III. Rationale

(SHYLLYS- 1ST PARAGRAPH)

The DEAR (Drop Everything and Read) program implemented by the Department of Education
(DepEd) in the Philippines serves as a vital initiative to foster a culture of literacy and lifelong
learning among students. At Mansasa National High School, adopted by the Bohol Island State
University Main Campus College of Teacher Education, the DEAR program plays a crucial role in
enhancing students' reading comprehension skills and overall academic performance. By allocating
dedicated time for students to immerse themselves in reading materials of their choice, the DEAR
program promotes independent learning and critical thinking. Moreover, through collaborative
efforts with the university's College of Teacher Education, Mansasa National High School receives
valuable support in organizing literacy training and tutorial sessions, ensuring that educators are
equipped with the necessary tools and strategies to effectively implement the DEAR program. This
partnership not only enriches the educational experience of students but also empowers teachers to
create engaging learning environments that nurture a passion for reading.

(SHYLLYS 2ND PARAGRAPH)

The importance of the DEAR program, particularly in Mansasa National High School, cannot be
overstated. Beyond just improving academic performance, the DEAR program cultivates a lifelong
love for reading, which is fundamental for personal growth and success in today's knowledge-based
society. By instilling a habit of reading from an early age, students develop strong communication
skills, critical thinking abilities, and empathy. Moreover, access to diverse reading materials allows
students to explore different perspectives, cultures, and ideas, broadening their worldview and
fostering a sense of empathy and understanding towards others. Ultimately, the DEAR program
serves as a cornerstone in laying the foundation for academic excellence, personal development, and
social responsibility among students, ensuring that they are well-prepared to navigate the
complexities of the modern world

observed. Firstly, there has been a noticeable improvement in students' reading
comprehension skills and academic performance. By regularly engaging in independent
reading sessions during the DEAR program, students have developed a deeper understanding
of various texts and concepts, leading to enhanced critical thinking abilities and academic
achievement.

iii) (ZENITH)Furthermore, the DEAR program has fostered a culture of literacy and lifelong
learning within the school community. Students have developed a genuine love for reading,
evidenced by their enthusiasm and eagerness to explore new books and genres. This passion
for reading extends beyond the classroom, as students have been observed reading during
their free time and sharing their favorite books with their peers and family members. This
shift towards a more reading-centric culture not only benefits students academically but also
enriches their personal lives and broadens their horizons.

iv) (GWYNETH) Additionally, the partnership between Mansasa National High School School
and the College of Teacher Education has empowered educators with the necessary tools and
strategies to effectively implement the DEAR program. Through literacy training and tutorial
sessions, teachers have gained valuable insights into best practices for promoting reading
comprehension and literacy skills development. As a result, teachers are better equipped to
create engaging learning environments that inspire a love for reading among their students.

v) (GWYNETH) Overall, the successful implementation of the DEAR program at Mansasa

National High School, supported by the collaborative efforts of the school and the university,
has yielded tangible benefits for students, educators, and the broader community. By
nurturing a culture of literacy and lifelong learning, the DEAR program has not only
improved academic outcomes but has also fostered personal growth, empathy, and social
responsibility among students, preparing them for success in the modern world..
