1. General
In the offer for the RFQ, the service provider has to deliver/plan and describe the following content in the
bidder’s concept:
Please consider the following notes for your proposal:
 The construction area depends on local regulations Acknowledged and Confirmed
 Generally, all relevant national rules and regulations have to be considered in the offer. All materials
must have the official registration in Mexico (free of poison materials). Therefore, the equipment has
to be designed with regard to safety, light, emission, noise and environmental requirements according
to specific country standards. Acknowledged and Confirmed
 The intention is to use the local standards from the estate developers (plus the special equipment) in
order to find the most favorable and lowest-cost variant. Acknowledged and Confirmed
 All deviations to the listed building specifications need to be highlighted and discussed. Nevertheless, is
open for other suggestions / recommendations. Acknowledged and Confirmed
 All specification which may violate local requirements or legal regulations need to be highlighted to find
a solution. Acknowledged and Confirmed

Covid 19:
 All ventilation systems shall be designed in a way that it is minimizing covid / other germ impact (no
recycling air, filter / sanitation with UV light where needed, separation of compartments, etc.)
Acknowledged. The proposal includes filters MERV 13, air renewal and outside air intake to minimize
COVID.
 All door and window knobs shall be of germ-killing material (for example copper or other disinfectant
or self-opening / closing) Acknowledged and confirmed (Door handles are standard, not made of
copper or any other special material against viruses and bacteria).
1 Overview
 A greenfield building is planned in Toluca, Mexico. The campus includes:
 A building manufacturing plant of approximately 14,186 m2 area building to be located adjacent to existing
Client Facility, which includes production area, warehouse, docks, offices, canteen, service rooms and labs
area. Included
 Before applying for a building permit, you should send the design to the corporate insurer and obtain a
confirmation that the design meets their requirements. Acknowledged and Confirmed
 Developer will provide all design and construction services to build an expansion manufacturing facility
including material, labor, tools, equipment, provisional equipment, provisional utilities and coordinate the
various activities required for the type of disciplines mentioned in this document. Included
 Plant should be located adjacent to existing client Facility Proposed site is at 2.1 kms, 5 min driving range
 The scope of projects shall also include

by Tenant to the utility provider, to the Industrial Park, CRE or CFE.

Inbound logistics
 The logistics area consists of 14 inbound loading docks (cross dock), 1 grade level, 2 waste recovery docks

2 Functional Requirements
 One production and storage building, without basement, consists of a production hall with a
usable floor area (building footprint) of approximately 14,186 m2 production, warehouse and
office for plant staff. Included, whole facility consists of 14,186 sqm
 Steel construction. Foundation to be reinforced concrete monolithic reinforced concrete pillars,
concrete floor slab, insulated metal panel walls, insulated metal roof Included, concrete piles,
concrete floor slab 20 cms (excluding offices and utility rooms whole axis which is 10 cms), Walls:
Single metal sheet TR 101, Roof: Standing Seam KR-18, 2” insulation blanket

Breakdown of the building into fire zones: Included, Sprinkler System in Production Hall and
Warehouse compliant with NFPA Standards. Fire Zones as equivalent to American/National Standards.
The following fire zones of the building should be provided:
• Production hall (PM) with a fire load of ≤ 500 MJ / m2, Included (equivalent)
• Warehouse fire zone (PM) with a fire load of ≤ 4000 MJ / m2, Included (equivalent)
• Fire zone of office in plant Included
• Transformer station fire station and low and medium voltage switchgear, Included

Fire protections to be designed and later reviewed and approved by corporate insurer company and
follow local design and construction codes. Acknowledged, ZF to confirm which system must be
followed, whether NFPA, FM Global or Local Codes. According to insurance company requests and
premium. – NFPA Local Codes included
3.1 General Requirements for the Manufacturing Facility
 Usable floor area: about 14,186 m2 (production, warehouse, logistics) Included, whole facility consists of
14,186 sqm
 Expected construction span (dimensions in column axes): 15.24m x 15.24m or similar (50’x50’) Considered
span (dimensions to column axes): 15.24m x 15.24 m (last axis of 14.00m x 15.24m)
 Hall height: 10 m from the floor to the ceiling (No special high bay requirement) Considered free height on

 Around 200 people can be in the hall during the shift change over. The maximum number of people on the
largest shift change-over can be 100 people Included
 Sanitary nodes with separate sanitation facilities for women and men should be provided. We assume a
65%/35% split (men/women) but it needs to be flexible to adapt easily, based on 100 occupants Included
 Partition walls made of gypsum plasterboard on metal grid 100 in SINIAT system or similar, full height,

3.2 Office Area


 Usable Office Area: 709 sqm Included, 5% on Standard Building, and 290 is considered as Building
Improvements.

