Subject: Regarding Making the Outsourced Engineers Working in all the National Informatics
Centre (NIC) of the Country on Regular or Contractual Basis with a Respectable Salary

Respected Sir,
On behalf of all engineers from all over India working in NICNET /NKN Project, would
like to draw your kind attention that we have served a golden part of our career under National
Informatics Centre (NIC), IT Ministry since 2008 and we all are the backbone of Digital India.
We follow all the instructions of every concerned officer of NIC and also District Magistrate
(D.M.) and District level officers in case of District. We provide support in Video conferencing,
Network, e-Office and all kinds of IT support (including Software / Hardware) and implement
ICT infrastructure in District as well as in state. Even we do everything in NIC which a
DIO/ADIO do like Election data handling, Recruitment management, e-Tender related services
etc. When our Honorable Prime Minister visits any District or arranges any ‘Rozgar Mela’ we
give IT support on behalf of NIC day and night all over India. We were recruited in 2008 and 3i-
Infotech took the project. Then in the next tender Wipro Infotech and Trimax IT Infrastructure &
Services Ltd. grab the project and hire us all over India. We thought that our salary would
increase by a good margin but it was neglected again.
Though we are working hard and soul our salary structure is very poor than a Group-D
employee. From 2012 we 1500+ engineers contacted the PMO as well as all Higher Officials
belonging to these NICNET/NKN projects. But some of our colleagues lost their jobs and some
were threatened by higher officials. We all engineers all over India are afraid to come in front to
pursue our demand because some of our colleagues lost their job. You are our last hope to
survive. You can verify these in any National Informatics centre in any district of India. So we
request you to take some steps and help us remove the third party and make us
permanent/contractual Government employees which has happened in case of e-court third party
employees. This removal of third parties would even encourage us to work with job security and
motivate us to work better. Last few months we do not get salary on time basis .When we
communicated with our HR manager (Ebix Cash mobility software India Ltd.) they replied that it
will take more time but still now we are not getting our salary timely. For this reason we are
unable to fulfill our family needs and also we do not pay daily needs like GAS Bill, Electricity
Bill, transport and children's school fees. Though we are given our career golden time in favor of
the government from 2008 but till date we don't know what will happen to our career after 31st
January 2024.Who will take responsibility for over 1500 families after 31st January 2024. We
lodged a grievance earlier from your end reply that "Further NIC is in the process of
empanelment of New Vendor through GeM, as mandated by Government of India for 100
percent on GEM. With this process NIC would have a GeM empanelled vendor for continuous
support of FMS at the district". But till now no tender occurs and our future is in the dark. The
Government of India says that we are creating more and more employment, but here over 1500
engineers who give their service to the Central/State Government are in deep trouble. Can we not
deserve at least 60 years of our job guarantee after serving the Government of India over 15
years? Is it proper justice to our Education, Qualification, dedication, service etc. in our own
country??
We would also like to draw your kind attention to our Activities & involvement of Engineers
throughout all over India for the project NICNET/ NKN.
Activity of Engineers in District
We follow all the instructions of every concerned officer of NIC and also District Magistrate
(D.M.) and District level officers in case of District.
We provide support in Video conferencing, e-Office, all kinds of IT support (including
Software / Hardware) and implement ICT infrastructure in District as well as in state. Support
and maintenance of District level Web portal as well as NDAL portal , WBPPMS, Vahan at user
level i.e Motor Vehicle section , Government e-mail account creation and support , Parichay
portal etc.
Our Involvement is always required in following department/ sections:
1) Transport Department
2) Election Department
3) Defense services
4) LRC
5) FCI
6) E-Court
7) Web Hosting/Casting
8) Post Office
9) FRO Services (IVFRT) & Sparrow
10) Arms section, Citizenship section, MGNREGA, Mid day meal, sarba siksha mission, Land &
Land Reforms, ICDS section, Social welfare, NCLP section, Disaster Management section etc.
11) Provide all departments N/W, S/W and H/W Support.

Sir, These Activities/ performances can be verified from officers/ coordinators (NIC), under
which we are working.
By giving all our effort and efficient outcome to those departments and offices, interns of these
services are facing these Issues:
1) Very less salary (lower than a peon).
2) No job security that we are struggling with now. (Due to third party involvement).
3) Demoralizing Designation (Network Field Operator).
4) Management Problem like Leave.
5) No appreciation by NIC and third Party Vendor.
6) No Promotion and Increment according to work performance.

By looking at these above mentioned issues we would like to pray for considering the following
points about our career / future.

Sir, we would request you to remove the third party and make us permanent/contractual
Government employees which has happened in case of e-court third party employees. This
removal of third parties would even encourage us to work with job security and motivate us to
work better
