Section 1: Coverage

The supplemental Implementing Rules and Regulations of R.A. No. 1093 revises guidelines and
procedures governing the issuance of Student-driver’s Permit, Conductor’s License and Driver’s
License, their qualifications, requirements, procedures and validity in order to ensure the efficient
implementation of the same.

Section 2: Definition of Terms

Application for Student-driver’s Permit/License (APL) – form issued by LTO for application of Student-
driver’s Permit, Driver’s License and Conductor’s License and other miscellaneous transactions.

Conductor’s License (CL) – an authority granted by the LTO to a qualified person to assist the driver
of a public utility vehicle in fare collection and/or ensuring the safety of the passengers and/or cargo
while the said vehicle is in operation.

Driver – shall mean any person duly licensed to operate a motor vehicle.

Driver’s License (DL) – an authority granted by the LTO to a qualified person to operate motor vehicle
stating therein the Driver’s License Code (DL Code) and conditions, among others.

DL Classification – Driver’s License Classification may either be Non-professional or Professional


based on the approved DL Code/s
a. Nonprofessional Driver’s License (NPDL) – an authority in the form prescribed by the LTO
granted to a person to operate a private motor vehicle; or
b. Professional Driver’s License (PDL) – an authority in the form prescribed by the LTO granted
to any driver hired or paid for driving or operating a motor vehicle whether for private or for hire
to the public.

DL Code – refers to the collective code representing the vehicle category/ies that a licensed person
is allowed to operate.

Vehicle Category – refers to motor vehicle category as specified in the Philippine National Standard
on Road Vehicles-Classification and Definition.

Restriction Code – refers to previous code representing the vehicle category/ies that a licensed
person is allowed to operate.

DEMERIT POINTS - refer to the Traffic Violation and Equivalent Demerit Points
Accumulated arithmetical value assigned to every corresponding traffic violation committed by a driver
during the validity of driver’s license.
A driver with accumulated Demerit Points is not allowed to apply for Additional DL Code/s or apply for
Change of DL Classification, within the period specified below, counted from the date of settlement of fines
and penalties.

Accumulation Period – during the validity of DL and will revert to zero (0) after renewal.
Drivers of public utility vehicles (PUV) are meted with double demerit points for every traffic violation
committed while operating a For Hire motor vehicle including the driver of a private motor vehicle
operating as a PUV but without proper authority from the LTFRB.

A driver who is not able to complete the intervention program within thirty (30) days from his last
apprehension, after a notice has been given, shall have his driver’s license suspended until he is able
to attend the required course.

Training and Experience requirements for PDL - Light Articulated Vehicle (BE)
- Holder of B, B1 or B2 for at least three (3) years and equivalent training from LTO Accredited
TESDA Training Center or PDC from Driving School prior to application or Holder of CE.

Training and Experience requirements for PDL - Heavy Passenger or Commercial Vehicle (C)
- Must be a holder of PDL Code B2 for at least four (4) years and must have equivalent training
from LTO accredited TESDA Training Center for NC III or PDC from Driving School prior to
application.

Training and Experience requirements for PDL - Heavy Passenger or Commercial Vehicle (CE)
- Holder of C or D for at least six (6) months and must have equivalent training from LTO
Accredited TESDA NC III Training Center or PDC from Driving School prior to application.

Medical Certificate – a certification issued by a registered physician of an LTO accredited medical
clinic stating the result of applicant’s medical examination and valid for a period of sixty (60) days from
the date of issuance.
Drivers with driving conditions “2” or “3” or “4” or “5” are not allowed to operate For-Hire/ Public Utility
Vehicles or Commercial Vehicles, unless, expressly allowed, in writing, by a qualified medical
specialist.

SLIDE NO. 27 - 29
Driving Enhancement Program (DEP) – a seminar designed by Land Transportation Office (LTO) for
driver’s license holders that covers road safety and updated land transportation laws, rules and
regulations. It includes the re-orientation course (Intervention Program) for drivers during renewal of
their licenses under Section 14 of the Implementing Rules and Regulations (IRR) of Republic Act No.
10930, the intervention program as provided for under Section 15 of the said IRR, and the
comprehensive driver’s education under Section 27 thereof.

Renewal of Driver’s License

• Renewal of DL after two (2) years from the expiry date shall require the holder to take and pass
the theoretical and practical examination and pay the corresponding penalty in addition to the
basic fee.
• Filipinos working/living abroad may renew their DL on-line or through their authorized
representative upon presentation of necessary documents. The licensee shall present him/herself
to LTO upon arrival in the Philippines for capture of photo and presentation of Official Receipt and
submission of medical certificate.
• Renewal of Philippine DL after two (2) years from the expiry date but with valid Foreign DL – DL
Code shall be retained for Philippine DL if the valid Foreign DL has the same DL Code.

