Activity 3.1
1. What happened in this case?
In this case, the founder of L.L. Bean, Leon Leonwood Bean, developed the
company's first product - the Maine Hunting shoe - in 1912. He initially sold 100 pairs
of these shoes by mail to sports enthusiasts, but 90 pairs were returned due to stitching
issues, showing that the quality of the conformity factor has not been guaranteed.
L.L. Bean refunded the money and improved the product to address the problem. This
reflects his business philosophy of selling quality products at a reasonable price,
treating customers well, and ensuring their satisfaction to encourage their return in the
future.

2. How did the company face the problem?


L.L. Bean returned fellow sportsmen’s money when the stitching gave way and started
over with an improved boot. If a customer is not 100% satisfied
with one of its products, they may return it within one year of purchase for a refund.
After one year, L.L. Bean will consider any items for return that are defective due to
materials or craftsmanship.

L.L Bean's opinion is “Sell good merchandise at a reasonable profit, treat your

From this opinion, we learned that:

frustrates you or that needs a complete redesign? What ideas do you have
that would improve the product for the user?
Hand Dryer

Reason:
- Does not dry hands any faster than paper towels
- Does not reduce the amount of tissue used
- After washing your hands with antiseptic, using the dryer again causes your
hands to become infected with bacteria (the number of bacteria found on the
dryer is 27 times higher than on paper towels).

Activity 5.1
Issue 1: Some healthcare entities lack funding, resulting in public healthcare staff not
receiving additional income, and the number of resignations continues to rise.

Current Situation: From the beginning of 2022 until now, many healthcare units
do not have sufficient financial resources to increase income for their employees,
leading to an increase in resignations. This is a result of reduced income in 2020,
2021, and the first six months of 2022 due to the impact of COVID-19, and some
units are unable to balance their finances, resulting in negative balances.

Causes: The difficulty in financial self-sufficiency and the prolonged fight against
COVID-19 have left many public healthcare units in the area without the financial
means to implement Resolution 03/2018/NQ-HĐND of the People's Council of Ho
Chi Minh City, which stipulates income increases for civil servants and officials
based on a special mechanism, with only about 64% of employees being covered
(the remaining 30% are contract workers).

From 2016 to the present, many self-sustaining healthcare units have tapped into
their salary reform funds for other purposes.

Consequences: This has led to a situation where 27 healthcare units cannot


provide income increases to their employees, according to statistics from the Ho Chi
Minh City Department of Health, resulting in 891 civil servants and laborers resigning
since the beginning of 2022 due to reduced income.

=> Many experienced doctors, nurses, and technicians from these two units have
resigned.

Solution:

1. Allocate additional funds to healthcare units to implement Resolution


03/2018/NQ-HĐND.
2. The Department of Health recommends an additional budget of 500 billion
VND to increase income for healthcare employees in 2022.

Issue 2: The number of nurses resigning is increasing, leading to a decreasing nurse-


to-doctor ratio in public hospitals, affecting patient care.

Current Situation: The number of experienced nurses resigning is on the rise, with
some transitioning to private hospitals and many others leaving for different jobs.
Some hospitals are facing difficulties in recruiting replacement nurses for those who
have resigned.

Causes: The mass resignation of nurses is primarily due to the prolonged workload
and low income.

Recruiting nurses is currently extremely challenging due to a scarce supply, with


some cases even lacking application records.

Consequences: From January 1, 2020, to September 30, 2022, over 1,000


healthcare staff have requested resignation, with nurses comprising the majority at
157 individuals.

This has placed additional burdens on those who remain and has not led to
increased income.

Solution:

1. The Department of Health proposes that the city implement policies and
mechanisms to increase income for the nursing workforce. Prioritize
addressing income increases for all nurses working in public healthcare
facilities within the city, including those on specialized contracts.
2. Extend the recruitment period for nurses, midwives, and middle-level medical
technicians until January 1, 2026.
3. Extend the standardization period for higher-level qualifications for cases
already recruited at the middle-level until December 31, 2030.
4. Provide tuition assistance to encourage students to enroll in nursing
programs.

Issue 3: Some commune health stations have not really attracted people to come
for initial treatment

Current situation:

According to data provided by Ho Chi Minh City Social Insurance, from 2018 -
2022, the rate of medical examination and treatment covered by health
insurance at the commune level is only less than 2% compared to the district
level.

Causes:

+ Bidding for drugs for stations is usually done by the medical center or
district hospital in the area with 324 active ingredients. But the medical
center's human resources conducting drug procurement bidding are both
lacking in quantity and professionalism.
+ The demand for medicine at each medical center is very low, so there are
few contractors involved in supplying it. The list of drugs according to
technical classification paid for by the health insurance fund at health
stations does not meet the treatment needs of non-communicable
diseases.