 Offices should be located inside the manufacturing building on a mezzanine (2nd floor) above Tool room,

3.3 Production Hall   


It is necessary to design a massive floorboard and adequately designate it from the rest of the structure and
the floor of the warehouse. Floor in the production hall will be placed machinery with a weight up to 350 kN /
m2. Included, concrete floor slab of 20 cms (excluding offices and utility rooms whole axis which is 10 cms).
No Special Foundations are Included.
 Usable Production Hall area: 14,186 m2. Included, whole facility consists of 14,186 sqm
 The floor construction must be designed based upon existing ground conditions, but the following
minimum conditions are given below: o Floor equality in accordance with DIN 18 202 row 4 (no more than
5mm deviation on 2 m, and no more than 15mm deviation across the hall area). Included
 Reinforced concrete slab of at least C25/30 with 20cm thickness, reinforced with steel of mesh
 Finishing layer, (polished natural floor, Ashford finish) Included, concrete floor slab of 20 cms (excluding
offices and utility rooms whole axis which is 10 cms)
 Separate rooms should be provided with lighting and specific A/C controls. To be further defined as
building design progresses Included

Installations in the production hall:


 Distribution of electricity to 2500 KVA (1 pad Mounted three phase PROLEC Transformers 1,250 KVA   
34500V-480/227V) from the low voltage switchgear Substation through a system of 1000A busbar (Square
D 3F-3H, 480 VCA, 60 HZ) over the production floor and further from the outlet boxes to the power supply
switchgear and production lines. Substation of 1,250 kVAs included, with no preparation for future
Transformers, as agreed with ZF. The protection for HV Feeder is only for an initial load of 1,250 KVA.
However, transformers, automatic recloser and all infrastructure needed for future load is not Included
(only included civil works preparations). The additional kVAs needed for future load will also be provided by
the Tenant. Any management and/or payments related to the kVAs capacity and/or connection to utilities,
including electricity, will be paid directly by the Tenant, either to the service provider in question, the
Industrial Park, the CRE or the CFE. –
 The busbar will be powered directly from the switchgear by means of tray cable conductors installed in
cable trays (of adequate width) supported from the building ceiling structure.      o Note: Trays should be
avoided where dust can accumulate and fall to the level of production, or at least reduce the amount of
cable trays. Length of cable and tray will depend on main substation location. Busbar (Square D 3F-3H,
480 VCA, 60 HZ) only 60 linear meters included
 The production lines will be powered directly from busbars, installation of production lines is out of scope
of this proposal. Acknowledged, production lines and its installation or connection is out of scope. Busbar
(Square D 3F-3H, 480 VCA, 60 HZ) only 60 linear meters included
 200KW Diesel Emergency generator to power emergency lighting, IT Site and other life safety related 120V
receptacles. Included with autonomy for 4.5hours.
 Duplex receptacles (120V) for computers should be powered from separate switchgear. Included
 Industrial LED luminaires High Bay (VERBATIM 200 wats 5000 K or similar) above the floor of the
Production Hall. The industrial luminaires are Cooper lighting, complying with lighting levels required   
 Emergency lighting according to International Building Code and local regulations. Included according to
local regulations
 Install compressed air loop from aluminic 6” pipes in a main ring system with two connections with a
pressure of 8 bar on each connection above all production hall. The spacing and location of the
connections should be adapted to the production technology. Included 6” black iron Loop (only piping),
however compressors nor any additional equipment is included.
 Exhaust systems for hoods and general exhaust air for 6 ACH (May require proper air flow design for
production hall ventilation). Included, 6 ACH

3.4 Warehouse
 Usable floor area of the warehouse: about 650 m2 Included, whole facility consists of 14,186 sqm

 Design a warehouse for 10-15 people, a sanitary facility, a driver's toilet (exterior access) and

 In the warehouse or in the hall, design a room for a cleaning company, with a drain adapted for floor
washing machines, water-canal approaches to the washing machine. Included
 14 typical back loading docks (Brand: Mechanical, capacity 40,000 lbs, size: 9’-0” Wx10’-0”H), with gate
flap gasket and canopy at least 4m.14 inbound loading docks included (cross dock, 7 on each side), 1
grade level, 2 waste recovery docks

 Doors fastened with sectional gates with quick drive and glazing in the third segment from the floor.

