Annex 17 - Response to Unlawful Interference
5.1 Prevention:
- Aircraft Safeguard: Establish measures to safeguard
grounded aircraft with prior notification if airborne.
- Search Procedures: Conduct searches for concealed
threats with prior notification to operators.
- Hazard Management: Arrange for investigation and
disposal of suspected hazards at airports.

5.1 Prevention:
Contingency Plans: Develop and test contingency plans
for civil aviation protection.
Trained Personnel: Ensure trained personnel are
available for prompt response.

5.2 Response:
- Passenger and Crew Safety: Implement measures for
ground safety during unlawful interference.
- Information Collection: Collect and share information
for timely safeguarding actions.
- Assistance Provision: Provide assistance to seized
aircraft, including navigation aids and landing
permissions.

5.2 Response:
- Detention Measures: Detain aircraft if practicable, with
recognition of the need to protect lives.
- Notification: Notify relevant authorities promptly after
landing.
- Information Distribution: Distribute received
information locally to relevant parties.

5.3 Exchange of Information:
- ICAO Reporting: Provide ICAO with pertinent
information promptly after resolution.
- Information Exchange: Share information on managing
unlawful interference responses with ICAO and other
relevant States.

3.7.2 Pilot-in-Command Actions:
- In case of unlawful interference, the pilot-in-command
should attempt to land promptly at the nearest suitable
or dedicated aerodrome unless onboard considerations
dictate otherwise.

General:
- Procedures for aircraft facing unlawful interference
when unable to notify an ATS unit.
Procedures:
2.1 Track and Level Maintenance:
If unable to proceed per 3.7.2, continue on assigned track
and cruising level until able to notify an ATS unit or within
radar/ADS-B coverage.

2.2 Departure from Assigned Track/Level:
If deviation is necessary without radio contact with ATS:
- Broadcast warnings on VHF channels, emergency
frequency, and other appropriate channels.
- Follow applicable regional procedures or deviate from
standard IFR cruising levels as specified.
- Note: Aircraft interception actions during unlawful
interference are prescribed in 3.8 of this Annex.

13.2.1 Flight Crew Compartment Door:
- Aircraft with a flight crew compartment door must have
a lock, allowing discreet communication from cabin crew
in security incidents.
13.2.2 Requirements for Larger Aircraft:
- Aircraft exceeding 45,500 kg or with over 60 passenger
seats must have a robust, approved flight crew
compartment door, resistant to small arms fire and
grenade shrapnel. 14

13.2.3 Operational Procedures:
- The door must remain closed and locked from all
external doors' closure until disembarkation, except for
authorized access.
- Monitoring means from either pilot's station must cover
the exterior door area for entry requests and to identify
potential threats.The door must be lockable and
unlockable from either pilot's station.

13.2.4 Recommendation for All Passenger Aircraft:
All passenger aircraft should, where feasible, be
equipped with an approved flight crew compartment
door, resistant to small arms fire and grenade shrapnel,
lockable and unlockable from either pilot's station.

Procedure Checklist for Unlawful Interference:
- The operator must ensure the presence of a checklist
outlining bomb search procedures and inspections for
concealed weapons or explosives in cases of suspected
sabotage or unlawful interference.
- The checklist should include guidance on actions to take
if a bomb or suspicious object is discovered and
information on the safest location to handle a bomb
specific to the aircraft.

13.4.1 Crew Security Training Programme:
- The operator must establish and maintain an approved
security training programe for crew members to minimize
consequences of unlawful interference.
- Elements of the programme should cover:
- Determination of the seriousness of occurrences.
- Crew communication and coordination. 19

13.4.1 Crew Security Training Programme:
Appropriate self-defence responses.
- Use of non-lethal protective devices authorized by the
State of the Operator.
- Understanding terrorist behavior for handling hijacker

13.4.1 Crew Security Training Programme:

13.4.2 Preventive Measures Training:
- The operator should establish a training programme to
familiarize relevant employees with preventive measures
for passengers, baggage, cargo, mail, and equipment to
contribute to preventing acts of sabotage or unlawful
interference.

9.10.2 Unauthorized Access Prevention:
- Aerodromes shall have fences or barriers to deter
unauthorized access, including measures to prevent
access through sewers, ducts, tunnels, etc.
- Special measures may be needed to prevent
unauthorized access to runways or taxiways crossing
public roads.

9.10.3 Protection of Ground Installations:
- Suitable protection measures shall be in place to
prevent unauthorized access to ground installations and
facilities crucial for aviation safety.
Location of Fence or Barrier:
The fence or barrier shall be positioned to separate the
movement area and critical aerodrome facilities from
areas accessible to the public

Additional Security Measures:
- A cleared area on both sides of the fence/barrier is
recommended for enhanced security, facilitating patrols
and hindering trespassing.
- Consideration should be given to a perimeter road
inside the fencing for maintenance and security patrols.

9.11 Security Lighting
Recommendation for Illumination:
- Aerodromes should consider illuminating fences or
barriers at a minimum essential level for security reasons.
- Lights should be strategically located to illuminate both
sides of the fence, especially at access points..

- When a bomb threat is received, prompt actions include
advising the flight crew, handling the aircraft

- Procedures for aircraft in flight, including re-clearance
and altitude changes, are outlined.

5.1.3 Unlawful Interference and Aircraft Bomb Threat:
- Aircraft on the ground should vacate the runway, taxi to
a safe area, and maintain a safe distance from other
activities.
- Isolated parking positions should be designated for
aircraft subjected to unlawful interference or threats.
- ATS units should not advise flight crews on handling
explosive devices.
