Safety Precautions

1. Danger prevention

The equipment has a high-tension cubicle, a charger and batteries where large
currents flow so that they are very dangerous. Before doing maintenance work,
be sure to switch the power off and let the capacitors discharge.
When making adjustments or measuring high voltage, put one of your hands in
the pocket, for example, so that most of the your body will not be exposed to the
electric circuits at the same time. It is advised that work be performed not by a
single person.

2. Measures Against Electric Shock


(1) If any one gets an electric shock, immediately switch the power off, and ground
that circuit concerned. If it is not possible to switch the power off, remove the
victim from the electrical conductor as quickly as possible by using a belt, dry
towel, or a piece of wooden board.

(2) If a strong electric current run through the body, the respiratory nervous center
under the brains might be struck, resulting possibly in a sudden stoppage of
breathing, irregular pulsation, and falling into unconsciousness. By immediately
taking such steps as artificial breathing and heart massaging correctly and
patiently, the victim will return to normal in most cases.
Never be upset or give up, taking him as dead.

(3) To see whether the victim is breathing, lay him his face up, see if the chest and
abdomens move.
To check whether the heart is beating, touch the neck artery with your finger. If
he is not breathing, try artificial breathing. If the heart is not beating, massage
the heart. Whichever the case take action as soon as possible.
If both breathing and heart beating have stopped, conduct artificial breathing
and heart massaging simultaneously.

3. First Aid
(1) Important Points
a. Do artificial breather and/or heart massaging on the spot.
b. Do not roughly carry the victim
c. Contact the doctor quickly.

(2) Artificial Breathing


Mouth-to-mouth resuscitation

a. The victim is likely to be unconscious. Pull his chin up to expand the respiratory
tube.
(Figure 1)

b. Then watch the move of the chest and abdomens.


If they are still start artificial breathing at once.

(1) Pull the chin up, and the head down.


(2) Place a blanket on the Pack.

c. Pinch the nose of the victim with the thumb and index finger of one hand so that
air will not leak from the nose.
Hold the back of the head with the other hand, and raise it. (Figure 2)

d. With your mouth on the mouth of the victim, blow into his heart while watching
the chest.
Open your mouth wide each time you breathe into his heart, taking care not to let
air leak.

e. Leave your mouth from his each time you blow, but keep his nose pinched with
your hand.

f. For the first few times, blow a little hard about one half the amount of a deep
breath (about 1 liter); and then blow at a rate of about 12 times per minute.

g. Each time you blow, be sure to check that the chest of victim swells. (Practice this
well, using a doll, for example.)

(3) Closed chest type heart massage


If the heart is not beating, it is necessary to bring it back to work again as soon
as possible. This is a very effective method of bringing the heart back to work by
pressing it from the outside.

a. Do it quickly.

b. Lay the victim down, his face up, on a floor, table or a hard place.

c. Place the bottom part of the palm of one hand about one-third away from the
lowest rib, and put the other hand on it.

d. Without bending the elbow, press lightly with the weight of your body until the
chest of the victim is depressed about 4 to 8cm and immediately release the
hands. (Figure 3) And when pressed by hand, the heart shrinks so the blood in it
is pushed out.

e. Repeat this process rhythmically at a rate of about once every second. Never do it
impulsively.

f. If the chest is pressed too hard, the ribs might be broken.

g. Heart massage should be done simultaneously with mouth-to-mouth


resuscitation at the ratio of 15 heart massages to 2 artificial breathings.

h. If there are two persons available, one should do heart massage, and the other
artificial breathing. (Figure 5) In this case, the ratio of heart massage to artificial
breathing should be 5 to l.

4. Other Precautions

(1) The victim must be taken to the hospital or clinic as soon as possible. While he
is on the stretcher, or in an ambulance, keep massaging the heart and
artificial resuscitation.

(2) When the victim begins to naturally breathe again, or his hands and feet are
warn again, or his pulses can be felt again, wrap him with a blanket to keep
him warm and quiet.

(3) If he is still unconscious while his heart and breathing are back to normal,
keep him on the side to maintain his respiratory tube wide so that he will not
be choked by something vomited, nor be suffocated again.
(4) Have him examined by the doctor as soon as possible.

1.1 Overview
This chapter explains operations, displays and operational procedures. Only certified personnel
who well understand this device shall operate this device. Failure to do so may cause operational
errors.

NOTE
You should carefully read the instructions of operations and displays and well understand the
function of each operational portion before operating this device.

The operational procedure explains procedures required for operating and servicing this device
step by step.
This chapter explains the device correctly installed and assembled without any failures and
properly adjusted.
Perform emergency operations required immediately if a trouble occurs in operation.

