1. General

Before leaving our plant, the „LPG Master Meter“ described in this operator’s manual was proven
flawless by a safety test. In order to keep the Master Meter in this condition and to guarantee a safe
operation, it may only be used according to the manufacturer’s instructions. Moreover, a safe
operation without troubles requires correct transport, storage and mounting as well as careful
manipulation and overhaul. You will find the necessary information in this operator’s manual.
This manual can neither include all details of the Master Meter nor each possible case of mounting,
assembly, operation, maintenance etc.
Concerning the components of the Master Meter, the operating manuals enclosed to this one must be
respected in any case.
If you need further information or in case of a problem, which is not sufficiently dealt with in this
manual, do not hesitate to contact your FAS partner

2. About this Operating Instructions

The operator’s manual is considered as a part of the Master Meter, which means that it is always to
be kept near the Master Meter and passed on to successive operators. A careful observance of this
manual and of the other documents relating to this LPG equipment is a basic condition for
appropriate use and correct operation. The safety instructions and warnings are especially important

Therefore, the operator has to make sure that each person engaged in assembling, manipulating or
overhauling this Master Meter has read and understood this manual and the other important
documents relating to the Master Meter.
Although Flüssiggas-Anlagen GmbH has very carefully elaborated this operator’s manual, the company
cannot be made liable for any misinterpretations and their results. Should this manual contain terms,
phrases etc. which cannot be interpreted correctly, please ask your FAS partner for explanation.
The operator’s manual conforms to the safety norms valid at the time of printing. This document or
excerpts of it can be only reprinted with written permission of Flüssiggas-Anlagen GmbH.

3. Warranty

Flüssiggas-Anlagen GmbH guarantees for a period of 12 months from the date of delivery that the
products will be free of defects in material and the workmanship.
FAS products that fail within this warranty period, resulting from defects in materials or performance
of the work, be repaired or replaced by FAS. Send carriage return deliveries to the address above.
The parts that are subjected to wear or be destroyed by improper use or handling or damage, such as
mechanical seals, valves, gaskets and other parts that show these signs of wear are excluded from this
limited warranty. Just as equipment and parts and accessories that were not manufactured by FAS,
but are equipped with FAS products are excluded from the guarantee to respect the buyer must be
based on the original manufacturer's warranty, if one exists. This limited warranty is void if the
products were rebuilt or repaired without a permit from FAS.
FAS disclaims all liability for damages for breach of the written or implied warranty on FAS products.
We point out that the contents of this manual is not part of a previous or existing agreement,
commitment or legal relationship or to modify them. All obligations are arising from the respective
sales contract, which includes the applicable warranty stipulations. These contractual warranty terms
are not constrained by the statements in this manual but extended to the extent. Ignorance of the
information listed in this document, rules, safety and warning instructions leads to a loss of any
warranty claims.

4. Delivery

The scope of supply can be seen on the note of delivery enclosed in the packet(s). Please check
immediately whether the goods are complete and in a flawless condition. If damages can be seen on
delivery, they must be immediately noted and reported to the concerned transport company.

5. Safety Instructions & Warnings

The Master Meter has been designed in such a way that there is practically no danger provided that it
is used according to our instructions. Neverless we feel obliged to warn you of possible residual risks
in connection with the Master Meter. In this manual we do this by safety instructions and warnings
intended to prevent damages as well as dangers for life and health of service staff or others.
Safety instructions and warnings in this manual are highlighted by the signal words explained below.
They are also marked by corresponding pictograms. The signal words we use have the following
significance in our instructions:

Danger!
Means that death, serious personal injury and/or considerable damage may / will occur
without adequate safety measures.
Danger! / Warning! (of electrical voltage)
Means that death, serious personal injury and/or considerable property damage
will/may occur without adequate safety measures.
Warning! Cold burns!
LPG can cause severe cold burns to the skin owing to its rapid vaporization and the
consequent lowering of temperature. Vaporization of LPG can also cool equipment such
that it may be cold enough to cause cold burns and sticking of unprotected skin to affected
surfaces. Protective clothing such as gloves should always be worn.

Warning! (of explosive areas)


Means that death, serious personal injury and/or damage may occur without adequate
safety measures.
Documentation
Means that besides this operating manual there are other documents (which may also
contain safety and warning instructions) which must be respected and understood in
order to guarantee a trouble-free and safe operation of the Master Meter.
Note
Signals are important information about the LPG handling or how to operate it.

Since it is impossible to foresee every circumstance which may cause a risk for persons, we do not
pretend that the safety instructions in this manual are complete. If you intend to apply working cycles,
instruments or methods which are not mentioned in this manual make sure that the Master Meter will
not be damaged or unsafe, i.e. there must not be any additional dangers of personal injury or damage.

