The G overnm ent' o f India s initiative o f hasc o f Doing business aim s to sim plify the process o f
building approvals and to rem ove bottlenecks tor the sam e to ensure faster developm ent. This is
also in line with the Pradhan M antri A aw as Y ojna’s target o f creating a large housing pool by
2022 .

To further these m andates the M CGM and SRA had published requisite C irculars and M anuals
to sim plify the building approval processes.

Ihe notice referred at 1 and 2 above m odify the DCR to em pow er the A rchitect/ L.S. to carry out
the site inspection and certify the com pliance and adherence to the sanctioned plans. Based on
this site inspection the O ccupation C ertificate shall be granted.

SRA follows the process laid by M R& TP A ct and DCR in conjunction with various processes as
laid down by M CG M to grant O ccupation C eilifk ate. Further SRA circular referred to at 3
above stipulates and reiterates the follow ing o f the process as laid dow n by M CGM from tim e to
time for grant o f OC.

Considering the above and to further ease the process, no site inspection will be carried out at
any stage by SRA. Entire inspection up to Occupation C ertificate level shall be carried out by
Architect/ L.S. All the requirem ents o f the DCR shall have to be com plied with due care by
A rchitect/ L.S. SRA will do a random check o f the perm issions given in such a m anner after
issuance o f O ccupation C ertificate. In case o f any deviations/ irregularities noticed. SRA shall
take appropriate action against A rchitect/ L.S.

2. P ro c e d u re
A rchitect/ License Su rveyor (L S .) (Architect registered with Council of
A rchitecture & License Su rveyor registered with M C G M ) are em pow ered to
grant p rovisional approval with conditions to the building proposal plans for
R esidential buiiding/stnjcture as categorised as L o w R is k & M o d e ra te R is k in
T a b le - A given above, subject to the following,
i. T h e proposal shall be on vacant plot only and shall not affect by any buffer
zo n e /s such as M M R D A , M R D A , Railways, D efense, C R Z , etc.
ii. T h e proposal shall com prised of Notice u/s 3 3 7 /3 4 2 of M M C Act. 1888 &
application u/s 4 4 /6 9 of M R & T P Act, 1966 , in form at prescribed by
M unicipal C om m issioner, along with docum ents, undertakings required for
the proposal as per regulation & prepared by Municipal C om m issioner, time

T h e building proposal for the proposed building shall b e as p er the
provisions o f D e velo p m en t Control Regulation.
Vi.
T h e Building proposal approval shall be given directly in the form of
C o m m e n c e m e n t certificate for entire proposed w ork a t once.
v ii.
A fc h itect/L .S . shall check the plinth of the ap p ro ved building/structure and
. subm it th e certificate to that effect to the com m issioner, b efo re starting the
s u p er structure w ork o f the building/structure.
v iil. A rch itect/L .S . shall issue the approved plans & ap p ro val letters with digital
signature.
ix . T h e app ro val o f building proposal will be inclusive o f all type o f approvals,
such as. a m e n d e d plan approval, c o m m en c em en t certificate, Building
C o m p letion certificate cum occupation certificate, for propo sed building/
structure, a fte r com pletion o f w ork in ail respect, a s p er th e criteria specified
in T a b le -A ab o ve.
X.
A rch itect/L .S . appointed for the proposal shall sub m it the periodic site
progress & inspection report to the M C G M as d esired by th e C o m m issioner,
tim e to tim e.
XI.
O n com pletio n of w ork A rchitect/L.S . shall subm it the Building com pletion
certificate to the M C G M for the proposed b u ild in g/structure.Therafter.
/Architect/L.S., shall issue the B C C cum O ccupation certificate, as required
as p er the provision of Acts, to the proposed building/structure.
X II.
A rch itect/L .S . shall subm it site inspection report along with
p h o to g rap h s/vid eo clips, at stages, viz W h ile subm itting the building
• proposal, a fte r com pletion o f plinth w ork, first floor level, second
floo r/terrace floor level an d finally at the tim e o f subm itting Building
com pletion certificate.
X III.
It will b e the responsibility of A rchitect/L.S .. site S u p e rv is o r & structural
E n g in eer app oin ted for the proposed develo pm ent, jointly or sev erally to
ensure that the w ork is carried out as per the ap p ro val only, an y deviation
required during the construction shall be app ro ved by A rch itect/L .S . before
execution only.
XIV.
T h e rem arks, com pletion, design required for the internal infrastructure
facilities such as .Storm w a te r .drain, Plum bing, M e c h a n ic a l & electrical
facilities,S T P , Parking m auverability.etc, within the plot shall b e certified by

XV.

CIRCULAR

S u b ject: E ase o f doing B usiness - M anual o f Procedure for Slum Rehabilitation Scheme
(S.R.S.) A pprovals

Vision:

To achieve standardized and sim plified processes and to bring about predictability thereby
ensuring the-goal o f Slum free M umbai in shortest possible time.

