General Rules for Culture and the Arts Festival

1. Competing teams are required to adhere to the guidelines and criteria of the contests as provided.
2. Every contest category is presented with guidelines & criteria for judging and contest proceedings. The contest Head
Masters shall meet all coaches, trainers, and judges prior to the contest.

3. Each contest category will have each own programming and shall be directed by the Contest Head Master.
4. All manuscripts, winning pieces, materials and other proceedings shall be collected and filed at the CASO for
reference.
5. All college culture & arts coordinators shall make a master list of names of participants, coaches & trainers. This will
be submitted on October 16, 2023 in soft & hard copy for the purpose of giving enough time to the working
committee to work out the souvenir program and be released by October 20, 2023. Deduction of seven (7) points
from the total score will be implemented upon late submission of master list.
6. Contest pieces should be submitted to the respective event coordinator three (3) hours before the contest proper for
verification and must be sealed immediately after verification except Folk Dance and other specified events. Five (5)
points will be deducted from the total score of each contest for late submission.
7. The decision of the board of judges is final and irrevocable.
8. Ranking system is used. In case of tie, the judges will be responsible to break the tie.
9. For computing the over-all champion, points below must be applied.

10. Choreographers/managers of each team must observe the safety and security of their performers.
11. All complaints must be presented in writing during tabulation with concrete evidences. No complaints will be
entertained after the announcement of winners but suggestions for improvement are accepted.
12. Participants should be present to the designated area 30 minutes before the event of the contest. Event coordinator
will be the one to check the attendance of the contestants. Failure to follow this rule is subject for five (5) points
deduction in every judge. Just in case of emergency arises the screening committee will decide accordingly.
13. There will be no over-all Intramurals champion. Two (2) titles will be awarded: Sports Champion and Culture & Arts
Festival Champion.
14. Contest head masters for dagliang talumpati & extemporaneous speech contests are not allowed to train/coach.
15. NIPAC members are allowed to join in any contests/sports provided one event participation only. A member may
choose one event either from sports or culture & arts events.
16. Grand Slam winners are not allowed to compete for their 4 th year participation. They automatically earned the
highest point but they need to render an intermission number during the competition.
17. In cases of technical problems, the jury members shall decide. Jury members are the following:
a. SSC President
b. Contest Head Master
c. Head for CASO
18. In case of complaints, no winners will be officially announced unless complaints had been acted and decided by the
jury members.
19. Hiring trainers outside NONESCOST are strictly not allowed. This means that only official enrolled students, registered
faculty and staff of the college are allowed to be the trainers in all events.
20. National SCUAA players are not allowed to participate in any event including sports.
21. Any violation of the rules is tantamount to disqualification by the adjudication committee composed of the following;

b. SAS Director
b. CASO Head
c. Contest Head Master of the event/contest protested
d. Guidance Counselor

CHEERI-DANCE

Guidelines:
1. This is the combination of songs and yells with dance. The songs and yells should depict to the theme and uphold the
dignity of the department representing.

2. Each department entry must have a minimum of fifty (50) members (any gender combination) including lifters,
bleachers, fliers, and squad. One (1) point will be deducted by the tabulators from the total score given by each judge for not
following this rule.
3. Every team is given a minimum of six (6) and maximum of eight (8) minutes to perform. One (1) point will be deducted
by the tabulators from the total score given by each judge for every five (5) seconds exceeding the time.
4. At least 20 members of the team should be presented at exactly 7:30 AM on the designated area of each team. One (1)
point will be deducted from each judge’s score for every ten (10) minutes late.
5. School hymn must be included within the performance. One (1) point will be deducted by the tabulators from the total
score given by each judge for not following this rule.
6. Stunts are allowed as long as safety of the performers is properly observed. Tossing is not allowed. Lifting is up to 2nd
level only. Penalty: disqualification.
7. The time starts after the introduction of the host. The college culture & arts coordinator will give the signal to the host.
8. Minor awards will be selected based on the highest points accumulated by the judges in every criterion except best
cheer leader.
9. Music shall be submitted one day before the competition. Deduction of two (2) points from the total score of every judge
will be implemented.