Consequences:

Health sector surveys show that up to 77.8% of elderly people with non-
communicable diseases want to be re-examined and treated as outpatients at
health stations if the station has enough medicine like district hospitals. These
elderly people have to move to large hospitals causing overload there

Solutions:

Provide budget support for the health sector to reserve a number of rare drugs
for emergency patient care

In addition, the City People's Committee also proposed that the Government
soon complete policies and legal frameworks in the procurement of drugs,
equipment and medical supplies to limit risks, errors and avoid confusion and

Issue 4: Public hospitals face many difficulties in providing convenient services


to serve patients and their relatives (such as parking lots, canteens...), due to
having to wait for appraisal by the Department of Finance and the City People's

Current situation:

for appraisal by the Department of Finance and approval by the People's
Committee. To date, only a few hospitals have been approved. Previously, this
was left to the hospital to take responsibility for, without needing to waste time

Causes:

Because we have to wait for the Department of Finance to appraise and wait for
the People's Committee to approve because there is a new decree to replace
Decree 151. The procedure are complicated and cannot decided by hospitals
themselves

Consequences:
Up to now, there is only Tu Du Hospital have been approved, the others have to
wait

Solutions:

It is recommended that the City have a mechanism to support public hospitals


that are allowed to self-organize and provide convenient services to serve
patients and patients' relatives within the hospital premises (such as parking lots,
canteens... ), the hospital is responsible before the law for these activities
(including forms of self-organization or auction implementation).

Issue 5: The infrastructure of public hospitals, such as those specializing in trauma


orthopedics, is degraded and overloaded

Issue 6: The financial autonomy of most public health service units faces many
difficulties.
Current situation:
- In Hochiminh City, 45/50 hospitals that have been given financial autonomy
are facing difficulties such as hospital fees not being fully accounted for, the
more work they do, the more the deficit increases, and not enough money to
pay salaries and bonuses for staff.
For example: Ho Chi Minh City Oncology Hospital has a deficit of 91 billion VND.
Revenue has dropped sharply during the COVID-19 epidemic, so the hospital has
not had enough money to pay additional income for employees as well as repair and
maintain machinery and reinvest in medical equipment.
- According to statistics from the Ho Chi Minh City Department of Health, in the
first 6 months of 2022, hospital revenue decreased significantly, with a total
revenue of 12,400 billion VND, a decrease of 20% from revenue two years
ago. Many hospitals cannot balance their financial resources, causing the gap
between revenue and expenditure to be negative.

Causes:

- Revenue from health insurance and regular medical examinations, treatments


accounts for 45-50% of total revenue; revenue from pharmacies accounts for
13-15%. The larger the ratio of these two sources of revenue, the more the
hospital lacks operating funds due to:
● Revenue from health insurance medical examinations and treatments is often
delayed or not paid due to exceeding the total payment amount, exceeding
estimates, or being disbursed for many reasons.
● The hospital fee price has not been calculated correctly and fully accounted
for, only 4/7 elements, not including three parts including depreciation of fixed
assets, property maintenance, and repair; management costs; and training
and scientific research costs.
- Policy mechanisms are not synchronized and lack specific instructions for
implementation
- The hospital's leadership is not unified in terms of function and authority

- Prolonged debt with companies supplying drugs, medical supplies, chemicals,


equipment, etc., causing even more difficulties in purchasing to serve
patients.

- Many hospitals do not have enough funds to purchase equipment, repair
equipment, and upgrade facilities.

Solutions:

- Recommend that superiors soon have a policy or promulgate a price


framework for medical examination and treatment to accurately and fully
calculate costs.
- It is necessary to promulgate a unified mechanism for implementing and
verifying medical examinations and treatment under health insurance.
- It is necessary to expand the beneficiaries of the increased income regime for
workers in medical facilities and the budget to compensate for the shortfall
when the unit's balance is not enough.
Issue 7: Many hospitals have not been paid by the social insurance agency for
treatment costs that exceed the total payment amount, increasing the time to
resolve debts for drugs and medical equipment according to regulations.
Current situation:
- According to statistics from the Department of Health of Ho Chi Minh City, in
2019-2021, the amount exceeding the total payment for health insurance
medical treatment costs is 315 billion VND. In the first 8 months of 2022, there
is more than 400 billion VND.

- The excess of total payments is uneven among medical facilities.