6. Appropriate use

Appropriate use in the sense of this User Instructions is: Flow measurement of LPG and verifying other
LPG metering equipment
If the intended use of the Master Meter and the compliance described in this manual handling
regulations, safety and health warnings is assumed, there are normally no risks in terms of damage to
property or the health of people. It is to be mounted on a concrete foundation sufficiently dimensioned
and may only be operated under this condition.
The Master Meter should only be operated by qualified and specially trained personnel of at least 18
years of age.

7. Inappropriate use

Inappropriate use will void the warranty.


Any violation of the instructions, specifications and regulations of this operating manual is regarded as
inappropriate use, especially the following things:
 incorrect assembly, operation and maintenance
 operation in defective condition
 unauthorised structural alterations
 use of uncertified parts
 incorrectly performed maintenance works
 operation, transport or storage under conditions different from manufacturer’s specifications

8. Referenced Documents

In addition to this operating instructions the accident prevention regulations, the applicable technical
regulations and the applicable national regulations must be observed.

9. Basic Safety Instruktion

This manual contains the most important instructions on how to operate the Master Meter according
to safety requirements. Safety instructions must be observed by all persons who work at the Master
Meter. Furthermore, the accident prevention rules valid for the particular workplace have to be
respected.

All installation and assembly work as well as operation and overhaul should only be performed by
qualified personnel. In this operating manual, qualified staff is defined as employees appointed by the
person responsible for the Master Meter’s safety because of their education, experience and training
as well as by their knowledge concerning norms, regulations, accident prevention rules and working
conditions. These persons should be able to recognize and avoid dangers.

Warning
All electrical assembly, starting and overhaul work should only be performed by personnel
that is trained in way that qualifies them for electrical works in explosive areas.

10. Alteration & Rework

Alterations and rework performed without the manufacturer’s permission are prohibited and will void
the warranty. In general, alterations and rework only may be performed by the manufacturer, by
service personnel appointed by the manufacturer or by qualified companies.

Note
Even incorrectly drilling holes, processing parts, replacing parts etc. may violate existing safety
standards.

If any parts of the Master Meter are defective, they must be immediately exchanged exclusively for
original spare parts and wearing parts by qualified personnel (see section 2.2).

Danger!
Incorrectly performed alterations and rework may lead to accidents which cause death, serious
personal injury and/or considerable damage.

11. LPG Properties and Hazards

Warning! Danger!
The use of LPG is always associated with risks that are not entirely ruled out even with all

precautions. It is imperative required to strictly comply with all regulations (eg accident
regulations, emergency procedures, TUV, etc.). To avoid or eliminate accidents and
13. injuries as much as possible the manual is of utmost importance.
Attention! Danger!
As LPG is heavier than air, it can accumulate in pits, depressions or canals and can reach
a flammable concentration. LPG contains intensely smelling additives. Even the smallest
gas accumulations can be detected very easily.

The two liquefied petroleum gases in general use are commercial Butane and commercial Propane.
These hydrocarbons exist as gases at normal temperatures and pressures, but can be liquefied under
moderate pressure. If the pressure is subsequently released, the hydrocarbons again become gaseous.
In its natural state LPG is odorless and colorless, for safety reasons a stanching agent is added to enable
detection by smell in concentrations as low as 0.4% in air.
Significant leaks may be detected by a hissing sound or by icing in the area of the leak. Small leaks may
be detected by brushing the suspect area with a detergent / water mixture where bubbles will form at
the leak.

Danger!
In no case may an open flame or other source of ignition be used to detect a leakage.

In Metric, read and record on line 3 of the Reference Meter Data Sheet, the Reference Meter register
reading to one decimal place using the 10 graduations between the tenths of a liter to record 1 0Oths
of a liter (see Figure 5).
The density as a liquid is approximately half that of water. If LPG is spilt on water, it will float on the
surface before vaporizing. The liquid will expand approximately 250 times as it boils off (vaporizes).
The gas or vapor is at least 1.5 times as dense as air, and does not disperse easily. It will tend to sink
to the lowest possible level, and may accumulate in cellars, pits, drains or other depressions such as
scale foundations.
LPG forms explosive mixtures with air in concentrations of between approximately 2% and 10%. It can
therefore be a fire and explosion hazard if stored or used incorrectly. If LPG escapes into a confined
space, and is ignited, an explosion could result. If an LPG vessel is involved in a fire, it may overheat.
Most cylinders are fitted with relief valves to help prevent damage to cylinders when overheating
occurs.
Vapor / air mixtures arising from leakage or other cause may be ignited some distance from the point
of escape, and the flame travel back to the source.
At high concentrations, when mixed with air, LPG vapor is an aesthetic and subsequently an asphyxiant
by diluting or decreasing the available oxygen.

Attention! Danger!
Gas is invisible and heavier than air and spreads along the ground. It can accumulate in
pits, depressions or canals and reach flammable concentration.