Preamble:

To speed up the approval process this circular envisages parallel approvals o f m ajority o f
the requirem ents o f the S.R.S., so that different processes operate sim ultaneously and
converge at the lim e o f approval. The circular read with m anual aims to ensure tim e-bound
approvals in a transparent manner.

The M anual o f S.R.S. A pproval has been prepared based on wide consultations with all the
departm ents within S.R.A. The procedures relating to M .C.G .M . departm ents have been
adopted from a sim ilar manual for approval o f building approvals adopted by M .C.G.M.

The M anual for S.R.S. A pproval (version I) is the first step tow ards achieving the vision as
m entioned in this circular. The manual shall be updated periodically for further im proving
effective im plem entation. It will ensure speedier construction perm its resulting in overall
cost reduction for the Industry and increasing overall efficiency. This circular and manual
shall be followed by all the departm ents o f Slum Rehabilitation A uthority m eticulously.

I) A cceptance o f the Proposal:

Architect/L.S. shall submit A nnexure I (Technical & FSI Details), II (List o f


Eligibilities. Slum Plan, Annexure II C ertificate etc.), fl(a) (Plane Table Survey
Slum Plan prepared by Surveyor/Architect and List o f existing Slum dwellers and
com m ercial users with their areas). A nnexure-III (F .C .’s NOC) along with
works/schem e in hands, IV (O w nership Details - CTSO), V (ARS Certificate). VI
(Tow n Planning N O C ) & VII (Title Certificate from advocate and undertaking cum

affidavit from developer, promoter and society office bearers) as mentioned in
manual for S.R. Scheme approval version I for subm ission o f proposal to an
accepting officer, designated by S.R.A. for this purpose along with the registered
undertaking stating that all documents submitted are in order. Designated officer
will check the no. o f the documents as per the check list m entioned in M anual for
Approval o f S.R. Scheme version(I). The Certified check list along with the
proposal shall be subm itted to the concerned Sub Engineer within a calendar day.
The concerned Sub Engineer shall scrutinize and com m unicate his findings within
seven working days to the Architect/L.S.. Scheme should be accepted if it is prima
facie found com plete in all respect and confirm ing that there is no overlapping o f
schemes.

In case, observations are received and the Architect/ L.S. has submitted his say, a
consolidated report shall be submitted to C.E.O. (S.R.A.) within seven working days
by Engineering Section. The proposal shall be accepted/ recorded on the 15'*’
working day as per orders o f C.E.O. (S.R.A.) and the sam e shall be comm unicated
to Architect/L.S. by the Deputy C hief Engineer.

II) Pre L O l Stage:

On acceptance o f the proposal, all Annexures shall be forwarded to respective


departm ents w ithin 3 working days by Engineering section.

A fter the proposal is accepted, it shall be sim ultaneously scrutinized by the Finance
Departm ent and the Engineering Department, without waiting for Annexure II as
per the provisions o f cl 3.12 o f Appendix IV to regulation 33(10) o f DCR 1991.
However, if any discrepancy is noticed in the certification from Com petent authorit>
with respect to num ber o f slum dwellers, slum schem e boundary, area o f slum
schem e or any other m atter, the LOI shall be revised at that time and the same will
be binding on society/developer.

1) Annexure-II (Com prising o f Annexure-Il(a) and final A nncxure-ll):

i) Final Annexure II (com plete list o f eligible slum dwellers along


w ith certified slum plan, consents and Annexurc-II certificate) -
O n acceptance o f the proposal, S.E.(SRA) shall forw ard the draft
Annexure-II (com prising o f Annexure-II(a) and final Annexure-IH
subm itted by the Architect / L.S. to Dy. Collector (SRA ) within 3
w orking days o f acceptance. The Dy. C ollector (SRA) shall forward
the sam e to the respective competent authority within 2 w orking days
o f receipt from Engineering section. Com petent Authority shall
verify and certify the list o f slum dw ellers and area only, within I
m onth for area up to 500 huts, 1 H2 m onths for area up to 1000 huts
and 2 m onths for area above 1000 huts in the form o f Annexure-H(a;,
Thereafter the com petent authority shall certify the eligibility o f slum
dw ellers and consents thereto in the form o f final Am iexure-II. This
certified final Annexure-II shall be issued w ithin 3 m onths from
receipt o f the Draft Annexure-II from SRA.

o f co m m ercial u se rs) - Arm exure-Il(a) certified by the com petent
authority shall be subm itted to SRA im m ediately on receipt o f the
sam e from com petent authority.

2) A n n e x u re III:

On acceptance o f the proposal, S.E. (SRA ) shall forw ard the Pro-form a
A nnexure - III subm itted by the Architect/L.S. to F.C. (SRA) within 2 days
o f acceptance. A ssistant Accounts Officer (AA O ) shall scrutinize the
docum ents and com m unicate the shortcom ings if any to A rchitect/ L.S. and
D eveloper within 5 w orking days o f receipt o f papers. Architect/L. S. or
developer shall com ply and subm it requisite papers w ithin 5 w orking days
to Finance Department.

