I. THE UNIVERSITY: AN INTRODUCTION
Punjabi University, Patiala, one
of the premier institutions of higher
education in North I ndia, was
established on 30th April, 1962 under
the Punjab Act No. 35 of 1961. It is
the second university in the world to
be named after a language, the first
being Hebrew University of Jerusalem
in Israel. Initially, the university was
established to develop and promote
the language, literature, and culture
of Punjab; but over the period of time,
it has evolved into a multi-facet ed
and multi -facul ty educational
institution, over seventy teaching and
research depart ments, covering
multiple disciplines. The university
takes pride in th e achi evemen t of
'A+' Grade status awarded by t he
National Assessment and Accreditation
Council (NAAC), an autonomous body
of the Univesity Grants Commission
(UGC).
The university has a mod ern,
well planned, and peaceful campus,
sit uated on Pat iala-Chandigarh
highway. It presents a splendid sight
of beautiful buildings including the
famous Guru Gobind Singh Bhawan.
2. CENTRE FOR DISTANCE AND
ONLINE EDUCATION: AN
INTRODUCTION
Centre for Distance and Online
Education, Punjabi University, Patiala
was established in 1968 as Directorate
of Corresp ondence Courses. S ince
then, its name has been changed on
three occasions. In July 2023, it was
nam ed Cen tre fo r Distance and
Onl ine Educati on. It has been a
pioneer in imparting education through
the distance and online mode. It was
the first department in India to
introduce a regional language as the
medium of instruction and examination.
Presently, the multi-faculty department
is running 33 academic/professional
programmes. For the session begining
from Jan.-Feb., 2024, only eight
courses are being offered. The
Centre has six Learner S uppo rt
Centres, at Guru Kashi Campus of
the university in Talwandi Sabo;
University Constituent College, Barnala;
and Punjabi Universirty Akali Phoola

in the Centre has been as high as
fifteen thousand (per academic
session) during the previous few years.
The Centre is proud of its
students who have always performed
exceptionally well in the university
examinations, lending credence to the
fact that the distance an d onl ine
modes of learning are second to none.

CENTRE FOR DISTANCE AND
ONLINE EDUCATION
1. Carefully planned lessons written
by eminent scholars or study
material is prov ided to the
students.
2. The prepared lessons are in Self
Learning Mode, and include
suggested readings and important
questions at the end to motivate
the students to read independently.
3. To supplement the material
provided through lessons, some
video lessons are a lso made
available to the students.
4. Evaluation of Response-Sheets/
Projects submitted by the students
is done by the teachers of the
Centre.
5. Personal Contact Programmes (PCPs)
are regularly conducted to provide
intensive classroom instructions,
opportunity to discuss and personal
guidance to the students.
6. Text books and reference books
can be procured by the students
from a well-equipped library of
the Centre
7. Library facility is also available for

through online mode will have to pay

candidate who has bought the printed
prospectus for Rs. 200/- and applies for
the admission through offline mode will

Punjabi University, Patiala, but qualifies
to be a Gap Year student (Centre for
Distance and Online Education) under
Semester System, and wants to take
admissions in the 2nd year, or the 3rd year

concerned course.
1. IMPORTANT INSTRUCTIONS
REGARDING FEES
1.1. If there is any increase in
Examination Fee, Tuition Fee , or annual
charges etc. pertaining to any course/
class at a later stage, the candidate shall
have to pay the dues.
1.2. Rs. 735/- as Library Security is a
part of Tuition Fee and other charges.
The candidate, who has already paid
library security in the first year of any
integrated course is not required to pay
the same in the subsequent years of
the same course, (provided there is no
gap year). The candidate can withdraw
security (on request) within a year of
leaving the Centre through prescribed
application form available alongwith the
prospectus on the website of the
Centre www.pbidde.org. Last date for
applying for withdrawal is 15th Sept.
of the year in which the result of his/
her final examinaton of the course is
declared.
1.3. The candidate is required to
submit full Tuition Fee, Examination
Fee and other charges alongwith the
admission form. Any candidate who
does not pay the full fee, shall be
charged Rs. 270/- as discrepancy fee.
1.4. Regular employees of Punjabi
University, Patiala are exempted from