- Besides some facilities that exceed 10%, there are also facilities that only
exceed 1-2% or even do not exceed.
- Hospital debt to businesses is a problem that tends to get worse and last for a
very long time, which is very challenging for business operations.
- The total value of the 2022-2023 contract debt of the remaining units is
128,139,714 VND, and some units still have outstanding debt from the 2019-
2021 contract.

Causes:
- The Ho Chi Minh City Department of Health explains that there are four main
causes:
+ Due to the provincial connection, inpatient treatment costs increase
+ Applying new techniques, complex disease models
+ COVID-19 causes outpatient treatment to last longer, inpatient
treatment of many seriously ill patients...
+ The Health Insurance Law and Decree 146/2018/ND-CP on the Health
Insurance Law have inconsistent regulations.

Consequences:
- Some problems related to bidding regulations cause some medical facilities to
fall into a partial drug shortage at certain times.
- In addition, inadequacies in managing drug prices and developing planned
prices in bidding have caused drug prices to be fixed for many years.
- In the context of the market situation, there are huge fluctuations in input raw
material prices, and prices of supporting services for production and
operation,... putting pharmaceutical enterprises in extremely difficult situations
- Many medical facilities become debtors due to outstanding health insurance
payments

Example:
Trang Bom District Medical Center, Dong Nai Province, as of October 31, 2022, the
Center still owes medical equipment suppliers more than 22.3 billion VND. From
2018 to the end of September 2022, the unit still has problems with payment and
settlement of health insurance medical examination and treatment costs; The total
unpaid amount is more than 29.5 billion VND. Therefore, up to now, the Center has
no funds to pay suppliers of drugs, equipment, and chemicals.

Due to overdue debt, the Center was refused about 55% of its medicine, equipment,
and chemicals. Medical supplies companies refuse to provide 80% of essential drugs
such as diabetes, hypertension, antibiotics, etc.

Solutions:
- The Ministry of Health has evaluated and proposed appropriate solutions and
advice, including submitting to the Prime Minister to issue an Official
Telegram on ensuring drugs and medical equipment for medical examination
and treatment to overcome difficulties in the health sector. Procurement and
bidding of medical equipment.
- The Ministry of Health is also coordinating with ministries and branches to
amend the Pharmacy Law and related decrees and circulars on health
insurance and national centralized bidding.
- Improve the capacity of officials and employees assigned to do bidding work
and widely publicize bidding results, establish a working group to support
bidding work...

Giải pháp 2:Thiết kế khu vực đọc sách


Tại khu vực đọc sách bên trong cửa hàng ta sẽ thiết kế như sau, xung quanh đó là
các kệ sách chứa các cuốn sách hot đã bọc seal dễ lọt vào tầm nhìn của khách
hàng khuếch đại tính tò mò của khách hàng.
Trên bàn là bảng xếp hạng các cuốn sách đang được bán chạy, cùng với đó là các
mặt hàng đang được bán tại cửa hàng (như đồ ăn, nước uống, chuông báo
thức…).

Giải pháp 3:Lòng nhân ái (Giải pháp này làm chơi chứ chắc ko xài dc kkk)
-Tạo ra một đoạn video ngắn phát ở cửa ra vào hiệu sách về việc nếu bạn mua
sách một phần tiền sẽ được trích ra để làm từ thiện, tại khu đọc sách sẽ có các tờ
giấy nói về chương trình này cùng với một số câu chuyện của các khách hàng
thực hiện mua rất nhiều sách và việc đó đã giúp ích cho các em nhỏ khó khăn
rất nhiều.

Giải pháp này hên xui phụ thuộc vào độ dày của da mặt khách hàng =)))

Giải pháp 1: Thu hẹp khoảng cách giữa các kệ sách
Trung bình các kệ sách tại các nhà sách cách nhau 70cm vừa đủ để một người đứng
xem và tìm được thoải mái, đồng thời tạo độ thoáng giúp cho sách không bị ẩm, làm
giảm chất lượng sách.
=> Giảm từ 70cm xuống còn 67-65cm, thu hẹp khoảng cách giữa các kệ sách đủ để 1
người đứng xem và tìm nhưng không mang lại cảm giác thoải mái nếu đứng đọc lâu
và không ảnh hưởng đến chất lượng sách.

