Guidelines
n Amrit Sarovar to have area of 1 acre (4000 M2) with a water holding capacity of 10,000 cubic meters
with people participation in the Mission as focal point.
n Construction / Development of 75 water bodies in each District of the country as a part of celebration
of Azadi Ka Amrit Mahotsav with a aim to create 50,000 water bodies in the country and target for
Goa State is 150 lakes.
n To celebrate Azadi Ka Amrit Mahotsav by hoisting National Flag at all lakes, at the hands of Freedom
Fighters, Martyr’s family members, Padma Awardee and Senior Citizens of the area.
n To ensure the geotagging of the lakes.
n Formation of Water User Groups for all lakes , Mobilisation of citizen and non-government resources for
supplementing these efforts.
n To identify Panchayat Level Officer for each Amrit Sarovar site and to conduct quality and social audit.
n Mission Duration: From 24th April 2022 To 15th August 2023.

Message
Water is precious gift of Nature; it is basic need for sustenance of Life on the earth. Its conservation,
protection and development should be a concern of every individual, it is backbone for all economic
activities and development of the State depends on water availability.
With the uncertainties hovering around us, such as climate change, change in rainfall pattern, rise
in the sea level etc. we all need to be proactive and work together, not only on development of
new water resources structures but also on preservation of our traditional storage structures such
as lakes, tanks, springs etc. which have supported our mankind for millions of years.
I am extremely pleased to learn that the Water Resources Department has initiated work of
protection of 164 traditional water bodies under mission of Amrit Sarovar, and further working
on maintaining all the water bodies in the State. The efforts under taken by the Government are
summarized in the coffee table book for the awareness and education of the general public.
I wish the department all the success in their endeavour and I foresee well maintained Nital Water
Bodies all over the State in the coming years.

Exponential increase in the water demand due to urbanization, population growth, industrialization etc.
has opened another bitter dimension i.e. pollution of the water bodies which further stress our natural
resources.
The need of the hour is for sustainable development of water resources, to cater the need of the society
in the days to come. It is possible to achieve the goal only with active participation, proactive support
and involvement of the people. At the first instance the traditional water bodies like wells, springs, tanks,
tali (ponds & lakes) etc. which were once upon a time main sources of water for livelihood are now in
the state of neglect. This needs to be restored as early as possible and the water users need to come
forward to maintain them like our forefathers have been doing.
With the objective of rejuvenation of our traditional water bodies, I as Minister for Water Resources is
leading Jal Shakti Abhiyan by holding meetings & seminars at District and Taluka level, to educate the
masses on issue of water harvesting structures, roof top rainwater harvesting and innovative methods
of purifying water bodies. Response is good, it only needs to be converted into action.
I am extremely pleased that my department under the Jal Shakti Abhiyan and Mission Amrit Sarovar,
has worked on rejuvenating 164 lakes and conducted several programmes on rainwater harvesting for
public awareness with motto “Catch the Rain - Where it falls, When it falls”.
Department is now releasing coffee table book. I wish them all the best and would like to see them work
holistically for restoration of our “Water Samrudhi” through this Amrit Sarovar in the State of Goa.

Message
Jal Shakti Abhiyan, Catch the Rain (CTR), and Amrit Sarovar, the missions of our visionary Prime
Minister, are being implemented in the State by the Water Resources Department. I am closely
following the events and did attend the Azadi ka Amrit Mahotsav at one of the Dams; it was a
splendid experience with hundreds of people visiting the venue.
The Amrit Sarovar mission of rejuvenating 150 lakes initiated in the year 2022 is being completed
now. I wish and appeal to the water user associations, groups, and farmers to take forward this
momentum and maintain these water bodies for posterity.
I am pleased to learn that the Water Resources Department is compiling the efforts and achievements
in a coffee table book for public awareness and awakening towards developing and maintaining our
water bodies. I am confident that this will be of great use and motivation for everyone to take up the
cause of maintaining clean and pristine water bodies.

Azadi Ka Amrit Mahotsav
The state had a target of 150 lakes. As against target
of 150 lakes, State has identified 165 Water Bodies,
45 nos. in North Goa and 120 nos. in South Goa.
An important aspect of Mission Amrit Sarovar is the

geotagging of the lakes, ensuring that each water
body is appropriately tagged and mapped for better
management and monitoring purposes.
Typically, the maintenance of lakes in the state is the

responsibility of the village community and farmers
who utilize the water for irrigation purposes. However,
these lakes have been neglected over time, with
abundant weeds, silt, and deteriorated water quality.
This decline may be attributed to changes in social,
occupational, and economic activities of the villagers.
To address this issue, the Department has

undertaken the task of rejuvenating the lakes
through activities such as de-weeding, desilting,
and improving the gate systems. This process
involves close collaboration with Honorable MLAs,
Sarpanchas (village heads), and water user groups to
ensure the effective restoration of the lakes.
Out of the targeted 165 lakes, the state has

successfully rejuvenated 164 water bodies. Geographical