For qualifications/requirements the renewal of Driver’s license, are as follows:


- Holder of DL
- Physically and Mentally Fit to drive
- No unsettled Traffic Violation
- DL not renewed for more than two (2) years after the expiry date - Passed the Automated
Theoretical Examination and Practical Driving Test
- Completed the Driving Enhancement Program (DEP) prior to initial renewal of the five (5) year
DL
- Completed training in the operation of Special-purpose Vehicle (SV)

Additional DL Code
Inclusion of a new DL Code in the driver’s license for holders who have acquired skill and knowledge
in operating other types of motor vehicle must comply the following:
- Valid DL or DL not expired for more than two (2) years
- Must be eligible with the minimum experience and training requirements
- Must have completed practical driving course
- Must pass the theoretical examination
- Must pass the practical driving test
- For special-purpose vehicle – must pass the special training course
A DL holder is allowed to learn and operate a motor vehicle with a DL Code other than what he/she is
allowed to operate. Provided, that the said holder is accompanied by a duly licensed driver accredited
by LTO as driving instructor, possessing the appropriate license code for the desired type of motor
vehicle.

Renewal of Philippine DL after two (2) years from the expiry date but with valid Foreign DL -
DL Code shall be retained for Philippine DL if the valid Foreign DL has the same DL Code.
- Must be a holder of valid Foreign DL
- Must pass theoretical and practical examination if vehicle category is NOT found in FDL
- Must pass practical examination if FDL country is operating right hand drive vehicles

Change of DL Classification
Changing of Driver’s License Classification from nonprofessional to professional or vice-versa.
- Holder of DL under RC 1 / DL Codes A, A1 who is at least eighteen (18) years old may apply
for change of classification from NPDL to PDL after being a holder for six (6) months of NPDL
with the same RC/DL Codes.
- Holder of DL under RC 2 / DL Codes B, B1, B2 who is at least eighteen (18) years old may
apply for change of classification from NPDL to PDL after being a holder for one (1) year of
NPDL with the same RC/DL Codes.

THEORETICAL AND PRACTICAL EXAMINATION
The theoretical examination for DL shall be according to DL Classification, DL Code and Vehicle
Description which the applicant intends to operate:
- An applicant for DL has the option to apply for any combinations of classification and DL Code
provided that the random questions shall have a total of sixty (60) with passing rate of eighty
percent (80%) or forty-eight correct answers out of sixty (60) questions.
- Applicants for DL Code CE shall have an additional ten (10) questions intended for heavy
articulated vehicles with a passing rate of eighty percent (80%) or eight (8) correct answers
out of ten (10) questions exclusive of the score acquired from the sixty (60) basic questions.
- Failed applicants for new CL/new DL/additional DL Code/Change classification and DL not
renewed for more than two (2) years from expiry date shall be given a Rejection letter including
the submitted documents stating therein the result of examination and may re-apply on the
following regular working day.
- No applicants will be allowed to take Practical Test if failed in Theoretical Examination

For Practical Driving Test


- The LTO personnel shall conduct the Practical Driving Test which shall be done within the LTO
authorized test route. Any test conducted outside of the designated test route shall be declared
null and void.
- The authorized Driving Skills Rater shall indicate the desired DL Code/s and attest to the result
of the examination by affixing his/her signature which shall be subject to the
approval/disapproval of the Chief of Office.
- Failed applicants for new DL/additional DL Code/Change Classification and DL not renewed
for more than a Rejection Letter, with the submitted documents, stating therein the result and
remarks of the driving skill rater and may re-apply after seven (7) calendar days.

Essential Provisions
• Conductors License – valid for five (5) years and renewable for ten (10) years if no traffic
violation
• New Conductors must attend eight (8) hours Road Safety Seminar
• Renewal of CL – must attend four (4) hours Road Safety Seminar

• No pending criminal cases
• Filipinos – at least sixteen (16) years old
• Foreigners – at least eighteen (18) years old
• Knows how to read and write, physically and mentally fit and with no unsettled traffic violations
• Completed Theoretical Driving Course from accredited Driving Schools or LTO
• SP is valid for one (1) year
• If SP is expired – not allowed to learn and drive motor vehicle but allowed to take NPDL
examination if Practical Driving Course is completed while SP is valid
• After two (2) years from the date issuance, SP must be renewed
