RULES AND GUIDELINES FOR

26 PABIRIK FESTIVAL CAT & DLC COMPETITION 2023
JANUARY 24, 2024

I. ELIGIBILITY
1. Open to all Elementary, Junior and Senior High School in Camarines Norte.
2. Must be currently enrolled in the school represented.
3. Only one entry per school is allowed.
4. One registered Band Master per band.
5. Senior High students are allowed if they are under one institution with the Junior High
School.
6. CONDUCTOR / DRUM MAJOR in the Parade and Drill Exhibition must be an enrolled
student.

PENALTY: Disqualification- any participants violating any requirements in the ELIGIBILITY Section
shall be disqualified from the contest and must forfeit any scores, placements or awards.

II. COMPETITION AREA


1. The Street Parade will start at Paracale Terminal to Ginintuang Bulwagan ng Paracale.
2. The DLC Drill Exhibition will be at Ginintuang Bulwagan ng Paracale.
3. The CAT Fancy Drill Exhibition wil be at Paracale National High School.
4. DRILL EXHIBITION:
a) Standard Basketball court size, 28 meters long by 15 meters wide.
b) Landscape view of the Judges.
c) All Musical instruments and Equipment must be arranged and piled properly. No
musical instrument/s are allowed in the Ginintuang Bulwagan ng Paracale when the
Competition starts; except when they perform. (Batons, Flags, Drumsticks and Mallets
are allowed but must not show any disturbance inside the area.)
PENALTY: (0.5) Deduction for each equipment to the overall score.
d) No Music Playing when the competition starts; around the Plaza Quezon and nearby
areas of the competition. PENALTY: (0.5) Deduction to the overall score.
e) All Equipment’s must be removed in the Ginintuang Bulwagan ng Paracale after their
performance.
f) Coaches/ trainers/ school representatives/ students/ parents/ non-performers and
alike are strictly prohibited from staying in the restricted competing area.

III. STREET PARADE GUIDELINES (CAT & DLC)


1. The ASSEMBLY AREA will be at the Paracale Central Terminal at 7:30 am.
2. Road will be closed in front of the Paracale Municipal Police Station at 7:00 am. All big
and stationary equipment must be placed in/near the competing area before 7am.
3. All participants are required to join the parade. Failure to comply will result as a non-
competing participant.
4. The Corps Commander and Staff will lead their respective units, followed by the
Majorettes, Musicians and the Model Company.
5. Late Participants on the assembly area will be sanctioned THREE (3) POINT DEDUCTIONS
ON THE BEST IN PARADE/BEST MARCHING MIXED PLATOON CRITERIA.
6. Individuals escorting your unit (6 per platoon including for Majorettes/Band/DBC) are
STRICTLY PROHIBITED to enter or pass within the competition area. (A FIVE (5) POINT
DEDUCTION SHALL BE DEDUCTED FROM THE TOTAL SCORE FOR NOT OBEYING.)
7. CAT FACILITATORS/INSTRUCTORS/MAJORETTES/DBC/DLC Trainers are allowed to stay
inside the designated competing area only when their unit is passing the reviewing stand.
Failure to move-out immediately with their unit shall be given FIVE (5) POINTS
DEDUCTION for the entire contingent.
8. ACTUAL PRACTICE AT THE REVIEWING STAND IS NOT ALLOWED.
9. UNIFORM- Gala, Fatigue or other authorized by the DepEd/PTCA/Schools/AFP. Hence,
UNIFORM IS NOT included in the Criteria for judging. Trainers should wear uniform also
or similar attire, especially when accompanying the participants (one color shirt is
acceptable).
10. Formation of the Military Groups:
CAT MIXED PLATOON Initially in column formation from the starting point; change
platoon in line formation while passing the reviewing stand, then exit in platoon in
column.
11. Each school/Unit is required to bring SCHOOL COLOR and BANNER BEARER together with
its bearer. They will report to the Grand Marshal before the parade starts.
12. Umbrella is allowed to use in the parade only.
13. During the street parade, FANCY EXECUTION of any kind will not be tolerated at the
reviewing stand.
14. After the competing unit has all passed through the reviewing stand, the Band/DBC/DLC
Corps shall immediately exit without delay and without any music. However, the
Band/DBC can give exit whistle command but not to establish cadence.
15. All participating units are requested to adhere to the ORDER OF PARADE for proper
identification.
16. The carriage of rifles should be in 11 o’ clock position and the swinging of arms – 60/30
degrees.
17. Due to limited space, only officials and guests with AUTHORIZED PASS will be allowed to
occupy the reviewing stand.
18. Strictly AFP Rules and Regulations must be followed: New Drill Regulations (NDR) and/or
Manual for CAT BY Col. Baclagon.
19. SCHOOLS or UNITS without Band/DBC/DLC may request to other schools or competing
units to accompany them while passing the reviewing stand.
20. FIVE POINTS DEDUCTIONS will be given to the Unit that STOPS/HALT or MARCH IN PLACE
TO MAKE ADJUSTMENTS once inside the competition area.
21. COMPOSITIONS OF COMPETING UNITS
CAT MIXED PLATOON
• Corps Commander and 4 or 5 Staff to lead the unit
• One Company Commander, One Company Ex-O and One Guidon Bearer
• One First Platoon Leader for MIXED PLATOON
• One First Platoon Sergeant for MIXED PLATOON
• One First Platoon (3x7) for MIXED PLATOON with wooden rifles.
-14 BOYS AND 7 GIRLS (NON-SPECIFIC: placement of girls in the platoon)

