Whereas, the NHA-Region 7 through the Regional Office Bids and Awards
Committee-7 requested for submission of Price Quotation for the Procurement of Gift
Certificates for the NHA 48th Anniversary Activity Prizes of Region 7 Office and
Cebu District Office from three (3) prospective suppliers, viz: (1) Metro Retail Stores
Group Inc.; (2) Gaisano Brother Merchandising Inc.; and (3) Landers Superstores;

Whereas, in response to the said Price Quotation posted dated October 05,
2023, prospective bidders submitted to the ROBAC-7 their Price Quotation and were
evaluated and which resulted to the following:

Whereas, METRO RETAIL STORES GROUP INC., a registered supplier on

PhilGEPS, submitted their Business Pemit, and BIR Certificate of Registration as
documentary requirements stated in the RFQ;

Whereas, upon careful review and evaluation on the documentary requirements

submitted by the prospective bidders, the ROBAC-7 determined the abovementioned
bidder to be eligible to comply with all the mandatory eligibility requirements. The
abstract of quotations is hereto attached;

Whereas, upon further evaluation of the submitted Price Quotation documents of

the complying bidder METRO RETAIL STORES GROUP INC., was declared as the
lowest calculated and responsive bid on select items as highlighted on the abstract of
quotations;
Whereas, Section 34.4 of the IRR of RA 9184 stipulates that the ROBAC-7 shall
recommend to the head of the procuring entity the award of the contract to the bidder
with the lowest calculated and responsive bid at its calculated price whichever is lower.

Now therefore, we the members of the Regional Office Bids and Awards
Committee -7, hereby resolve as it is hereby resolved to:

A. Declare METRO RETAIL STORES GROUP INC., as the bidder with the
lowest calculated price for the procurement of Gift Certificates for the NHA
48th Anniversary Activity Prizes of Region 7 Office and Cebu District
Office.

B. Recommend the award of the Procurement of Gift Certificates for the NHA
48th Anniversary Activity Prizes of Region 7 Office and Cebu District
Office in favor of METRO RETAIL STORES GROUP INC., per submitted
Price Quotation in the amount of Pesos: TWENTY FOUR THOUSAND
PESOS ONLY (Php 24,000.00).

C. Recommend for the approval of the Regional Manager/Head of the Procuring

Entity of Region 7, the foregoing finding and recommendations
