1.0 Introduction

OQ company carried out a Complete turnaround for one of the refinery plants in Muscat
(MAF-Refinery ) in year 2023. Some of the bundles are being temporarily repaired and is
planned to be replaced in next opportunity. OQ is looking for reputable suppliers to
fabricate and supply them.
The Equipment is required to be delivered at OQ, Mina Al Fahal Refinery at Muscat at
least 6 months after the award of the contract. This time period (after the award of the
contract) shall include the procurement of materials along with the fabrication and
supply activities.

2.0 Purpose

The purpose of this document is to define the scope of work for the contractor to be
selected for the Fabrication & Supply of Tube Bundle (1 Units) for Mina Al Fahal Refinery
Reactor Effluent Trim Cooler Heat Exchanger Tag no;

3.0 Definition

For the purpose of this contract, the following terms shall have the meaning:

4.0 Detailed Scope of Work

The contractor’s work scope shall include, but not be limited to the following:

4.1 Bundle fabrication

4.1.1 The contractor shall Fabricate & Supply the tube bundle exactly as per the
attached drawings and datasheet.

4.1.2 The Fabrication shall be in compliance with ASME Sec. Vlll DIV. 1, BS5500 based
on respective exchanger manufacturing standard along with Specification S-
000-1353-002, and TEMA CLASS (Latest Edition) Standard – R & API 600, ODES- MES-
008

4.1.3 Contractor to provide like to like GA drawing for Company approval.

4.1.4 Contractor shall provide detailed schedule of activities starting from material
Procurement until the delivery of the equipment.

4.1.5 Contractor shall guarantee fitment in the existing shell & performance of the
supplied tube bundle.

4.1.6 The tube bundle shall fit into the existing exchanger shell without any
modifications. The work shall broadly consist of the following activities:

4.1.6.1 Upon award of contract, ITP specific to the job shall be submitted by the
vendor to OQ for approval. OQ will review and add additional tests if
required as per codes and add witness/hold/review points. Stage-wise
inspections which shall be carried out by the vendor qa/qc and OQ/OQ
approvedTPI agency (TPI Engaged by OQ ) shall be clearly indicated in ITP.
A sample ITP to be submitted by the bidder along with the bids for OQ
review.

4.1.6.2 Procurement of the required material i.e. Tubes, tube sheets, baffles, pass
partitions, tie rods, spacers, impingement baffle/plate, sealing strips, sliding
shoe, pulling plug, jack bolts, temporary gaskets for testing, etc. to carry out
the fabrication of new bundle as per the attached drawings. All materials
shall be as per the attached drawings.

4.1.6.3 All material certificates (MTC) shall be submitted to OQ before start of


fabrication, failing which the material will be rejected.

4.1.6.4 Contractor shall prepare the detailed fabrication drawings as required, but
these drawings shall conform to the drawings provided by OQ. All such new
drawings shall be submitted to OQ for approval before fabrication. OQ shall
review, comment, and affix approval prior to manufacture. There shall not
be any mismatch w.r.t. existing dimensions, size, etc.

4.1.6.5 Drilling of Tube sheets & fabrication of the baffles as per the supplied
drawing dimensions. f. Arrangement of any kind of consumables & test
media required for carrying out the fabrication works shall be the part of
contractor’s responsibilities.

4.1.6.6 OQ shall have the prerogative to have access to manufacturer’s works for
inspection of the item at any stage.

4.1.6.7 OQ shall only witness / review the inspection as per the approved ITP
hold/witness / review points. All inspections as required by ITP and
applicable codes shall be the responsibility of the vendor. i. Welder
Qualifications to be approved by OQ and shall be the Part of ITP. j.
Preparation and submission of WPS & PQR.

4.1.6.8 Tube expansion / thinning to be within the code limits. l. Carry out all the
required NDT (RT, UT, DPT, Hydro-test etc.) as per the code requirements.
Visual and dimensional inspection prior to delivery of the units. Hydro test to
be carried out for both shell & tube side and preferred to be carried-out at
contractor’s workshop. The vendor shall confirm in the technical offer that
the below testing requirement is fulfilled.

To carry out Hydro test at Contractor’s Workshop. The contractor has to


complete all tests (Tube & Shell Side) before dispatch / delivery of the
bundle. All required dummy shell, fixtures, test ring etc. required for the tests
shall be arranged by the vendor. If Vendor requires available test ring (at
Mina Al Fahal Refinery Plant Site) for this Heat Exchanger then arrangement
for collection & return shall be arranged by Vendor at no cost SCOPE OF

WORK SUPPLY OF NEW TUBE BUNDLES to OQ. The test ring shall be returned
the same time during bundle delivery.

Vendor shall prepare and submit pressure test procedure for OQ review and
approval.

4.1.6.9 Repair / replace damaged / leaking tubes, if any till the bundle passes the
Hydro test after installation at site.

