1.0 GENERAL

1.1 Introduction

The Development and Production Service Contract (DPSC) for the Garraf Contract Area
was signed between South Oil Company (SOC), PETRONAS Carigali Sdn. Bhd, Japan
Petroleum Exploration Co. Ltd and North Oil Company on 18th January 2010, and was
made effective on 10th February 2010. Under the DPSC, PETRONAS Carigali Sdn. Bhd.
was appointed as the Operator. On 12th August 2010, SOC had expressed its non-
objection to the transfer and assignment by PCIHBV Sdn. Bhd. of its entire rights and
obligations under the DPSC to PETRONAS Carigali Iraq Holding B.V. (PCIHBV) in
accordance with Article 28.2 of the DPSC.

Garraf field takes its name from the Shatt Al Garraf waterway, a tributary of the River
Tigris. It is one of a group of undeveloped fields sometimes referred to as the Garraf axis
fields. The others include Nasiriyah and Rafidain.

Garraf Field is situated in the Southern part of Iraq, in the Thi Qar Governorate, some 5
km Northwest of Al Refaei city and 85 km North of Nasiriyah. Garraf is an anticlinal
structure aligned Northwest – Southeast, about 31 km long and 10 km wide.

Two (2) proven formation in Garraf are being considered for development, namely
Mishrif and Yamama. At the same time, there are opportunities available to appraise
deeper Zubair and Ratawi formations.

The overall Garraf FDP comprises of oil production train and pipeline, gathering system
and wellpad design, integrated gas processing plant, water injection & treatment system,
sulphur utilisation system and associated facilities. The overall Garraf FDP is designed
to accommodate the 250 KBOPD received from the Mishrif in 2020 and 78 KBOPD
received from Yamama wells by 2026 which will be processed in five (5) Mishrif oil
processing trains and 2 Yamama oil processing trains. The 2x50 KBOPD oil processing
train facilities is expected to achieve First Commercial Production (FCP) by 2013.

Garraf Oil Field is expected to be developed in 2 phases; First Commercial Production


(FCP) - Phase 1 and Final Field Development (FFD) - Phase 2. Garraf target is to deliver
First Commercial Production (FCP) of an average to meet the FCP production capacity
of 35,000 BOPD for 90 days, 50,000 BOPD for the remainder of 2013 and progressively
increase production to reach Plateau Production Target (PPT) of 250,000 BOPD, by
2020.

The FCP facilities are designed on modular concept consisting 2 units of 50,000 BOPD
production train capacities each. The export crude is metered and exported through a
new 11 km x 18” heavy oil export pipeline to a tie-in point at 24” Ahdab pipeline.

During FCP, gas will be utilized for internal consumption while remaining gas will be
flared until readiness of gas evacuation system in 2015. To minimize gas flaring, the gas
evacuation system will be implemented in phases.

The gas evacuation system will be expanded in 2015 in-line with maximum forecast
associated gas production from Mishrif. The integrated gas plant taking into

consideration of sour gas treatment and processing, LPG and sulphur recovery facilities
will be implemented in line with Yamama development.

Upon achievement of FCP, the production will be further ramped up in phases to reach
PPT. Ultimately, the facilities in FCP will be expanded and added with new equipment
and machinery to cater for full production from both Mishrif and Yamama formations.

Sulphur will be produced from Yamama gas treatment plant due to high H2S content,
when Yamama wells are utilised for production for FDP. A sulphur recovery unit is
considered to be installed downstream of each Yamama gas treatment plant.

The Mishrif and Yamama production capacities will be enhanced in phases by additional
oil and gas trains. The number and capacity of the trains will be governed by the
production profiles, logistics, processing schemes and economics of the various
development scenarios. Consideration was given to the bulk water separation for
increased water-cut in well fluid over the years and also common and new utilities for the
additional trains while evaluating these configurations for FDP.

1.2 Scope

This document outlines the EPC Scope of Work for 33kV overhead lines associated with
this project, Phase-1.

