BRIEFING PACK
This briefing pack comprises two types of documents. The ‘simulation instructions’ are specifically
related to the simulation itself and should be read in detail. In contrast, the ‘supporting documents’,
as the name suggests, are included for your reference, if you should need them.

In-Person Negotiation, Tuesday 10 May
Session 1: Introduction
Time: 10:00 – 10:45am
Location: HB2
This session introduces the Simulation, covering the schedule of the day, the objectives of each session
and the roles of the various groups and teams.

Team and Group Meetings (approx. 15 minutes)
Location(s): Each team find their own locations. Options include Level 2 Board Room, IR Reading
Room, Cafes on or near campus (e.g. God’s, The Coffee Lab, Coffee Grounds, Makeshift, La Baguette,
NF&T Archive Café, Atticus Coffee).
Each team will meet separately and prepare for negotiations. To begin, each team should thoroughly
digest the briefing materials and, where necessary, seek clarification on any questions they have.
Whether the team is acting as a mediator (OAU) or as a party (Ibad or Tulia), they should aim to fill in
the worksheets contained in the General Instructions.
Specific Tasks:
To begin, each individual participant should allocate time to thoroughly digest the simulation
instructions (i.e. simulation schedule, general instructions and confidential instructions).
For Ibadi and Tulia teams: Complete Worksheets A & B in the General Instructions
For OAU teams: Complete Worksheets A & B and begin contemplating draft language for a
ceasefire.
Session 3: Preparation Review
Time: 1:00pm - 1:30pm
In this session, participants will split into two groups to collectively review Worksheets A & B. Ibadi
teams will review their estimates of Tulia’s interests and Tulia’s currently perceived choice. Tulian
teams will review their estimates of Ibad’s interests and Ibad’s currently perceived choice. OAU
teams should be divided so that at least one member of the team participates in the discussion of
Ibad’s interests and perceived choice, and at least one member participates in the discussion of
Tulia’s interests and perceived choice.
Specific Tasks:
Participants come together to briefly consider the mediating technique of using a single
negotiating text.
In two groups, review Worksheets A & B (approx. 20 mins)
- Ibadi teams (Ben)
- Tulian teams (Tuukka)
- OAU teams (divide into teams to consider negotiation structure)
Location(s): Group 1, HB2; Group 2, Boardroom; Group 3, IR Reading Room; Group 4, SDSC Reading
Room.
Each group, consisting of an OAU team, an Ibadi team and a Tulian team will meet together and try
to negotiate a cease-fire on terms acceptable to the parties. The OAU team should assume the
responsibility of mediator. A Chair should be appointed from the OAU team to direct the meetings
and give a short oral report in Session 5.
