GSL:

Esteemed delegates,

Today, I stand before you on behalf of the Republic of Uzbekistan, a nation deeply committed to
addressing the complex interplay between personal freedoms and national security in the digital
era.

Uzbekistan recognizes the paramount importance of safeguarding the right to privacy. In our
nation, we have taken significant strides to protect our citizens' privacy through a robust
legislative framework. Our laws dictate clear rights and obligations for the responsible gathering,
use, and preservation of personal data. Furthermore, we have invested in public awareness
campaigns, ensuring our citizens are informed about their rights and the potential risks associated
with digital interactions.

Our stance is clear: we firmly believe in upholding the fundamental human right to privacy while
acknowledging the ever-growing security concerns in our interconnected world. As a nation, we
advocate for a balanced approach that respects individual liberties and addresses security issues
effectively.

In our past actions, Uzbekistan has actively participated in global discussions on human rights
and privacy. We have emphasized the need for an equilibrated approach that respects individual
freedoms while recognizing the security challenges posed by the digital era. Our involvement in
these discussions reflects our commitment to the principles outlined in the Universal Declaration
of Human Rights.

Turning to solutions, Uzbekistan proposes a three-fold approach. Firstly, we advocate for

enhanced accountability mechanisms, strengthening national regulatory bodies to ensure
responsible data collection and management. This includes clear guidelines on AI
decision-making, promoting transparency in data practices, and penalties for privacy violations.
Our goal is to align with international standards and protect privacy at both individual and
institutional levels.

Secondly, we call for increased international collaboration to establish uniform worldwide

standards on surveillance activities. Uzbekistan believes that the UNHRC can play a pivotal role
in facilitating discussions and creating standards that distinguish between legitimate security
measures and unjustified invasions of privacy. We pledge active participation in initiatives that
foster transparency in the development and use of AI systems through shared standards and
guidelines.

Lastly, recognizing the importance of knowledge, Uzbekistan proposes comprehensive privacy

education initiatives. These programs will target diverse demographic groups, with a focus on
raising awareness among the elderly. By empowering individuals to make informed decisions
about their privacy, we aim to contribute to the overall protection of rights.

In conclusion, Uzbekistan envisions a future where privacy is not merely a right but a
well-protected cornerstone of our interconnected world. We call on all member states to
collaborate with us in this endeavor, promoting a worldwide pledge to uphold the right to privacy
and build a more secure and just digital environment for everybody. Together, let us forge a path
towards a brighter and more secure future. Thank you.