1.3 Definition

For the purpose of this specification, the following definitions shall apply:

PROJECT : Garraf Final Development Plan (GFDP)

COMPANY : PETRONAS Carigali Iraq Holdings BV (PCIHBV)

CONSULTANT : Party which carries out all or part of the Front End
Engineering Design of the PROJECT. PTSSB is

TECHNICAL NOTES : A Deviation requested by the SUBCONTRACTOR,


EPC CONTRACTOR or MANUFACTURER, usually
after receiving the contract package or purchase
order. Often, it refers to an authorization to use,
repair, recondition, reclaim, or release materials,
components or equipment already in progress or
completely manufactured but which does not comply
with PROJECT requirements. TECHNICAL NOTES
are subject to COMPANY approval.

SOUR ENVIRONMENT/ : Sour environment or sour service is the term


SOUR SERVICE traditionally used for environments containing
water and H2S in exploration and production
services in oil and gas industry. In these services
,sour environments are defined as “exposure to
oil field environments that contains H2S and can
cause cracking of material by the mechanisms
addressed by NACE MR 0175/ ISO15156 “. By
extension, the term applies to all the fluids, the
condition of which falls into Regions 2 and 3 of
EFC Publ.No.16 monograph.

2.3 Order of Precedence

The order of precedence of the engineering document shall be as follows:

 Laws and regulations of Iraq;

 Data sheets;

 PROJECT Specification;

 International Codes & Standards.

In the event of any conflict of data or requirements in any of the above documents,
written clarifications shall be sought from COMPANY before proceeding. It is the EPC
CONTRACTOR’s responsibility to resolve these conflicts before proceeding with design,
manufacture or purchase. In any case the most stringent requirement shall prevail.
However COMPANY interpretation shall be final.

2.4 Language and Units of Measurements

The governing language of the contract shall be English Language. All notices,
correspondences, information, literature, data, manuals and other documents required
under this contract shall be in the English Language.

As a rule, the SI units will be used. However, for some main parameters such as
pressure, flow rate and temperature, both SI and Imperial units shall be adopted (the
second ones will be included in brackets). As an exception for the SI unit for pressure,
bar shall be used instead of kPa. MMSCFD will be used for hydrocarbon gas flow.
Furthermore, pipe sizes will be in inches, dynamic viscosity in centipoises and kinematic
viscosity in centistokes.

3.0 DESIGN OVERVIEW

33kV overhead lines will be constructed in two phases as follows:

Phase 1: 33kV OHTL Feeder 1 that will secure power supply to:

 Well pad C and Wellpad G


 Third River Water Intake
 Single well GA-3

Phase 2: 33kV OHTL Feeder 2, Feeder 3 and Feeder 4 that will secure power
supply to:

 Well pad D, E, F, H, J, K A (WC-1), B (WC-2), P (GA-1), Q (GA-4)


 Garraf Base Camp (GBC) and Water Intake Station (WIS)
 Custom Bonded Area
 Ring network, interconnectors between feeders

CONTRACTOR scope shall cover 33 kV Overhead lines for Phase 1 only. Phase 2 is
not part of this contract.

The line routes and configuration of feeders are shown on the drawing, Overall OHL
Routing Layout, Doc. No. GFDP-208-52-ELE-DW-64-GE-001.

EPC CONTRACTOR to note that the Garraf Field is a dynamic field, undergoing
continuous development and the location, orientation and positioning of wellpads and
other facilities had several changes. CONTRACTOR shall be responsible to carry out
the required changes in the design of OHTL during EPCC stage. The significant
changes are mentioned in the following detailed EPC scope of work.

4.0 EPC SCOPE OF WORK FOR 33KV OVERHEAD LINES

New 33kV overhead lines shall be on double circuit towers of lattice steel design for the
following configurations:

 Twin Lynx ACSR as phase conductor, one OPGW 32F (fibres) and one
galvanized steel wire as overhead ground wire (OHGW),

 Twin Dog ACSR as phase conductor, one OPGW 32F (fibres) and one
galvanized steel wire as overhead ground wire (OHGW),

 Single Dog ACSR as phase conductor, one OPGW 24F (fibres) and one
galvanized steel wire as overhead ground wire (OHGW).

The 33kV network configuration under Phase-1 is as per below:

Feeder 1 will enable power supply to the following locations:

The line starts from terminal tower location F1 TT1 which will be connected to the
substation by 33kV cable 3 x 3C XLPE Cu 300mm² and consists of the following
sections:

The terminal tower F1 TT1 shall be equipped with two fused disconnecting switches.

