Subject: Consent for allowing BPCL enrolled Start-up / Door to Door delivery Reseller to load HSD in its
Mobile Dispenser from the Mobile Dispenser loading facility at our retail outlet for the purpose of reselling
by way of door to door delivery to the consumers as permitted by BPCL.

Dear Sir,

1. Our dealership M/s ____________________(dealership name) has the facility of loading Mobile
Dispenser from the Mobile Dispenser loading facility installed in our Retail Outlet by Bharat
Petroleum Corporation Ltd. under PESO license in Form XIV for Door to Door Delivery (DDD) of
High Speed Diesel.

2. M/s ________________(firm name) located at _________________(address), a Start-Up

registered with DPIIT, Govt. of India vide Registration No. ______________has approached our
dealership to load HSD in its Mobile Dispenser from the Mobile Dispenser loading facility in our
Retail Outlet . The request letter received from the said firm along with a copy of the Start Up
registration certificate are enclosed. I/We understand that consent letter for the same from our
dealership is a pre-requisite for submission of Expression of Interest by the firm for appointment
as FuelEnt by Bharat Petroleum Corporation Ltd. for Door to Door Delivery (DDD) of High Speed
Diesel through Mobile Dispensers.

3. I/We are aware that as per extant PESO guidelines, maximum two Mobile Dispensers are
permitted to be loaded from the Mobile Dispenser loading facility installed at our retail outlet
subject to PESO approving the second Mobile Dispenser. At present, I/we hereby confirm that
following Mobile Dispenser has been approved by PESO for being loaded from the Mobile
Dispenser loading facility in our Retail Outlet.

 4. In response to the aforesaid request letter received, we have arrived at an agreement with M/s
________________(firm name) on the commercial and other terms which are mutually accepted
by both parties for loading its Mobile Dispenser loading facility from our Retail Outlet with
necessary permission from BPCL.

5. I/We hereby give our consent and request Bharat Petroleum Corporation Ltd allow M/s _____ to
load its Mobile Dispenser from the Mobile Dispenser loading facility installed at our Retail Outlet.

6. I/We are aware that the commercial arrangement and operating terms between our dealership
and M/s_______________ will be entirely within the purview of both the parties and Bharat
Petroleum Corporation Ltd will be not be a party to any difference or dispute between dealership
and the said firm on this account.

7. I/We confirm that I/we will abide by all the statutory and PESO guidelines for loading Mobile
Dispenser of M/s ____________________ from the Mobile Dispenser loading facility installed at
our Retail Outlet.

8. I/We also confirm that the agreement between our dealership and M/s _____________ shall not
be terminated for whatsoever reason without prior permission from Bharat Petroleum
Corporation Ltd.

This consent is being issued subject to the approval of Bharat Petroleum Corporation Ltd. and Bharat
Petroleum Corporation Ltd. reserves the right to accept / deny our request and/or withdraw its approval
at a future date at its sole discretion and without assigning any reason.

I/We hereby confirm that I/we have not issued Consent letter in favour of any other Start-Up / Door to
Door delivery Reseller for loading Mobile Dispenser loading facility in our Retail Outlet.
