1.0 Introduction

All activities at Project Site have minimal effect on health and safety under
normal conditions. Under abnormal conditions, some activities may present risk
to health and safety. In order to minimize hazards to human health, safety on
site emergency plan is required.

2.0 Scope
This instruction is applicable to various emergency situations at
Construction of TRUTSCHLER SPINING project, GIDC SANAND-II.

3.0 Responsibility
The Site Manager is responsible for ensuring compliance to this instruction.

4.0 Background

The on-site emergency plan is formulated to: -


- Protect Site personnel and visitors/ public from injury.
- Mitigating loses in case of any untoward relay to health safety environment.
- Restore the affected area as soon as possible.
- Review any incident after its occurrence to evaluate the site team's effort in
order to improve emergency response in future.
The On-site emergency plan is enforced in emergency situations. An emergency
situation constitutes a significant abnormal condition, which endangers life.
These may arise from one of the followings:

1. Fire. (Specify in vehicle/office & project site)


2. Severe personal injury.
3. Collapse of civil/column, beam, steel/concrete pole and equipment
structure/excavation.
4. Road side vehicle collision.
5. Snake Bite
6. Heat Stroke
7. Collapse of Ladder / Scaffolding
8. Electrocution

9. Fall from Height


10. Natural calamity - earth quake
11. Community unrest, bomb threat, sabotage

Ultimately all the site emergency teams are responsible to respond to the on-site
emergency plan. The first line of control is the personnel on duty at the time of
the incident. Subsequently, other site personnel/NGO/GO is contacted, and help
rendered as soon as possible.

Other than emergency team member all are advised to assemble at emergency
assembly point.

5.0 Organization
5.1 Emergency Control Center
The primary emergency control center is the Site Office. In an emergency all the
operations are coordinated from here.

5.2 Assembly Point


A safe place from work locations is pre-determined as assembly point where all
non-essential workers (who are not assigned any emergency duty) shall evacuate
work location and report to a specified assembly point.

Each assembly point should be clearly marked by a conspicuous notice and


provided with an identification number e.g. ASSEMBLY POINT NO.1 mark such
points permanently for the notice of people.

5.3 Alternate Assembly Point

Alternate Assembly Point will be identified if Assembly Point is blocked for


various regions

6.0 Emergency Control Team


The emergency control team consists of:

6.1 Emergency Controller (EC)

 Site Manager serves as the Emergency Controller and is responsible for


direction of all activities necessary for the successful implementation of the
on-site emergency plan.
 He will notify the emergency to the Project Manager / Chief Project Manage
 The EC is solely responsible for releasing any information to outside
sources.
 The EC is responsible for coordinating with internal and external agencies
like police, fire brigade, and ambulance The EC is also responsible for
administering first aid and summoning professional medical help.

Emergency telephone numbers and Hierarchy of Action in case of Emergency are


available with the EC and are displayed prominently at strategic location.

6.2 Assistant Emergency Controller (AEC)

The person who holds charge in absence of Site Manager is the Assistant
Emergency Controller.
 He will act as EC in absence of Site Manager.

 AEC is responsible for co-ordination of activities of other teams.


6.3 Assembly Area Coordinator (AAC)
Safety In-charge will be Assembly Area Coordinate and he shall guide the
employees to follow emergency procedure.
 He will remain at site of incident
 Give expert advice on safety matters
 Assist in accident investigations

6.4 Alternate Assembly Area Coordinator (AAAC)

In absence of Safety In-charge, alternate person will hold the charge of Alternate
Assembly Area Coordinator (AAC)

 He will act as AAC in absence of Safety In-charge.


 AAC is responsible for co-ordination & providing guide lines to all
employees to follow emergency procedure.

6.5 First-aiders
Trained First aider will report to the Emergency Controller on hearing siren
immediately and he will go at incident location with his team, First aid Box and
Stretcher.
 He will provide first aid to the injured person
 May decide to rush IP to Hospital for professional medical help

6.6 Security Team (TIPL)


The main function of Security team is control the mobile the team members shall
also help the fire fighting team and in making discipline at site.

 On hearing the emergency siren, they will reach the incident area with fire
extinguishers.

