LEARNING PLAN

I. CONTENT

A. Competency (ies):

D. Biblical Integration: Ecclesiastes 4:9-12 (NIV): “Two are better than one,
because they have a good return for their labor: if either of them falls
down, one ca help the other up. But pity anyone who falls and has no
one to help them up. Also, if two lie down together, they will keep warm.
But how can one keep warm alone? Though one may be overpowered,
two can defend themselves. A cord of three strands is not quickly
broken.”
II. PROCESS

A. Pre-Assessment

Guide Questions:

1. What comes into your mind when you see this picture?
2. Which barangay are you in, and can you name a few important officials
there?
3. What factors do you consider in choosing a leader in your community?
4. What initiatives or programs have barangay officials implemented to improve
the quality of life in your community?
B. Acquisition

What is Community Power Actors?


Power actors are key persons or groups who control decision-making functions
in community affairs.

Four (4) Methods to Identify Community Power Actors

1. Position Method- this involves making and updating a list of power actors
in positions of authority in the local government and in leading economic,
cultural, religion, and voluntary organization.
Steps involve in the Positional Method are:
a. determining relevant positions in the community;
b. collecting incumbents’ names; and
c. reviewing and updating the list annually.
2. Reputation Method- this involves selection of many knowledgeable
community citizens who can provide a list of power actors. The knowledgeable
community citizens could be ministers, chamber of commerce executives,
extension staff, city manager, utility managers or personnel, media executive,
newspaper editors, economic developer, business executive, and union leaders,
among others.
Steps involve in the Reputation Method are:
a. making a list of knowledgeable community citizens;
b. developing interview questions and pilot test;
c. interviewing knowledgeable community citizens;
d. deciding the criteria on who among the citizens in the list can be part of
the community power actor pool (such as knowing how many times a
certain power actors has been mentioned by one or more knowledgeable
community citizens); and
e. repeating the process regularly.
3. Decision-making Method- This involves tracing the history of collective
decision concerning at least one issue area. Sources of information for a
collective decision include minutes of the meeting, committee, newspaper
accounts, and participant interviews.
Steps involved in the Decision-making Method are:
a. selecting representative community decision to focus on;
b. including relevant decision areas;
c. creating a documents review guide;
d. developing interview questions and pilot test;
e. conducting documents review and interviewing knowledgeable
community citizens;
f. tracing the decision-making process;
g. determining leaders in decision; and
h. reviewing new community decisions of interest.
4. Social Participation Method- this involves developing a list of leaders and
active participants in committee works in key community voluntary
associations.
Steps involved in the Social Participation Method are:
a. selecting key community voluntary associations;
b. obtaining a list of association participants;
c. comparing and determining overlaps in officer ship and committee work;
d. assigning a scoring system of social participation;
e. listing power actors with the highest degree of social participation; and
f. updating regularly.

C. Make-Meaning
The teacher will ask question to the students:
1. Which of the following four methods do you believe is the most
effective technique for identifying potential power actors in your
community?
2. Who are the key stakeholders in the community? What roles do these
stakeholders play in shaping community decisions and actions?
D. Transfer
Application
The teacher will provide different role of Community Power Actors to be
perform by the students then the teacher group the students into 4
groups by counting 1-4 and all the same number will group as one
group. Every group will assign their leader; the leader will pick a role of a
community leader to be perform to the class.