3. MODE OF PAYMENT OF FEES
Candidates can deposit fees (except
M.A. Education) via a link given on the
website www.pbidde.org of the centre
through Debit card/Credit card/Internet
Banking. If the candidate wants to pay fees
offline, the A/C number is 65009016757.
The fee slip (challan) is attached in
Annexure-of the prospectus. The same is
also available on the website of the centre.
For M.A. (Education) students only :
Students of M.A. (Education) can deposit
fees only through offline mode in A/C No.
65203292422 Fee Slip will be available
on the website of the centre.
Instuctions to deposit admission fee:
1. Fee once deposited in the University
Bank Account cannot be refunded by
the bank.
2. Photocopy of the bank receipt (pay-
in-slip) will not be accepted by the
Centre. Subitting the original receipt
is compulsory
3. The candidate may obtain certificate
of proof of having deposited fee from
the concerned branch of the bank in
case of loss of pay-in-slip.
4. REFUND OF TUITION FEE AND
OTHER CHARGES
4.1 In case the certificates submitted
by an applicant are found to be bogus
or forged or if wrong information is
provided by him/her, Tuition Fee and
oth er cha rges remitt ed by t he
candidate shall not be refunded.
4.2 It is the sole responsibility of the
applicant to check his/her eligibility
before applying. If he/she is ineligible
for admission in the course he/she
has applied for, the fees paid by him/

her shall be refunded after a
deduction of 25% of the Tution Fee.
However, Late Fee, Examination Fee
and annual charges, if paid, will be
fully refunded.
4.3 Multiple payments received for the
same course/category due to some
technical fault, will be considered for
refund.
4.4 If an applicant chooses to withdraw
his application for admission, the fees
paid by him/her will be refunded as
per UGC/Punjabi University rules.
4.5 In case of the death of a student
during an academic session, his/her
entire fee (including annual charges)
will be refunded to his/her family on
production of death certificate and
affidavit. But if lessons/ reading
material have already been sent to the
student, 10% processing fee will be
deducted from the Tuition Fee.
4.6 If a candidate takes admission in
the regular department of t he
university and deposits fee there also,
his/her fee deposited in the Centre for
the Distance and Online Education will
be refunded on production of an
application, duly attested by the Head
of the regular department.
4.7 In case a candidate gets a transfer
to the Centre from another dept. or
vice versa, fees paid by him/her will be
adjusted. The candidate, however, will
have to pay the difference in fees, if any.
Note :
a. After admission in the CDOE due to
the reason shown above at serial
nu mb er 4.2 and 4. 4 to 4. 7,
 application fee is non-refundable and
non-transferable.
b. A candidate who deposits only
Library Security at the time of
admission and is found ineligible, the
fees paid by him/her shall be refunded
after a deduction of 25% of the Library
Security.
5. FEE CONCESSION
5.1 If two or more real brothers/sisters are
studying in the Centre, benefit of half
tuition fee concession would be allowed
to only that child/children whose course
fee (including all funds) is the minimum.
However, concession shall not be allowed
to a married child/children, as he/she
cannot be considered as dependent on
the parents.
5.2 Students suffering from Cancer/AIDS
and Thalassemia - will pay only
Examination Fee + Practical Fee and
Library Security.
5.3 Children/dependents of the members of
Armed Forces (including para-military
personnel) who have either been killed or
permanently disabled in the Indo-Pak
Conflict of 1965, Indo-Pak Conflict of 1971
as member of Indo-Chinese Hostilities of
1962 and Indian Peace Keeping Force (IPKF)
in Sri Lanka, are entitled to total Tution
Fees exemption (if their monthly
income is less than Rs. 1500/-).
5.4 Children of the regular employees of
Punjabi University, Patitala; provided
that they themselves are not employed.