The AAO shall verify financial statem ents and other docum ents subm itted
‘ along w ith Pro-Form a Annexure III by the L.S./D eveloper for that num ber
o f tenem ents as com m unicated by AE/EE. AAO shall subm it the Annexure
- Ill file to the A ccounts Officer in 4 days, after verifying residual capacity
o f the developer, as per net w orth certificate issued by C. A. A ccounts Officer
shall verify the sam e and submit with com m ents, i f any, to Finance
Controller (S.R.A.) w ithin next 2 days. F.C. (SRA) shall verily the same and
certify Annexure~lII. Annexure-IIl shall be issued within 15 days o f receipt

Annexure IV shall be submitted to D esignated O fficer appointed by


CEO (SRA ) within 15 days from subm ission o f the proposal.

I ll) L O I S tage;

The Architect / L.S. shall subm it the draft note for consideration and approval o f
CEO (SRA) which should include all the details, concessions sought for and schem e
param eters.

Sub-Engineer shall scrutinize the proposal within 15 days o f subm ission o f proposal
in thtf form at hereinabove and submit a report to the A ssistant Engineer. Assistant
Engineer shall subm it a report to Executive Engineer with com m ents w ithin seven
days. EjKcutive Engineer shall subm it the report to Dy. C hief Engineer with
com m ents w ithin four days. Dy. C hief Engineer shall subm it the report to Secretary
(S.R.A.) w ith com m ents w ithin two days. Secretary (S.R.A.) shall subm it the
proposal to C .E.O .(S.R.A .) with com m ents w ithin two days. CEO (SRA ) shall
approve/reject the proposal, as the case may be. In the event o f approval, LOI shall
be issued within 3 days o f receipt o f proposal for grant o f LOI.

All concessions necessary for approval o f Layout, buildings (Sale and Rehab) shall
be obtained at the time o f approval o f LO l, itself, so that the proposal can be
processed and approved by C.E.O.(S.R.A-) at one go.

Thereafter, Layout, lO A will be issued concurrently subject to N O Cs from Govt.


Authorities w hich bar the development. On subm ission o f 70% consents/individual
A greem ents from eligible slum dwellers, CC/Further CC shall be issued for Rehab
building/s for construction area up to 20,000 sq.ml. for a height within a permissible
AG L max. up to 24.00 Mt. till submission o f CFO NOC and subject to compliance
o f the requisite conditions. ' ; •

Thereafter, in case o f Governm ent/M H ADA /M .C.G.M . lands, a letter in form o f 2.8
NOC as per clause no. 2.8 o f Appendix-IV shall be sent to the respective land
owning authority. D eveloper shall publish the LOI in at-least two newspapers, one
English and one in M arathi published from M umbai. The same shall also be
published on the website o f SRA.

The LOI, layout, plans o f building (lO A ) shall be approved and issued without
waiting for certified annexure-II to VI if the same is not received till the LOI is taken
up for processing and approval by Engineering Department. However, all the
Annexures duly approved and certified by respective authorities m ust be furnished
before dem olition o f any slums structures or issue o f CC to first rehab building
whichever is earlier.

IV) Appointm ent o f Consultants:

The Ow ner/D eveloper shall appoint qualified consultants for technical guidance and
design o fth e various aspects o f the S.R.S. as m entioned in the Table 1 and who shall
offer detailed reports for subm ission to S.R.A. The certificate to that effect will be
submitted to SRA. The C onsultant’s Rem arks, Design, and Com pletion Certificate
submitted by the developer shall be considered sufficient for processing the
proposal. The details o f the consultants offering rem arks and com pletion certificate
and the qualification o f consultants shall be furnished along w ith application for
grant o f LOI.

V) Internal Services:

The design, laying & providing o f internal services w ithin a single building or
within a Layout proposal shall be the responsibility o f the D eveloper Consultant.
Developer A rchitect shall obtain rem arks/design from consultants for each of the
Internal Services for full potential o f developm ent on the Land under Development,
incorporating guidelines and specification as laid down by the Authorities. The
com pletion certificate o f the work done in accordance with the rem arks shall also
be insisted from the consultants only. ArchitecCdeveloper shall submit such
rem arks'design/com pletion to S.R.A. for record purpose only. M CGM shall issue
rem arks'com pletion/N O C within seven (7) days & only in respect o f connectivity
o f each such service to the M CGM facilities.

VI) Tree A uthority NO C / Superintendent o f G arden (S.G.) Remarks;

(i) In case o f cutting and transplantation o f trees:

The application along w ith the Tree Plan prepared by the Consultant for
N O C from Tree Authority shall be accepted by S.G. Dept, o f M .C.G.M . The
A rchitect/ L.S. can m ake application before submission o f S.R. Scheme and

S.G. shall process such application without insisting for L.O.I. or building
perm ission. S.G. shall process such applications received as per norm s laid
dow n by M .C.G.M . in this regards for approval o f building proposals in
M .C.G.M . Tree A uthority N O C shall be insisted by Engineering Section at
the time o f issue o f C.C. o f first rehab building/ Plinth CC o f any other
building in the schem e, w hichever is earlier. The revised Tree A uthority
NO C shall be required only in case the foot print o f th e proposed building
line, basem ent/podium line, is extended outwards.