The line between F1 TT1 and F1 AP4 shall be double circuit with twin Lynx ACSR, one
OPGW 32F and one OHGW.

The tower loacted at F1 AP4 shall be type 2BAT90L equipped with two fused
disconnecting switches, two switches are dedicated for cable connection to the terminal
tower F1 TT2 by 33kV cable 3C XLPE Cu 300mm².

The line between F1 AP4 and F1 TT WPC shall be double circuit with single dog ACSR,
one OPGW 24F and one OHGW.

Terminal tower F1 TT WPC shall be equipped with two fused disconnecting switches for
cable connection to WPC. 33kV underground cable to WPC by others.

The line between F1 TT2 and F1 TT3 shall be double circuit with twin Ostrich ACSR,
one OPGW 32F and one OHGW, on the towers designed for twin Lynx, one OPGW 32F
and one OHGW.

Terminal tower F1 TT3 shall be equipped with four fused disconnecting switches, two
switches dedicated for cable connection to F1 TT4 by 33kV cable 2 x 3C XLPE Cu
150mm² and remaining two switches are dedicated for cable connection to the terminal
tower TT1 by 33kV cable 3C XLPE Cu 95mm², starting point of interconnector to WP- F,
feeder 1. Terminal tower and underground cable from terminal tower F1 TT3 to TT1 is by
others.

Terminal tower F1 TT4 shall be equipped with two fused disconnecting switches for
cable connection from F1 TT3.

The line between F1 TT4 and F1 TT5 shall be double circuit with twin Ostrich ACSR,
one OPGW 32F and one OHGW, on the towers designed for twin Lynx, one OPGW 32F
and one OHGW.

Terminal tower F1 TT5 shall be equipped with four fused disconnecting switches, two
switches dedicated for cable connection to F1 TT6 by 33kV cable 3C XLPE Cu 50mm²
and remaining two switches are dedicated for cable connection to the terminal tower F1
TT7 by 33kV cable 2 x 3C XLPE Cu 120mm².

The line between F1 TT6 and F1 TT TRWIS shall be double circuit with single Dog
ACSR, one OPGW 24F and one OHGW.

Terminal tower F1 TT TRWIS shall be equipped with two fused disconnecting switches
for cable connection to Third River Water Intake System switchgear. 33kV underground
cable to Third River Water Intake System by others.

The line between F1 TT7 and F1 AP27 shall be double circuit with twin Dog ACSR, one
OPGW 32F and one OHGW, on the towers designed for twin Dog, one OPGW 32F and
one OHGW.

Terminal tower F1 TT7 shall be equipped with two fused disconnecting switches for
cable connection to F1 TT5 by 33kV cable 2 x 3C XLPE Cu 120mm².

Terminal located at F1 AP27 shall be 2AT type with two fused switches for cable
connection to F1 TT8 by 33kV cable 3C XLPE Cu 300mm². The line between F1 AP27
and F1 TT GA3 shall be double circuit with single Dog ACSR, one OPGW 24F and one
OHGW.

Tower located at F1 TT GA3 shall be DE type with two fused switches for cable
connection to GA-3. 33kV underground cable to GA-3 by others.

The line between F1 TT8 and F1 TT9 shall be double circuit with double Dog ACSR, one
OPGW 32F and one OHGW.

The line between F1 TT10 and F1 TT WPG shall be double circuit with single Dog
ACSR, one OPGW 24F and one OHGW.

Terminal towers F1 TT9 and F1 TT WPG shall be equipped with two fused
disconnecting switches for the following cable connections

 F1 TT9 to F1 TT10 by 33kV cable 3C XLPE Cu 185mm²,

Terminal tower F1 TT10 shall be equipped with four fused disconnecting switches, two
switches dedicated for cable connection from F1 TT9 by 33kV cable 3C XLPE Cu
185mm², and remaining two for cable connection from TT2 by 33kV cable 3C XLPE Cu

The Scope of Work includes the following:

 Line route survey and tower site survey,

 Soil investigation,

 Foundation platform for towers in the lake,

 Access road,

 Foundations for steel lattice towers, design, supply and erection,

 Overhead line towers, design, supply and erection,

 Insulators, fittings and hardware, supply and erection,

 Conductors, OPGW, OHGW and accessories, supply and erection,

 Design, type, routine, sample testing and inspections for scope of work,

 Fencing and burb wire at terminal/dead end tower

The particulars and details are specified hereunder.