 Warehouse will be equipped with around 30 Rack Pallets, one and two row storage racks with 5 levels of
storage (5 levels of shelving + pallets on the floor), with beams of 2700mm and 3300m, total about 450
pallets. Set the weight of the pallet = 660 kg, hence the load of one foot (leg of the passage) is 50 kN.
Shelves will be operated by battery-operated high-bay pickup trucks with a lifting capacity of 1300 kg and
a net weight of 2900 kg, moving on three hard wheels. Not Included
 The floor construction must be designed based on existing ground conditions, but the following minimum
conditions are given below: Included, concrete floor slab of 20 cms (excluding offices and utility rooms

o A concrete slab of at least C20 / 25 with a thickness of at least 20 cm, reinforced with diffused
reinforcement and / or mesh. During the exercise, carefully cut and fill the expansion joints, work
out work breaks, and carefully design the concrete recipe Included, concrete floor slab of 20 cms
(excluding offices and utility rooms whole axis which is 10 cms)
o Finishing layer, (polished natural floor, same finish as production hall)

polished concrete, offices with corresponding finishes according to this

Internal installations in the warehouse:


 Power supply for gates (Connected to emergency plant), general purpose receptacles, power to the
battery charging station, (4 stations @ 480v 28.8A Max in Current Charging Stations for
24/36/48/72/80V DC Out Voltage), power to computers (120V computer installation and general-
purpose receptacles powered by separate switchgear). Included
 Lighting -LED lighting fittings (Verbatim or approved North American manufacturers), illumination
according to regulations as for warehouse. Included
 Cable trays for IS installations (Trays Not Included, since IS term is not identified) – Empty conduits
Included
 Ventilation – Air washer for 6 changes per hour, still need to be considered in accordance to ventilation
design for all building volume. Included, 6 ACH
 Sprinkler system in accordance with local NFPA. Avoid in-rack sprinklers. Included

2.7 Technical rooms


Functional requirements for the technical rooms (e.q. IT server room) according to client standards, see
attached requirements. Included

2.8 Kitchen/Canteen
Include approximately 100 m2 for industrial kitchen next to canteen area. Included as equipment and
mechanical guide for 100 people, considered in the Office Area. ANSUL Fire suppression is not included, Fire
suppression excluded only in cooking area.

The canteen of approximately 250 m2 includes a food distribution for the employees and a lounge for about
100 people where the employees can eat. Included as equipment and mechanical guide for 100 people,
considered in the Office Area

2.9 Social rooms


 The social rooms include the following:
o Toilets Included, in Office Area
o Washrooms Included, in Office Area
o Locker rooms, approximately 100 lockers and 50 m2 Included in Office Area, but lockers as
furniture are not included
o Medical Service for approximately 50m2 for a consulting and medical attention. Included, in
Office Area

Generally, we will follow the national rules and regulations / requirements (quantity). Acknowledged

3 Technical building specifications


3.1 Finishes
Finishes in the production hall:
 Finishing of production hall toilets: Porcelain tile, 50x50cm, walls: Porcelain tiles 30x50cm, color and grout
to be selected, from floor to ceiling. Stainless steel partitions, LED recessed lighting, solid surface counter,
fixtures to be selected Included, in Office Area
 Internal doors: hollow metal with glazing and equipped with self-closing mechanisms. Included-Door to

3.7 Construction
3.8 Roof
 Provide insulated metal roof system in accordance local regulations. Included, Standing Seam roof KR-18,
2” insulation blanket
 The roof should be provided with light-emitting polycarbonate luminescence skylights min 3% or better
with current technical approval and fire classification and fall protection. Included 3% to be considered
 Roof drainage - gravitational, spheroidal cast iron pipes or HDPE pipes. Included as metal sheet
downspouts   
 Provide emergency overflow openings. Included
 Provide stair for access to the roofs of buildings for maintenance. Included
 Roof must contain perimeter fall protection. Provide fixed points for fixing fall protection devices from
height during building maintenance and facade cleaning. Included, however it is not a certified fall