(ii) . In case o f no cutting of trees:

A rchitect/ L.S and Ow ner/D eveloper shall subm it the certified copy o f th e
Tree plan prepared by the consultant, show ing the trees on the plot as per the
. site condition, with details o f trees as per the A nnexure V o f m anual, duly
signed by both consultant & ow ner/developer, to Executive Engineer
(S.R.A .), along with the Building Perm ission application. Consultant and
Ow ner/D eveloper will be responsible for correctness o f num ber and location
o f trees show n the plan and will be held responsible for m isrepresentation or
^ for providing false Information. Executive Engineer (S.R.A .) shall forward
■the copy o f tree plan with details to Superintendent o f Garden Office for their
inform ation, record & NO C in such cases will not be required.

VII) Insecticide Treatm ent Charges from Pest C ontrol O ffice (P.C.O .):

The insecticide treatm ent charges shall be one time for a block o f five years and
shall be calculated on the total built up area o f the proposed building under
construction. The said charges shall be as m ay be prescribed by the M CG M from
tim e to time. This paym ent shall be m ade at the office o f M .C.G .M . The paym ent
receipt shall act as sufficient com pliance o f requirem ents by PCO.

VIII) NO C for availability o f w afer supply;

The applicant m ay subm it the application for Rem arks for availability o f water
Supply from the M CG M considering the full potential o f the plot under
develbprnent along with the C onsultant’s report specifying the requirem ent o f water
supply for the project. The Executive Engineer (Planning & Research) W ater
W orks, M .C.G .M . shall accept and process such application without insisting L.O.I.
or building approvals and shall issue its Rem arks w ithin 7 days o f the receipt o f the
application, as is being done in case o f M .C.G.M . building proposals.

IX) R em arks for U nderlying W ater main / W ater trunk / Aqua Duct / Sewerage
Line etc.:

The applicant may subm it the application for Rem arks for w ater main / w ater trunk
/ aqua duct & sew erage line, underneath the plot under developm ent. The Executive
Engineer (Planning & Research) W ater W orks, M .C.G .M . & Executive Engineer
(SP),. M .C.G.M . respectively shall accept and process such application without
insisting L.O.I. o r building approvals and shall issue its Rem arks w ithin 7 days o f

the receipt o f the application, as is being done in case o f M .C.G.M . building
proposals.

X) ULC NOC:

The developer/ow ner shall be responsible for com pliance o f the ULC NO C for the
land under developm ent. The developer/owner shall subm it the registered
undertaking cum indem nity bond on stamp paper as applicable indem nifying SRA
& as per the directives & along with draft for the same issued by Dy. Diiector(UD )
u/no-U L C -10(2008)/C R -l/2008/U LC A -l dt. 1.3.2008.

XI) Debris M anagem ent, Verm iculture and Property Tax: .*

The Ow ner/D eveloper shall submit self-certifications for Debris M anagement,


verm iculture and Property Tax.

XII) Rem arks from Consultants;

All rem arks by the consultants will be subm itted by the Architect/ L.S. along with
the application for building permission for records o f the S.R.A. The respective
Consultant & O w ner/D eveloper shall be responsible for any defects in the internal
services which may crop up due to any shortcom ings / m istakes in the rerflarks by
the consultant. The design, adequacy and execution o f all internal services whose
rem arks are issued by the Consultant will strictly be the responsiWUty o f the
respective consultant and Owmer/Developer. Architect/L.S. shall be responsible for
ensuring the incorporation o f all the rem arks given by various consultants for
various services (except, R.C.C. details) required for the proposal.

XIII) Clearance from follow ing departments shall be subm itted along with the

XIV) C om m encem ent C ertificate up to Plinth for Rehab buildings except m entioned
hereinabove at LOI stage and Sale buildings:

On receipt o f appropriate N O Cs & Rem arks from all the applicable authorities and
rem arks from consultant for infrastructure and utility services, along with the
proposal, the sam e shall be scrutinized by S.E.(S.R.A.), A .E.(S.R .A .) & approved
by E.E.(S.R .A .) within 7 days.

XV) Further C om m encem ent Certificate:

1) ^ ’ I f all the com pliances required for further CC o f Rehab and Sale Buildings
are com plied at the lime o f CC itself then further CC shall be granted along
with Plinth CC itself by taking approval o f D y.Ch.Eng./SRA . However,
• ., Developer/L.S. shall inform SRA on com pletion o f Plinth im m ediately and
sub- Engineer shall inspect site and carry out Plinth checking within 7 days.

2) A pplication for Further CC along with the report shall be subm itted by the
A rchitect/L.S. in accordance with the A nnexure-V I o f the M anual. The same
shall be scrutinized along with the site visit by S.E.(SRA) and approved by
S.E.(SR A ), A .E.(SRA) and approved and issued by E.E.(SRA ) w ithin 10
days o f date o f application.

