Position Background
USAID SINAR is working with PERTAMINA to drive the adoption of sustainable and environmentally
responsible energy practices. This partnership is grounded in PERTAMINA's comprehensive
framework, comprising eight strategic pillars, designed to guide their transition towards greener energy
solutions. One notable focus within this framework is the integration of Carbon Capture and
Storage/Carbon Capture Utilization and Storage (CCS/CCUS) technologies. This technology leads to a
significant reduction in carbon dioxide levels, contributing directly to climate change mitigation efforts.
With the progressive policies, PERTAMINA can seize opportunity through the utilization of carbon
pricing, emission reduction, or technical utilization of stored or captured carbon.
Recognizing the immense significance of this endeavor, PERTAMINA has requested USAID SINAR to
collaborate in the facilitation of this market and regulatory study on CCS/CCUS, encompassing both
the sub-surface and midstream business sectors. Sub-surface CCUS entails the capture of CO2
emissions at their source, followed by the injection of the captured CO2 into geological formations
situated deep beneath the Earth's surface during the operations of upstream oil and gas business. In
contrast, the midstream CCS/CCUS process involves capturing CO2 emissions from their sources and
subsequently converting or utilizing the captured CO2 to create valuable products or chemicals prior to
its storage.
USAID SINAR is currently seeking a qualified consultant to provide technical assistance to
PERTAMINA in conducting regulatory and market potential assessment on Carbon Capture
Storage/Carbon Capture Utilization and Storage (CCS/CCUS) covering midstream and downstream
processes. This consultant is expected to possess extensive knowledge and practical experience in
CCS/CCUS in midstream and downstream oil and gas operations.

Position responsibilities:
The objective of this assignment is to develop regulatory and market potential assessment on Carbon
Capture Storage/Carbon Capture Utilization and Storage (CCS/CCUS) in Indonesia. A consultant is
expected to deliver following assignments:
1. Collaborate with PERTAMINA's business teams to assess the integration of CCS/CCUS
technologies within midstream and downstream operations based on PERTAMINA business
line, particularly the utilization and commercialization aspects of CCS/CCUS.
2. Provide subject matter expertise in midstream and downstream processes, including carbon
capture, transportation, utilization, and storage within PERTAMINA business line and
operations.
3. Assist in developing and implementing strategies for capturing, utilizing, and safely storing
captured carbon in midstream and downstream facilities.
4. Analyze the feasibility of retrofitting existing facilities and processes to accommodate
CCS/CCUS requirements.
5. Collaborate with cross-functional teams to ensure that CCS/CCUS initiatives align with
PERTAMINA's broader energy transition and sustainability objectives.
6. Contribute to the development of regulatory and market potential assessment on Carbon
Capture Storage/Carbon Capture Utilization and Storage (CCS/CCUS) which covers following
topics:
a. Detailed mapping of domestic and international CO2 emitters and technologies for
commercial application in Indonesia.
b. Regulatory analysis to gain understanding existing and future policy, regulations, permits,
and requirements related to CCS/CCUS implementation in Indonesia.
c. Assess opportunity of PERTAMINA’s future CCS/CCUS business align with policy &
regulatory in Indonesia.
d. Assess commerciality of CCS/CCUS deployment in Indonesia using the appropriate tools of
analysis (e.g CBA, SWOT). Including evaluating suitable business model.
e. Mapping stakeholders and their roles relevant for CCS/CCUS commercialization in
Indonesia including ministerial bodies, international agencies, financial sector, and other
entities.
f. Detailed technical and economic analysis of linking CO2 capture and transportation models;
7. Support SINAR’s Agenda in regards to the CCS/CCUS including Business Best Practices
Benchmarking for Carbon Capture Storage (CCS)/Carbon Capture Utilization and Storage
(CCUS), report dissemination and capacity building for SINAR’s counterpart.

Essential required (experience, skills, education, certification, etc.):


1. Master's or Ph.D. degree in in Chemical Engineering, Petroleum Engineering, or a related field.
2. Having 7-10 years of experience in midstream and downstream oil and gas operations,
including refining, distribution, and transportation.
3. Familiarity with carbon capture, transportation, utilization, and storage technologies and their
integration within oil and gas business processes.
4. Strong understanding of environmental regulations and standards related to carbon emissions
reduction and mitigation.
5. Excellent communication skills, with the ability to collaborate effectively with technical and non-
technical stakeholders.
6. Prior experience in implementing CCS/CCUS projects within oil and gas facilities is a plus.
7. Willingness to travel to project sites and engage with PERTAMINA's teams across Indonesia.
8. Prior experience in carbon capture, storage, and monitoring projects is preferred.

Valued but not required KSA’s:


1. Familiarity with international initiatives and best practices on CCS/CCUS.
2. Problem-solving mindset with the ability to develop innovative approaches to CCS/CCUS
business and management.
