Rationale:

Performance management is a systematic process that aligns an organization's


goals with the individual and team performances to ensure that desired outcomes are
achieved efficiently and effectively. Central to this process are target setting and
evaluation, which serve as pillars that guide and measure performance.

The Office of the President seats the leading authority of the university. It is the
overall administrative office that oversees all activities of the university to ensure that
quality service is upheld.

The President, who is the Chief Executive Officer of the university, supports and
works hand in hand not only with the activities and transactions of the university
personnel and students but also takes the lead in supporting its stakeholders, the local
communities and the government.

North Eastern Mindanao State University (NEMSU), under the visionary


leadership of its University President, recognizes the dynamic landscape of higher
education in the modern era. As institutions globally undergo rapid transformations
driven by technological advancements, evolving educational paradigms, and shifting
stakeholder expectations, it becomes imperative for NEMSU to continuously adapt and
innovate. Conducting performance management, setting clear benchmarks, and
regularly evaluating outcomes are not merely administrative exercises but essential
mechanisms for ensuring the institution's relevance, effectiveness, and sustainability. By
rigorously assessing its operations, NEMSU can identify areas for enhancement, allocate
resources more strategically, foster a culture of accountability among its staff and
faculty, and ultimately, provide its students with an education that meets the highest
standards of excellence.

Setting targets is a crucial aspect of any successful organization. It provides a


clear direction for employees, helps measure progress, and ultimately drives
performance. When employees have a clear target to work towards, it provides them
with a sense of purpose and direction. This motivation and focus can lead to increased
productivity and better performance. When employees know what they are working
towards, they are more likely to put in the effort and dedication needed to achieve their
targets.

Setting targets also provides employees with a sense of achievement when they
reach their goals. This can boost morale and motivation, leading to improved
performance. When employees feel a sense of accomplishment, they are more likely to
continue striving for success and meeting their targets. This can also create a healthy
sense of competition among employees. When targets are set, employees may feel
motivated to outperform their colleagues and reach their goals first. This can lead to
increased productivity and better performance overall. To effectively set target,
employees should be involved in the process. Involving employees in the target-setting
process can lead to increased buy-in and motivation. When employees have a say in
the targets they are expected to meet, they are more likely to feel a sense of ownership
and responsibility towards achieving them.

This proactive approach to institutional improvement underscores NEMSU's


commitment to its mission and its unwavering dedication to serving its community with
distinction and integrity.

 Develop managerial leadership and coaching skills.
 Boost productivity through improved performance
 Develop a performance reward program that incentivizes accomplishment.

Expected Outputs:

 A comprehensive set of measurable and achievable targets, aligned with the


institution's strategic goals, that serve as performance benchmarks for individuals,
departments, and the organization as a whole. This will be documented in a clear
and accessible format to guide performance assessments and evaluations.
 A well-defined organizational structure detailing roles, responsibilities, and
performance expectations for each position within the university. This will include
job descriptions, key performance indicators (KPIs), and a framework for goal-
setting and performance measurement.
 Implementation of initiatives aimed at enhancing employee motivation, satisfaction,
and commitment. This may involve regular feedback mechanisms, professional
development opportunities, team-building activities, and recognition programs
designed to foster a positive and inclusive work environment.
 Training programs and workshops focused on enhancing the leadership capabilities
of managers and supervisors. This will include modules on effective communication,
conflict resolution, team management, and coaching techniques to empower
leaders at all levels of the organization.
 Implementation of strategies and tools to optimize workflow, streamline processes,
and eliminate inefficiencies. This may involve the adoption of technology solutions,

 Design and rollout of a performance reward program that recognizes and rewards
