SCOPE OF WORK

TITLE: J.E. Austin Associates (JAA) Grants and Procurement Manager

LOCATION: Tbilisi, Georgia (on-site)

PROJECT DESCRIPTION

The USAID-funded South Caucasus Regional Tourism Program is a three-year, $5.9M program which
focuses on building durable regional cooperation, based on market drivers and shared economic interests
in the tourism sector. The successful implementation of the program will create new market linkages
between private sectors which establish shared interests and generate win-win-win gains to collaboration
in the region. The program will also facilitate collaboration and regional dialogue between stakeholders to
support tourism development. This will serve as a model for more expansive engagement across other
sectors and issues, expanding upon the program’s work to promote prosperity in the region.

OVERALL RESPONSIBILITIES

 The Grants and Procurement Manager will coordinate and oversee the entire grants program from
inception to closure of the program in accordance with USAID policies and procedures
 Work closely with SCRTP staff to develop grant programs, review applications, and oversee
implementation of the grants
 Responsible for supporting procurement in accordance with USAID guidelines and established
goals, priorities, time limitations, funding constraints, or other specifications
 Ensure integrity, compliance, fairness, accuracy, and openness in procurement and grants
processes
 All other grant and procurement related Performance Management Indicators

Duties and Responsibilities:

Grant application process

- Design and oversee the subaward solicitation and selection process from developing requests for
applications (RFA) and/or Annual Program Statement (APS) through award
- Register potential grantees
- Oversee entire process of grant application process including administrative checks, site visit, pre-
award determination, review of mandatory certificates, review and negotiate final budget, prepare
for technical evaluation committee, prepare contract, monitor, approve financial payments, and
conduct close-out.
- Deliver information sessions for potential grantees
- Maintain all grant files
- Conduct periodic risk assessments of subawardees to identify and address potential compliance
issues
- Carry out other assignments as directed by the Chief of Party
Procurement process

- Coordinates with CoP and technical staff to discuss work plan ideas; lead the development of
timeline and details required for any activities needing procurement; conduct market search in
coordination with technical staff in support of anticipated operations and technical needs
- Coordinates with staff requesting procurement to prepare specifications and solicitation
documents and allow for efficient and effective preparation and fair competition
- Manages evaluations of bids and application for allowability, allocability, reasonableness, and
consistency and oversees the vendor selection process
- Conducts pre-award responsibility and financial review of potential subcontracts
- Draft and negotiate contracts, monitor performance, and enforce compliance, resolving disputes as
needed
- Monitor and track procurement timelines and deliverables
- Ensure adherence to USAID regulations, maintain knowledge of procurement policies, and submit
required reports
- Identify and mitigate risks, develop contingency plans, and manage expenses within budgetary
constraints, while tracking procurement expenses
- Carry out other assignments as directed by the Chief of Party

Minimum Required Education and Experience:

- Bachelor’s degree or at least 5 years of grants/procurement management experience for USAID


projects preferred
- Familiarity with local labor law is preferred
- Strong organizational and administration skills
- Experience in working with various cultures and attitudes
- Excellent communication and writing skills
- Ability to work effectively both independently and as part of the team
- Familiarity with USAID regulations
- Fluent English; additional language preferred
