel to report, review and authorize test results
(iii) Change in Equipment etc.] are necessary/unavoidable, the CAB may inform the Dealing
Officer and the parallel/simultaneous application provision may be given as per the feasibility.

Central Armed Police Forces (CAPFs) like, BSF, CISF, CRPF, ITBP, AR, SSB & NSG are using GeM
portal for their procurement. The product information uploaded by vendor on GeM portal must be

There is an immediate requirement of accredited testing laboratories which can perform all the test

Legal Metrology - Government Approved Testing Centre (GATC)
Department of Consumer Affairs, Ministry of Consumer Affairs, Food & Public Distribution, Government
of India brought out a Gazette Notification dated 1st February, 2021 wherein amendment made in the Legal
Metrology (Government Approved Test Centre) Rules, 2013, in rule 5, after sub-rule (16) of Legal
Metrology (Government Approved Test Centre) Rules, 2013, that the NABL/ ISO/IEC 17025:2017
accredited laboratories for calibration of weights and measures, having conformity with the conditions
specified in sub-rule (3) of rule 5 of LM Rules, 2013 shall be approved as Government approved Testing
Centre (GATC) to verify and stamp the weights and measures, in addition to State Legal Metrology
Departments.
To facilitate the Legal Metrology Division in GATC approval process and to ensure the compliance to the
requirements of ISO/IEC 17025:2017 at the time of application as well as to ensure conformity with the
conditions specified in sub-rule (3) of rule 5 of LM Rules, 2013 , as required by the gazette notification for
approval as GATC, NABL has formulated a program to support regulation and welfare of end users with
Legal Metrology Division, Govt of India, wherein the accredited labs of NABL having scope of testing &
calibration in the relevant fields as per GATC listed items / products, shall submit the application to NABL
with requisite documents and fee.
NABL will scrutinize the application and arrange for a visit of applicant’s premises by a team of NABL
and Legal Metrology Officer to assess the conformity with the conditions specified in sub-rule (3) of rule
5 of LM Rules, 2013 and continued compliance with NABL accreditation as per ISO/IEC 17025;2017. The
recommendations shall be forwarded by NABL to the Director, Legal Metrology Department for
subsequent decision on approving GATC or otherwise.
The fee structure to cover the expenditure of the above process & statutory fee is proposed as below:

Clarification regarding permission from NABL to use NABL Accredited CAB Combined ILAC
MRA Mark
If any NABL accredited CAB wishes to use the NABL Accredited CAB Combined ILAC MRA Mark,
they shall need to fill in the Appendix ‘A’- Agreement for use of NABL Accredited CAB Combined
ILAC MRA Mark and submit it to NABL.
The NABL accredited CAB shall use the NABL Accredited CAB Combined ILAC MRA Mark only after
getting written permission from NABL.
The permission granted from NABL to accredited CAB for use of NABL Accredited CAB Combined
ILAC MRA Mark is valid only up to the date of validity mentioned in the accreditation certificate and
agreement.
In case of renewal of accreditation, CAB is required to seek fresh permission for use of NABL Accredited
CAB Combined ILAC MRA Mark in the renewed accreditation cycle even though there may be no break
in continuity of accreditation between two accreditation cycles.
(for eg. a CAB whose accreditation cycle was 03.06.2018-02.06.2020, got renewed without break in
continuity of accreditation from previous cycle to the next. For the new cycle i.e. 03.06.2020- 02.06.2022
CAB is required to seek fresh permission from NABL for use of NABL Accredited CAB Combined
ILAC MRA Mark.
NABL shall only grant permission to use ‘NABL Accredited CAB Combined ILAC MRA Mark’ to
NABL accredited CABs established in economies where the ILAC MRA Mark is registered, or where an
application for registration has been lodged and registration is pending.
NABL shall not permit the use of NABL Accredited CAB Combined ILAC MRA Mark to the CAB, if
there is any on-going complaint against that particular CAB.
The NABL Accredited CAB Combined ILAC MRA Mark shall be reproduced only as per the copy of the
image provided by NABL.
The NABL Accredited CAB Combined ILAC MRA Mark is for use only in reports / certificates issued
by the accredited CAB during the accredited period. It shall not be used in any other way by the
accredited CAB.
The accredited CAB can issue report / certificate with NABL Accredited CAB Combined ILAC MRA
mark only for the accredited scope.
The ILAC MRA Mark shall be positioned at the left side of the NABL symbol, but shall appear in close
proximity to each other.