11. Costumes may be used but in a minimal cost.
12. Props are strictly not allowed except the cheer leaders’ whistle & poom pooms. Deduction of five (5) points from

13. Only recorded music will be used. Sounds using body parts and voices are allowed. Deduction of five (5) points
from each judge’s total score for not following this rule.
14. All participants must attend the general orientation and unity dance rehearsal on October 21, 2023, Saturday @
7:30AM, Escalante City coliseum. Deduction of five (5) points from each judge’s total score for not following this rule.
15. The participants must attend the holy mass on October 23, 2023 @ 7:00AM, Escalante City coliseum. Deduction
of five (5) points from each judge’s total score for not following this rule.

STREET DANCE

The Street Dance is a fusion of dance disciplines and cultural interpretations from around the country. The
dance routine incorporates the look, music, attitude, posture and street dance style. The most real routine showcase is a
variety of hip hop dance styles, signature moves and choreography conveying the character and energy of the street.

Guidelines:
1. Groups are permitted to mix and bring music of their choice on a USB or other devices.
2. The routine must be performed, in its entirety to the music selected, prepared and submitted by the group.
3. The contest piece must be three (3) minutes but not more than five (5) minutes.
4. A minimum of fifteen (15) dancers are required to participate.
5. Groups should include in their performance a broad selection of street dance styles (locking, popping, bboy-
ing/bgurling (breaking), watching/punking, vogueing, house dance, party dances or club – popular or trendy
dances – hip hop dance/choreography, krumping, steeping/gumboots, dancehall) without excessive use of
the same move or pattern. A varied range of styles should be shown in the choreography of arm, leg and
body movement. No body drop is allowed and all lifting should be supported.
6. Attire may include accessories such hats, caps, gloves, scarves, jewelries, etc. Removing pieces of clothing
during the performance is allowed provided it is not offensive or out of character. Appropriate clothing
should be observed in the competition. Set props and backdrops are not allowed.
7. Any move where the competitors’ weight is solely on the neck/head i.e. head pins, head stands, tumbling,
tossing, aerial skills, etc. is not allowed.
8. Lifting is allowed up to the second level.
9. Music should not contain obscene lyrics or words.
10. Performers should not wear any identifying marks of their team/department.
11. Violation of any of these contest guidelines will result to disqualification of the participating group.
12. Deliberation of the members of the board of judges will be done prior to the announcement of winners.
13. Decision of the board of judges is final and irrevocable.

FOLK DANCE - RURAL

A. Philippine Folk Dance Category


Guidelines:

1. The dance must be taken from the published Philippine Folk Dances authored by known
dance-researcher-writer published in the books listed below. The following are the spe-
cific titles of the books:
a. Philippine Folk Dance. Volumes 1-6, by Francisca R. Aquino
b. Philippine National Dance by Francisca R. Tolentino
c. Visayan Folk Dance. Volumes 1 – 3, by Libertad Fajardo
d. Pangasinan Folk Dance by Jovita Sison Friese
e. Sayaw: Dances of Philippine Islands, Volumes 1 – 7, by the Philippine Folk Dance

2. The dance selected must only be one straight rural. No combination of dances.
3. In dances where the author does not specify or describe the entrance and / or exit, the
trainer may arrange one; however; it must not be longer than the dance itself and
should not exceed one minute.
4. The dance must be accompanied by playing a record, tape-recorded music or CD pre-
scribed by the book. Live accompaniment is not allowed.
5. Dancers should be composed of a minimum of 5 pairs which could be all males, all fe -
males or a combination of both.
6. Judge’s decision is final.