3.9 Exterior Walls


 Provide insulated metal panel wall system up to roof height or alternative on expansion side. Included as
single metal sheet TR 101, Value Engineering to have CMU Wall up to 3 mts and then metal sheet on all
production area
 External walls must comply with the applicable technical and building regulations on the heat permeability
of the partitions. Included as single metal sheet TR 101, Value Engineering to have CMU Wall up to 3 mts
and then metal sheet on all production area
 Building facade accordance with corporate guidelines. Design to be developed by Landlord based on design
requirements from ZF
 Windows and external glazing must comply with the applicable technical and building
regulations. Included as per Window specifications stated on 3.2 Windows Section
 Calculate total mass of structural concrete, steel, aluminum, and bricks used in construction (in kg or
metric tons). Transparently show the amount of materials used in (1) the foundation, and (2) the rest of
the structure. Acknowledged, however a traditional construction approach will be implemented
 Give national reference values for embodied carbon of these materials. Use Global Warming Potential (kg
CO2-equivalents) per unit of mass for “cradle-to-gate” emissions (ISO 14025/EN 15804 life cycle modules
A1-A3). If no national reference values are freely available, contact national green building association for
accepted values. Acknowledged, however a traditional construction approach will be implemented
 Calculate embodied carbon from structural concrete, steel, aluminum, and bricks based on project mass

 Minimize the need for cement by any combination of these strategies: (a) reduce thickness of concrete
elements (b) reduce the strength class of concrete where possible, (c) design structural elements as timber,

4.4.1 Fire water supply


Capacity and construction has to be considered on site according to national rules and regulations.
Fire pumping station and water storage tank - for sprinkler systems, external hydrants and internal hydrants,

insurance carrier. External hydrants must meet the requirements of the Local Standards. Pumping station has
to be verified with local industrial park regulations and capacities. Since proposed site is not inside an Industrial

4.5 Mediums: compressed air
On the basis of size for the production area it would be necessary to consider a ring line for the compressed air

Production Hall - Install compressed air ring from 6” Aluminum pipes on both sides (twisted or clamped) in a

Consider preparation for another two more transformers of 2,000KVA type to reach out a max cap of 6500

Specs, which we did not receive on the bidding process).

4.6.8 Emergency and non-interruptible power supply (has to be proofed)

4.7 Outside Services   


The basic infrastructure has to be considered with water, power (2500 kVa- if possible as long line with two
incoming points/redundancy) as well the connection to the rainwater and waste water line. The HV line with
two incoming points/redundancy are not included.
A special storm water channel has to be considered (if local requirement). Not Included since it is not required
by local regulations.
The ring road around the workshop for firefighting has to be designed according to national rules and
regulations and approved by corporate insurer. Included and acknowledged
Green areas according to local regulations and standards and local park greenery design. Low irrigation,
drought tolerant plants and gravel. Included as low irrigation and with local vegetation

4.8 Outside Plant


In the offer for the RFQ, the service provider has to deliver/plan and describe the following content:
 General and space requirements for the site:
o Scope of work for site work includes Earthwork Included
o Paving for Parking Area, with 2” thick asphalt pavement over a 6” thick granular base Included
o Walks, curbs, parking lines, access gates, concrete stops for car parking spaces Included
o Provide utility structure (clean-outs, manholes, etc.) for electrical, sanitary, water, phone conduit
and sewer including covers and frames Included
o The building will be designed to drain storm water on surfaces with at least 0.5% slope. Storm
water to be drained to perimeter streets Included
o Build the exterior piping lines for sanitary sewerage with diameters and slopes for the correct flow
of the sewer water as required for fixtures on drawings. The pipes will be sanitary PVC Included
o Provide Portland Cement concrete sidewalks f'c = 150 kg/cm2 (2,100 PSI) with minimum 10 cm
(4”) thick, anti-slippery finish as per drawings. Included
o Provide Portland Cement concrete car bumpers f'c= 210 kg/cm2 (3,000 PSI), 0.15 m (6”) x 0.18 m
(7”) x 1.70 m (5’7”), one piece per parking space, with finish in traffic enamel yellow paint.