3) The application for further CC shall be subm itted along with clearances (if
• any) required. In case o f proposal where construction area exceeds 20,000
Sq.m t., the application shall be accom panied with clearance from M OEF.

4) The further CC for height o f proposed building beyond 70 Mt. or as


perm issible as per Civil A viation requirem ent, w hichever is lower, shall be
issued, after obtaining clearance from High Rise C om m ittee (HRC) and Civil
Aviation Authority.

5) The developer shall obtain NO C from Electrical Service Provider for


Substation / Receiving Station for the full potential o f the plot at the tim e of
Further C C o f last building in the layout.

6) C o-relation betw een R ehab com ponent and sale com ponent shall be
m aintained as per DCR or as decided by CEO(SRA).

XVI) For Layout / Subdivision / Amalgamation:

The layout proposal along with plan submitted, by A rchitect / L.S. shall be
scrutinized by S.E.(S.R.A-), A.E.(S.R.A-) & E.E.(S.R.A.) within 10 days. Based on
the scrutiny Report o f the Layout Approval submitted by S.E.(S.R.A.), A.E.(S.R.A.)
& E.E.(SRA) will be approved by Dy.Ch.E.{S.R.A.) within 03 days thereafter.

On approval o f the layout by Engineering departm ent, the same shall be forwarded
to City Survey D epartm ent o f S.R.A. for processing the subdivision/am algam ation
proposal for entering the same in Revenue records, within 15 days and shall be put
up for approval o f CEO (SRA). On receipt o f approval o f CEO (SRA) the same
shall be com m unicated to concerned C.T.S.O. for doing the needful in the case.

XVII) T he Labour / Transit Cam p/Tem porary Structures like RM C Plant, material
storage shed, site office etc.:

The Transit Cam p permission for construction work shall be scrutinized by


S.E.(SRA), A.E.(SRA) and approved by E.E.(SRA) for the slum dwellers within 10
days on receipt o f the proposal from Architect/L.S.

The Labour Cam p perm ission for construction work shall be issued by treating them
at par with transit camps for the slum dwellers & copy o f the approval shall be
forwarded to the respective A.E.(W ard) office o f M .C.G.M . for information.

The perm ission for construction work o f Tem porary Structures like RM C Plant,
material storage shed, site office etc. shall be scrutinized by S.E.(SRA), A.E.(SRA i
and approved by E.E.(SRA) for the slum dwellers within 10 days on receipt o f the
proposal from Architect/L.S.

The validity o f such perm issions shall rem ain till com pletion o f project or
com pletion o f rehab com ponent as may be applicable without any necessity of
applying for renewal but subject to paym ent of renewal charges as m ay be
applicable at the tim e o f grant o f perm ission itself

XVIII) A m endm ents to Building Plans and Layout:

Building plans approved are required to be amended while the construction is being
carried out. The Am endment are required to be done for many reasons, including
site conditions, m arket requirem ents, Tenants/occupants requirem ents and many
other reasons. Since work is ongoing, and any stoppage o f work will result into
financial loss because of, custom er and slum dwellers com plaints and claims, and
such other reasons, it is noticed that such am endm ent are incorporated at the site,
but are submitted to S.R.A, for its approval at the tim e o f seeking OCC of the
building or a wing. The S.R.A. is intending to create an environm ent o f compliance
and for such reason states, that any amendm ent to building plan or layout o f the
ongoing project shall be approved within 15 days by E.E.(SRA) if the proposal does
not contain concessions beyond what is already approved. Otherwise it shall be

approved w ithin 30 days and such cases shall be taken up on priority to any other
new or m iscellaneous proposals.

1) W here am endm ents o f Building Plans, do not require any revision o f CFO
NO C or Tree N O C or concessions granted, then such am endm ents shall be
approved w ithin a period o f 10 days o f subm ission o f the am ended plans
w ith Fact Sheet and Report for am endm ent by Architect /L.S. Fact Sheet
shall be scrutinized by S.E. (S.R.A.) w ithin 4 days o f subm ission and shall
f be further scrutinized by by A.E. (S.R.A.) w ithin 7 days. The Report o f the
am endm ent to plans shall be sim ultaneously scrutinized by A.E. (S.R.A.)
and forw arded to E.E.(S.R .A .) who shall approve the plans o f building
approval w ithin 10 days o f the subm ission o f application for am endm ent to
building approval.

2) ** W here am endm ent to Building plans require revision o f CFO NOC, then
A rchitect/L.S. shall subm it the am ended plans to CFO for its amended
rem arks and CFO shall scrutinize the such am ended plans and issue the
am ended Rem arks as per policy and tim efram es prescribed by M .C.G.M . for
processing the building permissions.

3) W here am endm ent to Building plans require revision o f S.G Rem arks, then
A rchitect/L.S. shall subm it the am ended plans to S.G. for its am ended
rem arks and S.G. shall scrutinize such am ended plans and issue the amended
» Rem arks as per policy and tim efram es prescribed by M .C.G.M . for
^processing the building permissions.

