Rule B1 – General Safety Precautions


Any isolation shall be preceded by:
 Request for isolation or equipment outage
application.
 IMS

Rule B1
Precautions before work begins:
 Switch off from all sources of supply
 Isolate from all sources of supply (create physical
gap)
 Lock off all points of isolation
 Apply caution notices (Isolations completed)
 Prove absence of voltage
 Apply CMEs at or near all points of isolation on
isolated Equipment.
 Issue PTW, SFT or SAPP ICCIEC

Responsibilities of person issuing document:

 Above provisions are enforced

 Confirmation of isolations remote from him are


complete in liaison with Control Engineer.

 Making Live or dead by signal or pre-arranged

live apparatus)

 Sound wood pole, inspect steel poles ,
concrete poles & test stay

 Inspect safety belts (pre-use)

 Switching must only be with consent of Control
Engineer, except under emergency
 Control Engineer to communicate directly to SAP
when switching.
 When Intermediary is used, phone/radio message
rules shall apply
 When instructed SAP to act without delay
 SAP to report every switching operation after
switching

Switching for Test Purposes


 Control Engineer gives general sanction to SAP
of all switches, isolators, earths in isolated area
 SAP receiving SFT is wholly responsible
 Switches, isolators, earths in isolated area can
be operated without consent except..
 Return all switches, isolators, earths in isolated
area to original state before SFT is cancelled, if
not indicate any changes on the exceptions.

Circuit Main Earth(CME)


 Applied or operated by SAP or supervised AP
only under sanction of Control Engineer
 Each operation to be reported ASAP
 Position & number of earths to be recorded on
SFT, PTW or SAPP ICCIEC

Temporary Earths (TE)
 To be connected only after issue of PTW, SFT or
SAPP ICCIEC
 Applied and removed by PIC of work
 Each earth to be accounted for before and after
work.
Equipment for Earthing
 CB - Render trip circuit or mechanism inoperative
after using for earthing
Be careful when removing from earth!!!
 Integral Earth Switch – render inoperative
after closing it

Procedure for Earthing


 Establish Earthing point??
 Examine earths – Loose nuts/bolts, broken strands
and insulation
 Verify absence of voltage:
• First test the voltage indicator or Live line
tester
• Test Live point using the voltage indicator
• Then test the switched off point(all phases)
• Lastly re-test on live point
 Apply earth, first to ground point then to phase
 All phases to be earthed, even if only working on
one phase!
 N:B Control will only give you instruction to “apply CME”, not the procedure!

Removal of earths:
 First remove from phases
 Lastly detach from ground point
Earthing Metal Clad Switchgear:
 Do not insert hand or tool in spout
 Count CME as “one” per every point of
isolation
 Count TEs as “one” per phase connection
 Rule B8(g) may be applied, but with caution!!

Rule B5 – PTW and SFT
Issue of PTW & SFT: Direct issue
 PTW, SFT or ICCIEC to be issued only with consent
of Control Engineer
 SAP to issue PTW, SFT or ICCIEC
 Person In-charge of work to be SAP or AP
 Issue of PTW to Contractor appoints him CP
 Eqpt in consumer space, Responsible Official to
sign Section 2
 Holder of PTW or SFT not to leave site
 Person in charge of testing to be SAP or AP (if he
is written to) for SFT

Issue of PTW & SFT:
 SAP may issue SFT to himself
 Only one SFT shall be issued on any High
Voltage Apparatus
 A PTW shall not be issued on the same High
Voltage apparatus where a SFT is already in
force

Indirect Issue of PTW & SFT:
 Due to special circumstances or distance involved
 PIC of work shall record details on PTW card

Workmen’s Declaration on PTW & SFT:


 PIC explains to working party apparatus on which
is safe to work, safe working limits and dangers
likely to be encountered during work

Clearance and cancellation of PTW and SFT:


 Every time work ceases or is stopped, cancel

earthed near entrance and route defined

required for solidly earthed or independent NER)

• No contact with chemicals used as
extinguishant
• Water fire fighting eqpt not to be used on
electrical apparatus.
• CO2 and DCP – Evacuate after activation