1. Eligibility : Admission to M.A. Part-I
is open to any candidate who has
passed Bachelor's Degree in any stream
(irrespective of his/her score in the
examination) from Punjabi University or
any other statutory/recogni sed
University in India or abroad. Any
university other than Punjabi Univesity
must be recognised by the Academic
Council as equivalent thereto. The
candidate should not have passed M.A.
examination in the same subject from
this or any other statutory university.
2. Personal Contact Programme (PCP):
PCPs of 10-12 days will be held in each
semester. It will be mandatory to
attend PCPs and 75% attendance will
be minimum requirement.

 POINTS TO REMEMBER
1. Students are advised to check the website
of the Centre (www.pbidde.org) from time
to time in order to obtain the latest
information regarding their course
schedule, Personal Contact Programme
(PCP), Syllabus, Instructions for Internal
Assessment and other related issues.
2. Students who want to take admission
in next year in semesters (III & V) of
various courses while their result of the
previous semester has not been
declared, can only get provisional
admission.
3. Any course, for which, the number of
applications received is less than 10,
will not be offered during current
session. In such a case, the fee received

refunded.
4. The rules mentioned in the prospectus
are subject to the over-riding effect of the
relevant Rules, Regulations, and
Ordinances contained in the Punjabi
University Calendar as also the resolutions

1. Personal Contact Programme (PCP) is a very important aspect of education
through distance and online mode. Centre for Distance and Online Education,
Punjabi University, Patiala organizes 10-12 days PCPs in each semester for
all the courses that it offers in accordance to the respective ordinances and
rules/regulations of Punjabi University/ UGC (DEB). Detailed information
regarding PCPs of individual subjects will be uploaded on the Website of the
Centre. Attending PCPs is mandatory for all the students (minimum 75%
attendance is compulsory) of all courses offered by the Centre.

 Important Guidelines
SECTION - I
1. GUIDELINES FOR COMPLETING
THE ADMISSION FORM
(a) The a pplica nt must read the
prospectus carefully before filling the form.
(b) The schedule of admission (with /
without online/offline late fees) have been
given in the prospectus. Any form that is
incomplete or is sent without fees will not
be accepted.
(c) Details of the examination on the
basis of which a candidate is seeking
admission to a specific course must be
clearly filled in the relevant column.
(d) The spellings of the name of the
can didate, spel lings writ t en in the
Admission Form should correspond with
those written in his/her Matriculation/
Senior Secondary certificate or with that
of the last examination passed or any
examination equivalent thereto. If any
discrepency is found in the admission form,
Rs. 270/-w ill be charged from the
candidate.
(e) Subjects offered for the course
should be appropriately filled in the proper
column.
Note : A student who is already registered
with Punjabi University, Patiala, must fill up
his/her registration number in the Admission
Form. If he/she does not do so and is assigned
ano the r r eg i stratio n numb er , the ne w
regisration number will be cancelled when the
discrepency is noticed. The previously alloted
number will prevail.The student will be charged
Rs. 5000/- for cancelling the new registration
number.
2. PROVISIONAL ADMISSION -
(FOR UNFAIR MEANS CASES)
A candidate involved in an Unfair
Mean s Case (UMC) can seek
provisional admission at his/her own
risk and responsibility in the next
cla ss (pending decision i n his/ her
case). His/Her provisional admission
will be cancelled and fees paid by

3. PROVISIONAL RESULT
No candidate will be admitted in
any course on the basis of provisional
result intimation-letters issued by the

4. RECOGNITION OF
EXAMINATIONS OF OTHER
UNIVERSITIES
The certificates/degrees issued by
all statutory universities or institutions
recognised by the Association of
Indian Universities (Inter-University
Board) are considered equivalent
(un less specifi ed oth erwise) to the
corresponding certificates/degrees of
this university for t he purpose of
admission to various courses.
IMPORTANT NOTE
A candidate seeking admission to
any integrated course must have passed
the subject of Punjabi in Matriculation/
Higher Secondary/+2 examination,
otherwise he/she will not be given
admission. However, those seeking
admission to the B.Com./B.A. Part-I/M.A.
Part-I may pass Punjabi 'Matric standard
or Punjabi Praveshika, during the
course.
5. INFORMATION REGARDING
PUNJABI LAZMI (MUDHLA
GYAN)
Punjabi Lazmi (Mudhla Gyan) in
lieu of Punjabi Compulsory shall be
allowed to the following categories of
candidates :

her Matriculation examination from
a school in Punjab is not allowed
to take up the subject of Punjabi
Lazmi (Mudhla Gyan) in lieu of
Punjabi Complsory at the graduate
level.

