SPECIAL POWER OF ATTORNEY

KNOW ALL MEN BY THESE PRESENTS:

That I, PHOEBE ORTEGA REGINALDO, of legal age, married, Filipino citizen and a
resident of Toribio Drive, Pasonanca, Zamboanga City, Philippines, do hereby name, appoint
and constitute my mother, EVANGELINE E. ORTEGA, of legal age, widow, Filipino citizen and
a resident of Toribio Drive, Pasonanca, Zamboanga City, Philippines to be my true and lawful
Attorney-In-Fact for me and in my name, place and stead, for my own benefit and use to do and
perform any of the following acts and things to wit:

1. To transact with the Philippine National Bank (PNB), Climaco Branch and Land Bank of
the Philippines (LBP), Petitt Barracks Branch, both in Zamboanga City;

2. To withdraw cash, get, claim, and encash checks with PNB and LBP, and to sign
documents related thereto;

3. To sign, process, file and facilitate documents pertaining to my Visa Screen Applications;

4. To perform all other acts necessary to accomplish the above-mentioned purposes.

HEREBY GIVING AND GRANTING unto my Attorney-in-Fact full power and authority to
do and perform all and every act and thing whatsoever requisite, necessary or proper to be
done and about the premises as fully to all intents and purposes as I might or could do if
personally present, and acting in person; and

HEREBY RATIFYING AND CONFIRMING all that my said Attorney-in-Fact shall lawfully
do or cause to be done under and by virtue of these presents.
