Abstract
This document contains data and information about the BlueTraker® Ship Security Alert System (BlueTraker®
SSAS) based on BlueTraker® technology using Iridium Satellite Network for communication.

1 Introduction

Thank you for choosing BlueTraker® SSAS - the newest Ship Security Alert System based on Iridium Satellite
Network.

This document contains the description of operation and initial Set-up instructions for BlueTraker® SSAS.
BlueTraker® SSAS system consists of an on-board hardware (BlueTraker® SSAS terminal and ConBox SSAS wiring
cabinet with Alert Buttons) and TDS3 server.

In order to get the maximum performance and Radio survey approval of your new BlueTraker® SSAS, please note
and follow the installation guidelines precisely.

BlueTraker® SSAS has a built-in Iridium Satellite Network transceiver, which transmits all messages from the unit
to the TDS via Iridium Satellite Network. Messages are only transmitted, if the Iridium transceiver has a valid
Iridium subscription, so please make sure your Iridium subscription is valid before testing the BlueTraker® SSAS.

1.1 About SSAS manuals

First part of this manual includes instructions for configuring the recipients of the SSAS Test, SSAS Alert and SSAS
Exceptions Messages Using SSAS Configurator web application.

Second part of this manual describes the operation of BlueTraker® SSAS.

In addition to this manual, the BlueTraker® SSAS Installation Manual and MyBlueTraker User Manual are
necessary for error free and efficient use of BlueTraker® SSAS system.

We highly recommend that you read the manuals before you start using the equipment.

1.3 Legislation

BlueTraker® SSAS system have been developed to meet the requirements for Ship Security Alert Systems as
specified in the amendments to SOLAS, chapter XI, Annex 6 (Dec. 2002). The details are described in the
International Ship and Port Facility Security Code (ISPS Code)*. The objective of this code is to establish an
international framework for detecting and assessing security threats and taking preventive measures against
security incidents affecting ships or port facilities used in international trade.

SOLAS Resolution XI-2/6

As piracy and terrorist attacks have increased over the years IMO has defined a set of mandatory requirements in
the SOLAS Resolution XI-2/6 to improve security for ships.

The new SOLAS resolution 6 states that the Ship Security Alert System shall provide ships with two alarm buttons,
which can be activated in case of a piracy or terrorist attack. The alarm is a covert signal, which will have no sound
and no flashing lights so that it is in no way obvious to any intruders on board the ship.

The SOLAS Resolution XI-2/6 requires vessels of +500 GT (Gross Tons) constructed before 01 July 2004 to install a
Ship Security Alert System (SSAS) no later than the first radio survey after 01 July 2004. Other Cargo ships of
+500 GT and mobile offshore drilling units constructed before 01 July 2004 must be fitted no later than the first
radio survey after 01 July 2006.
The following vessels are required to have a Ship Security Alert System installed:

Approvals

IMO and the International Committee have not specified the required technical details for an SSAS system, but
have laid out flexible guidelines for SSAS solutions. This provides manufacturers with an opportunity to develop
systems that are not completely unified, thus making it more difficult for an aggressor on board a vessel to identify
the equipment. National Authorities or the relevant Classification Society must approve a vessel’s SSAS installation
as part of the Ship Security Plan.

2 General description

The BlueTraker® SSAS system comprises of the BlueTraker® SSAS on-board hardware and the TDS3 server. The
BlueTraker® SSAS on-board hardware consists of BlueTraker® SSAS terminal and ConBox SSAS wiring cabinet
with two Alert buttons. The third (optional) Alert Button may be included – depends on your purchased order.

This document describes how to use and configure BlueTraker® SSAS system. The purpose of this document is to
provide:

2.1 BlueTraker® SSAS system overview

In case a ship is being attacked by pirates or terrorists the crew needs a possibility to send a silent alert message
to a predefined Alert Centre. It should be possible to activate the alert (via an alert button) from the navigation
bridge and from at least one other location. From the contents of the alert message the Alert Centre knows that
the ship is being attacked and the ship's current position. Immediate action can be taken to save the ship and the
crew.

When SSAS Alert is activated an SSAS Alert message is generated and transmitted from BlueTraker® SSAS
terminal via Iridium Satellite network to TDS3. The SSAS Alert message includes an identification of the vessel and
its position. TDS3 uses the SSAS Alert message to form a user alert message and sends it to predefined recipients
(up to 5 SMS numbers and/or up to 5 Email addresses). One typical recipient is the Research and Rescue Centre in
the vessel's country of registration.