FOREIGN STUDENTS

A student of Indian origin who is
residing abroad, but has passed any
examination from any Indian University/
Board is required to submit the original
Migration Certificate. In accordance with
the instructions issued by the Ministry of
Human Resource Development, Govt. of
India, foreign students residing in India
who wish to seek admission to any class,
must have student visa or provisional
student visa endorsed on their passport.
EX EM PTION FROM MIGRATI ON
CERTIFICATE
The following categories of candidates
are exempted from the production of
Migration Certificate :
(a) A candidates applying for admission
after passing Matriculation/ Higher
Secondary /10+2 from Boards of
Punjab, Haryana or Himachal Pradesh.
(b) A candidate seeking admission in
Punjabi Praveshika (Preliminary Course
in Punjabi) Diploma in Divinity. If a
candidate has joined a higher course
in any other university before shifting
to the Centre he/she must produce 'No
Objection Certificate' from the other
institution.
7. DOCUMENTS REQUIRED TO BE

(a) A candidate who applies for admission
on-line, must send the hard copy of the
admission form, self-attested photo

(b) A candidate applying for admission at
the entry level Semester-I of a course,
must send hard copy of the admission
form, photo copies of certificates,

required for eligibility for the said
course within 15 days from the date
of submission of the on-line admission
through courier/registered post to the
Director, Centre for Distance and
Online Education, Punjabi University,
Patiala.
(c) The candidate must send the receipt of
fees deposited through e-banking/core-
banking alongwith the admission form.
(d) A candidate residing abroad must obtain
a Character Certificate from a Gazetted
Officer of the Indian Embassy.
(e) A self-attested photo copy /original/
provisional Certificate/Degree and the
Detailed Marks Certificate on the basis
of which admission is being sought
must be sent.
(f) Self-attested copy of the certificate of
the date of birth in Christian era and
copy of Matric Detailed Marks Card
must be sent.
(g) Migration Certificate, in original, if
applicable must be sent.
(h) A candidate who has applied under the
Post Matric Scholarship Scheme (PMS)
should check the instructions on the
website of the Centre (refer to page 37).
(i) The date on which a candidate applies

8. REJECTION OF ADMISSION FORM
The Admission Form is liable to be
rejected due to any of the following reasons:
(a) if it is incomplete or the required
original documents are not attached;
(b) if the candidate does not fulfil the
eligibility condition;
(c) if the qualifying examination on the
basis of which admission is sought, is
not recognised by university;.
(d) if fees and other charges are not paid
in full.
(e) if the particulars furnished in the
Adm ission Form are found to be
incorrect, incomplete,or wrong.
Please note that the case of refund of
Tuition Fee and Other Charges of such
candidates shall be dealt wit h in
accordance with the provisions mentioned
in the Prospectus under the heading
:"Refund of Tuition Fee and other Charges."
VERIFICATION OF ORIGINAL
CERTIFICATES