4.1 Preliminary Works

4.1.1 Line Route and Tower Site Survey

The EPC CONTRACTOR shall perform the entire line route survey and prepare
longitudinal profiles with tower and pole positions spotted thereon.

The EPC CONTRACTOR shall ascertain and consider the final levels of ground. Data to
be obtained from concerned Authorities. The COMPANY will assist in obtaining this data
to the extent as possible.

The surveying work for the overhead line shall be carried out as described in
Specification for Surveying Works for OHL, document no. GFDP-208-52-ELE-SP-GE-
007.

The types of overhead line towers to be used at each location shall be approved by the
COMPANY.

4.1.2 Soil Investigation

The EPC CONTRACTOR shall carry out all necessary investigations for the soil and
related tests thereto along the route of the transmission line. Soil investigations, borings,
inspection pits, etc. shall be carried out as detailed in Specification for Civil Works and
Underground Cable Works, document no.GFDP-208-52-ELE-SP-GE-006.

In order to establish construction access for the towers located in the lake, foundation
platforms shall be constructed to protect foundation and leg structure against water
ingress.

Platforms edges of top surface shall be minimum 3m from the edge of foundations. Final
platform level shall be at least 70cm above highest water level.

Fill material shall be spread in layers 30 – 50cm, each layer compacted to 95% of dry
density. Side slope shall be 1:2.

The finished slope shall be covered by geo textile and covered by 10cm of crushed
stone size 1” to 2”. Final layer above crushed stone under layer shall consist of rock
armoring, 40cm thick, rock size 10 – 50kg.

Top surface of the platform shall be leveled and covered by gravel 10cm thick.
Construction of the platforms shall be remunerated as per Price schedule for definite
work.

4.1.4 Access Road

Construction of access road as required for construction shall be deemed as included in


the Contract price.

The EPC CONTRACTOR shall use the existing access roads whenever possible. If
refurbishment of existing access road is required, the cost of refurbishment shall be
deemed as included in the Contract price.

4.2 Foundations

The foundations for all towers shall be designed supplied and installed as described in
Specification for Civil Works and Underground Cable Works, document no.GFDP-208-
52-ELE-SP-GE-006.

The foundations for the towers will be of the construction suitable for actual soil
conditions.

After submission and approval of the soil investigation report, the appropriate type of
foundations shall be determined and proposed by the EPC CONTRACTOR for approval
by the COMPANY. The total quantities shall be defined after approval and the prices as
per unit rates entered by the EPC CONTRACTOR in the Bill of Quantities, shall be
applied for the work actually executed.

4.3 Steel Towers

New 33kV overhead transmission lines shall be constructed on lattice steel towers.

For the design and construction details as well as installation details for the towers,
reference is made to Specification for Tower of Lattice Steel Design, document GFDP-
208-52-ELE-SP-GE-001.

Painting of stub angles and foundation caps to be performed according to the


Specification for Civil Works and Underground Cable Works, document GFDP-208-52-
ELE-SP-GE-006.

4.4 Insulators, Insulator Strings and OPGW Fittings and Hardware

Insulators shall be of high temperature vulcanized composite silicon rubber long rod
type, with data in accordance with the drawing GFDP-208-52-ELE-DW-63-GE-002,
specification GFDP-208-52-ELE-SP-GE-004 and data sheet GFDP-208-52-ELE-DS-GE-
004.

Fittings and Hardware for Insulator strings shall comply with the drawings GFDP-208-52-
ELE-DW-63-GE-001, sheets 1 to 5 and GFDP-208-52-ELE-DW-63-GE-003,
specifications GFDP-208-52-ELE-SP-GE-005, and data sheet GFDP-208-52-ELE-DS-
GE-005.

Fittings and Hardware for OPGW shall comply with the specifications GFDP-208-52-
ELE-SP-GE-005.

4.5 Conductor, OPGW, OHGW and Accessories

Aluminium conductor steel reinforced (ACSR) shall comply with data stated in the data
sheets, GFDP-208-52-ELE-DS-GE-002 and specification GFDP-208-52-ELE-SP-GE-
002.

