Resolution No. 32, Series of 2023 Whereas, Republic Act No. 11768 or also known as AN A KABATARNT NSTITURONALIEING ADDITIONAL REFORMS TO REVITALIZ GOVERNANCE AND BY PROVIDING HONORARIUM, OTHER BENEFITS, AND PRIVILEGES, AMENDING FOR THE PURPOSE CERTAIN SECTIONS OF REPUBLIC ACT NO. 10742, OTHERWISE KNOWN AS THE ‘SANGGUNIANG KABATAAN REFORM ACT OF 2015" was approved last May 6, 2022; Whereas, Section 4 of the sald act states that the Sangguniang Kabataan members, including the ‘Sangguniang Kabataan Treasurer and Secretary, shall receive a monthly honorarium, chargeable against the ‘Sangguniang Kabataan funds, in addition to any other compensation provided by this Act and shall be granted al the fend of every regular monthly Sangguniang Kabataan meeting: Provided, thal the monthly honoranum shall not ‘exceed the monthly compensation received by their Sangguniang Kabataan Chairperson: Provided, further, that not more than twenty-five percent (25%) of the Sangguniang Kabataan funds shall be allocated for personnel services, The DBM shall issue the necessary guidelines implementing this provision, Whereas, the Department of Budget and Management released the Local Budget Circular (LBC) No. 148 last December 23, 2022 with the subject IMPLEMENTING GUIDELINES ON THE GRANT OF HONORARIUM TO SK OFFICIALS PURSUANT TO REPUBLIC ACT (RA) NO. 11768; Whereas, Section 3.0 (3.1.2) of the said LBC states that the amount of the monthly honorarium of the SK Officials shall be subject to thelr attendance at SK meetings, deliberations, and official activities of the SK; Whereas, Section 3.0 (3.1.4) of the sald LBC states that the monthly honorarium shall be pro- rated based fon the actual work and/or attendance vis-a-vis the work and/or meeting schedule or performance standards as may bee prescribed under the internal rules of the SK concerned; to adhere 10 the aforementioned provision of the Local Budget Circular (LBC) No. 148, Internat Rules of Procedures of the Sangguniang Kabataan of Barangay 25- Jose P. Rizal shall be composed of the following committees: ‘@. Committee on Education and Culture. rosponsiblo for overseeing all SK matters, that is, policy ‘and programs or projects related to education and culture. Mainly, the committee is tasked to ensure that education is a matter of prionly and culture is kept alive among the youth and community as a whole, @.g, folk dances; b. Committee on Environmental Protection, Climate Change Adaptation (CCA). and Disaster Risk Reduction and Resiliency (DRRR} responsible for all SK matters related to environment and disaster preparedness. The committee is tasked to ensure that the youth are made aware of and capacttated regarding protection of the environment and preparedness in times of calamities, & Committee on Youth Employment and Livelinood- responsible for all SK affairs related to promoting employment and lvellhood opportunites forthe youth, Committee on Health, Health Services, and Reproductive Health- responsible for all SK matters related to the health of youth: 2. Gommittee on Anti- Drug Abuse and Social Protection: to safeguard the welfare of the youth, ‘anti-drug and social protection committee should be created: {Committee on Gender and Development. this committee manages all SK matters concemed with gender and development (GAD); 1g Committee on Sports Development. this committee is in- charge of managing all SK matters, related to sports development among the youth and among community members as a whole SECTION 2. Special Committees may be created depending on the needs of the sector and or issues or concems of the youth in the barangay. SECTION 3. Chairpersons and members of the committees shall come from among the members of the SK or from ‘among the members of KK, ‘SECTION 4, Functions of the Committees are as follows: ‘2. Conduct deliberations and consultations and the holding of committee report sessions related to the proposed resolutions; b. Creste policies addressing the issues and concems of the committe Plan, facilitate, and implement programs and activities that SK provides such as educational workshops and ‘skills trainings; revival of cultural or folk dances; creation of youth task force on DRRR. management; employment and livelihood project; anti- drugs campaign; GAD training; and sports development aimed at reviving and strengthening traditional games, to name a few: 4d. Conduct consultations in relation to programs and other activites of SK, @ Gather feedback from KK members and other individuals engaged: f. Make decisions conceming committee activities; 9 h Promote the SK organization in the community Create and mainiain communication lines to ensure that members are aware of the organization's programs and activities; and i, Raise funds if necessary RULE IV MEETINGS AND QUORUM SECTION 1. The regular meeting of the Sangguniang Kabataan shall be held once a month, on a Friday, starting at 5:00 PM, at Barangay 25- Jose P. Rizal, Butuan City. SECTION 2. Special Meeting shall be held at any time, at ny place within the barangay vicinitios SECTION 3. Section 3.0 (3.13) of the Local Budget Circular No. 148 dated December 23, 2022 states that the amount of the monthly honorarium of the SK Officials shall be subject to their attendance at SK meetings deliberations, and offcial activities of the SK. in adherence to the said provision, any member of the Sangguniang Kabataan who incurred absences during Regular Meatings may be deprived of thair honorarium, unless helshe is on official business or travel thet sin line to his/her duties and responsibities as SK official SECTION 4. The Sk Officials must wear any of their official uniform (depends on what is agreed prior to the regular meeting), long pants, and shoes or closed sandals; Girls can wear a skit with length down below the kneo SECTION 5, Late comers and not in properioficial uniform will be charged with Php 100.00 as disciplinary action Absence during regular meeting will be charged with Php 500.00. Absence during special meeting will be charged with Php 200.00, ‘SECTION 6.
