1. CONSULTANT SITE OFFICE BRIEF

The Contractor scope of work includes the design, supply, construction, and operation of the consultants’ site
office (“Consultant Site Office” hereafter), including temporary utilities , toilets, and other related works as
described herein.

the Contractor shall operate and maintain Consultant Site Office for the period of the contract by providing all
necessary materials, manpower, equipment, and management necessary, consumables, utilities, IT support,
cleaning, and maintenance. Upon completion of contract period, the Contractor take the client consent to
either dismantle or keep the offices and hand over the operation and maintenance of the Consultant Site
Office to the Employer or another operator hired by the Employer, inclusive of transfer of any materials stock
and equipment on site.

Herein below listed are base reference only to serve as minimum requirements. Contractor shall design, build,
and operate the Consultant Site Office per the requirements herein with prior approval of the Employer. All
facilities should be fit for purpose and comply with all Government and Authorities requirements.

1.1. GENERAL:

Consultant Site Office are required for a multinational group of professional staff from the Employer and any
consultants or other third parties as designated by the Employer, in Riyadh, Saudi Arabia, at the Riyadh Site 2
Development site (the Site). Functional roles include engineering and construction managers, and a full caveat
of financial, technology and administrative support groups. Staff in these facilities include both male and
female (assume maximum 20% female) and all considerations for Muslim norms in the workplace shall be
reflected, Appendix 1 includes the minimum requirements for the office areas and furniture , the contractor is
required to develop these requirements into complete design for the employer approval

The location, construction, operation, maintenance and removal of Consultant Site Office and of any other
temporary building of all persons or parties within the Site, operating or associated as subcontractors to the
Contractor shall be subject to the approval of the Employer. The contractor shall submit to the Employer, prior
to commencement of any temporary installations, plans showing the proposed position of site offices, storage,
and any other buildings of a temporary nature.

All habitable rooms shall be properly insulated (including acoustics), shall have dust-sealed windows with sun
protection and insect screens, and shall be equipped with electric lights, air conditioning and/or mechanical
ventilation capable of both cooling and heating, and the supporting facilities shall provide the necessary hot
and cold water, sewer and electrical facilities, and all maintenance, all to the satisfaction of the Employer.

Construction typology should be of a modular nature to facilitate future expansion or duplication (if required)
The contractor shall provide suitable arrangements for watching over the works, to ensure its safety and
security is maintained at all times.

1.2. LOCATION

Consultant Site Office shall be located within the construction area of the contractor, the site offices location
should be coordinated with the consultant and the client before proceeding for construction

1.3. DESIGN REQUIREMENTS

Consultant Site Office shall be designed by fully qualified and licensed design professionals, who may be part
of the Contractor’s in-house staff or externally hired consultants. Contractor shall also engage appropriate
specialist consultants for fire and life safety, lighting, and acoustics to ensure the building achieves code
compliance and efficiency in performance.

1.4. SUSTAINABILITY REQUIREMENTS

Consultant Site Office will not pursue any sustainability certification. However, Contractor shall design and
build the Consultant Site Office to meet minimum Mostadam rating (Keystone Points only) for energy
performance, indoor water performance, indoor thermal comfort, ventilation, VOC and low-emitting
materials, daylight and visual comfort, acoustics, and indoor air quality.

1.5. BUILDING REQUIREMENTS

This section describes the Consultant Site Office requirements for the Employer and consultants at the project
site. All facilities shall be completed and handed over within 60 days of the Commencement of the Works.

