A performance measurement baseline is a tool that is used by project managers to define


project parameters that are
1- Scope Baseline
2- Schedule Baseline
3- Cost Baseline
Once the estimates are approved and set, the PMB becomes a reference for measuring
project success or any deviations from the initial plan. A PMB is needed to compare the
project plan and actuals to an initially approved budget.
It’s a measuring reference of stakeholders approach for project progress.

The main benefit of PMB is to gauge the progress of the work and is measured against this
baseline. This tool helps the project manager and the stakeholders to determine where the