IV. CRACK PLATOON SILENT FANCY DRILL COMPETITION W/ DANCE NUMBER


1. Participating Units coming from the invited schools.
2. IN ORDER TO QUALIFY AS A VALID COMPETITION, THERE MUST BE AT LEAST (5) FIVE
COMPETITORS. SHOULD THERE BE LESS THAN FIVE REGISTERED COMPETITORS, THEN,
THAT CONTEST CATEGORY SHALL BE DEEMED “NO CONTEST” and no winners will be
declared.
3. Complete military uniform is NOT required. (Gala or another prescribed CAT uniform)
4. Music background must be in CD/USB only. (Cellphone or any other form of music
materials is strictly not allowed during the performance. Variety of music is highly
encouraged (medley, remixed is open). Presentation must exude a comic effect.
5. TIME LIMIT: MINIMUM OF 5 MINUTES AND MAXIMUM OF 7 MINUTES including the
DANCE NUMBER. THE TIME WILL START AT THE FIRST EXECUTION OF ANY ELEMENT OF
THE PLATOON RIGHT AFTER THE PRESENTATION OF PLATOON AND COMMANDING FOR
ORDER ARMS.
(CAT Facilitator must be present during their Unit’s Fancy Drill performance and must
report at the TIME KEEPER). VIOLATION: FIVE POINT DEDUCTIONS FROM THE FANCY
DRILL CRITERIA.
6. No substitution of participants to avoid disqualification.
7. WOODEN RIFLES is a must during the contest. NOTE: You may use any model.
8. EVERY RIFLE DROP DURING THE FANCY DRILL: ONE (1) POINT DEDUCTION. RIFLE MUST
BE CARRIED ALL THROUGH OUT THE DRILL AND DANCE NUMBER.
9. POUNDING/BAGGING OF RIFLES DURING THE FACY DRILL PORTION IS ALLOWED.
10. PROPER DISTANCE DURING FANCY DRILL:
• JUDGE IN CHARGE TO THE PLATOON LEADER APROX. 6 PACES
• PLATOON LEADER TO PLATOON SERGEANT 3 PACES
• PLATOON SERGEANT TO PLATOON 3 PACES
11. The decision of the board of judges is final.
12. COMPOSITION FOR DANCE PLATOON
• One (1) Platoon leader (Regardless of Rank)
• One (1) Platoon Sergeant (Regardless of Rank)
• One (1) Guidon Bearer (Regardless of Rank)
• One (1) Platoon (3x7) with complete wooden rifles.
*1st Squad-BOYS; 2nd Squad-GIRLS; 3rd Squad-BOYS
Select your best Cadets/Cadettes or all Officers combined.
(ONE POINT DEDUCTION WILL BE GIVEN ON EVERY INADEQUATE ELEMENT IN THE
PLATOON)
13. AREA LIMITATION: The actual size at the competing area is limited to a size of a Basketball
court.
14. Practice the following for the DANCE PLATOON:
a. Presentation of the Platoon to the Chairman of Judges:
- Platoon in Line in Present Arms
- Fancy execution during the reporting and formation of platoon is not
allowed. FIVE POINT DEDUCTIONS FROM THE FANCY DRILL CRITERIA.
- No Unnecessary Execution
b. TO FORM THE PLATOON: The Platoon forms the platoon at normal interval, etc.