The contractor shall obtain the Employer’s approval of Consultant Site Office layout and the logistics plan
prior to the execution of the facilities.

a) The contractor shall provide, furnish, equip and fully operate and maintain new and suitable
temporary site offices on the site for the duration of the Contract, the following for the exclusive use
of the Employer and his consultants.

b) The Contractor shall provide Consultant Site Office to fulfill the requirements as defined in this
document. the office shall have its own separate access with reception area , toilets, pantries, prayer
rooms, meeting rooms, printing rooms, pantries, and stores according to the Area Program and
Requirements attached herewith.

c) All construction shall conform to Saudi Building Codes and other requirements of any other local and
municipal requirements as it is the Contractor’s responsibility to obtain all necessary permits and
approvals for the construction of the Consultant Site Office .

d) All material and workmanship related to any building construction, equipment and system provided
shall be fully warrantied for minimum one year against manufacturer defect and installation
workmanship with options for extended service agreements. the roof shall be warranted against
defects including but not limited to, water leakage and deterioration.

e) Structures shall be installed on slab-on-grade over suitably compacted subgrade. The Contractor shall
select the most appropriate system based on experience on similar projects and price accordingly.
The Contractor shall include cost for all required floor boxes and trunking. Alternately, the Contractor
may provide raised floor system at no additional cost. All exposed concrete surfaces and finished
surfaces shall be within construction tolerances and fabrication tolerances.

f) Workmanship, fit-up and appearance, through fabrication and erection shall be as per Saudi Building
Code and shall be within 3mm tolerances vertically and horizontally. It is desirable that the structures
be steel with sandwich panels external and internal wall panels and roofing panels design typically
include U-value, thickness and type of insulation. However, other systems may be proposed by the
bidder that offer similar cost and quality equivalents.

g) The Contractor shall include separately all costs related to data center room and communications
room including separate HVAC unit specific for data center and fire rated walls, ceilings and doors all
per Saudi Building Code, Civil Defense and National Fire Protection Association (NFPA) requirements.

h) All requirements shall be new when installed.

i) The design of Consultant Site Office shall provide for disabled access. Such access may be limited to
key public areas.

j) The offices shall be of weather and dust tight construction, being air-conditioned to a comfortable
office standard of 20oC to 24oC during summer and winter, with LED ceiling lighting, sufficient to
provide a maximum of 500 lux at desk level. Data room and communications room to be cooled to 16
deg C to 18 deg C.

k) Offices will consist of insulated, air-conditioned (split type) buildings with enclosed corridors, if any,
giving direct access to all offices and ancillary spaces. All spaces will have artificial lighting finished
with diffusers, opening lockable windows and insect screening, mini-blinds and lockable doors. All
rooms shall have welded seam heavy-duty PVC sheet flooring. Walls and ceilings will be painted off
white in semi-mat paint or otherwise finished in acceptable manner subject to Employer approval.
Office design to be in line with nature of Employer with double width spaces, large windows etc.

l) Sufficient electrical power and data socket outlets are to be provided within the offices (240 Volt, 3
pin type).

m) Provide all necessary suppression requirements and fire extinguishers at suitable accessible places
and smoke detectors.

n) Provide signage throughout on all internal and external doors, as well as for emergency exits and
assembly points.

1.6. EXTERNAL WORKS REQUIREMENTS

a) The Contractor shall provide asphalt paving for all main and service roads and vehicle parking within
the Consultant Site Office area, striping, pre-cast concrete barriers. Parking spaces shall be shaded in
numbers specified by this document.
b) The Contractor shall provide adequate exterior lighting throughout to ensure safety in those areas.
Provide adequate outdoor lighting all around each building and covered areas. All lighting will be
hooded, positioned, and angled to avoid any light affecting future residential units nearby.

c) Provide adequate external signage and wayfinding throughout the external areas.

1.7. FURNIUTURE, EQUIPMENT, AND CONSUMABLES

a) Contractor shall provide all furniture, equipment, and consumables as specified in the attached Area
Program and Requirements. All items shall be fully listed with catalogs and product data sheets and
submitted to Employer for approval prior to purchase.

b) For all applicable equipment including HVAC, Contractor shall include 1-year maintenance contracts
by the supplier or distributor of the equipment including provision of replacement parts, Contractor
shall be responsible for full operation and maintenance.

c) Fixed hand sanitizers to be distributed in all offices and the conference room and shall be always filled
with approved sanitizing gel.