4) W here am endm ent to Building Plans require revision o f concession already


approved, and then the Architect/ L.S. shall subm it the Fact Sheet for
am ended building perm ission as per the Form 20 o f Section I-E o f the
M anual. The fact sheet shall be subm itted along w ith Revised Rem arks (if
^ any) from C.F.O. and S. G. and the am ended plans shall be scrutinized by
, Sub Engineer (S.R.A.) and Assistant Engineer (SRA) and approved by
E.E.(SR A ) within 10 days from date o f subm ission o f proposal by the
A rchitect/L.S. The concession report for am ended plans subm itted by the
A rchitect /L.S. shall be scrutinized by S.E.(SRA), A .E.(SR A ), E.E.(S.R.A.)
& Dy.Ch.E. (S.R.A .). and same shall be subm itted for approval o f
C EO (SR A ) within 15 days from the receipt o f proposal.

5) The approval to am ended Building Plans shall be issued by E.E.(S.R.A.)


w ithin 4 days o f receipt o f approval to concession report and receipt o f
revised rem arks o f C.F.O. ( if any) and NO C from S.G. (if any).

6) A m endm ent to Layout, shall be subm itted by A rchitect /L.S. to Engineering


Section and shall be processed in accordance w ith para XVI o f this circular.

XIX) M unicipal Services:

All perm issions/ services to be offered to S.R.A. projects by M.C.G.M. agencies


like ward office, H.E. Departm ent etc. shall be offered as per the procedure specified
for building proposals by M .C.G.M.

XX) O ccupation Certificate (OC) / Building Com pletion C ertificate (BCC) Stage:

The Architect /L.S. shall subm it com pliance reports along with completion
certificate obtained from the consultants to the CFO and Tree AuthorUy wherever
applicable.

1. The CFO and Tree Authority shall complete the site inspection within 7 days
o f receipt o f such application along with the completion reports o f the
Consultant through the Architect. On the satisfactory completion T)f the site
visit, the CFO and S.G. shall issue com pletion certificate within 7 days
thereafter. In case the com pletion certificate is not issued within 15 days o f
the date o f application by the Architect or any observation/objection is not
com m unicated to the Architect / L.S., then the application requesting for the
com pletion certificate shall be deemed to have been approved by the S.G.
and CFO respectively.

2. The Architect / L.S. shall submit com pliance reports along with completion
certificate obtained from S.G. and CFO Departm ent, as per the Annexure VII
and VIII o f the manual respectively, to the Engineering Section.

3. The Architect/L.S. shall also subm it com pletion certificate in respect o f the
building along with com pletion report from various consultants in respect o f
internal services and self-certifications as may be required.

4. The Architect /L.S. shall also submit A ssessm ent N O C or latest paid bill o f
A ssessm ent Tax along with application for O CC/BCC in respect o f plot on
which each o f the Building or a wing is constructed.

5. In cases o f single building:

On subm ission o f BCC by Architect/L.S., O C and BCC shall be issued


sim ultaneously and within 15 days by Executive Engineer (S.R,A.) subjeci
to com pliances o f the approval conditions without insisting certificate u/s
270 A o f M M C Act.

6. In case o f a Building or w ing o f a Building in the layout.

On subm ission o f BCC by Architect/L.S. for each o f a building or a wing in


the layout (except for the last building/ w ing in the layout) O C and BCC
shall be issued sim ultaneously and within 15 days by Executive Engineer
(S.R.A .), subject to compliances o f the approval conditions in respect o f such

building/ w ing & w ithout insisting certificate u/s 270 A o f M M C Act. Layout
com pletion shall not be the precondition for issue o f OC and BCC for each
o f a building or a wing (except for the last building/ w ing) in the layout &
on layout com pliance as stated in Para-IX, below. The O C and BCC o f the
i last building or wing in the layout shall be issued sim ultaneously with layout
^ com pletion certificate.

7. . The C om m unication o f refusal to O.C. and BCC with detail reasons, shall be
« issued within 7 days from the date o f application and subm ission o f requisite
com pliances

8. O.C. will be issued only after m aking all necessary paym ent due at that stage
including m aintenance deposit.

The process followed by M CG M for grant o f OC shall be follow ed m utatis-m utandi.

XXI) Layoi^, Subdivision, A m algam ation Com pletion:

1. All Reservations and Public A m enities provided within Layout shall be


* handed over to M CG M , on or before grant o f O C C/BCC for the area
exceeding 75% o f the approved Sale Built up A rea o f the Plot.

2. * All infrastructures in Layout shall be com pleted on or before grant o f
* O C C /B C C o f area exceeding 90% o f the approved Sale B uilt up area o f the

3. Layout Com pletion Certificate shall be issued by A.E. (S.R.A .) within 15
days o f application being made for the sam e by A rchitect / L.S.

XXII) H anding over o f Reservations, Am enity and Area under D.P. Road.