The payment for the conductors shall be based on the horizontal line route length only.

One OPGW containing 32/24 fibres and one OHGW for lightning protection, grounding
purposes, and telecommunication/data transmission, complete with all required
joint/termination boxes and accessories, as specified in GFDP-208-52- ELE-SP-GE-003
and 008 shall be supplied, installed and commissioned.

The payment for the conductor, OPGW and OHGW shall be based on the horizontal line
route length only.

Optical Ground Wire and Joint Boxes shall fully comply with the data sheet GFDP-208-
52-ELE-DS-GE-003.

End to end tests of all newly established optical links shall be included as well.

Splicing and testing of OPGW at site shall be performed by the manufacturer or by the
party approved/certified by the manufacturer.

Extra length of fibres shall be kept looped inside the joint boxes where ever applicable.

Diagrams of the OPGW communication network shall be provided separately.

Overhead ground wire (OHGW) shall fully comply with the data sheet GFDP-208-52-
ELE-DS-GE-006.

Accessories for conductor, OPGW and OHGW shall comply with the specifications and
data sheets

4.6 Switches and Surge Arresters

33kV fused switches and surge arresters shall be supplied and installed on the tower
types 2BAT, 2BAT90, 2DE and DE at the locations described above.

4.7 Tower Grounding

During installation of the tower foundations the EPC CONTRACTOR shall provide
adequate grounding with all necessary facilities and equipment. The grounding
application shall comply with Specification for Tower of Lattice Steel Design, document
no.GFDP-208-52-ELE-SP-GE-001 and Tower Earthing drawing no.GFDP-208-52-ELE-
DW-63-GE-004. Grounding measures as per items of the Bill of Quantities shall be
installed and reimbursed only upon written authorization by the COMPANY, on the basis
of analysis of earth resistance of individual tower locations. The quantities given are
estimated only.

4.8 Underground Cable Work

Cable connections between the first terminal towers to the 33kV switchgear and other
locations excluding cable between terminal towers and wellpads and others offsite
facilities switchgears, shown on the overall OHL route layout, drawing GFDP-208-52-
ELE-DW-64-GE-001, sheets 1 to 3 shall be done by 33kV cables and accessories given
in the Price schedule for definite works.

Fibre optic cable will be installed in PVC pipes.

Cable installation shall be in full compliance with the Specification for Civil Works for
OHL and Underground Cable Works, document no. GFDP-208-52-ELE-SP-GE-006.

4.9 Special Tools for operation and Maintenance

EPC CONTRACTOR to supply the special tools for operation and maintenance like
earthing rods, phasing stick, gloves, face shield, insulated body cover etc. for safe
operation of personnel.

4.10 Testing, Commissioning and Acceptance

All materials, equipment and manpower for testing, commissioning etc. not listed but
required by the contract documents to perform the work, shall be included by the EPC
CONTRACTOR in his scope of supply.

EPC CONTRACTOR shall provide all materials including temporary materials and
equipment including expendable supplies, scaffolding, consumables, cranes, tools,
facilities for transport, welding, testing, lighting, etc., necessary for smooth and effective
execution of the Work. Such equipment shall fully comply with all statutory requirements.

The work shall be executed in the best and most workmanship manner by qualified,
careful and efficient personnel.

The EPC CONTRACTOR shall be fully responsible for the execution of the works and
performance of work carried out by his own personnel, by his SUBCONTRACTOR's
personnel or by locally engaged skilled or unskilled personnel.

EPC CONTRACTOR shall carry out Quality Audits. These audits shall be carried out by
the EPC CONTRACTOR's head office personnel and shall cover all work performed by
EPC CONTRACTOR and his SUBCONTRACTORs.

4.10.1 Test procedures

Not less than six months before the commencement of site testing the EPC
CONTRACTOR shall submit a test program for all site tests to meet the erection and
commissioning program agreed.

4.10.2 Final checking and Testing works

Subsequent to the completion of the transmission line construction, the EPC


CONTRACTOR shall carry out final checking and testing works and shall provide:

 Tools, appliances and spare materials ordered for maintenance of the


transmission line.

 All outstanding drawings and documentation to be provided under the Contract.