2. INTERNET FACILITIES

Contractor shall also arrange for installation of internet connection at the Consultant Site Office to provide
high quality internet connection . Contractor shall provide all technical and administrative support for this
scope, including agreement of required scope and cost with service provider. Internet connection to be of fiber
type or other high-speed connection recommended by Service Provider.

Contractor is also responsible for providing all necessary IT backbone infrastructure for Consultant Site Office
to “plug in” laptops and become fully operational.

2.1. DATA CENTER – COMMUNICATION/TELEPHONE EQUIPMENT ROOM AND NETWORK

a) For the Consultant’s blocks, Contactor shall only provide the network infrastructure (including WiFi
routers) to allow the Consultant to establish the consultant’s own internet connection and
functioning network when the Consultant provides the necessary equipment in the IT room.

b) Provide necessary power and data requirements, including but not limited to floor boxes, data,
power, desk/workstation power distribution units, and cable management throughout the offices.
Each desk workstation to have adequate power/data capability.

c) Provide appropriate CCTV coverage for security covering all entry/exits, key external areas, lobby
areas, etc. including all server and network storage necessary.

3. ELECTRICAL POWER AND WATER SUPPLY

Contractor shall supply and provide at his own cost, all necessary temporary electrical power and potable hot
and cold filtered water supplies as required during the performance, commissioning and completion of the
works and as required for Consultant Site Office and contractor’s temporary site offices.

Utilities – including air-conditioning, electricity, water supply, drainage, internet and all cost associated with
providing the necessarily utilities shall be borne by the contractor.

4. OPERATION AND MAINTENANCE

the Contractor shall operate and maintain the Consultant Site Office for the period of the contract by
providing all necessary materials, manpower, equipment, and management necessary, including but not
limited consumables, utilities, IT support, cleaning, and maintenance.

Contractor’s operation shall cover all of the internal and external facilities of the Consultant Site Office,
including all office areas, pantries, toilets, utilities, and IT network.

5. REMOVAL OF ALL TEMPORARY WORKS AND FACILITIES

All the temporary facilities to be vested to the employer by the end of the project. Upon receiving the approval
of the client; all offices, sanitary facilities, sign boards and temporary works and services shall be dismantled
and removed from the site on completion of the works and the site shall be made good and left clean and tidy
to the satisfaction of the employer/engineer. All temporary facilities and equipment afforded to the
employer/engineer during the works will be returned to the contractor upon completion of the works.

6. TEMPORARY SEWAGE AND SOLID WASTE MANAGEMENT FACILITIES

The contractor shall provide, install and maintain sewer network for all temporary site facilities where
necessary. The contractor shall be responsible for building all required sewage collection and treatment
systems.

The contractor shall deliver all solid waste and construction debris on a daily basis from all temporary site
facilities to an approved solid waste disposal facility.

7. MEDICAL FACILITIES

The Contractor shall provide, equip and maintain throughout the contract period, one (1) First Aid Station with
appropriate first aid equipment and supplies and arrangements for the first aid treatment of the Employer’s
and consultants’ personnel on the site and the transportation (ambulance) of any injured persons to the
nearest hospitals.

Contractor shall ensure that medical staff, first aid facilities, sick bay and ambulance service are available at all
times at the Consultant Site Office, (full time during working hours and on call outside working hours) and that
suitable arrangements are made for all necessary welfare and hygiene requirements and for the prevention of
disease transmission within the Consultant Site Office

8. TRANSPORTATION

The contractor will provide and maintain three (3) no. 4-wheel drive vehicle (automatic transmission; Toyota Prado, highest
category), each for the sole use of Employer at the site during the duration of the project. The vehicle shall be zero mileage upon
delivery to the site. The maintenance cost shall include all charges for the fuel, periodic maintenance as stipulated in the
Maintenance Manual, comprehensive insurance for the vehicle, driver and the occupants. Please include this as a separate line
item in BOQ.
