PROJECT UNDERSTANDING PHASE

(d) Timeline anticipated: Eight Months, starting from February 2024. The actual date will be
provided by the project manager prior to 1 week in advance.
(e) As first & foremost condition entire overview of systems involved & start works w.r.t. following:

(i) The team will ensure all the Testing & Commissioning requirements are captured correctly in all
the documents with a level of dependencies & variations that can be foreseen during the project
execution stage.
(j) Phase wise Handover & systems readiness. Commissioning Systems & Project in phases in a
modular manner without affecting the previously commissioned or operational systems.
(k) CxA Team shall be involved in defining / alignment of necessary aspects (documents) as required
by client on their portals.
(l) Highlighting Key issues if found w.r.t. any documents/design/Construction at the right time &
propose preventive and corrective actions to reduce turn-around time or rectification time to

CONSTRUCTION & COMMISSIONING PHASE


(a) Have timely check on the construction work progress & have couple of site visits during
construction to understand site conditions & also early identify any issues from commissioning
perspective.
(b) Attend meetings and make visits to the site as appropriate to the stage of construction or as
otherwise agreed to assist the Project Manager & STT team to quality inspect the works that are
being executed in accordance with the contract and design documents.
(c) During the site visits or during the construction stage clarifying necessary technical doubts / co-
ordination issues / onsite issues.
(d) Provide a quality inspection report / Site Observation Reports/Issue Logs
(e) Chair commissioning meetings as necessary and attending site progress and, technical
meetings.
(f) Interact with the designers and Package Trade Contractors to establish detailed information on
systems.
(g) Updating, with Package Trade Contractors’ input, co-ordinated commissioning logic networks,
review Package Trade Contractors method statements and programmes adding input and
agreeing as necessary.
(h) Prepare Fire Systems Cause & Effect matrix by having discussion with the design team on the
logics & controls planned.
(i) Review of ME&P installation during construction to ensure measuring facilities are correct for
both static & dynamic testing and commissioning.
(j) Have CxA Engineers / CxA Lead stationed on site during the functional testing phase (Level-3
onwards)
(k) Plan & attend SAT Testing / Validate the same based on the method statements & systems
tolerances to meet the design intent.
(l) Co-ordinating and technically supervising commissioning and testing procedures.
(m) Witnessing pre-commissioning activities.
(n) Checking and agreeing a set of test instrumentation required for the Testing.
(o) Validate failure scenarios in association with the MEP Consultant.
(p) Monitoring and updating of the IST script if required.
(q) Monitoring of site progress against plan in terms of commissioning.
(r) Plan, Monitor & Execute for Integrated Systems Test along with the PM & Individual trade
contractors.
(s) Circulate an ISSUE LOG during the functional testing & prior site visits as part of overall master
sang list / defect list of commissioning.
(t) Witnessing of test results, demonstrations, and acceptance tests.
(u) Checking that agreed start up procedures are being adhered to.
(v) Agree and witness pre-completion commissioning demonstrations.
(w) Signing off completed systems to clients and end users using standard handover
documentation.
(x) Advise on the completion of all commissioning testing documentation and issue a full
commissioning completion report, detailing the history, methods used and overall success.

CO-ORDINATION
To enhance co-ordination between the multiple stakeholders during the project phase following
strategies shall be implemented for each stake holder:

Project Manager (PM)/Construction Manager (CM)/ STT:


BCPL SPOC / BCPL Project Lead shall be directly coordinating with the PM or STT for the project related
topics. PM shall be kept in loop for all the communication mails w.r.t. the project.
BCPL SPOC / BCPL Project Manager shall be coordinating through PM for scheduling any tasks or
meetings.
BCPL SPOC / BCPL Project Manager shall initiate verbal discussions or written communications
depending on the requirement. If any important points are to be documented & kept for records the
same shall be kept in written communications.
Any important points where STTs consent is required; for such communications STTs shall be kept in
loop & kept informed about the situation.

Designer:
BCPL SPOC / BCPL Project Manager shall also communicate with the designer during the construction
stage for any design related issues & shall invite the designer for any commissioning meeting along
with the contractors to draw out a solution on the same. Such meeting shall be scheduled in
coordination with the PM or CM.

Individual Trade Contractor’s:


BCPL SPOC / BCPL Project Manager shall be communicating with the contractors directly by keeping
PM & CM informed about the communications.
For any coordination w.r.t. scheduling commissioning activities or task shall be directly done by BCPL
SPOC / BCPL Project Manager in confirmation with the contactor. A detailed commissioning meeting
shall be scheduled weekly or bi-weekly to enhance coordination with contactors of different trades.

