Brief History
On March 5, 2022, the Office of Bishop’s Assistant Chancellor Rev Fr.
James Andes informed the Sangguniang Laiko ng Pilipinas or LAIKO of the
designation of Dan Billedo as the representative of the Council of Laity of
Imus. In addition, Most Rev. Reynaldo Evangelista also appointed him as
Diocesan Enumerator as stated in his letter dated April 15, 2022, in relation
to the Laity Survey exploring the life in Christ and in the life of Church of
Filipino Lay Catholics being facilitated by UST Research Team Prof. Dr.
Vargas.
These events had kicked-off the application of the Diocese of Imus on
her membership in Sangguniang Laiko ng Pilipinas or LAIKO. The draft of By-
Laws or Constitution was developed and reviewed by the committee
members of Steering; Vicar General Rev. Fr. Ruel Castaneda, Episcopal Vicar
of Laity Rev. Fr Randel Marero, Dan Billedo, Ferdie Joson, Pao Garcia, Arthur
Castro and Loren Viado.
After preliminary submission of requirements, Most Rev. Enrique V.
Macaraeg, D.D. Chairman, CBCP Episcopal Commission on the Laity and
President Raymond Daniel Cruz of SLP forwarded a letter of acceptance
dated July 27, 2022, confirming the membership of Diocese of Imus in
Sangguniang Laiko ng Pilipinas.
During this period, several on-line LAIKO conversations and
orientations were attended by COL Imus Representative together with other
Presidents of the Council of the Laity from the 63 Dioceses, 14 Archdioceses,
7 Apostolic Vicariates and 3 National Lay Organizations.
On September 5, 2022, the Council of the Laity (COL) of Imus was officially
renamed as the Diocesan Council of the Laity of Imus (DCLI), as stated in its
draft Constitution.
Due to the first launching of National Laity Week Celebration
(September 24, 2023 - October 1, 2022) at San Carlos Seminary, Makati
(EDSA), the ratification of the approved Constitution of DCLI was further
rescheduled on October 15, 2022.
On this date (Oct. 15, 2022), Most Rev. Reynaldo Evangelista D.D.
formally approved the draft of the Constitution ratified by the present
members (Parish Lay Coordinators from 13 vicariates or 89 parishes,
Diocesan Heads - 23 ministries and the heads of Religious Organizations -11)
following a simple majority and declared the launching of Diocesan Council
of the Laity (DCLI) during the first General Assembly held at the Seminary of
Our Lady of Pillar, Buhay na Tubig, Imus.
