BACK GROUND INFORMATION

Introduction: There is a shortage of accommodation for UNDP international staff


(FTA, TA, UNV and IC contract holders). Therefore, UNDP senior management has
decided to hire a vendor to supply and install 4 @40’ and 8@20’ accommodation
containers with all associated works to use them as accommodation. These
accommodation containers will be furnished with all equipment such A/Cs, lights,
sockets, doors, windows and with living facilities.

Aim; The aim of this report is to detail the construction/civil work to enable the
Contractor to submit a technically compliant tender to the Authority.

Reconnaissance details; The Contractor is responsible for conducting an accurate


survey of the site to determine the natural contours, invert levels for all buildings
and any existing services than those provided.

Location; The proposed tasks are located inside of UNOCA compound behind of the
prefab containers for UNDP offices, Kabul province.

Technical Question/query; If there is any enquiry or any one has technical question,
please contact UNDP procurement colleagues.

Time/Duration: Total time for completion of the project estimated 60 calendar days
(2 months).

SCOPE OF WORK

All the work should be done according to below activities, BoQ and Drawings. The

project is going to be monitored and inspect by UNDP Engineer. Everything (sample)

shall be approved by UNDP Engineer before using at site. Below are the Activity List
which are Included in this project:

• Mobilization: Deployment to site, setting up of site areas for construction.


• The container is designed as a light construction consisting of floor and
roof frames and corner profiles. The construction enables compounding
of individual containers in longitudinal and transverse directions without
limits. It also enables compounding of containers in 2 floors in height.
• The wainscots of the container are made of light insulation standard
jumbo containers with finishing and all associated works.
• 40’ container is divided into three spaces (bed room, living room and
toilet) with all associated works and equipment as required.
• 20’container is divided into two spaces (living/bed room and toilet) with
all equipment as required.
• Walkways and hand rails in ground and first floor including stairs.
• All furniture and appliances mentioned in the BOQ and drawings.
• Complete electrical system, fittings and equipment.
• Complete plumbing system and fittings and equipment/fixtures as stated
in the BoQ.
• Complete sewer system including the equipment and with all associated
works.

Demobilization: demobilizing, cleaning and handing over the site to the UNDP.

PROJECT SUMMARY

The Contractor shall provide all labor, materials, tools, equipment, supervision and all
other items as necessary to complete the Work as described in the Scope of Work
(SOW) below. The Contractor shall perform to the standards in the contract. The
Contractor shall conduct all work in a professional manner, in accordance with
International Building Code IBC2009, Refer to the Plans and Specifications for
specifics. All work shall be warranted for one year from date of physical completion.
Every kind of materials which are using for this project must be approved by UNDP
Engineer Prior to use for project.

ORDER OF PRECEDENCE

The following order of precedence is to be adhered to in the event of discrepancies


between design documents and any discrepancies are to be brought to the attention
of the UNDP. The order of preference is as follows:
1- Design drawings
2- BoQ
3- SoW
4- Technical Specs

Materials. The Contractor shall present samples or provide data sheets/product


specifications of materials, prior to purchase, as directed by the UNDP Engineer. All
products used on the construction of the project are to have future maintenance in
mind prior to the purchase and installation.

SAMPLE

Samples. The Contractor shall provide samples/details of the specifics of the following
items, for approval by the Authority, prior to ordering/installation. The following shall
be provided for approval as a minimum:
1. Door and windows sets complete, including frames, hinges and etc.
2. Floor tiles for outside and inside
3. Sockets and Lights including switch, wire and all fittings shall be good quality,
Legrand mark or Turkey equivalent.
4. A/C Samsung mark or equivalent
5. And any other required to be approved.
6. Security Lights,
7. Kitchen range,
8. Cabinet
9. Marble
10. Plumbing fixture
11. And anything as required by UNDP engineer

The Contractor shall conduct at their own expense; all testing detailed within the
specification and provide verified copies of the testing certificates in a timely manner
to the UNDP. The timing and frequency of the testing for elements such as concrete
shall be discussed at the pre-start meeting.

REPORTING

Reporting. The Contractor shall attend weekly meetings and provide a written report
and current works schedule to the UNDP. The Contractor shall be issued a template
for the report at the pre-start meeting. The Contractor shall provide both a printed
and electronic copy of the report/works schedule. As a minimum the report should
contain the following:
a. Start and end date of reporting period.
b. Summary of works progress of key activities as a percentage.
c. Breakdown of labour on site during the reporting period detailing amount of person
hours of each trade discipline.
d. Breakdown of plant and equipment on site during the reporting period.
e. Planned activity during proceeding week and anticipated completion as a
percentage.
f. Any problems identified on site.
g. Details of any Site Instructions (SI) of Variation Orders (VO) issued.
h. Details of any visitors to site.

