SUBJECT: REQUEST FOR INFORMATION REGARDING RULES, REGULATIONS,


AND REQUIREMENTS IN ACQUIRING AN RPAS PILOT LICENSURE
APPLICATION FOR THE GOVERNMENT AND EMERGENCY
COMMUNICATIONS SYSTEM PROJECT MANAGEMENT TEAM.

Dear DEPUTY DIRECTOR GENERAL MENDOZA:

Greetings from the Department of ICT!

This has reference to the Government Emergency Communications System Mobile


Operations Vehicle for Emergency (GECS MOVE), a rapidly deployable communications
systems integrated into specially-engineered vehicles procured by DICT in partnership with
the United Nation - World Food Programme (UN-WFP).

In relation to the GECS capacity building, the undersigned hereby requests assistance from
the Civil Aviation Authority of the Philippines (CAAP) to provide RPAS Pilot Licensure
Training for a total of eight (8) participants. Our target date of implementation will be on
between 19 September 2022 - 7 October 2022. This Training shall serve as the foundation of
knowledge for the use of Unmanned Aerial Vehicles (UAV) Drones in times of emergencies
and/or disasters.

As such, we would like to request for a focal person or a Point-of-Contact whom we could
coordinate with this request. In addition to this, we would like to as for assistance on the
following for our team to prepare any necessary requirements: (a) schedule of available
training dates if the target dates above mentioned is not applicable; (b) maximum number of
participants that can be accommodated if the target number above mentioned is not
allowed; (c) course outline for the training/seminar; (d) requirements for the participants;
and (e) alternative location: field space requirement for training if the target participant does
not meet the requirements set by the concerned office.

As the Philippines is enhancing its Disaster Risk Reduction and Management (DRRM)
strategies, GECS MOVE is a technical priority to mobilize advance telecommunications
technologies and emerging ICT frameworks to built resilient communities. With the
training/seminar from CAAP, DICT trust the vulnerable population as well as the respective
emergency relief services to be able to make use of it.