B. Indigeneous Dance Category

Guidelines:

1. The dance selected must only be one straight dance from the published indigenous dances.
2. The dance selected must follow the prescribed one minute entrance and one minute exit. A
deduction of 2 points per judge will be given if contestants exceed the 1 minute.
3. Live musical accompaniment may be used. Recorded music is allowed.
4. The minimum number of dancers is ten (10) (all male/female/combination) and a minimum of
six (6) instrumentalists.
5. The decision of the judges is final.

CONTEMPORARY DANCE

Guidelines:

1. The contest piece must be at least four (4) minutes but not more than five (5) minutes.
2. A minimum of ten (10) dancers are allowed to participate.
3. The dance piece should be an original choreography in contemporary form.
4. Soft ballet shoes or pointe shoes may be worn (optional).
5. Sets are not allowed (e.g. risers, back drop, tables, etc.). Hand props maybe used (e.g. stick, fan, ring, um-
brella, etc.). Bamboo, wood, steel or plastic pole may be used but must not be more than 3 meters long.

The following are strictly not allowed in the performance:


a. The use of real fighting armor (e.g. sword, knife, guns, arrow, spears, etc.).
b. The use of any form of liquid (e.g. blood, oil, water, etc.).
c. The use of fire, candles and any pyrotechnic materials.
d. The use of confetti either drop or bomb.
e. The use of glass, pots, etc..
f. Audio visual presentation or screen projection.
g. Body paint
6. Costume must be appropriate to the concept of the dance. Skin toned cycling, leggings, or leotards are al-
lowed. Nudity or topless for both male and female is strictly prohibited.
7. Obscene choreography/indecent movements and killing of animals are strictly prohibited.

Guidelines:
1. The contestant must be a bona fide student of the institution.
2. The piece is one straight published Original Pilipino Music (OPM) song in any language. Rearrangement or
revival of an OPM song is allowed. Revival or adaptations from foreign composition is disallowed.
3. Singing shall be accompanied by a minus-one CD/flash drive, which may or may not have back-up singers.
Multiplex is not allowed. CD’s must be tried out prior to the contest and a back-up copy should be available.
4. Delivery is for 3 – 7 minutes.
5. Judges’ decision is final.

Note: OPM refers to original popular Filipino Music commercially released through various means of mass
media (records, tapes, etc.) and espoused by popular music personalities. Examples are songs written by
George Canseco, Ryan Cayabyab, Willy Cruz, Louie Ocampo, Garry Valenciano, and others, as sung by Kuh
Ledesma, Martin Nievera, Basil Valdez, Celeste Legaspi, Leo Valdez and other Filipino singers.

Vocal Duet

Guidelines:
1. The piece is one straight published Original Pilipino Music (OPM) song, either English or Filipino/Visayan.
Published regional songs with translations are allowed. Pieces arranged into a duet are also allowed. Revival or
Adaptations from foreign compositions is disallowed. Failure to follow this rule is subject for disqualification.

4. Recorded accompaniment (minus one) in MP3 format should be submitted to the organizer during rehearsal

SHOW CHOIR

Guidelines:
1. There shall be minimum of 20 singers per group, who are all bona fide
students of the participating team. The penalty is disqualification.
2. Each chorale group will sing one original Pilipino music (OPM) ei-
ther English or Filipino in fast tempo with choreography.

3. Medley arrangement is not allowed.
4. Score piece in Acapella arrangement.
5. The voice composition: SOPRANOS, ALTOS, TENORS, and
BASSES (SATB).
6. No alteration of notes for obligatory part and strictly observe and
follow score piece.
7. Maximum allowable time is 6 minutes. An excess of a minute or a
fraction thereof means a deduction of five (5) points per judge.
8. Time starts on the first note and ends on the last note.
9. Hand props is applicable for this event (any light equipments, head
dress, scarf, hats, etc.)
10. The use of wired condenser microphones, choir microphones will
depend on the venue and can be rearranged
11. Submit four (4) copies of choice piece 1 day before the competi-
tion.