The final checking shall include but not be limited to:

 Tightening of bolts and check of members on towers;

 Remove all scaffolds and equipment and clear all debris from the site;

 Restore damaged surface, foundation subsidence and carry out erosion control
measures, where directed by the Company or as required by local authorities or
regulations;

 Remove all left-over materials at winch yards, drum yards and store yards;

 Complete danger tree clearing and tree re-clearing on the easement;

 Sag checking, if not done during stringing works.

Line testing

Prior to the hand-over of the completed line, the following shall be carried out by the
EPC Contractor’s in the presence of the Company:

 Check phase sequence plates on both sides of all points of the line;

 Calculations for positive-negative and zero sequence impedance;

 Conductor electrical continuity checks by visual checking, or by telephone


connection or an alternative method approved and witnessed by the Company;

 Insulation Megger tests for each phase, witnessed by the Company;

 OPGW performances including OTDR tests.

The overhead line and/or cable shall be energized at full working voltage before handing
over and the arrangement for this, and such other tests as the Company shall require to
make the complete line, shall be assisted by the EPC Contractor, who shall provide such
labour, transport and other assistance required without extra charge.

Prior to such tests the EPC Contractor shall certify that all the work is complete and all
personnel are withdrawn and that the overhead and/or cable line is ready for testing. The
above tests shall only be carried out by the Company at the EPC Contractor's cost after
receiving such clearance in writing from the EPC Contractor.

Particular checks and tests

The alignment and operation for switches shall be checked.

Conductor Joint Tests

Test records for the resistance measurement of all completed clamps, joints and
terminal fittings shall be provided by EPC Contractor. The measurements to be carried
out in presence of the Company representative.

The resistance of any such fittings shall not exceed 75 percent of the resistance of an
equivalent length of conductor, measured adjacent to the fittings.

The EPC Contractor shall provide suitable equipment for making the above tests.

Stringing of conductor and earth wire shall not commence until the instruments are on
site and ready for use.

Earthing tests

Tests shall be made on the basic earthing system for all towers prior to commencement
of stringing. The towers with resistance in excess of 25 ohms or where required by the
Company shall be furnished with additional earthing in steps described in the
specification.

If the measurements of tower earthing system resistance were not performed prior to
stringing of earthwires, the measurements by means of a high frequency instrument
supplied by the EPC CONTRACTOR and approved by the Company shall be performed.

4.10.3 Commissioning

The EPC CONTRACTOR shall be responsible for commissioning of all installations.

a. After having finished all functional and preliminary tests at site and before
commissioning of the Plant, the EPC CONTRACTOR shall notify COMPANY in
writing that all erection work is complete and the overhead transmission lines
are checked and satisfactorily tested and is ready for commissioning.

b. The start of the commissioning phase shall be mutually agreed upon between
the EPC CONTRACTOR and COMPANY. All procedures required for the start-
ups, operations at all permissible loads and operating conditions etc., shall be
performed by the EPC CONTRACTOR. When COMPANY is satisfied that the
Overhead transmission line is complete in every respect and ready for an
uninterrupted Commercial Operation, this fact shall be communicated in writing
by COMPANY to the EPC CONTRACTOR.

The trial operation shall be carried out at the risk of the EPC CONTRACTOR and any
damages / breakages during the trial operation shall be repaired / replaced by the EPC
CONTRACTOR at no additional cost.

4.10.4 Acceptance

The Project is complete when COMPANY issues the Final Acceptance Certificate, after
the completion of warranty period.

Final Documentation

EPC CONTRACTOR shall compile an ongoing basis, "as-built" mark-ups of drawings


and documents for final preparation of "as-built" masters / reproducible to be handed
over to COMPANY on completion of the Works.

Pre-commissioning Documents

Before the start of testing and commissioning the EPC CONTRACTOR shall furnish the
following documents:

Provisional As-Built marked-up drawings;

 Final "Approved" operating and maintenance manuals/procedures;

 Pre-commissioning check and test record sheets;

Post-Commissioning Documents

Within four (4) weeks after completion of the testing and pre-commissioning, the EPC
CONTRACTOR shall furnish Final 'Approved' As-Built drawings.

4.11 Miscellaneous Works

Special foundation works including beams and modifications to normal foundations to


adapt specified foundation classes to cater for particular soil conditions and any
modifications of the tower structures shall be remunerated as per Price schedule for
definite work.