All Buildable, N on-B uildable Reservations and area under D.P. Roads shall be
handed over to D evelopm ent Plan Departm ent o f M .C.G .M . as per the procedure
laid down in respect o f Building Proposals.

The copy o fth e possession receipt o f Area under the Setback and application to the
City Survey Office shall be forwarded to S.R.A. for further action.

XX III) * General:

1.. All com m unications to A rchitects/ L .S./ D evelopers shall be com m unicated
by Em ail/ SM S along with letters.

2. All paym ents for fees, charges, deposits, premium etc. payable in respect o f
•the S.R. Schem e shall be paid at the finance departm ent o f SRA. W henever

the online paym ent gateway for such payments is ready the developer will
have option to make paym ent online,

3. The Architect / L.S. shall submit the last paid assessm ent bill r-eceipi for
property under developm ent, along with self-certification received from the
Developer / Ow ner to S.R.A. The NOC from Assessm ent Departm ent of
M CGM shall be insisted only for granting OCC/BCC for the last sale
building. The NO C from Assessment Departm ent o f M CGM sha.I not be
insisted for obtaining any other rem arks or perm issions or connections from
any departm ents o f M CGM.

4. Since the potential o f land exhausts on encum brance o f slum dwellers the
slum schem es do not permit any zonal FSI while granting approvals. Thus,
the value o f the land is independent o f the zonal FSI when the said land is
encum bered with slums, rather the value o f land was initially being
considered as zero at the inception o f SRA schemes, Benefits accruing out
o f slum rehabilitation schem es for insitu rehabilitation o f slum dwellers are
restricted to only incentive FSI against the construction and handing over of
rehab com ponent free o f cost.

Therefore, the land prem ium shall be charged at ready reckoner rates applied
to land area only.

5. Labour Cess:

i) In case o f single building before grant o f building permission


ii) In case o f more than one building in the project labour ccss to be
charged @ ready reckoner rates for construction applied on built-up
area (FSI) in stages along with M R& TP developm ent charge

6. Separate rem arks or NO C shall not be insisted from M .C.G.M . Departments


where the rem arks from the consultants as detailed in serial num ber 1-3 of
this circular or self-certification as applicable are subm itted for the building
proposal / layout on land under development.

7. It is therefore proposed, in order to expedite the dem olition process for


speedier im plem entation o f scheme, SRA should itself grant the permission
for dem olition o f toilet blocks captured in the slum plan subject to (i)
paym ent o f cost o f toilet block which in turn would be transferred by SRA
to respective public authority and (ii) in case the toilet blocks were being
used by neighboring slum dwellers also then m aking provisions o f adequate
M obile Toilet blocks with in the slum plot or outside at suitable place for the
balance neighboring slum dwellers.

8. All Applications, Rem arks, Reports and completion certificates etc. shall be
as per the standard form at prepared in the manual.

9. W herever the rem arks and com pletion have to be obtained from Consultants,
the same also shall be in accordance with the form at prepared in this m anual.

10. All Rem arks by the M CG M shall rem ain valid for the entire project period.

11. All rem arks by M CGM and Consultants, shall be issued for the full potential
o f the project as requested by the applicant and shall be issued without
insisting for Layout or Building proposal approval. N o fresh Rem arks shall
be insisted in the event o f m odifications to the layout or building proposal
plans unless there is m ore than 10% variation in the param eters o f the
rem arks. For exam ple, in case o f Rem arks issued for W ater requirem ent o f
^ tlje project, no new Rem ark shall be insisted /required unless the amendm ent
0^. m odification proposed to the layout or plan o f the building results in
increase o f m ore than 10% o f the total water requirem ent o f the project from
the total W ater requirem ent as per the rem arks issued earlier. H ow ever, this
condition will not be applicable CFO Rem arks w hich shall be obtained for
all those am endm ents / m odification in the building proposal which requires
revised approval o f C.F.O.

12. Site Inspections w herever required m ust be carried out w ithin 3 days o f
receipt o f application.

13. The form ats, requirem ents and checklists given in the M anual, shall be
follow ed and no other docum ents or requirem ents will be asked for.
H ow ever, in case o f any special need, any docum ent or requirem ent are
necessary to process the proposal then the reason for seeking such additional
^ docum ent or requirem ent shall be com m unicated to the D eveloper/O w ner
and Architect/L.S. by S.R.A. The D eveioper/O w ner and Architect/L.S. can
refer the m atter to the Secretary (S.R.A.) in case o f disagreem ent to the
reasons given for seeking such additional docum ents beyond those
m entioned in the M anual for Slum Rehabilitation Schemes. The decision o f
the Secretary (S.R.A.) shall be final and binding.

14. • W herever the concerned officer has any observation in respect o f building
proposal, he shall com m unicate the same to the Architect/L.S. and
D eveloper/O w ner, within 10 days o f receiving application along with
specific reasons and also with suggestion o f corrective m easures. Such
com m unication in respect o f rem arks/ N O C s/ A pprovals/ CC /Further CC
^et^c. can be given only once along with valid reasons and on com pliance to
these reasons in the form o f additional docum entation and /or justification
by Architect, the proposal shall be processed imm ediately.