Song Writing

Guidelines:
1. Each entry must be entirely original (both lyrics & music).
2. The composition should focus on Intramurals theme.
3. The lyrics of the song may either be in Filipino or English.
4. All entries must be submitted with five computerized copies of the lyrics.
5. The song has a maximum of seven (7) minutes and minimum of three (3) minutes. Deduction of one (1)
point in every judge’s score for not following the rule.

6. Live accompaniment or recorded may be used.
7. The song must be interpreted by one vocalist.
8. An entry must not have entered the finals of any song competition (including Metro Pop song Festival).
9. A song entry must not have been commercially published, recorded or released and distributed in the
Philippines or abroad.

1. Each group will perform any published (meaning: played live on-air) Original Pilipino
composed music (Jazz, Alternative Rock, Heavy Metal, Rock and Roll, Ballad) as
long as there are no obscene, lewd or green words in the lyrics. (Note: too much am-

plification of instruments that will obscure or over power the volume of the vocals is
not allowed).
2. Each group will perform their choice of music (warm-up song) and a contest piece
(Nosi Balasi by Sampaguita) with a time limit of 8 to 10 minutes. Preparation time/
set-up time is 2 minutes. Beyond this limit, a total of five (5) points will be deducted
from the group’s total score from each judge.
3. Each group will have a minimum of 4 and a maximum of 8 members.
4. Each group must provide their respective instruments except for the drum set which
will be provided by the college. Change of cymbals is allowed. A minimum of 3 am -
plifiers shall also be provided by the organizer for 2 guitars and 1 keyboard.
5. The members of the group may be composed of all males or females, or mixed.
6. Guitar effects are allowed.
7. The use of pyrotechnic gadgets, smoke or combustible materials as props are not al-

1. The board of judges will provide the topics of the essay at the venue of the
competition.
2. The essay shall be written in English in not less than 600 words but not more than
800 words. Corresponding deduction will be given to entries that did not reach the
minimum number of words. Deduction of two (2) points from the accumulated score

of the 3 judges shall be applied when the words used are less than 600 or more than
800 words.
3. The contestants shall be given two (2) hours to develop the composition.
4. The contestants shall be provided with computers.
5. The contestants will use a contest number. The same number will be written on

6. No books, materials, dictionaries, gadgets, laptop and the like shall be brought inside

5. The drama must convey a moral or character-building theme on youth, family, unity and values. The radio drama should be suitable
for general listeners. Please strictly follow the ethics on KBP Radio Code.
6. Background music and canned sound effects may be used.
7. Copies of script-three (3) typed, double-spaced copies must be submitted as an early entry.
8. Performance time is ten (10) minutes maximum. If competition play exceeds the (10) minutes maximum time limit, the contestant will
receive a 0.5-point deduction for any portion of thirty (30) second increments outside the allotted time. (For example, a piece timed at

2. Avoid background distractions such as cracking or shuffling papers, scraping chairs, or clearing throat.
3. Make a presentation with a specific audience in mind (children, teens, or adults).
4. Practice until you are thoroughly familiar with your script before making a recording in order to avoid monotones and mechanical
expressions.
5. Avoid long pauses or “dead time”, pronounce words clearly, and don’t mumble.
6. Speak into the microphone at the appropriate distance to avoid cracking, distortion, or breathing sounds.
7. Prepare your script carefully, giving attention to introduction, body, and the conclusion to the intended “message” is conveyed.
8. Present your radio program so that is comes alive for the listening audience.

SHORT AND SWEET PLAY - DIALOGUE

Guidelines:
1. The category is a presentation of a short play with limited time and number of characters.
2. The play will be limited to a maximum of 6 characters and a minimum of 3 characters. Each player should por -
tray a character.
3. The medium of language to be used will either be English or Filipino or a combination of the two. Local dialects
can be used but translation be provided in the script.

