COMMON TOWER TECHNOLOGIES SDN. BHD or CTTSB is one of the largest independent tower
owners and operators in the Malaysia, as well as one of the nation’s largest providers of professional
site development services to companies in the telecommunications industry. CTTSB owns, operates
and manages 246 communication infrastructure (tower) sites in Sabah following its appointment as
the 'State Backed Company' to undertake the TIME2 Project in Sabah since 2005.
As a Sabah State-Backed company, one of our prime objectives is to “empower convergence and
innovation” for the State. As a company, CTTSB is technologically dynamic and our core business
model has expanded from tower to fibre optic services, cellular telecommunication technology and
to becoming one of the biggest backhaul providers in East Malaysia.
We undertake full turnkey contract to design and build communication towers. Through its value
added business, site leasing, CTTSB leases antenna space on multi-tenant communications towers to
first tier telecommunication companies and service providers such as Maxis Communications Bhd,
DiGi Telecommunications Sdn Bhd and Celcom (M) Bhd.
Our relationship-based business model is central to our sustained growth and profitability. We
aggressively pursue the development of long-term affiliations and alliances with our clients. By
working as a partner with our clients on their capital programs, we increase our understanding of
their overall business needs as well as the unique technical requirements of their projects. This
increased understanding gives us the opportunity to provide a superior value to our clients. We
market all of our services to clients in connection with their projects where the scope of work
required is within our expertise. Our relationship-based business model also helps us more fully
understand the risks inherent in our projects, which in turn allows us to better manage those risks.
PROJECT MANAGEMENT
Project management is required on every project, with the primary responsibility of managing all
aspects of the effort to deliver projects on schedule and within budget, CTTSB is often hired as the
overall program manager on large complex projects where various contractors and subcontractors
are involved and multiple activities need to be integrated to ensure the success of the overall
project. Project management services include management, developing project execution plans,
detailed schedules, cost forecasts, progress tracking and reporting, and the integration of the
engineering, procurement and construction efforts. Project management is accountable to the client
to deliver the safety, functionality and financial performance requirements of the project.

MISSION STATEMENT
CTTSB is driven to become one of the largest telecommunication access provider and
infrastructure through convergence and innovation. We are committed to help accelerate
the telecommunication access and bridge the digital divide.
CTTSB for the past 9 years has strived to become one of the most critical players in the
telecommunication industry in Malaysia and it will continue to pursue and stay in that
direction. At the beginning of 2013, our business model has shifted from a single market
model to a dynamic model. In 2014 we are expanding aggressively with new vertical
services, expanding our core tower business and venture into fiber optic infrastructure.
SHORT PROFILE:
Prior to his return to Malaysia in 2010 after 33 years of successful career in the United States,
Mahadi was the Deployment Director for a Merger & Acquisition group that specializes in IT
infrastructures and Internet technologies with a career spanning over 25 years. He is an expert in the
design and delivery of cost-effective, high performance information technology infrastructures. He
started and managed three successful IT companies during the dot-com-boom, where his passion for
investment, acquisition and venture capital began. For the past 10 years, Mahadi is an avid
independent investor in young innovative start-up companies in the United States and most current
in Malaysia.
His early career for such companies as IBM, AT&T, Planned Parenthood Federation of America,
California Risk Management Authority, Hilton Hotels Corporation and California State University
Regent has contributed to their dynamic growth. Mahadi is an affluent public speaker and motivator.
He has a strong passion and led studies on issues of environmental economic policies, geo-political
and technologies.
He did his post graduate and earned his doctorate in education with emphasis in Educational
Mathematic Science and Technology (EMST) from University of California, Berkeley and holds both
MBA and BA degrees in Applied Economics from the University of San Francisco, California.

Common Tower Technologies Sdn. Bhd is a State-Backed Government Link Company (GLC)
A subsidiary company of Warisan Harta Sabah Sdn. Bhd, a wholly-owned investment arm of the
Sabah State Government.
2007 December: Completed 105 sites (100%) for T2 project and rank 3rd place among 13
SBCs
2005 August: Granted NFP Individual Licence by Ministry of Energy, Water and
Communications Malaysia
August: Executed License Agreement with Celcom/Digi/Maxis for T2 project
February: Appointed as SBC for Sabah by State Government to undertake T2 project
2002 June: Established to build communication towers for purpose of Infra Sharing (IS) in
providing cellular service
TIME 2 PROGRAMS
Project Description: Efforts on the implementation of Time 2 began in April 2004 when the Minister
of Energy, Water and Communications sought the engagement and participation of the industry to
assist in achieving full cellular coverage for Malaysians by end 2006. Time 2 covers the nation with
focus on four main areas: tourist spots, industrial areas, major highways and major cities and towns.
Project Time 2 achieved 98% completion as of 31 December 2007 while CTTSB achieved 100%
completion (105 towers).
TIME 3 PROGRAMS
Project Description: In 2009, under the direction of Government to further expand cellular coverage
nationwide, a new programme known as Time 3 was implemented. The objective of this program is
to increase the national cellular coverage to 97% population by 2011. The Time 3 programme is
targeted at extreme rural areas and villages with the population density of below 80 persons per
square kilometer.
Key target areas include FELDA, FELCRA, plantations, Orang Asli settlements, new tourist spots and
significant federal highway areas. Time 3 Programme is implemented through the concept of
Private-Public Partnership whereby the cost for the project is shared between the cellular service
providers and the Malaysian Communications and Multimedia Commission (MCMC). MCMC,
through the USP Fund will fund 212 sites grouped into 11 Clusters under Phase 2 in Sabah. MCMC
awarded 17 sites (Cluster 44) located at Keningau and Nabawan to CTTSB in July 2011 and expected
to be completed in December 2011. CTTSB successfully completed 16 sites by December 2011 and
the last site located at Pagalungan, Nabawan in January 2012.
