Summary
The livelihood, infrastructure and service subprojects to be implemented under the DRSLP-I are
likely to deliver significant social benefits, provided that they are planned in an inclusive
manner, and they are designed to ensure a distribution of benefits to vulnerable groups including
the old, youth, women, and the poor.
It is anticipated that implementation of the DRSLP-I for beneficial communities for it was bring
about improvements in livelihoods and in areas of access to basic services such as water, feeder
road, PTC, livestock market, and strengthen regional laboratory for livestock health
improvement. Degraded landscape rehabilitation through physical and biological conservation
structures (bunds, terraces, trenches, diversion canals, etc...), afforestation and reforestation on
communal and private lands have environmental and social benefits as well. Introduction of
sound natural resource management practices (including rangeland) have their own positive
impacts in the targeted areas and beyond.
Some of the project interventions have some localized but less sensitive, site specific and
perhaps reversible environmental impacts by developing ESMP. In some cases, there may be
risks of permanent or economic displacement of people, requiring a carefully planned and
implemented RAP. Some land acquisition or restriction of access include the following: rural
feeder roads; small and micro dams, water supply (ponds, shallow wells, cisterns, water pipe line
extension, spring development); rangeland management; livelihood diversification enterprises
(IGA).
Sub-projects were screened for the possible environmental and social impacts and appropriate
mitigation measures have been developed. The implementation of sub projects is expected to
fulfill the safeguard policies requirements stipulated in the ESMF, RMP, ESMP documents
prepared for this project. The staff assigned to implement the sub-projects at the grass root level
and communities receive training on social and environmental issues in order to properly
implement the safeguard policies and also carry out proper monitoring.
It was agreed to require reports with specific information provided on the status of
implementation of each ESMPs prepared on each subproject progress. The currently quarter
report is expected to be summarized to the Bank by 15 Jan, 2022.
Overall, the current status of environmental and social compliance report and mitigation
measures that has been implemented in compliance with DRSLP I in both Regions (part A-
Somali and part B- Afar), the proposed mitigation measures described in the Environmental and
social Management Plan (ESMP) (implemented, ongoing or none) and matrix of challenges and
action to be taken within each region presented below table.
