OFFICIAL GUIDELINES & QUALIFICATION OF

BB. ORGULYO kan GOA 2024

1. Open to all Goaeñas ages 18 to 25 years old prior to the competition.

2. The candidate must be at least 5’4 ft. in height, no standard body size is required.
3. The candidate must be a female, good moral character, reputation, and never been
married nor gave birth to a child.
4. A Filipino citizen, A Goaeña by birth or by blood or a resident of Goa for at least three
(3) years.
5. With good health and can perform her future duties representing Goa as Binibining
Orgulyo 2024.
6. The handler and make-up artist must also provide their valid IDs.
7. One (1) handler and one (1) make-up artist only are allowed per candidate.
8. The organizing committee will only allow the Official handler and the Official Make-up
Artist, each with acceptable identification cards (IDs) inside the holding room.
9. Strictly, no cancellation of application for the chosen candidate after the final screening
process has been made. In case of withdrawal of the application, the candidate is
required to settle a fine amounting to P5,000.00 pesos. (Except for justifiable reason.)
10. Preliminary judging areas of the Competition are as follows:

a. Production Number (production outfit provided by the LGU) - 10%

(Mastery- 30%, Performance-30%, Beauty and Personality- 20%,
Over-all Appeal- 20%)

b. Swimsuit Attire (provided by the LGU) - 10%

 Candidates will provide a 1-minute video representing their advocacy.
(Beauty of the Face, Body and Legs- 30%, Poise and
Carriage- 30%, Personality- 20%, Over-All Impact -20%)
c. Filipiniana Attire (provided by the Candidates) -30%
 Any maroon or gold for the Filipiniana Gown is recommended.
(Beauty of the Face, Body and Legs- 20%,
Fitness and Style- 30%, Poise, Carriage and Elegance- 30%,
Over-All Appeal- 20%)

d. Festival Costume – 30%

 Costume can be anything the candidate feels that represents her own
barangay.
 Best Designer will be chosen.

(Authenticity and Style- 30%, Relevance to the theme- 20%,

Poise and Carriage- 30%, Over-All Appeal- 20%)

e. Beauty and Brain - 20%

 Preliminary Q & A will be given to each candidate.
(Quality of Response (Wit, Humor, Articulation)- 40%,
Personality 40%, Over-All Appearance- 20%)
 11. Collective points system will be used in this pageant in determining the Top 5.
12. Back to Zero system on the final question and answer portion. Final Questions will be
given by the Judges and the Criteria for judging on the Final Q and A are as follows:

Articulation-15%
Quality of Response- 40%
Beauty and Personality- 25%
Over-All Appearance- 20%

Prizes are as follows:

a. Bb. Orgulyo kan Goa 2023 - 30,000
b. Bb. Goa Foundation 2023 - 20,000
c. Bb. Goa Turismo - 15,000
d. 1st Runner up - 10,000
e. 2nd Runner up - 8,000

i. Other Minor Awards:

Best in Filipiniana Gown - 3,000
Best in Swimwear - 2,000
Best in Production Number- 1,000
Ms. Photogenic - 1,000
Best in Barangay Festival
Costume/Best Designer - 10,000

13. The decision of the Board of Judges will be final and irrevocable.
14. Coronation Night will be on April 24, 2024, 6pm at Goa Multi-Purpose Sports
Complex.
15. Crowns must be returned to the Municipal Tourism Office after the coronation for
safekeeping. If the winner needs the crown for some important events during her reign,
the Tourism Office is willing to lend provided that the winning candidate will submit a
letter of request for approval.
16. In terms of the pageant prizes, it may be delayed by more than two (2) weeks.
17. The Organizing Committee only allows applicants who did not compete on the
REGIONAL & NATIONAL LEVEL and a BINIBINING ORGULYO title holder.
Those other titles obtained during the competition are permitted to join during the
Search for Binibining Orgulyo 2024.

CANDIDATES MUST SUBMIT/COMPLY THE FOLLOWING;

1. IF GOAEÑA BY BLOOD (either of her parent or both parents are Goaeños) even if at
present the applicant/candidate is not a resident of Goa, Camarines Sur anymore.

Requirements are as follows;

A. Accomplished Binibining Orgulyo 2024 Application Form (available at the LGU Goa
- Tourism Office)
B. Issued Birth Certificate (if photocopied, kindly bring the original copy)
C. Secure Certificate of Residency issued by the Brgy. Captain of the place of the
present address indicating the inclusive date and duration period of residency.
D. and a Valid ID as proof of Identification (photocopied with 3 signature)
 2. IF GOAEÑA BY BIRTH (both parents are not from Goa but the applicant/candidate
was born in Goa, Camarines Sur) even if at present the candidate is not a resident of Goa
anymore.

Requirements are as follows;

A. Accomplished Binibining Orgulyo 2024 Application Form (available at the LGU Goa
- Tourism Office)
B. Issued Birth Certificate (if photocopied, kindly bring the original copy)
C. Secure Certificate of Residency issued by the Brgy. Captain of the place of the
present address indicating the inclusive date and duration period of residency.
D. and a Valid ID as proof of Identification (photocopied with 3 signature)

3. IF RESIDENT OF GOA (has been a resident of Goa for at least three (3) consecutive
years)

Requirements are as follows;

A. Accomplished Binibining Orgulyo 2024 Application Form (available at the LGU Goa
- Tourism Office)
B. The candidate must secure a Standard Certification from her barangay, verified from
E-sitio Office, and a Tabang Banwaan ID.
C. Secure Certificate of Residency issued by the Brgy. Captain of the place of the
present address indicating the inclusive date and duration period of residency.

4. Application forms and other requirements needed must be complied in a long red folder,
and submit directly to the committee of Search for Binibining Orgulyo 2024 during the
Screening on March 26, 2024 at Municipal Hall 2/F Conference Room, Tagongtong
Goa, Camarines Sur

5. The Official Photoshoot of the candidates will be on April 06, 2024.

Bibining Orgulyo 2024 Contract:

The contract states that, the Binibining Orgulyo 2024 are entitled to present the
municipality of Goa into the next higher level of competition, with the support provided by the
LGU-Goa dependent on the availability of resources. She is also mandated to be visible during
important events of the municipality, in promoting Goa Turismo and community service
engagement or to demonstrate the spirit of volunteerism during her one-year reign. If for any
reason that the Bb. Orgulyo 2024 cannot fulfill her duties; the next in rank will take over her
position and the accompanying responsibilities.