Commissioning Team: The members of the commissioning team consist of the CA, the Architect and
MEP Design Engineers, the Mechanical Contractor (MC), the Electrical Contractor (EC), the TAB
representative, and any other installing subs or suppliers of equipment. If known, the STT’s building
or plant operator/engineer is also a member of the commissioning team.

Management: The CA directs and coordinates the commissioning activities and reports to the STT. All
members work together to fulfill their contracted responsibilities and meet the objectives of the
Contract Documents.

Scheduling: CxA Team will work with CM & also closely with the contractors to established protocols
to schedule the commissioning activities & generate a commissioning schedule out of I, the same shall
be tracked by CxA Team on regular basis to keep a update & track of the work progress. The
contractors will provide sufficient notice (generally two weeks’ notice) to the CxA Team for scheduling
commissioning activities. The CxA Team will integrate all commissioning activities into the master
schedule. All parties will address scheduling problems and make necessary notifications in a timely
manner in order to expedite the commissioning process.
The CxA Team will provide the initial schedule of primary commissioning events, or commissioning
milestones, at the initial commissioning meeting. The Commissioning Plan provides a format for this
schedule. As construction progresses the same shall be passed on to the contractors who shall prepare
more detailed schedules for each of their systems to achieve the milestones. The same shall be
submitted to CxA Team for review. If required CA will adjust the commissioning schedule accordingly
in conformance with the CM & STT.

Construction Stage:
Initial Commissioning meeting would be conducted by CxA Team where the commissioning process
is reviewed with the commissioning team members, MEP consultant, Project Manager.

Additional meetings will be conducted throughout construction, scheduled by the CA with
necessary parties attending, to plan, coordinate, schedule future activities and resolve problems.
The CA will be developing method statements which will be circulated to project team and would be
binded on contractors for compliance. Contractors would be provided with construction checklist to
be completed during the installation and startup process.
The Contractors, under their own direction, will execute and document the completion of construction
checklists and perform startup and initial checkout. The CxA Team will witness & documents that the
checklists and startup were completed according to the approved plans. The functional testing and
procedures are executed by the Contractors under the direction of, and documented by, the CA will
submit a comprehensive report for the same.
The CxA Team will conduct weekly meeting with necessary parties attending it to plan, coordinate,
schedule future activities and resolve problems. Meeting minutes will be distributed to all parties by
the CxA Team The CxA Team will update the site observation report and circulate the same on weekly
basis to entire project team.
The CxA Team will review the reports and submit either a non-compliance report or an approval form
to the contractors. The CxA Team shall work with the Prime contractors to correct and retest
deficiencies or uncompleted items. The CxA Team will involve the contractors and others as necessary.
The installing contractors shall correct all areas that are deficient or incomplete in the checklists and
tests in a timely manner, and shall notify the CxA Team as soon as outstanding items have been
corrected and resubmit an updated startup report and a Statement of Correction on the original non-
compliance report. The CxA Team will recommend solutions to problems found; however, the burden
of responsibility to solve, correct, and retest problems is with the contractors and MEP consultant.

Documentation & Non-Compliance


Documentation: The CxA Team shall witness and document the results of all functional performance
tests using the specific procedural forms developed for that purpose. The CxA Team will review the
O&M manual submitted by contractors which shall include the technical specification, Operating
manuals, SOPs, Test reports, etc.

Non-Conformance
1. The CxA Team will record the results of the functional test on the procedure or test form. All
deficiencies or non-conformance issues shall be noted and reported to the MEP consultant and
Project members
2. Corrections of minor deficiencies identified may be made during the tests at the discretion of the
CxA Team. In such cases the deficiency and resolution will be documented on the procedure form.
3. Every effort will be made to expedite the testing process and minimize unnecessary delays, while
not compromising the integrity of the procedures. However, the CxA Team will not be pressured
into overlooking deficient work or loosening acceptance criteria to satisfy scheduling or cost
issues, unless there is an overriding reason to do so at the request of the STT & atleast the systems
integral performance is satisfied with all the safety & O&M aspects kept in mind. CxA Team shall
communicate in writing with a summary report of such aspects to the STT & project manager.
4. If tests progress and a deficiency are identified, the CxA Team discusses the issue with the
executing contractor & shall work out a solution.
5. Resolutions of deficiencies are made at the lowest management level possible (In the
commissioning meeting which involved CM, Contractor, CxA Team & Design representative). The
further escalations to other parties shall be made depending on the nature & type of deficiency
identified. Final interpretive authority is with the MEP consultant.

Training of STT personnel


The Contractor shall be responsible for training of facility staff. CxA Team shall co-ordinate, schedule
and ensure that training is completed.

The CxA Team shall be responsible for overseeing and approving the content and adequacy of the
training of STT personnel for commissioned equipment.
Each contractor and vendor responsible for training will submit a written training plan to the CxA Team
for review and approval 2 weeks prior to training