Site Security
The buildings shall be designed and constructed of materials which resist unlawful entry including the
employees’ parking lot. The perimeter security shall be installed according to security advice based on the
risks identified in the site security risk assessment and local park regulations. Included

 Neighborhood Security fence 180 cm. The fencing is to be constructed as such to avoid climbing over or
crawling under. Included
 Perimeter signage – Premises shall be posted with signs warning against unauthorized entry. No
trespassing signs installed on the perimeter fencing. Included
 In case of new fences, steel wire fences must be used if need be for increased security demand. Included
 Perimeter security zones to patrol visually entire perimeter with no blind spots. For CCTV, BMS,
Automation, Access control, IT and other Special Systems only empty conduits are considered. As agreed
on technical meeting with ZF.           
 Client site must be secured stringently and reliably from unauthorized access, either by staff or technical
devices. The planning and design of the external shell needs to prevent unauthorized access.

 2 Security building separate access (2 sides) for truck and employee including amenities (toilet) for truck
drivers. (Guard room at the entrance with a control center for firefighting and other safety requirements)
Only 1 guardhouse is included, which will monitor heavy traffic and vehicle access.

 External lighting of building and perimeter with LED Included as per local norms and regulations

Maneuvering and Dock Area


 Maneuvering yard for trucks (front loading docks), tubular wheel guideways in front of docks. Included
 Dock Dolly Pads, 6” (15cms) thick Dolly pad with concrete MR=40 Kg/cm2 3/4¨ (maximum aggregate),
reinforced with steel bar, includes control and expansion. Included
 Joints sealed. Forklift Ramp Includes preliminaries, 8" F’c=250 Kg/cm2 3/4” (maximum aggregate)
premixed concrete, concrete floor slab with steel rebar reinforcement as per structural design. Included
 Truck apron min 8’’ concrete and 8” thickness base. 3500 psi. Included
 Dock locks – see attachment. Included

Parking Lot
 Parking spaces for cars, total of 60 slots including 3 larger slots for disabled people, 5 slots for hybrid or
electrical car with electricity plug (high voltage) and 10 slots for visitors. Included, as per layout and local
regulations.
 Min 2” asphalt and 8” thickness for base, or as required per soils report. Included,
 Rubber bumpers at handicap stalls. Handicap Signs Yellow traffic paint. Tack Coat 1.5 lt/m2 and Asphalt
paving 5cm thick. Included,
 Curb: Will be concrete f´c=200 kg/cm2, reinforced with 900 gr/m3 polypropylene fiber. Included,
 Sidewalks: 4" (100mm) thick f’c=200 kg/cm2 TMA 3/4" concrete floor sidewalk, reinforced with 900 gr/m3
polypropylene fiber, 1.5 to 1 Max relation for control joints. Included,
 Pluvial water All discharges of rainwater are directed to a retention well through asphalt pavement, and
then the water will be filter to subsoil, the dimensions will be designed. Included,

Outside cameras (CCTV) are installed according to Client safety requirements. For CCTV, BMS, Automation,
Access control, IT and other Special Systems only empty conduits are considered. As agreed on technical
meeting with ZF.     
Exclusions, Deviations and Clarifications   

Steel Structure
 The finishing for the steel structure is Primer only.
 Skylights approved to fire classification and fall protection.

Plumbing
 Roof storm downspouts with HDPE pipe are not included. The pluvial downspouts will be of
sheet metal
 Rainwater collection system is not considered to be reused in irrigation
 Process drainage not included
 Electric water coolers with bottle filling stations (filtered) are not considered, i.e. Elkay EZh20
 It is not considered a standard system for providing drinking water to employees (ie, a reverse
osmosis treatment system) on all drinking water supplies
 Does not consider softener, reverse osmosis to cooling water that will be used in production
and don´t comply with PH and hardness
 Clarification. C-40 carbon steel pipe with seam and insulation for the cold-water ring that feeds
the production lines is considered
 Automation and control for cold water is not considered
 The supply and installation of air compressors & accessories is not considered
 The cost per natural gas measurement and regulation station is not included. This must be
provided by the Gas company with which the user makes the contract
 It is not considered an exclusive open channel for rainwater
 Is not considered retention well for stormwater discharges from roads and roofs

