Commissioning Closeout Report
At Beratung providing quality service is an important aspect for any project; various strategies,
processes & documentations shall be used to maintain quality & deliver services within given
timelines.
Eg. A Network Diagram as illustrated below shall be chalked out during early project stage so
effectively understand the systems interdependencies making planning of tasks more effective:
Communication & Effective management is the key to execute any project within the defined schedule.
We have an experienced team who have executed similar projects. Hence, they understand the
requirements and working as a team in completing the necessary milestone as per the project schedule
without impacting the quality.
Following is a strategy which would ensure proper coordination & timely execution of different
functions during different stages of the project & for tasks such as:
• System documentation
• Equipment start up
• Control system calibration
• Testing and Balancing
• Performance testing
• Training
Designer:
BCPL SPOC / BCPL Project Manager shall also communicate with the designer during the construction
stage for any design related issues & shall invite the designer for any commissioning meeting along
with the contractors to draw out a solution on the same. Such meeting shall be scheduled in
coordination with the PM or CM.
Commissioning Team: The members of the commissioning team consist of the CA, the Architect and
MEP Design Engineers, the Mechanical Contractor (MC), the Electrical Contractor (EC), the TAB
representative, and any other installing subs or suppliers of equipment. If known, the STT’s building
or plant operator/engineer is also a member of the commissioning team.
Management: The CA directs and coordinates the commissioning activities and reports to the STT. All
members work together to fulfill their contracted responsibilities and meet the objectives of the
Contract Documents.
Scheduling: CxA Team will work with CM & also closely with the contractors to established protocols
to schedule the commissioning activities & generate a commissioning schedule out of I, the same shall
be tracked by CxA Team on regular basis to keep a update & track of the work progress. The
contractors will provide sufficient notice (generally two weeks’ notice) to the CxA Team for scheduling
commissioning activities. The CxA Team will integrate all commissioning activities into the master
schedule. All parties will address scheduling problems and make necessary notifications in a timely
manner in order to expedite the commissioning process.
The CxA Team will provide the initial schedule of primary commissioning events, or commissioning
milestones, at the initial commissioning meeting. The Commissioning Plan provides a format for this
schedule. As construction progresses the same shall be passed on to the contractors who shall prepare
more detailed schedules for each of their systems to achieve the milestones. The same shall be
submitted to CxA Team for review. If required CA will adjust the commissioning schedule accordingly
in conformance with the CM & STT.
Construction Stage:
Initial Commissioning meeting would be conducted by CxA Team where the commissioning process
is reviewed with the commissioning team members, MEP consultant, Project Manager.
Non-Conformance
1. The CxA Team will record the results of the functional test on the procedure or test form. All
deficiencies or non-conformance issues shall be noted and reported to the MEP consultant and
Project members
2. Corrections of minor deficiencies identified may be made during the tests at the discretion of the
CxA Team. In such cases the deficiency and resolution will be documented on the procedure form.
3. Every effort will be made to expedite the testing process and minimize unnecessary delays, while
not compromising the integrity of the procedures. However, the CxA Team will not be pressured
into overlooking deficient work or loosening acceptance criteria to satisfy scheduling or cost
issues, unless there is an overriding reason to do so at the request of the STT & atleast the systems
integral performance is satisfied with all the safety & O&M aspects kept in mind. CxA Team shall
communicate in writing with a summary report of such aspects to the STT & project manager.
4. If tests progress and a deficiency are identified, the CxA Team discusses the issue with the
executing contractor & shall work out a solution.
5. Resolutions of deficiencies are made at the lowest management level possible (In the
commissioning meeting which involved CM, Contractor, CxA Team & Design representative). The
further escalations to other parties shall be made depending on the nature & type of deficiency
identified. Final interpretive authority is with the MEP consultant.