SITE INSTRUCTION

Site instructions. The Authority will issue SI where significant direction or clarification
has been given, approval provided for material samples and in the instances where
Contractor performance has fallen below that expected under the contract.
VO. Changes to the scope or specification of works will require a VO to be raised by
the UNDP. A full commercial proposal will be required prior to any VO being agreed or
issued.
Requests for information. The SO will endeavor to answer all questions, clarifications
or requests for information relating to the design as soon as is possible after they are

raised. An SI will be raised by the SO providing written direction to the Contractor.

SITE VISIT

The Contractor is highly encouraged to attend a site visit meeting with his engineer to
verify conditions and all drawings, distances and dimensions in this statement
of work. The drawings, distances and dimensions in this statement of work are
the UNDP Engineer’s best estimate, but do not substitute for the project
analysis and site visit that must be conducted by the Contractor’s technical
staff before submitting a project bid. It is the Contractor’s responsibility to
verify all conditions and measurements provided in this Statement of Work.
Contractor assumes full monetary responsibility for any and all additional
work, materials, or equipment required to complete the project that was not
included in the Statement of Work that a reasonable site inspection would
have revealed. Contractor will not be responsible for unforeseen conditions
that a reasonable site inspection would not have revealed.

KEY PERSONNEL

Construction Superintendent: At all times during performance of this contract and


until the work is completed and accepted, the Contractor shall provide a
Construction Superintendent who is qualified to oversee the work and will
directly supervise the work.

FINAL INSPECTION AND ACCEPTANCE

Contractor shall request from the UNDP Engineer for a final inspection for the project.
Contractor attendee must be able to speak on behalf of the company and able to
obligate the company. The final inspection shall be attended by the UNDP Engineer,
Project Engineer and Contractor. At this time a comparison of the Statement of Work
(SOW) to completed project shall take place. Any discrepancies will be added to a
Punch List for the contractor to complete. The contractor shall have five (7) days to
correct and fix the punch list items for final inspection.

FINAL DOCUMENTS

Upon completion of the project the Contractor shall provide the UNDP Engineer, with
a complete set of paper as-built drawings, test reports, approved shop drawings and
any other pertinent information regarding the operation and maintenance of the
facility.

WARRANTY

The Contractor shall warranty all work and products for a minimum of 1 year from
date of acceptance.

PROJECT COMPLETION PERIOD

The Contractor is to provide a detailed works program for each phase with his tender
return and be prepared to update it throughout the project life on instruction by the
UNDP. The project is to be completed within 7 calendar days of contract award.

GENERAL REQUIREMENTS

1. Equipment and Personnel: The Contractor shall supply all equipment and
labor to complete all the work required by the scoped tasks. All equipment
shall be in operable condition and operate per manufacturer’s instructions.
The UNDP is not liable for any injury incurred by the Contractor, Contractor
personnel, or other persons while they are on or off the project site and/or
project location. The UNDP is also not liable for stolen or damaged equipment.
2. Material: All materials shall be new and free of defects unless otherwise
approved by the UNDP Engineer. The Contractor shall remove defective
materials from the site at no additional cost to the UNDP.
3. Safety: The Contractor shall ensure employees are supplied with and properly
utilize safety equipment (i.e. gloves, safety boots, and hardhats). The
Contractor shall follow safe work procedures and ensure personnel in the
vicinity of the job site are properly protected from harm. The Contractor shall
establish a safe work zone and establish a safety program to prevent worker

injuries. Proper signage shall be utilized to warn personnel of construction

hazards. The Contractor shall also include all proper safety markers for
underground utilities such as marking tape.
4. Quality of Work: All work shall be conducted in a professional manner, in
accordance with accepted methods of construction, when work is completed
at each stage of the project; Contractor shall submit work for inspection and
be signed off by UNDP Engineer on site.
5. Environmental: The Contractor shall clean up all waste oil, fuel, and hazardous
waste spills immediately.
6. Clean up: The Contractor shall clean up the work site at the end of every work
day and upon project completion, including the removal of all debris and
refuse from the site, to the satisfaction of the UNDP Engineer.
7. Project Schedule: The Contractor shall become familiar with details of the
work, verify dimensions in the field, and advise the Engineer of any
discrepancy before performing any work. The Contractor shall prepare for
approval a Project Schedule Show in the schedule the sequence in which the
Contractor proposes to perform the work and dates on which the Contractor
contemplates starting and completing all schedule activities. The scheduling of
the entire project, including the design and construction sequences, is
required. The scheduling of design and construction is the responsibility of the
Contractor.
8. Mandatory Tasks: The following tasks must be included and properly
scheduled:
• Submission review and acceptance of Project Schedule based on specification
sections
• Submission of information specified in schedule of materials submittals
• Submission of site plans/civil/electrical/information systems layout drawings
• Submission and approval of as-built drawings
• Submission and approval of installed equipment lists
• Other systems testing, if required
• Contractor’s pre-final inspection
• Correction of punch-list from Contractor’s pre-final inspection
• UNDP's pre-final inspection
• Correction of punch list from UNDP's pre-final inspection and Final inspection