Electrical
 The protection for HV feeder is only for an initial load of 1,250KVA
 Tenant will be responsible for purchasing the rights of kVAs, which will be used by Tenant at
the Leased Property. Any procurement and/or payments related to kVAs capacity and/or
connection to utilities, including electricity, shall be paid directly by Tenant to the utility
provider, CRE or CFE. Transformers, restorer station and all infrastructure needed for future
load is not Included. The additional kVAs needed for future load will also be provided by the
Tenant. Any management and/or payments related to the kVAs capacity and/or connection to
utilities, including electricity, will be paid directly by the Tenant, either to the service provider in
question, the CRE or the CFE.
 The feeder for busbar is considering maximum distance of 64 mts from the main panel
 The industrial luminaries are Cooper lighting
 Metering on all machines and renewable energy assemblies is not included
 Energy consumption metering for renewable energy produced on site is not included
Metering for energy consumption is 10 devices Janitza model UMG-512-PRO
 Feeders for electric water coolers are not included
 Electrical feeders for pumps for rainwater and irrigation system are not included
 Independent power providers lines not included. This is not applicable since the power provided is CFE.
 The High Voltage Janitza power meter is not included
 Cast resin transformers are not included
 On each second column around the plant included duplex 110V power outlets
 All Lighting is LED Cooper lighting brand
 The HV line with two incoming points/redundancy is not included

HVAC   
 The proposal includes filters MERV 13, air renewal and outside air intake. To minimizing COVID.
 The proposal includes exhaust and injection to kitchen. The kitchen includes air curtain.
 The IT Room includes mini split and back up. The minisplit considered has a redundancy/double
functionality. No HVAC is considered for service room adjacent to IT. – Liebert Equipment Included
 The proposal includes Tool room a precision equipment to obtain 19°C ±1.5°C, humidity 45% +/-15%.
The proposal maintenance shop area includes package unit
 Chemical room does not include any HVAC system.
 The exhaust system includes 6 CPH include exhaust and louvers.
 Included: 150-ton chiller + C40 Carbon Steel insulated pipe loop (supply and return) / Includes
pumping equipment. Only ventilation is considered (6 CPH), Offices do include air conditioning, as well
as special rooms. The proposal includes equipment to obtain 19°C +/-1.5°C, humidity 45% +/-15% for
metrology and tools room. The proposal includes exhaust in toilets and lockers. In the hall between
offices and toilets include grills to supply air conditioning to hall at toilets. Doesn’t include dehumidifier
for cooling system. To be quoted as a PO.
 The proposal includes equipment to obtain 19°C +/-1.5°C, humidity 45% +/-15% for tools room.
 The proposal includes exhaust in toilets and lockers. In the hall between offices and toilets include
grills to supply air conditioner to hall at toilets.

FPS
 The proposal includes Sprinklers in offices and production area, we don´t have specification or
approved by corporate insurer company.- NFPA considered
 ANSUL Fire suppression is not included, Fire suppression excluded only in cooking area. To be quoted
as a PO.
 The proposal includes sprinklers and cabinet hose in production, and warehouse, and offices area.
 The proposal doesn’t include in rack sprinklers.
 The fire protection is according to national standards and NFPA 13 & NFPA 20.
 The IT Room proposal includes fire suppression system with FM 200.
 The proposal includes 1 hydrant to exterior areas.

 Cost of kVAs: To be covered by Tenant
 We do not include the cost of Infrastructure, nor contributions to CFE
 For CCTV, BMS, Automation, Access control, IT and other Special Systems only empty conduits are
considered
 We do not include production facilities nor their connections
 Compressors are not included nor any compressed air equipment (only 6” loop is considered)
Reverse Osmosis Treatment System is not included       
 All design and specifications will comply with local regulations and norms
 When brands are indicated, Landlord will comply with such or similar brands or products that comply
with ZF requirements and have the same quality as the ones requested
 For Lighting purposes, Luxes requirements will be followed, if not local regulations and norms will be
followed.   
 Air Conditioning is only included in the Office Area and certain Utility Rooms, for the Production Area 6
ACH are complied with.
