A. Rationale

Gogognan is a barangay in the municipality of Aborlan, in the province


of Palawan. Its population as determined by the 2020 Census was 656. This
represented 1.69% of the total population of Aborlan. It is situated at
approximately 9.4348, 118.5341, in the island of Palawan. Elevation at these
coordinates is estimated at 6.8 meters or 22.3 feet above mean sea level.
The household population of Gogognan in the 2015 Census was 586 broken
down into 139 households or an average of 4.22 members per household and
age group with the highest population in Gogognan is 15 to 19, with 69
individuals. Conversely, the age group with the lowest population is 80 and
over, with 4 individuals. Combining age groups together, those aged 14 and
below, consisting of the young dependent population which include
infants/babies, children and young adolescents/teenagers, make up an
aggregate of 33.79% (198). Those aged 15 up to 64, roughly, the economically
active population and actual or potential members of the work force, constitute
a total of 59.73% (350). Finally, old dependent population consisting of the senior
citizens, those aged 65 and over, total 6.48% (38) in all.
Acccording to Salkintzis (2000), many people encounter health
problems after accidents such as bleeding and stroke. In some situations, they
must be treated as soon as possible to prevent from further suffering and
injuries. This would be called as an emergency situation that posts an urgent
risk to life, health, property or environment.
Sikka (2005), highlighted that any delay in servicing patient in an
emergency situation may cause in-morbidity or mortality. In line with this,
Margolis (2005) stated that system of pre-hospital delivery of care is to be
considered from several aspects: Cultural, Geographical, Political and Primary
health care infrastructure. Although emergency care is considered to be a small
part of public health but in modern and developed cities, people expect to have
a good healthcare system; this ensures good services for the public. Emergency
medical services work in different geographical areas and therefore the
provided emergency services may vary in expected scope of practice and levels
of care. Holliman et al believe that in considering an emergency medical
service of a country, it is important to understand its current level of health
care availability and infrastructure (Holliman et al., 2000).
According to the UNDRR, 2021. Well-conceived emergency
preparedness and response plans not only save lives and property, they often
also contribute to resilience and post disaster recovery by lessening the impact
of a disaster. Preparedness efforts, early warning systems and communication
system will help ensure that cities, communities and individuals threatened by
natural or other hazards can act in sufficient time and appropriately to reduce
injury, loss of life and damage to property and fragile environments.
Sustainability can be achieved if the community itself and local authorities
understand the importance of effective emergency response through pre-
hospital and first aid and medical strategies.
As a social work students it is vital to understand the importance of
effective emergency response through pre-hospital and first aid and medical
strategies to help the communities to become resilience in times of accidents
and emergencies.

B. Objective
At the end of the training, the participants will be able to:
a. Raise awareness of the effective emergency response through pre-
hospital and first aid and medical strategies.
b. Recognize the importance of the effective emergency response
through pre-hospital and first aid and medical strategies.
c. Be prepared in unexpected accidents or danger that may cause harm.
d. Apply the knowledge they gained from training and leads as their
lifetime asset.
C. Methodology
The 3rd year students will host the training that will held at Barangay
Gogognan Covered Court, Aborlan, Palawan. Participants are expected to be the
Residence and Barangay Officials of Barangay Gogognan, Aborlan, Palawan and
3rd year Section B Social Work Students of Western Philippines University- Main
Campus, Aborlan, Palawan. All participants who attend the training will receive a
certificate as a prof for attending the training entitled "Effective Emergency
Response through Pre-Hospital and First Aid and Medical Strategies"; therefore,
attendance is required because no attendance means no certificate for the
participants.
The actual conduct of training is divided into several sections, including a
lecture, ice breaker, demonstration and individual reaction or evaluation. The
discussion on Effective Emergency Response through Pre-Hospital and First Aid
and Medical Strategies of the resource speaker is included in the lecture. He will
be given 3 hours to present the lectures and 2 hours for the demonstration.
After the discussion, there will be a 30 minutes ice breaker facilitated by
assigned social work student facilitators where the participants will be entertain
and will fill the dead air. In evaluating the efficiency and effectiveness of the said
training, the social work students will ask participants to share their
reaction/reflection about the topic, also to determine if the participants relate and
understand what have been discuss during the entire training. Moreover, the
facilitator will use laptop, television, and sound system as medium tool for better
communication and understanding in the training discussion.

participants able to identify the different strategies on how to be prepared in
coming unexpected disaster.

C. 5 Expected Outcome
At the end of the seminar, the participants are expected to be
knowledgeable about the preparedness to disaster and environmental challenges
they will also expected to share those knowledge on their community.

C.6 Monitoring and Evaluation Scheme


A post evaluation will be administered to the participants to assess the
participant level of learning from this seminar.

D. Counterpart of Participants
The participants are expected to attend and listen until the end of seminar
and providing their level of satisfaction on the topic resource person and
facilitators.