V. DRUM & LYRE CORPS DRILL EXHIBITION GUIDELINES
1. Open for Drum & Bell Lyre Corps, Drum & Bell Corps, Drum & Lyre Corps, Drum &
Xylophone Corps, Indoor Percussions, Percussion Ensembles, and alike.
2. Composition: Minimum of 30 members and maximum of 85 members
(Band/Majorettes/Color Guards Combined)
3. Equipment Allowed for Majorette & Color Guard: Majorette/ Twirling Baton and Different
Types of Flags (standard flag, swing flags and oversized flag)
- Oversized Flag/s (Cover Flag) that are carried/used by two or more members are not
allowed.
4. Front Ensemble/ Pit Section:
a) Equipment Allowed: Bell Lyre, Marimba, Xylophone, Vibraphone, Glockenspiel,
Drum Set, Auxiliary Percussions, and alike.
5. Whistles shall be use for cue only.
6. ANY staging effects/PROPS are not allowed to be use during the performance:

PENALTY: Disqualification- any participants who uses prohibited prop/s shall be


disqualified from the contest and must forfeit any scores, placements or awards.

VI. TIMING of DLC DRILL EXHIBITION


1. Setting up the Front Ensemble and equipment (Batons, Flags, etc.) in the competing area
and ENTRANCE of the COMPETING UNIT should be maximum of 7 minutes only. Setting
Time starts after the announcement: “(Band Name), you may take the field in
competition.” and ends in conductors salute. A Single Beat Rhythmic Pattern is only
allowed for the entrance, (optional to play).
2. Minimum of 8 Minutes and Maximum of 10 Minutes Drill Exhibition Performance.
3. The time will start once the first note is played by any musician right after the salute of
the conductor. Time will stop when the conductor salute after the performance.
(Exemption for technical problems that will be discussed in post-judging)

PENALTY: (3) points deduction of the total score for violating


every time limit stated in the TIMING section.

VII. PENALTIES AND SANCTIONS


1. ALL ADVISERS, MODERATORs, AND TRAINERS are REQUIRED to attend PRE-JUDGING and
POST-JUDGING.
a) Pre-Judging: The participant will be briefed by the judges. They will have the
chance to ask questions to the judges involving the competition. The pre-judging
will commence right after the parade at the Conference Hall at the 2nd Floor of
Paracale Municipal Building.
b) Post-Judging: Judges will share comments in the performances without telling the
winner. Penalties will also be discussed. All questions and clarifications must be
tackled.
2. Timing and Penalty judge/s will assess all penalties for violations that take place in the
competition area. The band has a right to challenge any penalty in the POST-JUDGING.

VIII. CONTEST ETIQUETTE


1. All participants must be disciplined thru out the program.
2. All participants are required to attend the awarding ceremony.
3. All participants must be in proper attire (gala, costume, type B) in the awarding ceremony.
4. No Instruments, equipment, drumstick, baton, or flag in the Awarding ceremony.
5. Awards must be received by performer and trainer; (adviser/moderator- optional).
6. Negative cheering is strictly prohibited.
7. JUDGING:
a) All Bands will have the chance to ask the judges for the result after the competition.
b) We encourage each band to ask the judges for the improvements needed in future.
c) POSTING NEGATIVE ON SOCIAL MEDIA about the competition are strictly
prohibited. (see Section 4(c)(4) of the Cybercrime Prevention Act of 2012).
d) All petitions and concerns must be in a formal complaint letter addressed to
Municipal Tourism Office of Paracale. Legal actions may be implemented if
necessary.

VII. JUDGING SYSTEM

Judging System for the DLC Drill Competition will be general judging. Each jury will judge all the
captions. When a tie occurs, the chairman of the judges can change/replace his/her scores to break the
tie with the consultation of other judges.

The CAT Parade and Drill Competition will be using CAPTION JUDGING. Each judge will be task to score
a specific criterion/criteria.