When SSAS Alert is activated the BlueTraker® SSAS terminal starts to send navigation messages at 15 minutes
interval until SSAS Alert is deactivated from one of the recipients. In case no one deactivates the alert within 24
hours from the activation, the unit itself deactivates the SSAS Alert. The SSAS Alert can be deactivated only by
visiting the temporary URL provided in the SSAS Alert message.

The ship-owner is responsible for setting up a security plan in which he specifies who shall receive
the SSAS messages and who is to be contacted.

The system has full global radio coverage – it covers A1, A2, A3 and A4 sea areas.

The system allows the user to use the BlueTraker® SSAS terminal for normal tracking. Via usual position reports
ship-owner will be able to follow the position of the ship on MyBlueTraker (MBT) or on other SSAS Service
Providers applications (Transas, PoleStar ...). According to the chosen reporting interval the system will be sending
position reports containing the latest position information, which BlueTraker® SSAS terminal retrieves from the
GPS. The BlueTraker® SSAS terminal can be set to send position messages continuously at a predetermined time
interval (RIC) or/and it can send a position upon a request (Pooling).
The default (minimal) position reporting rate is 1 report/day and it is included in the basic SSAS functionalities.

3 Initial Set Up using SSAS Configurator

3.1 Introduction

SSAS Configurator is a web based application providing a modern interface that allows you to define vessel details
and message delivery destinations. It is a part of the TDS3 which enables the forwarding of SSAS alerts received
from vessels to your email and mobile phone and allows you to send back the confirmation.

Internet Explorer 8 and newer and latest versions of other major browsers are supported. We recommend the
latest Mozilla Firefox web browser to be used due to its great JavaScript performance, supporting all available
features.

3.2 Login

In order to access the SSAS Configurator application, please start your web browser and visit the following URL:
https://www.bluetraker.net/SSASConfigurator/ . You will be directed to a secure login screen displaying login form.

Please enter your TDS3 username and password. Click the “Login” button to proceed.
Use pre-defined email address and email subject to send an inquiry.

3.3 Main view

After a successful login, the main view will be shown and the table on the left will load with your existing SSAS
configured BlueTrakers.

Click on a SSAS device in the table to load the right table with the existing device destinations.
There are two buttons above the SSAS devices table that allow you to manage your devices: Add and Edit.
System administrator can delete a device and all its destinations by clicking the Delete button. A confirmation
prompt will be shown.
If you click the Add button, the following window will be shown:

First select a device by its Public Device ID form the list that will be shown if you click on the Device combo box.
Only devices on your TDS account will be shown, excluding the ones already configured.
Fill in the values for Vessel name, MMSI, IMO, Call sign, CSO phone number. These values will be present in an
alert message that will be forwarded to the defined destinations.
You can also set which alerts type you are going to receive: By default, you can only choose SSAS.
Click the Add new destination button to display the Add new destination form.

Select the destination type (email or SMS) and insert a correctly formatted email or phone number (example:
+38611111111).

Set “Receive alerts in case of” between SSAS modes: Production mode, Test mode or Production & Test mode
This setting will have impact depending on key position in SSAS ConBox.

The “Receive alerts for alert type” option sets a condition if notification is sent while Primary button is pressed,
Secondary alert button is pressed, or either button is pressed.

If “Confirm alarm” is checked, then destination user also receives a hyper link and is able to confirm alert.

Uncheck the “Receive exception warning” if you wish to be notified only about the actual SSAS alerts (button
pressed) without the exceptions such as:
• Alert buttons line shorted / cut
• ConBox SSAS opened / tampered
• External power failure

If “Receive recurring alerts” is checked, then current destination user will get notification for each alert that is
triggered every 15 minutes.

Press Add to add it to a list of destinations or Cancel to return to the previous window state.
It is also possible to edit destinations once they are stored to database.
The Save button will save the device and add/modify all the destinations and the device to the database.
The Edit window on the main view will open and will allow you to modify an existing device and its destinations.

3.4 Receiving and confirming the alert

Once the destinations are properly configured, a message will be send to all destinations when a SSAS message is
received by the TDS. The message will contain ship details, alert time and location, and a confirmation link. Click
the link when you wish to confirm that you acted on the behalf of the alert.

You will be directed to a web page where a confirmation will be required to send the confirmation command. When
you confirm, a command will be sent to the device to stop sending the alerts. If the command was already
confirmed, the page will say so and will not allow you send it again.

Test messages requires Test confirmation message.

In case of exception messages no confirmation is required.

4 Operation – How to use BlueTraker® SSAS

4.1 “Normal” operation mode

In “Normal” operation mode SSAS system is in stand-by. It is possible to use the BlueTraker® SSAS terminal for
tracking. If tracking option is not selected (ordered) previously BlueTraker® SSAS terminal will send one SSAS
navigation report per day indicating that system is alive and ready for use.