1. GENERAL INFORMATION
(a) The ordinances in force at the time a
student joins a course shall hold good
only for the examination held during
or at the end of the academic year.
Nothing contained in this prospectus
shall be deemed t o debar the
university from making amendments.
Any subseq uently amen ded
Ordinances, if any, shall apply to all
students, whether old or new.
(b) Notwithstanding the informat ion
contained in the prospectus, the Vice-
Chancellor will have the right that he,
in consultation with the Standing
Committee of the Academic Council,
can delete, change or make additions
to any of the provisions contained
therein.
If there is any ambiguity in the
interpretation of rules given in this
Prospectus, the decision of the Vice-
Chancellor will be final.
(c) The Director, Centre for Distance and
Online Education, reserves the right
to deny admission to any candidate in
any course without assigning any
reason.
(d) All related disputes will be settled
within courts of Patiala jurisdiction
only.
2. HOSTEL FACILITIES
Outstation students may be given
accommodation in the Punjabi University
hostels only if they come to Patiala for the
following purposes, (subject to availability
of seats, on ‘first-come-first- served’ basis):
(i) for attending Personal Contact
Programmes.
(ii) for appearing in Un iversity
Examination at Patiala centre.

actual dat es of Person al Con tact
Programmes and for the duration of the
examination. The students hailing from
far-off places will be allowed to stay upto
two days before the commencement and
two days after the end of the University
Examination.
Hostel Charges
Rs. 40/- per day su bject to
minimum charges of Rs. 100/-.
In addition to the above, a student
has to pay Development Fund and Hostel
Welfare Fund of Rs. 25/- and Rs. 75/-
respectively.
If any change is made to this fee by the
university, the student will have to comply.
3. MAGAZINE
Online magazine entitled, GYAN DOOT,
provides the students an opportunity to
express themselves and give their views on
the subjects of general interest and current
topics. It also helps to motivate the student
to undertake compositions and promote
creative writing. The magazine contains
four sections, out of which three pertain to
languages : English, Hindi and Punjabi. The
fourth section pertaines to Social Sciences.
The students may send their original
compositions/articles in any of the three
languages to the Chief Editor, GYAN DOOT,
Centre for Distance and Online Education,
Punjabi University, Patiala-147002, by July
31, 2024 at the latest. The students can
also send their entries by e-mail at

4. LIBRARY OF THE CENTRE AND
LEARNER SUPPORT CENTRES
The Centre is maintaining its own
library. Its rich collection of books, a wide
range of journals, reference section, skilled
help from Library staff in use of material,
provision of postal service and efficient
len ding f acili ties, all contribute
significantly in rendering assistance to the
student desirous of pursuing studies. Under
the postal service scheme, the students can
borrow books through post by making a
written request to the Incharge Library. For
this purpose, he/she has to send his/her
Identity Card and also indicate the name(s)
of the book(s) required. The books are
issued for one month. These can be re-
issued if not required by other students. A
student who does not return the books in
time will be charged Re. 2/- per day per
book.
The Centre has also established
Learners Support Centres at the following
places where students can consult books:

Campus, Delha Seehan.
2. Desh Bhagat College, Bardwal, Dhuri
3. Regional Centre, Bathinda
4. S.D. College, Barnala
5. University Constituent College, Barnala
Any student can sit, read and borrow
books from these centres. He/she can
have membership either at Patiala or at
any one of the above centres. Double
membership is not allowed. The students
can consult the concerned library incharge
in case of any problem.
5. VIDEO LESSONS
The Centre has prepared several
Video lessons/C.Ds on various subjects/
topics pertaining to the syllabi of different
couses. These lessons supplement the
study material and class-room lectures;
and will be made available to the students
from time to time.
6. REFUND OF LIBRARY SECURITY
The library security is refundable (on
request) within one year of the completion
of the course, i.e. before 15th Feb. of next
year. The prescribed Application Form is

7. INFORMATION ABOUT THE
IDENTITY CARD
All the students admitted to the
Centre are issued Identity Cards. Books
from the Library will be issued on the
production of this card at the lending
counter. The card is valid up to the end of
the academic session, i.e. 31st Dec., 2024.
If a student leaves his/her studies before
the completion of the course, his card will
be cancelled. In case the card is lost, the
student can obtain a duplicate Identity Card
after paying a fee of Rs. 50/- as per the
procedure laid down by the University. The
student must keep this card with him/
her whenever he/she visits the Library/
Study Centre or comes to attend Personal
Contact Programme in the Centre. The

Examination Hall.