worked. Remove all of our splatters from unfinished surfaces. Leave storage areas in a
clean and finished condition, once completion of works, the contractor must clean the
site and repair any damage caused during the work.

GENERAL REQUIRMENT FOR METAL WORK

The metal work shall be in accordance with AISC standards for construction. Steel
shall be hot rolled and made at a certified manufacturing plant. The steel should
be inspected and approved upon arrival at the site. Most beams or columns used
shall be “I-beam” construction. The design will call out the web, flange, length,
and weight of the steel member. Only the exact member specified in the design
shall be used.

CONNECTIONS:

The contractor will use one or a combination of the following connections as specified
per SOW.
• Welded: connect steel members shall be welding. If welding is to be used, a
certified welder has to weld the actual joints. The welds preformed will follow
the specific welds expressed in the design. Most welds will be longitudinal and
transverse. E70XX low hydrogen electrode shall be used.
• Thermal Cutting: Thermal cutting is generally grouped into two categories –
oxyfuel gas cutting, also commonly called flame cutting or burning, and plasma
arc cutting.
• Rebar: Rebar size shall be specified in the SOW. Standard sizing of rebar shall
be U.S. Imperial. See table for size chart. Rebar yield strength shall be a
minimum of 420 N/mm2 (60 ksi); this is Grade 60 rebar. The Contractor will
verify the yield strength with the certified manufacturer and show the
manufacturer’s statement of authenticity to the UNDP Engineer. Rebar is
made from unfinished steel that is susceptible to rusting. If the rebar is to be
exposed to the environment for a long period of time, the rebar shall be
epoxy-coated or stainless steel. The contractor will do this without any
charges.

• Cement: 7000 PSI (65MPa) Type I Portland Cement Concrete or equivalent will
be utilized in the completion of this project. The Contractor will be required to
prepare and place all concrete to include the specific requirements described
below. The contractor shall submit the name and brand of concrete for the
UNDP Engineer to approve.
• Concrete Mix: All mix aggregates will be free of dirt, dust and debris
contamination. Any mix water used will be free of organic materials and dirt,
and will not have an excessive mineral content. Concrete will be mixed
mechanically in an appropriate enclosure; to ensure adequate mixing, proper
hydration and temperature control. HAND MIXING OF CONCRETE IS
SPECIFICALLY PROHIBITED.
• Mortar: All mortar will be mixed on site. Clean sand must be used. Mortar
strength shall be 17.2Mpa (mix ratio is 1:4)

SAFETY AND LIABILITY

The Government/UNDP assumes no responsibility for injuries or damages suffered by


Contractor, its officers, agents or employees, while engaged in the performance of
this Contract. Contractor agrees to take reasonable measures to provide for the
safety and security of its own workforce, and for the safety and security of all others
present at the work site while engaged in the performance of this Contract. The
contractor shall ensure that employees are supplied and use proper personal safety
equipment (i.e. hardhats, eye protection, proper hearing protection, gloves, and
safety boots) and follow safe work procedures, which protect contractor employees
and U.S. personnel in the vicinity of the job site. The contractor shall establish a
safety zone around the work area and establish a safety system to prevent worker
injuries. The contractor shall assume any liability for any injury incurred by contractor
personnel while working on site. On a daily basis, the contractor shall install warning
markers and other devises to prevent injuries to vehicles, pedestrians, and others
who may be on site.

SITE CLEAN-UP AND RESTORATION

The contractor shall ensure the work site and areas around the work site are free of

any debris and materials upon completion of work each day, as well as at the
completion of the job. Contractor shall remove and properly dispose of all materials
and equipment at the completion of the job. Unused materials or equipment owned
by Coalition forces shall be returned to a location designated by the PPO. Upon
completion of work, the work site shall be restored, insofar as is reasonably possible,
to its condition prior to work, including replacement of vegetation, sidewalks, grading,
drainage, and similar conditions affected by work during the performance of this
Contract.

HANDOVER

The Contractor is to give the UNDP 10 days’ notice before the completion of the
project. This is to allow the Authority to carry out a site visit to confirm the
completion of works.