4.1.6.10 The Scope of supply shall include supply of the following:

4.1.6.10.1 Contractor to supply the Tube bundle in proper packing that can
avoid water ingress & moisture during shipment and storage.
Packaging and Transportation of the complete Tube Bundle
assembly to OQ Warehouse in Mina Al Fahal - Muscat.

4.1.6.10.2 Contractor shall provide final dossier/documentation (inspection


Record Book) with all inspection and test certificates,
Manufacturer’s Data Book and all other documents after
completion of work

4.1.6.11 The contractor has to provide his method statement for the fabrication
work. The offered method shall be in accordance with best engineering
practices.

4.1.6.12 The quoted rates shall include all cost of manpower, equipment, tools,
consumables, materials covered under the contractor’s scope,
transportation, documentation, all duties, clearances, design calculations,
drawings, etc. and all other costs that may be incurred for execution of
activities specified under the contractor’s scope.

4.1.6.13 Site visit, collection of all required data from the existing equipment, pre-
evaluation of work, evaluation of resources and logistical requirements, etc.

4.1.6.14 Installation of the Tube bundle shall be carried out by OQ Maint. Team or
OQ designated Contractor at appropriate time, however in case of
difficulty in installation or fitment, OQ will call contractor to assist during
installation work. OQ will inform well in advance to the contractor in case
this situation occurs.

4.1.6.15 The fabrication facility approval shall be obtained from OQ ,prior starting
the fabrication.

4.1.6.16 Prior OQ Approval shall be obtained for any sub agency or sub-contractor
/ sub fabricator , who are involved in PO.

4.1.6.17 All material certificates (MTC’s)shall be submitted to OQ for primary


verification before procurement of any material pertaining to the approved
drawing /MTO and facilitate physical material inspection prior to start of
fabrication.

4.1.6.18 Fabricator to perform the necessary tests internally and offer for inspection
to OQ/OQ appointed TPI , in line with approved ITP.

4.1.6.19 Fabricator to use OQ’s RFI Format (Request For Inspection -RFI) and to follow
OQ’s RFI system for inspection calls as per approved ITP.

4.1.6.20 Bidder to have earlier similar fabrication experience in bundle fabrication


(at least 3 years with well-known process plants/refineries)

4.1.6.21 Mandatory to follow below points ,

The following methods can be used to ensure the tubes are free from any
water after hydrotest:

Vacuum drying (must) then use one of the following methods :

 Purge with N2 ,

 Purge Hot air drying.

To ensure the dryness of tubes dew point should be below 0 deg C.

Temporary preservation during packing , before shipping to OQ .

 Tubes shall be sprayed externally with ENSIS (Grade N &C) oil /


AGMA Synergen 718 oil OR blowing VPI power into tubes.

 Hanging small bags of the VPI power strategically in the channel


and tube sheets should be covered with grease, if those parts are
included in shipping.

 Tube ends of tube bundles shall be protected by Plastic Caps.

 Chloride protection shall be provided for external Stainless-Steel


surface of the SS tubes.

 Keep the tube bundles within proper pack of polytene, inside


wooden box.

5.0 OQ Company Obligation

5.1 To provide related drawings & Technical Specifications.

5.2 OQ (or designated TPI) will conduct Inspections at contractor’s shop & at site
installation.

5.3 Installation of the Tube bundles shall be carried out by OQ Maint. Team or designated
contractor at appropriate time.

5.4 Arrangement of site visit if required.

5.5 HSE Induction for the contractor’s personnel working at OQ site Arrangement of
necessary OQ gate passes for the contractor’s personnel and equipment. However

the contractor has to comply with ROP (Royal Oman Police) requirements for the gate
passes.

5.6 Crane, forklift, & manpower / rigging support for unloading the bundles at OQ
Warehouse / Site during bundle delivery.

5.7 To locate old Test Ring and load to Vendor’s truck if require by Contractor / Vendor.

5.8 Test Media for Testing In-Situ.

7.0 Site Visit

7.1 Bidder requested to do a site visit to MAF Plant to confirm and validate all dimensions
according to as built.

9.0 Schedule of rate

11.0 Payment

11.1 The contractor shall submit his invoice within 30 days of supply and acceptance of the
tube bundle at OQ site (Mina Al Fahal Refinery Plant). The payment shall be released
within 30 days of receipt of the certified invoices in OQ Finance section.

11.2 The contractor shall quote as per the form of proposal only. This is a Lump sum contract.
Hence there will be no payment if the contractor fails to execute the complete work.

11.3 Performance Bond shall be valid for the entire warranty period.

11.4 No additional claim whatsoever shall be applicable unless a written approval is obtained
from OQ before execution of such work.

12.0 Warranty

12.1 Contractor shall warrantee the tube bundles against poor workmanship and
defective materials for a period of 18 Months from the date of supply / delivery of
Bundle or 12 months from the date of installation of the tube bundle in service,
whichever is earlier.
