Guwahati, February 13, 2024: Revenue & Disaster Management Department, Govt of Assam on
Tuesday launched Blockchain pilot in Land Records system in Darrang District, ULPIN Seeding of
geo-referenced maps and launch of NGDRS in an official ceremony held at Old Chief Minister’s
Conference Hall, Dispur, Guwahati.
The launch was attended by Smti Nidhi Khare, Secretary DoLR, Govt of India , Sri Syedain
Abbasi, Special Chief Secretary, Govt of Assam, Shri J. B. Ekka, Principal Secretary, Panchayat and
Rural Development, Shri Gyanendra Dev Tripathi, Principal Secretary, Revenue and Disaster
Management, Smti K. Padmanabhan, Commissioner & Secretary, Department of Housing and
Urban Development, Shri Shantanu P. Gotmare, Director of Land Records. Sri Atanu Das, SIO
Assam delivered a presentation on technology of Blockchain and key features.
Block chain pilot :The Revenue and Disaster Management Department, Govt of Assam has
taken steps to ensure the authenticity and temper proof land related data with full traceability
of all transactions. The stakeholders involved are Land Records System (Dharitree), Property
Registration (NGDRS) and Bhunaksha. The Blockchain integration has been done with
collaborative effort of the Revenue & Disaster Management Department, Government of
Assam; Centre of Excellence on Blockchain (CoE) NIC Karnataka, NIC Assam, NIC New Delhi and
NGDRS NIC Pune.
The National Generic Document Registration System (NGDRS) is a common, generic application
product of the Dept of Land Resources, GoI, developed by NIC, Pune for registration departments
across the Country. NGDRS has been launched in 6 SRO (Sub Registrar Office) of two districts,
Kamrup and Darrang of Assam on pilot basis. Now, NGDRS is rolling out in all remaining 71 SRO
offices of Assam.
ULPIN Seeding: The ULPIN seeding of georeferenced maps from Bhunaksha in 5 districts of Assam
is also launched in the same program.
The whole event was webcast for Sub Register Offices, Circle Offices, District
Commissioners and NIC offices in Assam.
