SOP for handling Non-Scheduled/ Charter flight movement

at VSS Airport Jharsuguda during Lok Sabha election 2024.

Objective: This SOP will provide instructions & guidance to all ATCOs posted
at VSS Airport Jharsuguda for handling Non-Scheduled/ Charter flight
movement at Jharsuguda Jurisdiction /Airport during Lok Sabha elections 2024.

Effective Date: With immediate effect from 13th May 2024 till June 02, 2024.
(I) Content:
1. Aircraft departing & landing at VSS Airport Jharsuguda:
a) Departures:
i) Aircraft departing to controlled aerodrome:
 Obtain Flight Plan, Passenger Manifest.
 E-mail Flight Plan, Passenger Manifest to Election Commission
& others (refer e-mail list).
 Update Google Excel data Sheet.

ii) Aircraft departing to uncontrolled airstrips/helipads/aerodromes:
 Chief airport security officer shall be informed and ETA will be
passed (He will inform police control room/concerned district
SP at least 30 minutes prior to the ETA or immediately if flying
time is less than 30 minutes)
 Obtain Flight Plan, Passenger Manifest.
 E-mail Flight Plan, Passenger Manifest to election commission
& others (refer e-mail list).
 Update Google Excel data Sheet.

b) Arrivals:
i) From controlled airport:
 E-mail ATA & movement details to election commission &
others (refer e-mail list).
 Update Google Excel data Sheet.

ii) From uncontrolled airports:
 Inform CASO.
 Obtain Passenger manifest & flight plan.
 E-mail Passenger manifest & flight plan to election commission
& others (refer e-mail list).
 Update Google Excel data Sheet.

2. Aircraft overflying within Jharsuguda Control Zone:
a) If departure and destination are controlled aerodrome except
Jharsuguda:
 Inform ETA to destination aerodrome.
 Update Google Excel data Sheet.

b) If departure from controlled airport and destination is uncontrolled
airport/airstrip:
 Chief airport security officer shall be informed and ETA will be
passed (He will inform police control room/concerned district

 E-mail movement details to election commission & others
(refer e-mail list).

c) If departure from uncontrolled airport and destination is
uncontrolled airport/airstrip:
 Obtain Passenger manifest & flight Plan.