! DANGER
This device is energized with life-threatening high current and high-frequency power. Well
confirm that no person is performing work before starting any operations. When you
service or adjust this device, take care no person operates this machine from other
places. Report and confirm work conditions. Transfer control right to the local. Bypass the
transmission system to secure your safety.

displays.
Drawings show operational portions of each part. The reference numbers in each table correspond to
the numbers in each drawing.

1.2.2.1 RCMS (Remote Control Monitoring System)
RCMS remotely controls the operation of DME and displays the equipment status via the
communication connection with LCD Unit. RCMS is a stand-alone note PC running the RCMS
software. Control and Monitor items are in APPENDIX Monitor and Control items.
Screen of RCMS and content of operations are described below this.

1.3 Operation Procedure


Activation method, stopping method, emergency operation in equipment house or shelter, and operation
at the time of operation and maintenance are shown.

1.3.1 Activation Method


All circuit breakers of switchboard in equipment house, all power switches in the equipment,.

1.3.1.1 Activated of equipment in equipment house or shelter


DME Equipment is activated in accordance with the flow chart in Figure 1.3.1.1-1. Moreover, RCMS is
activated in accordance with the flow chart in Figure 1.3.1.1-2.

! DANGER
- At the time of activation, ensure that there are no personnel around the power system.
- In order to conform to RF exposure compliance requirements, the separation distance of 15m
from DME Antenna during operation should be maintained from antenna of this equipment to
all personnel.

NOTE
Work should be implemented in accordance with the flow chart. In case an alarm signal is generated in
the middle of step, you should move on to the next step after completely returning to the normal
condition.

1.3.3 Manipulation at the time of operation


Manipulation at the time of normal operation depend on “regular checks” manual, otherwise the
following manipulation should be performed.

1.3.3.1 Equipment house or shelter


(1) Check panel display of CONT Unit or LCD Unit.
(2) Check switching behaviors of No.1 Transponder and No.2 Transponder by panel control of CONT
Unit or LCD Unit. In addition, check transfer behavior by generating alarm signal from MON Unit
or LCD Unit.
(3) Perform operation check of alarm set by changing to ALM BYPASS status with CONT Unit or
LCD Unit.

1.3.3.2 RCMS
(1) Check panel display of RCMS.
(2) Check switching behaviors of No.1 Transponder and No.2 Transponder by manipulating RCMS.

1.3.4 Manipulation at the time of maintenance


If maintenance becomes necessary at the time of normal operation, some are related to the
transmission systems (No.1 and No.2) and others are common and not related to them.

1.3.4.1 Change of components requiring stopping of operation


Components that require to stopping operation when they are changed regardless of a transmission
system are as follows:
(1) DME chassis
・CONT Unit

In addition, please refer to manipulation of Figure 1.3.2.1-1 of 1.3.2 Stopping Method regarding
manipulation for maintenance of the above-mentioned components.

1.3.4.2 Change of component requiring to stopping one side of the transmission system
Components that require to stopping one side of the Transponder system when they are changed are
shown below:

(1) DME chassis


・DC Unit (standby side)
・TRX Unit (standby side)
・HPA Unit (standby side)
・Preselector (standby side)

(2) Breaker panel


“POWER1” or “POWER2” switch (switch of Transponder on the standby side can be turned off).

(3) Power Assembly (option)


“AC POWER1” or “AC POWER2” switch (switch of Transponder on the standby side can be
turned off).

Maintenance of the standby Transponder system should be performed in accordance with procedures in
Figure 1.3.4.2-1.

1.3.5 Operations during failures


If a failure occurs in a device configuring the monitor system during operation, the device will give
an alarm. Actions are automatically taken corresponding to the alert signal. So, there is no problem.
Signals of the transmission system are always monitored by the MON Unit. When two MON Units
issued alarms (AND method alarm), the trouble will be automatically handled (Automatic actions mean
transfers and shutdowns of the transmission system).
MON Unit has the following alarms:

(1) PLS SPACE ALM : Pulse space alarm


(2) SYS DLY ALM : System delay alarm
(3) SENS ALM : Response efficiency alarm
(4) TX RATE ALM : Transmission rate alarm
(5) TX PWR ALM : Transmission output level alarm
(6) SLF CHECK ALM : Monitor self-diagnosis alarm

In general, these alarms are likely to occur. If completely unexpected troubles occur, find the broken
unit and take necessary steps immediately.

! DANGER
If this unit stops during operation, contact a person in charge immediately and receive
instruction to tackle the problem.

NOTE
If you want to return the device from the transfer and shutdown state to normal operation, check the
alarm state latched in advance on each MON Unit. Then, press “ALARM RST” switch on the LCD Unit.

This action releases the transfer state. If this alarm latch is not checked, you can hardly probe the cause
of an alarm in the future transfer and shutdown state.