Giải pháp 2: Thay thế lót sàn gỗ thành gạch


1 số nhà sách lót sàn gỗ (Cá Chép, Hải Nam,...) nên thay thế qua sàn gạch.
Theo các thống kê thì đứng trên các bề mặt cứng như bê tông hoặc gạch có thể khiến
chân con người mệt nhanh hơn so với việc đứng trên các bề mặt mềm hơn như thảm
hoặc gỗ (do việc đứng trên các bề mặt cứng có thể tạo ra áp lực lớn hơn lên các khớp
và cơ của bạn, dẫn đến mệt mỏi)
=> Hạn chế các khách hàng dành cả ngày để đứng đọc trộm sách

Giải pháp 1: Thiết kế khu đọc sách
(Cái này chắc là cân nhắc kết hợp của Ân với này)
Vì thói quen của khách hàng là muốn đọc thử nội dung trước khi mua sách mới nên là
có khu vực đọc sách free sẽ tạo được ấn tượng tốt để thu hút khách. Với việc để khách
đọc lén lút sẽ dễ làm hỏng sách và khó bán sản phẩm đó nữa.
Tuy nhiên khu vực này sẽ được thiết kể lại cho nó không thật sự thoải mái như:
- Bố trí ở khu vực hơi khuất máy lạnh
- Nếu có bàn thì thu nhỏ khoảng cách giữa ghế và bàn lại, để khách không thể

- Ghế sẽ là ghế gỗ, phẳng, không đệm và có thể là không có phần tựa lưng hoặc
tích hợp ngồi dọc cầu thang, lợi dụng mặt phẳng cứng khiến cho khách hàng
không thể ngồi đọc quá lâu.
- Ở khu vực đọc sách sẽ có để danh mục sách được sale của tháng hoặc những
chương trình promotion của nhà sách để khuyến khích khách hàng mua sách.

Giải pháp 2: Bao bì sách và cách bố trí sách


- Các sách hot, có giá trị trên kệ sẽ đều được seal lại bằng lớp bọc nilon. Nếu
được thì trên bọc nilon sẽ có mã QR, khách scan mã sẽ hiện lên bản đọc thử
của cuốn sách đó. Trong bản đọc thử bao gồm mục lục và một chương đầu của
sách (nếu chương đó ngắn) hoặc 10 trang đầu của sách (cắt ngay phần có vẻ là
hấp dẫn và này sẽ đối với những sách có chương 1 quá dài), để đọc tiếp những
cuốn đó thì khách cần mua bản ebook hoặc mua cuốn sách
- Và một vài đầu sách sẽ chỉ được để 1-2 cuốn sample duy nhất để hạn chế số
lượng khách muốn xem cọp
- Ngoài ra, đối với những cuốn không được bọc nilon thì chỉ để tối đa 5 cuốn
trên kệ. Nếu để ít hơn 5 thì nó quá ít, còn nhiều hơn thì đồng nghĩa tạo nhiều cơ
hội để khách xem chùa hơn.
- Với những cuốn truyện tranh thì sẽ bố trí ở khu vực tương đối đông người qua
lại, xa khu vực đọc sách. Kết hợp với giải pháp 1 của Hân sẽ gây khó khăn cho
những ai muốn đọc.

Giải pháp 3: Đánh phí gửi xe và bán kèm những vật phẩm có giá trị mềm hơn:
- Phí gửi xe tăng lên 5 ngàn và chỉ free khi có hóa đơn của nhà sách
- Sách thì thường có giá trị khá cao và khá đắt nên bán kèm theo những loại văn
phòng phẩm hoặc vật lưu niệm,đồ trang trí với giá thấp hơn. Đối với khách còn
liêm sĩ thì xem như họ có cái gì đó mua cho đỡ ngại.Ngoài ra cũng bù đắp một
phần doanh thu cho nhà sách.(vì cây bút bi giá thấp nhất cũng 5k)
Giải pháp 4: Bố trí vị trí đứng của nhân viên:
Phân theo khu vực hoặc theo tầng. Mỗi tầng hoặc mỗi khu sẽ có từ 1 đến 2 nhân viên
đứng trực:
- Khu vực có nhiều sách hot, truyện tranh thì 2 nhân viên
- Khu vực sách ít thu hút hơn sẽ có 1 nhân viên
- Khi có nhân viên trực như thế nhìn qua sẽ như thuận tiện cho việc hỗ trợ khách
hàng nhưng khi có khách có ý định coi chùa, đứng coi sách lâu tại kệ thì việc
có nhân viên trực khu sẽ khiến cho họ cảm thấy không thoải mái vì cảm thấy
như có người quan sát hành vi “bất hợp pháp” của mình

Giải pháp 5: cách bày trí kệ:


Giải pháp này sẽ đi cùng với giải pháp trên để có thể phát huy tácdụng:
- Phần lớn các kệ sẽ đều là kệ sát tường, còn lại thì sẽ xếp sách thành chồng trên
bàn => Như vậy thì sẽ dễ cho nhân viên trực khu quan sát khu vực mình quản
lý.
- Hoặc những kệ sách đều có chiều cao khá thấp, khoảng từ 60cm-100cm.