 LPG vapor pressures: Butane 7.52 bar by 55°C / Propane 22.13 bar by 55°C
 Extremely Flammable.
 Serious explosion hazard.
 Spilled liquid has low temperature.
 Evaporates quickly.
 High concentrations of gas induce unconsciousness.
 Mist in moist air.
 Forms explosive mixture with air.
 Contact with liquid causes frost burns to skin & severe eye damage.
 Even small amounts can form an explosive mixture with air.
 Heat will cause pressure to rise in a closed tank or container with risk of explosion.

13. Introduction

The purpose of a Master Meter is to serve as a field standard for testing the accuracy of another meter.
This method provides an alternative way of testing LPG meters when a primary standard, volumetric
prover is not easily accessible.
The Master Meter is initially tested and proved against a NIST certified volumetric prover using LPG to
establish its accuracy over its rated capacity. The Master Meter purchased through FAS Flüssiggas
Anlagen GmbH is supplied with a statement of certification and a 5-point flow rate accuracy
graph/curve (see Reference Meter Report) which identifies any deviation between the prover and the
Reference Meter register at different flow rates (see the flow rate graph curve example in Figure 1).

Due to various factors, such as mechanics, inertia and fluid dynamics, the registered volume
through a meter can change with respect to the speed or flow rate of the product passing
through it. With the exception of special orders, all Master Meters tested at FAS are
adjusted for 0% deviation at the maximum meter flow rate (e. g., an MA7 @ 100 GPM).
Calibrating a Master Meter with a primary standard, NIST certified volumetric prover is known as
"direct proving". When a Reference Meter is used to check another meter, the process is referred to
as "indirect proving". Master Meter indirect proving provides an economical means of checking meters
on a more frequent basis. lf a tested meter is found to be inaccurate; it would require adjustment,
repair or replacement. lt is recommended that each actively employed and operating meter be tested
with a Reference Meter or a volumetric prover at least once each year. Any time a meter is adjusted
for calibration, repaired or replaced it must comply with the State and Local regulations regarding
meter proving.

14. Operation & mechanical procedures

Attention!
The Master Meter should be operated only by trained personnel.

This section covers the step by step procedure for connecting and operating the LC Reference
Meter.

Connection of a Master Meter to a dispenser

1. Ball Valve – Inlet connection Master Meter


2. Outlet connection Master Meter
3. Filling valve – Connection of dispenser

STEP 1 - Pre – run the Master Meter before comparative measurement

 Connect the LPG-Nozzle from the dispenser with the Master Meter inlet
 Connect Master Meter outlet with storage tank by separate hose on filling valve
 Full fill the Master Meter and connect hose with LPG SLOWLY.
 Start dispenser and run the system without measuring to equalize temperature of the
system
 Close ball valve of the Master Meter

STEP 2 – Control measuring

 Start dispenser; Display shows zero, pump runs


 Master Meter has to show zero also
 Open ball valve so you have 50l/min and run 50l
 Close ball valve at 50l shown on dispenser display
 Read Master Meter display
 Put information in test protocol, calculate error

 Calculate now the difference. For example: 100l (dispenser) to 101l (Master Meter) in %
= 1% difference
 Turn off the dispenser/pump and close the ball valve of the Master Meter inlet
 Your result is- 1% deviation of the dispenser

 M-FACTOR VOLUME:
ONLY TO DO IF DEVIATIONS ARE SUPPOSED
Before calibrating the meter, note the following:
Fill the master meter with medium. Ball valve of the Master Meter is to be closed. Enter the number
1 in the small field in the “Adjustment” area (11) and press enter. The large field counts up to 100
and checks itself and may change the zero point (5)

Calibration of Master Meter: To calibrate the counter in the Master Meter a comparison container
with a reading scale is required. The container must be connected to the master meter. Start the
Master Meter and fill the container with a defined volume, for example. 50l. After filling the
container with exactly 50l, a comparison is to be made with the Master Meters counter. If deviations
are found here, the following data must be entered in the M-Factor volume field:

Counter in the minus range

The default setting is 1.0000. If the master meter counter shows less than the container, enter the
following:

 SIMULATION SETTINGS
This function is primarily used for testing the internal electronics. This tool can be used to start a
simulation, for example for teaching purposes.

6. When you klick on “Simulation” the following picture appears:

Fields on the left:


1. Select between Off (0), Mass flow (1), Volume flow (2) and enter your choice in the field
2. Value: Enter the desired flow rate. If you have previously selected (1) mass flow, then l / min will
be be measured. Did you selected (2) then kg / min will be measured.

For example: Enter first 50 in the field and then press enter. If the (1) was previously selected the
counter measures now 50l/min. To display the simulate. If the (2) was previously selected the
counter measures 50kg/min.

To display the simulated values go to Main page -> Totalizer

 TOTALIZER
The units can be changed here in the Totalizer area by clicking on the respective unit (right side
symbol “l or kg”. Now you have to select the code number for the preferred unit (0-11) Please read

Alternatively, the desired flow & density can be selected in advance in the Measurement area by
clicking the “GO” Symbol