Operation mode selector on ConBox SSAS is in the position “Normal” and selector key is removed. There is no
visual indication on ConBox SSAS. BlueTraker® SSAS terminal has one status LED on the bottom of the device.
The LED represents status of the unit with three colors. The status diode is showing following information in one
sec. intervals:

BLUE (LIT) – Connected to IRIDIUM


BLUE indicator should stay lit for a satellite network
second, BLUE (FLASHING) – IRIDIUM
Satellite network not available
RED (LIT) - normal operation, powered
by electrical supply of the vessel
RED (FLASHING) - initialization
RED indicator should stay lit for a sequence in progress, or terminal is
second, running on internal battery (in case of
power failure)
GREEN indicator should stay lit for a GREEN (LIT) – GPS fix acquired
second,
GREEN (FLASHING) – No GPS fix
No indicator should be lit for a second.

Summary:
• In “Normal” operation mode the operation mode selector must be in position “Normal”.
• BlueTraker® SSAS system is armed and ready for use.
• Poll: Polling from the user interface (e.g. MyBlueTraker) will provoke immediate sending of
position message.
• SSAS navigation messages are visible in MBT Map View and Table View.

4.2 Alert mode

Activating the alert


Press one of the alert buttons and hold it pressed for minimum 3 seconds but not more than 20 seconds.
An SSAS alert message is prepared and sent immediately after the alert button is released.
The message will be sent to all predefined recipients entered in TDS3 SSAS forwarding module during the
configuration process (chapter 3).
After alert message is sent, BlueTraker® SSAS system enters tracking mode sending SSAS navigation reports
every 15 minutes. Tracking mode continues until is deactivated remotely or is automatically stopped after 24
hours.

When the BlueTraker® SSAS terminal receives the deactivation command with a valid password the SSAS system
will go back to “Normal” operation mode and on this occasion will send SSAS alert deactivation message to
confirm the alert deactivation. The SSAS alert deactivation message will contain information about the user who
deactivated alert and will be sent to all the recipients who received the alert message.

Summary:
• Local alert deactivation on the vessel is not possible.
• Message types: SSAS navigation, SSAS alert, SSAS alert deactivation
• Navigation reporting will stop automatically after 24 hours and system will return in
Standard/active mode.
• SSAS alert and SSAS alert deactivation messages are visible in MBT pop-up windows and in
Table View.

4.3 SSAS messages format

The SSAS navigation report is used to periodically transmit data comprised of location, group of data /
time, course, speed, control code of the vessel, vessel acronym identification, data integrity.
SSAS navigation report contains the current position, date, time, direction and velocity as measured by
GPS.
SSAS alert deactivation message contains information about which user deactivated the SSAS alert

Detailed SSAS Alert mode operation flow

Open the cover of the alert button and then press the button for 3 to 20 seconds.
SSAS alert message is immediately prepared.

If addresses have been preset, the SSAS alert message is sent to the first address immediately after the button is
released. This step is repeated in case of multiple addresses. (max. 5 email addresses and max. 5 SMS’s
addresses)

Continuous transmission of the navigation reports begins. The interval at which SSAS navigation reports are
transmitted is 15 minutes. The navigation reports are continuously transmitted until SSAS terminal is remotely
deactivated or 24 hours tracking interval expires.

To remotely deactivate alert mode, login to the link provided in SSAS alert message and follow deactivation
procedure. This is the only possible way to deactivate alert mode. After successful deactivation BlueTraker® SSAS
system will send a SSAS alert deactivation message to acknowledge it. If remote deactivation is not carried out
SSAS navigation reporting will stop automatically after 24 hours.

4.4 Remote configuring and visualization of BlueTraker® SSAS operations

When you have received your BlueTraker® SSAS system please make a note of the supplied BlueTraker® SSAS
credentials form, (directly below).
The first part of the form contains login info for Initial Set Up using SSAS Configurator described in chapter 3 of
this manual.
The second part of the form contains login info for EMA’s WEB based application for Tracking & Monitoring
Application (Mapping software) called MyBlueTraker (MBT).

After logging in MBT you will be able to:

• Gather important, vessel information in real time like geographic position, asset speed, course, triggered
alarms, and events.