6.7 Fire Fighters


The main functions of Fire Fighters are to control the Fire Emergency thru
firefighting.
 Control the Emergency by fire fighting
 Move nonessential employees to assembly point
 Cordon – off the incident site
 Control the movement of traffic

7.0 Guidelines for specific emergencies

7.1. Fire

 Shout for help.


 Turn off the electricity to the building from the mains.
 In the event of a small fire, attempt to put off the fire with minor fire
appliances, water, sand or any other available facility.
 Call the fire brigade. Inform them of the nature of fire (solid / liquid /
gas) and location of the accident with any prominent landmark.
 Call the nearest hospital and inform them of the condition of the injured
if any.
 Request for ambulance if needed and rush victims to the nearest
hospital
 Inform Project Manager and Safety Officer at the earliest.
 Provide all help to the District authorities.

7.2 Severe personal injury

During normal working hours, the following procedure is followed:


 An available person or first aider reaches the injured person and
renders first aid.
 The next person on the scene informs the EC.

 The EC immediately arranges for a vehicle or ambulance and transports


the person to the doctor/hospital depending on the exigency.
 The Site Manager surveys the incident site and initiates corrective
action, if required.
 If the emergency occurs after normal working hours, the following
procedure is followed:
 An available person reaches the injured person and renders first aid.
 The security man informs the EC.
 The EC arranges for ambulance for transporting the injured person to
the nearest hospital.

7.3 Collapse of civil excavation/Column/ beam / steel / concrete pole & equipment Structure.

 Upon noticing the collapse, ask people to keep away and immediately
inform to site manager/first aider.
 Sound siren and assemble all personnel at Assembly Point and carry out
Head Count
 Inform all personnel about the situation and appeal for help
 Move the victims to a safe place away from the collapsed slab/structure
 In the event of minor injury provide immediate first aid to the victims
 In the event of major injury do not move the victim
 Call the nearest hospital and inform them of the condition of the injured if
any
 Request for ambulance if needed and rush victims to the nearest hospital
 Inform Project Manager, Safety Officer at the earliest.

7.4 Road side vehicle collision.

 Assess your vehicle's condition to determine if it is safe to occupy and if it


can safely be moved.
 If possible Move the victim to a safe place away from the vehicle & give first
aid to victim.
 If a vehicle cannot be moved, call Security team and wait for assistance & tell
Exact Location & nearest building / cross road.
 The details of what has happened, how many people are injured, whether there is
fire, etc.

 Request for ambulance if needed and rush victims to the nearest hospital

 Inform all personnel about the situation and appeal for help.
 Put out your warning Signage’s & area barricade.
7.5 Snake Bite

 Reassure the patient


 Do not allow the person to run and sleep
 Apply a ligature above the wound (in between the heart and the wound), if
the bite is in leg or hand
 The ligature should be kept in position for 20 minutes, then released for
one minute and again tightened. Repeat this procedure till the mobilization
to hospital
 Wash the wound with potassium permanganate solution or with soap &
water.
 Allow free bleeding
 Never suck the blood from the wound
 Reassure the patient with encouraging words
 If breathing is failing, apply artificial respiration.
 Arrange immediate hospitalization, by transporting the patient in a lying
down position.

7.6 Heat Stroke

 Make the patient lie down


 Remove all clothing except the underwear
 Keep the patient under the fan
 Pour cold water on the body repeatedly
 Wash the head thoroughly with cold water and dry it with towel
 Give plenty of cold water with a pinch of common salt in each glass of
water to drink.
 Send the patient to the hospital.

7.7 Collapse of Ladder / Scaffolding

 Shout for help.

 Move the victim to a safe place away from the collapsed structure.
Remember a collapsed structure is a weak structure
 In the event of a minor injury provide immediate first aid to the victim
 In the event of a major injury do not move the victim, as there could be
every possibility of a fracture or dislocation.
 Call the nearest hospital and inform them of the condition of the injured if
any.
 Request for ambulance if needed and rush victims to the nearest hospital
 Inform Project Manager and Safety Officer at the earliest.
 Provide all help to the District authorities.

