Implementation Management Introduction

The Implementation Management module provides operator background information and


methodologies to Plan, Control & Monitor a telecom deployment including: dimensioning guidelines
that will help forecast a realistic Schedule, calculate the required resources and costs, analyse the
project performance, forecast possible issues to propose possible solutions and communication
methodologies to ensure engagement between all stakeholders within Implementation phase.

Implementation Management process consists of three sections

1. Implementation Process
2. Implementation Planning
3. Implementation Control & Monitoring

Implementation Process Overview shows a high-level description of the deployment process from
Network Design to site and network integration, acceptance and finally hand-over to operations.

Deployment Planning provides instructions, guidelines and best practices to ensure interworking of
all stakeholders, coordination of different deployment phases and consolidation in a well-designed
Deployment Plan.

Deployment Control & Monitoring will guide operator to manage all project phases, track all tasks
and milestones, monitor all planned risks, mitigate possible issues and manage changes throughout
the process.

This module makes reference to a Implementation Manager role. The Implementation Manager has
the overall responsibility for the successful initiation, planning, design, execution, monitoring,
controlling and closure of the Deployment. Each organization is different and Deployment
management dedicated resources may not be within the organizational structure, if this is the case
the role must be taken by someone else such as a Program or Project Manager.

Implementation Process – Telecom Active


General:

1. Issue notification of site ready for implementation(RFI)


2. Provide 24/7 access to the site
3. Provide detailed site design drawings
4. Define TI procedures (kick-off, installation, commissioning, integration
and hand over to Network Operations)
5. Approve TI procedures
6. Establish a schedule for implementation works (installation,
commissioning and integration)
7. Approve the schedule for implementation works (installation,
Commissioning and integration)
8. Check with the customer all the pre-requisites to the operation are
available excluding transmission Pre-requisites /deliverables (Pre-
requisites.Interface with the TI Subcontractor for Extra work (Craning, extra site
visit, light Civil works)
9. Coordinate Site Owner relationship manager
10. Download site documentation from the customer database
11. Support access to site/ customer's premises for service
suppliers personnel
12. Define TI acceptance procedure, TI check list and site folder
documentation
13. Prepare TI site quality plan
14. Approve TI site quality plan

Implementation of BTS sites

1. Site preparation Readiness


2. Site implementation
3. Provide equipment and tools for implementation (installation,
commissioning and integration)
4. Deliver 3rd party equipment
5. Deliver installation materials to the sites
6. Visually inspect of equipment, cable and accessories
7. Record serial numbers for installed base and other Equipment
8. Preparing a site material list (report) of the installed products and
materials
9. Quality control and testing of all installation materials, e.g. cables,
antennas, etc
10. Arrange end to end transmission line test and provide test report results
11. Dispose of all debris following installation of the site
12. Prepare site documentation and drawings as part of the Site Folder for
one network element or a site with all equipment as in contract
13. Provide the data needed for commissioning and integration
14. Complete antenna system installation
15. Test antenna system
16. Complete Implementation of power supply equipment, including
battery back-up system.
17. Complete Installation as defined in design document
18. Complete Commissioning as per customer defined manual
19. Complete Integration as per customer defined manual
20. Quality self assessment
21. Upload quality self assessment report into server and populate the
quality module
22. Preparation of site acceptance manual
23. Upload site folder / site acceptance manual into AT tool
24. Site Folder review and correction
25. Execute physical site acceptance

27. Site Quality and H&S assessment on site
28. Site Quality tracking (punch list )
29. Site Based Acceptance - Punch List (Customer List) Management
30. Schedule and follow up site deficiencies resolution
31. Stock of Dismantled equipment’s follow up (Deliverable: Equipment
stock status up to date)

Site Integration via NOC

1. Align with NOC the Site Integration Process and Communication


2. Operative NOC activity planning
3. OSS/OMC installed and operational (including Configuration
Management tools)
4. OSS/OMC connection to Access Network operational
5. Provide Remote Access Solution (RAS) using customer OSS/OMC
remotely from NOC office
6. Provide Login Credentials to Network
7. Configure Network Element in OSS/OMC
8. NOC Call arrangements for NOC and Field personnel
9. Configure network for Network Element integration
10. Deliver Site Configuration File (SCF) to Field personnel
11. integration date
12. Provide the data needed for commissioning and integration or SW
13. installation and configuration
14. Complete Integration/Software installation and configuration as
defined in the manuals
15. Remote integration incl. e.g. verification of test calls,
16. troubleshooting, alarm status
17. Rollout follow up and regular reporting (daily implementation
progress)
18. Provide Report showing progress of milestones
19. Stability Verification and report
20. Manage first level of TI Field trouble shooting (Local Partner
Support Service, Interface with Customer Project Manager,…)
21. Managing escalation from Customer
22. Project KPI follow up (Customer KPIs) including penalties.