• Switch between three main view modes by selecting tabs in the view panel.
o Default map view provides a quick overview of the fleet
o Trip reports
o Tab view

• Find your vessel(s) quickly! With the Quick Search Panel you can rapidly find:
o Vessel name
o Vessel location
o And each vessel’s status (SSAS Alert or Tracking)

• Visualize SSAS navigation and other unscheduled messages: SSAS alert, SSAS alert deactivation, SSAS
test, SSAS test confirmation and Other SSAS messages (diagnostic, tamper……). Once unscheduled
message arrives it is treated differently than usual navigation messages, and generates an event or an alert in
MyBlueTraker.

• Send Commands to BlueTraker® SSAS system, then execute them and finally report them as executed,
(acknowledged). Commands like: Polling, Reporting Interval Change (RIC)…

• Use the Map tools which make monitoring and tracking easy and flexible to your needs. Here are just a few of
the Tools: Distance measuring, Zoom presets, Live data window, Trip report and Table View.

Summary:
• Check MBT user manual (MBT help) to learn how to most efficiently use MBT mapping software.
• All SSAS messages are visible in MBT “Table view”, (navigation, alert, alert deactivation, test, test
confirmation and other SSAS messages)
• SSAS alert and SSAS alert deactivation are additionally presented as a pop–up windows
accompanied by the acoustic signal.

4.5 Test mode

The test mode is used to check that the system is working properly.
The test message will contain the same information as the alert message (table below). The only difference is the
message title "TEST MODE" at the beginning of the messages.
When the BlueTraker® SSAS terminal receives the test confirmation message/command with a valid password the
BlueTraker® SSAS terminal will go back to “Normal” operation mode and on this occasion will send SSAS test
confirmation message to confirm the two-way communication successfully completed. The SSAS test
confirmation message will be sent to all the recipients who got the SSAS test message.

To perform BlueTraker® SSAS test:


1. Insert the key into operation mode selector on ConBox SSAS and set operation mode selector to “Test”.
The key must remain inserted during the test.
2. Activate the Primary Alert Button.
3. Wait for the confirmation from one of the SSAS messages recipients.
4. Activate the Secondary Alert Button.
5. Wait for the confirmation from one of the SSAS messages recipients.
6. When you finish testing the BlueTraker® SSAS system, set the operation mode selector to “Normal” and
remove the key.

4.6 Other SSAS messages (Diagnostic, Malfunction, Tamper…)

Special conditions, system malfunctions and tampering with the system will trigger the sending of unscheduled
SSAS messages. Once such message arrives it is treated differently than usual SSAS messages, and generates an
event or an alert in MyBlueTraker MBT.

Vessel Tracking & Monitoring (VTM) is managed through the connectivity of three key elements: BlueTraker®
SSAS on board hardware, TDS Communication Server (TDS) and MyBlueTraker® monitoring application (MBT).

The onboard BlueTraker® SSAS terminal collects vessel positions using GPS satellite signals and sends them
together with speed, heading and sensor information to the TDS. BlueTraker® SSAS terminals offer bidirectional
communication to and from the MBT monitoring application, allowing the user to view vessel information in real
time.
The demand for efficient, safe and secure data collection processing and delivery is sometimes driven by legislation
requirements, sometimes by safety and security demands, sometimes by and business needs, but in most cases,
by all. With TDS, the data, collected by the BlueTraker® SSAS terminals is transmitted via Iridium satellite network
to the TDS communication server. Processed contextually and statistically, data is stored and available to the
MBT® application. The whole process seamlessly enables reliable and near real-time data delivery.

MyBlueTraker® monitoring application, (MBT)


MyBlueTraker® is a web based monitoring software, tightly integrated in BlueTraker® SSAS solution. It provides
comprehensive visual and textual presentation of all of the vessel’s or fleet’s data. The display shows fleet’s current
position, as well as up to 28-day track of each ship’s movements. MyBlueTraker® automatically gathers and
displays the ship name, call sign, UTC date & time, exact latitude & longitude, heading, and speed in a graphical
interface, which is accessible from any Internet connected computer.

Safety at sea with SSAS Buttons


Safety at sea comes first. Sailor’s life on sea gets stressed to the limits by the elements of nature, equipment
failures and human errors as well. Intense peril also comes from ever more dangerous pirate activities. It not only
threatens crew’s life, but also generates great financial loss.

Alerts and events


All significant or abnormal events are detected, logged and displayed in MyBlueTraker® application, i.e. piracy, fire
alarm, burglary, power failure and other control system events.
When the Alert Button is pressed and the emergency message is transmitted, the reporting interval of the
BlueTraker® SSAS mobile terminal automatically shortens, which enable assistance service easier and faster
access to the vessel in distress.
The message is also displayed as a pop-up message in MyBlueTraker® application and sent through the TDS
communication server as an SMS to specified mobile numbers and as an e-mail to specified e-mail addresses to get
instant notification.