7.8 Electrocution
 Stay away from the victim. Do not touch the person or anything he is
holding with bare hands, since there is every possibility that the person
may still be in touch with the source of electricity. Touch the victim if you
have to with a wooden rod or with gloves on.
 Remove plug of the connected electrical equipment from socket.
 Turn off the electricity to the building from the mains
 Shout for help and do not let anyone to get close to the victim
 Do not give anything to the victim to eat or drink.
 Loosen clothes and start artificial respiration if necessary.
 Call the Fire brigade immediately. Inform them of the nature and location
of the accident with any prominent landmark.
 Call the nearest hospital and inform them of the condition of the injured, if
any
 Request for ambulance if needed and rush victims to the nearest hospital
 Do not permit use of water at the site under any circumstances.
 Don’t touch burns, burst blisters or remove burnt clothing
 Inform Project Manager and Safety Officer at the earliest
 Provide all help to the District authorities.

7.9 Fall from Height

 Shout for help.


 In the event of a minor injury provide immediate first aid to the victim
 In the event of a major injury do not move the victim, as there could be
every possibility of a fracture or dislocation. Call the nearest hospital and
inform them of the condition of the injured if any.
 Request for ambulance if needed and rush victims to the nearest hospital

 Inform Project Manager and Safety Officer at the earliest.


 Provide all help to the District authorities.

7.10 Natural calamities – Earthquake

 Turn off electricity to the building from the mains


 Sound siren / whistle to alert personnel
 Shout for help and direct all personnel to assemble outside in an open
area, far from any high rise building
 If people are trapped inside, shout out to them to be calm and that help is
in hand. Ask them to stand under the beams of buildings and to move
away from under the doors / furniture
 Attempt to evacuate people with disabilities first
 In the event of a major collapse, do not attempt to enter the building until
it has been declared safe to do so by the District authorities
 When entering a collapsed building always keep a person as a lookout, so
as to alert you in the event of an emergency
 Attempt to rescue any person trapped inside the collapsed building, by
going inside with a rope tied to your waist
 In the event of any injury to any person try to immediately remove him /
her from the place where there is a chance of further collapse, with the
least bit of movement and discomfort to the victim, but with maximum
speed
 Call the fire brigade. Inform them the nature and location of the accident
with any prominent landmark
 Call the nearest hospital and inform them of the emergency and the
condition of the injured, if any
 Request for the ambulance, if necessary to rush the victims to the hospital
 In the event of a fire attempt to put off the fire using minor fire appliances.
However ensure a safe distance at all times
 In the event of a minor injury provide immediate first aid to the victim
 Inform Project Manager and Safety Officer at the earliest.
 Provide all help to the District authorities

7.11 Community unrest, bomb threat, sabotage

 Sound siren / blow whistle and assemble all personnel at a safe place
within the site premises
 Inform all personnel about the situation and appeal for calm

 Address the personnel on the need for applying self-restraint


 In the event of any unforeseen event at the work site, segregate warring
groups and appeal for self-restraint
 Call the nearest police station if the situation goes out of hand
 Provide first aid to the injured if any
 In the event of any major injury call the nearest hospital and inform them
of the condition of the injured if any.
 Request for ambulance if needed and rush victims to the nearest hospital
 Inform Project Manager and Safety Officer at the earliest.
 Provide all help to the District authorities.

8.0 Start up after emergency


 After a fire the EC checks the area for possible hazardous fumes and live
wires.
 The maintenance personnel will attend the electrical wiring and
equipment.
 When power is turned on, persons are stationed at strategic locations to
report any problem.
In such cases the maintenance personnel take appropriate corrective action.

9.0 Post-emergency review

After the emergency is controlled, the EC notifies the Operation Manager. After
the emergency has ended, the Emergency Control Team members meet to
evaluate the overall performance in responding to the situation.
The review is done to determine:
 Effectiveness of the emergency response.
 Site personnel responsiveness. - Areas of improvement
 Need of revising sections of the emergency plan.
 EC maintains records of mock excises once in a six-month and actual
emergencies handling.

10.0 Frequency of Mock Exercise

Site specific Mock exercises will be conducted quarterly to check the efficiency of
the plan. Records of mock drills are maintained.
Sites where multiple agencies are engaged by client in same premises and if
client do not allow to conduct Mock Drill separately by KPPPL, in such cases our
workers & staff will observe Mock drill of client, when the same is organized.
Training on Emergency preparedness will be given to workers & staff

Note - For Rescue at Trutzschler Spinning Project site we


will call to rescue team (TIPL) prior to start work and they
will visit our site. In case of emergency we will call to rescue
team with clear message and location to reach on time. Also
we displayed emergency contact number at prominent
places.
