Course: Policy Analysis and Decision-Making

Reaction Paper No. 1

As a teacher with over a decade of experience, 13 years to be exact, I embarked on a

professional development journey by pursuing a Master's in Education with a major in Management
and Supervision at STI-West Negros University, all thanks to the generosity of our city mayor, Javier
Miguel L. Benitez, and the city government of Victorias. One of the subjects that have caught my
attention and stirred my passion for educational leadership, as I was reviewing the screenshots of
my classmates from today’s session, is "Policy Analysis and Decision-Making." Though I wasn’t able
to attend the first meeting to due to some confusions with my schedule, I boldly craft this reaction
paper, and I aim to relate the mission, vision, core values, and institutional outcomes of STI-West
Negros University to this subject, all while keeping in mind my vision of becoming a leader who
empowers and uplifts my organization's members for a brighter future.

STI-West Negros University's vision is to become a leading university in the Negros Island
Region by 2025, driven by a passion for academic excellence through innovation. This vision aligns
perfectly with the subject of Policy Analysis and Decision-Making, in terms of the course equipping
students, aspiring educational leaders, with the technical skills necessary to assess existing policies
and guidelines. It encourages innovation in problem-solving, in line with the university's vision. As
future leaders, we need to be passionate about academic excellence and open to innovative
solutions when analyzing and making decisions about educational policies.

The university's mission is to produce excellent quality graduates who can meet and uphold
industry standards in pursuit of a better Filipino family and nation. This mission statement resonates
deeply with the essence of Policy Analysis and Decision-Making. As we delve into the course, we are
arming ourselves with the knowledge and skills to ensure that the policies we analyze and the
decisions we make will ultimately contribute to the betterment of Filipino families and society. It is
our responsibility as future educational leaders to ensure that the policies we implement serve this
greater purpose.

The core values of excellence, respect, service, "malasakit," teamwork, meritocracy, and
entrepreneurship are the guiding principles that every student of STI-West Negros University should
embody. In the context of Policy Analysis and Decision-Making, these values become even more
pertinent. Excellence is required when assessing and analyzing policies, as we must strive for nothing
but the best for our educational institutions. Respect for differing perspectives and service to our
stakeholders are fundamental in making well-informed decisions. "Malasakit," or compassion, must
be at the core of our approach to ensure that the policies we create are empathetic and just.
Teamwork and meritocracy are essential when collaborating with other stakeholders in the
educational process, while entrepreneurship encourages us to think creatively and innovatively
when solving complex issues.

Furthermore, the institutional outcomes of STI-West Negros University, focusing on

developing character, critical thinking, communication skills, adaptability, and a Christ-centered
approach, closely link to the course description. As we delve into the realm of policy analysis and
decision-making, it's imperative that we uphold these outcomes. Developing character is crucial to
maintaining ethics and integrity when making decisions that affect an institution. Critical thinking
and effective communication are at the heart of policy analysis, enabling us to consider all
perspectives and convey our decisions effectively. Being change-adapt is vital in the ever-evolving
field of education, ensuring we can navigate new challenges and opportunities. Lastly, adopting a
Christ-centered approach reminds us to act with compassion and empathy, keeping the well-being
of all stakeholders at the forefront.

Now, in my personal vision of the future, I see myself as the kind of leader who empowers
and uplifts the people in my organization. I envision creating an environment where all stakeholders,
from teachers and students to parents and community members, are actively engaged in the
educational process. I want to inspire innovation, critical thinking, and effective communication
within the organization where I am in, thereby fostering a culture of continuous improvement and
excellence. In line with the university's vision, I want to drive academic excellence through
innovation in policy analysis and decision-making.

Moreover, I aspire to lead with compassion and "malasakit." I believe that a leader should
not only be knowledgeable but also deeply empathetic. Policies should not be mere guidelines; they
should be instruments that truly serve the betterment of Filipino families and the nation as a whole.
By adhering to the core values of STI-West Negros University, I aim to create a workplace where
respect, teamwork, meritocracy, and entrepreneurship flourish, contributing to the overall success
of the organization and its mission.

In conclusion, Policy Analysis and Decision-Making is not just a subject I am studying; it is an

essential component of my journey toward becoming an educational leader who can make a real
difference. By aligning the mission, vision, core values, and institutional outcomes of STI-West
Negros University with the course description, I am motivated to be a leader who actively
contributes to the betterment of education, maybe not in the Philippines as a whole, or I can start in
my own little nook, and embodies the university's core values in every decision I make. Idealistic as it
may seem, but my vision is to empower and uplift my organization, helping all its members to better
themselves and, in turn, contribute to a brighter future for our society.