15. , The developer shall be entitled to change his consultants appointed provided
the rem arks/ com pletion offered by the new consultants are in consonance
, with the rem arks offered by earlier consultant and the fees etc. o f the earlier
^ consultant are paid in frill by the Developer. The change in consultant
appointed by developer if any shall be com m unicated to SRA forthwith
along with details o f qualification and experience o f new consultant.

16. The number o f w orking days for processing o f the proposal stated in this
circular shall be binding on the concerned officers. In case o f a failure of
com plying with the tim e frame by the officer, the next higher authority will
assign the work to another officer.

17. Secretary' (S.R.A.) shall m onitor that all the proposals are processed as per
the m anual and as per the time period mentioned in this circular and this
manual. Any file or proposal, which is delayed beyond the period mentioned
in this circular or manual, shall be called for by the Secretary (S.R.A .) within
a period o f 7 working days o f such delay and joint m eeting with Concerned
officers along with Architect/L.S. and O w ner/ D eveloper shall be called by
Secretary (S.R.A.) within next 4 days and it will be ensured that all issues
are resolved in such jo in t meeting. If there are any issues which cannot be
resolved at the m eeting o f the Secretary (S.R.A .), then the m atter shall be
referred to C.E.O.(S.R.A .) by A rchitect/Owner or Secretary (S.R.A .), who
shall give suitable directions to ensure that proposal is cleared within 10 days
o f im plem entation o f such directions. *

18. The H.O.D. shall submit m onthly report o f all the pending proposals and
m ovem ent o f each o f the Proposal Files in his D epartm ent and its status to
Secretary (S.R.A.) and he should review the report and call for explanations
and reasons from concerned officers for all proposals and files which are
being delayed beyond the period mentioned in this circular or manual.

19. The departm ents shall provide the details on S.R.A. web site in co-ordination
with Secretary (S.R.A.) office so as to m ake available the data on line.

20. Architect/L.S. shall check & subm it quarterly progress report along with
photographs, about the construction o f the proposed building/s, stating that
the work is carried out as per the approved plans. Architect/L.S. shall also
inform imm ediately, in writing to respective S.R.A. section in case the
construction work is found to be deviating from the approved building plans
and shall subm it the amended plans for approval o f the Building Proposal
Section.

21. A n n e x u r e -I I I

i. The total am ount o f bank guarantee shall be 5% o f the construction


cost as directed by The Authority. Five Bank G uarantees each o f
am ount equivalent to 20% o f total bank guarantee amount can be
submitted instead o f subm itting Single Guarantee. One Bank
Guarantee, shall be released after com pletion o f the building for that
part o f the scheme for w hich part OC has been issued. Other
Guarantees can be released in sim ilar manner.

ii. The developer may deposit Fixed Deposit Receipts o f equivalent


am ount o f Bank Guarantee having auto renew al facility with a lien

m arked in favour o f SRA in any Scheduled B ank for a term o f five
years. The FD shall be auto-renewed for period o f one year thereafter
till com pletion o f rehab component. The developer will get the
principal am ount o f such FDR along with interest accrued thereon
after com pletion and NO C from Engineering D epartm ent to lift the
lien. Five FD R ’s each o f am ount equivalent to 20% o f total FDR
am ount can be subm itted instead o f subm itting Single FDR. One
FDR, shall be released after com pletion o f the building for that part
o f the schem e for which part OC has been issued. O ther FD R can be
released in sim ilar manner.

iii. Details as requisite under income lax act o f current Partners/A O P’s
D irectors on record only shall be submitted.

i\-. Bank G uarantee shall be submitted in the attached form at from any
scheduled bank.

v. Banker/Financing Partner/Expert shall be allowed to be Co-


D eveloper at the option o f the developer after hearing m anaging
com m ittee o f proposed society without G B R from society, if insisted
by Engineering Departm ent and Co-Op. Departm ent.

vi. F or clubbing and am algam ation o f two or m ore SRA Schem es being
im plem ented by two or more different Entities / firm s/Pvt. Ltd.
Com panies with comm on (at least 26% holding) partners or
stakeholders, the said Entities / firms/Pvt. Ltd. Com panies shall be
considered for am algam ation/clubbing subject to furnishing o f
registered undertaking cum indem nity bond regarding joint
developm ent if proposed by Engineering Departm ent.

XX IV ) T ra n sitio n a l

1. All existing proposals o f Layout and Buildings shall henceforth be processed


as per the M anual for Building Approval and as per this circular.

2. The concession/ L.0.1. files which have been subm itted to C.E.O.(S.R,A .)
can be processed as per the old system.

3. The D eveloper/O w ner shall have an option to appoint various consultants as


per this circular and obtain fresh rem arks from such consultant for the
- ongoing proposals. The consultant shall ensure that the earlier rem arks given
by the M CG M are considered, while issuing the fresh rem arks. W herever the
D eveloper opts for the Consultant then the com pletion report shall also be
issued by the Consultant.