4. Technicians, musicians, and all personnel needed for production will be counted in the six-contestant limit.
5. The writer is NOT required to be a part of the cast.
6. No recorded speaking or singing will be permitted in play production.
7. Props, Lights and Costumes – Hand props and a maximum of two movable props (EXAMPLE: One table = 1
set, One chair = 1 set) will be allowed on stage for the duration of the play. Backdrops are not allowed. Per -
formers must wear appropriate costumes. Lighting will use the available room light of the college.
8. Time Limit – Performance time is Ten (10) minutes maximum. If competition play exceeds the (10) minutes
maximum time limit, the contestant will receive a 0.5-point deduction for any portion of thirty (30) second incre -
ments outside the allotted time. (For example, a piece timed at 10:01 would receive a half-point deduction from
the total score. A piece of 10:31 would receive a deduction of a full point from the total score.)
9. Script – Scripts must be original. Five copies of the script must be given to the organizers. The play must have
one or two two scenes. The play should depict or illustrate the theme of family unity, values and youth issues.
Scripts are to be memorized. Media ethics should be observed for appropriate audiences.

Drama is the way characters relate to one another. Therefore, the most important thing in your One-act Play will
be the convincing portrayal of characters. This is the essence of acting. All the elements of other speaking events apply
to the actors in your One-Act Play: movement, gestures, voice inflection, diction, and variety. Perhaps the hardest thing
to master in acting is that appearance of spontaneity that makes the audience believe the scene is happening for the
first time. To create spontaneity, study the way people react to things they hear, and then try to build those natural
reactions in your characters.

SEARCH FOR MR. & MS. NONESCOST

Guidelines:
1. The search is open to all participating teams.
2. Each team must have a minimum of two pairs & no maximum pairs of contestants to compete.
3. Each candidate must submit a duly signed certification from the college registrar certifying that he or she is:
a. A bonafide student of the department he/she is representing.
b. Of good moral character

4. Contestant must be single, not in a live-in relationship, never married, divorced or had a marriage annulled. The con-
testant must never born a child, must never have performed any act or engaged in any activity or employment that is
or could be characterized as immoral or indecent.
5. The contest will be held on October 27, 2023 (Friday), 7:00PM at the NONESCOST covered court.
6. Authorized pageant organizers are the only persons allowed in the pageant venues. The technical secretariat will
manage and monitor the activities of the candidates at the pageant venues.
7. Candidates are expected to come in the venue with their make -up & hairstyle. They may opt to change their make-
up/hairstyles or do retouch for the different competition categories provided it should be done by the candidates
themselves. Assigned backstage chaperons are the only persons allowed to assist the candidates in changing the
attires.
8. All contestants and coaches/handlers are required to attend the orientation and registration on October 16, 2023 @
function hall.
9. All contestants will be presented during the opening program wearing their yellow top & “maong” pants with high
heels for female & shoes for male.
10. All contestants should attend the rehearsals & other activities scheduled by the committee. This will be announced
during the orientation.
11. The competition will be divided into four (4) categories:
a. Production Number (attires to be decided by the committee)
b. Swim Wear (to be prepared by the committee)
c. Formal Wear
d. Interview
12. For the question and answer portion.
a. The ability to answer the questions will be based on the depth, meaning and substance of the answer given
by the candidates.
b. The candidates may respond to the questions in either English or Filipino.
13. A close door preliminary interview will be conducted & judged.

16. During the pageant night, the contestants should be ready at the venue one hour before the start of the program.
Failure to comply with this means disqualification from the contest.
17. Only the official photographers & videographers chosen by the committee are allowed to take photos & videos in a
designated area.
18. The following deductions from the accumulated total score of the judges must be applied to any candidate who
committed tardiness or absences in every practice or activity. However, fifteen (15) minutes grace period is given.
5 points for late in every rehearsal or activity, and
10 points for absent in every rehearsal or activity.
19. Failure to follow the guidelines except the items with deductions will result to disqualification.
20. The decision of the board of judges is final.
