Barangay Assembly Day

March 1, 2021 to March 31, 2021


Section 397 of Republic Act No. 7160 otherwise known as the Local
Government Code of 1991, mandates the barangay that there shall
be a barangay assembly composed of all persons who are actual
residents of the barangay for at least six (6) months, fifteen years
of age or over, citizens of the Philippines and duly registered in the
list of barangay assembly members.

To institutionalize Barangay Assembly as a venue to promote


accountability, transparency and interaction between and among
barangay officials officials and residents, the Department issues
Memorandum Circulars or related policies to remind the barangay
officials of their mandate relative to the conduct of Barangay
Assembly at least twice a year, in any Saturdays and Sundays of
March and October in accordance with Proclamation No. 599 series
of 2018.

As the country remains to face the threat and challenges brought


about by COVID-19 and the reported new COVID variant, public and
mass gatherings or similar events may still be prohibited in some
areas in the country.

In this light, the face-to-face conduct of Barangay Assembly for the


First Semester of CY 2021 may only be conducted in barangays
without prevailing COVID issues taking into consideration the
policies and guidelines of IATF-MEID pertaining to mass gathering or
similar activities and local laws or ordinances in line with the
implementation of quarantine protocols.

While the national and local government units are committed in


ensuring public service continuity, promote transparency, and the
mandate to inform the public on the financial status and other
issues affecting barangay, among others, the conduct of Barangay
Assembly for the First Semester of CY 2021 may modified.

This year’s theme is “BarangaYYan: Barangay at Mamamayan,


Sama-sama at Mag-kaisa Upang Labanan ang Pandemya Tungo sa
isang Ligtas, Maayos at Maunlad na Pamayanan”.
